State of the City Address
Hosted by the Chamber of Commerce,
Mayor Sandra Krebsbach presented the 2014
State of the City Address. The Mayor shared
this past year's successes and the City Council
goals for 2014.

Council Approves 2014 Goals
On February 3rd, the City Council adopted their
2014 goal list for the city to accomplish this
year. The goals included:
• Re- Evaluation of sign code
• Begin discussions on water system contract
renewal with St. Paul Regional Water
Services
• Participate in NDC4 cable franchise renew-
al with Comcast
• Construct off -leash dog park
• Monitor increasing storm water regulations

Public Works
The Parks Crew continue to snow blow the trails throughout the City. Truck
503 was taken to Mauer Chevrolet for a recall. They continue flooding the
ice rinks as needed. Truck 501 was taken to Kremer Spring for a problem
with the steering. The trucks were cleaned.
The Utilities Crew checked the lift stations. The check valves were rebuilt at
the Mendota Heights Road lift station. Pump one check valve had a large
rag stuck in it. Pump two check valve's gasket was torn apart. The utilities
trucks were washed.
The Streets Crew helped repair the hydraulic ram on truck 304. Bridge
decks on Wagon Wheel Trail, Mendota Heights Road, and Acacia Boulevard
were cleared of snow. Salt and sand were mixed with the cat loader. Fire
hydrants were cleaned of snow in the business park. Snow piles on the
boulevards were pushed back. Wear shoes were fabricated for the snow
blower on the bobcat and a new cutting edge was installed.
Engineering
City Projects (construction year)
Hunter Lane /Orchard Place Neighborhood Improvements (2013) -The
project is considered substantially complete and the final lift of wear course
asphalt will be placed in the spring.
Crown Point & Overlook Neighborhood Rehabilitations (2013) - The
contractor will need to finish the final punch -list items in the spring.
Highway 13 Trail Connection (2014) - Construction will not begin until the
spring. A utility conflict with Saint Paul Regional Water Service needs to be
resolved prior to construction.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) - The consultant is working on the design plans and
specifications, and the City anticipates bidding the project in the April /May
timeframe. The project will be constructed in phases. The first phase,
scheduled for 2014, will reconstruct Victoria from Lilydale to Marie Avenue
and rehabilitate the Stratford /Walsh/ Rolling Green neighborhood. The
remainder of Victoria was put off to a future date, but it is anticipated for
construction in 2015. The City of Lilydale has asked that the portion of
Victoria from Caren Road to Highway 13 be included at Lilydale's expense.
Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014) -
The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (Mendota
Heights Road to Highway 13) are scheduled for rehabilitation in the coming
year. Projects will reclaim the existing pavement and install ADA compliant
ramps along each trail. Construction is anticipated in June /July.
County Projects
Delaware Avenue Resurfacing (2014) - Dakota County is planning on
resurfacing Delaware Avenue from Highway 110 south to I -494. This
project will not widen or otherwise alter the lane alignment of Delaware, but
will provide a new asphalt driving surface and new striping. Construction is
anticipated to begin in late June.
Lexington Crosswalk at Victoria (2014) - The median and crosswalk are
scheduled for installation this summer. Construction will likely take place in
conjunction with the Delaware Avenue Resurfacing project. This project will
install a center median in Lexington on the north side of the Victoria
intersection and provide for a crosswalk to connect the trails on the east and
west of Lexington. The left turn lane from southbound Lexington to
eastbound Victoria will be removed as part of this project.
State Proiects
Highway 110 & Lexington Avenue Signal Replacement (2014) - The existing
signal will be replaced this summer with a new LED signal with flashing
yellow arrow for the left turn lanes on Lexington.
Highway 13 Reconstruction (2015) - The section of Highway 13 that was
not rehabilitated in 2012 is scheduled for reconstruction in 2015. This
section is from I -35E south and west to 2nd Street in Mendota. This section
will receive a widened shoulder, curb, gutter, and storm sewer to help
alleviate drainage and erosion problems in Lilydale.
Highway 149 (Dodd Road) Resurfacing (2017) - Dodd Road is scheduled to
be resurfaced from Highway 55 in Eagan to Annapolis Street in 2015. At
this time, there are no plans to widen the State Highway, but some
alterations for drainage and public safety are possible. The project may be
delayed until 2017 to be constructed in conjunction with the Highway 110
resurfacing project. Due to the project delay, Dodd Road will receive
another sealcoat (chip seal) in 2014.
Highway 110 Resurfacing (2017) - Preliminary project scoping has begun.
This project will not reconstruct or alter the alignment of the state highway,
but modifications to access points, traffic signals, shoulders, drainage, and
pedestrian facilities are likely.

In 1975 the MAAG (Mutual Aid Assistance Group) team was formed and in 1983 Dakota County
SWAT team was established. In 2004 the two SWAT teams combined to form Dakota County
MAAG (Multi- Agency Assistance Group).
Aside from assisting in critical incidents (barricaded suspects, hostage rescue and crisis
negotiations) throughout Dakota County, the multi - jurisdictional team frequently serves high
risk warrants within the county and assists neighboring SWAT teams in tactical responses.
The Dakota County MAAG Team (aka SWAT) is comprised of 43 full -time licensed police officers
and deputies from Dakota County. The team consists of 33 SWAT team members, two Tactical
Medics and eight Crisis Negotiators. Ten Dakota County law enforcement agencies are
represented on the team. The SWAT team's jurisdiction includes approximately 550 square
miles and has a population of approximately 275,000 citizens.
In 2013 the team responded to 18 high risk critical incidents within Dakota County. The
Mendota Heights Police Department is represented by Investigator Chad Willson and Officer

Accident Thursday 0936 hours
Sergeant Neil Garlock and Officer John Larrive responded to a two vehicle accident on Lexington Ave and
1 Highway 13. Both of the vehicles were coming from opposite directions on Lexington Ave when they
collided. Neither party had injuries and no tows were necessary. Cleared.
1 Domestic Thursday 2110 hours
1 Officers Urmann and Fleming along with Sergeant Petersen were dispatched to a home on a male /female
verbal domestic where an intoxicated male party threatened to stab the female and slash her tires. Upon
1 arrival, yelling was taking place and the male appeared to be agitated, intoxicated and stated he was mad
because the female took his keys from him when he had to go to work. He said he made no mention of
▪ stabbing and if he wanted to stab someone, they would be stabbed. The male was advised to leave the home
I for the night.

▪ Theft Saturday 1649 hours
Officer Penton Fleming was dispatched to a local gas station on yet another gas drive off report. In meeting
1 with the store clerk, he mentioned he was only able to obtain a partial license plate of the vehicle as snow
covered most of the plate. There was no video available for this day /time. Case inactive.
1 Crisis /Mental Health Saturday 2109 hours
Officers Peyton Fleming and Michael Shepard responded to a group home on a report of a suicidal female.
Upon arrival, they made contact with the female known from past suicide attempts, who was waiting with
1 her coat and purse in hand all ready to go to the hospital. She asked if the officers had a gun on them; the
1 officers replied they did because they were police officers. She then asked for the gun so she could kill
herself. HealthEast arrived shortly after to take custody of the woman who was then transported to the
1 hospital.

Theft Sunday 0137 hours
1 Officers Meyer, Fleming, Shepard and Urmann were dispatched to a home where a theft had just taken place
and the three suspects had fled on foot. Officers began searching the area and then spoke with the victim
▪ who stated he and his son had just returned home from out of town and had left a trailer with contents
I parked alongside the garage and when he returned a short time later, he noticed several items missing. He
then noticed three people running down his driveway and fled. He could not get a good description of the
I suspects as it was dark outside and also mentioned he did not see these individuals carrying anything. There
are no leads as of this time.

Threats /Harassment Sunday 2219 hours
Officer Denise Urmann was notified to call a complainant regarding threats that were made to her via phone
1 from her ex-boyfriend and her daughter's father. In speaking with the complainant, she said she received a
voicemail from her ex that said he was going to come to her house, hurt her and take their daughter. The
woman stated they were disputing over custody battles which angered him and she did not want to file
1 charges against him yet only wanted an informational report for court purposes. The woman was advised on
1 her options to file a restraining order. Cleared.

1 Accident Tuesday 0906 hours
Officer Scott Patrick was dispatched to a location on a report of a motor vehicle accident. Upon arrival, he
met with the two drivers who were still in the traffic lane. Driver 1 was driving west on Mendota Heights 1
1 Road approaching Lexington. Driver 2 was also driving westbound on Mendota Heights Road when she was
failed to stop quick enough behind driver 1 resulting in a rear end collision. Driver 1 sustained damage to
the rear bumper cover and driver 2 had a minor crack in the bumper cover. Both drivers will be working
1 with each other to resolve issues and repair damages.
Identity Theft Tuesday 1419 hours 1
1 Officer Scott Patrick met in the PD lobby with a complainant to report identity theft. The woman stated she
has two accounts with Wells Fargo Bank and that there were several transfers and payments made between ,
▪ the two accounts which she did not authorize. Under investigation.

1 Suspicious Person Wednesday 0207 hours
▪ Officer Tanner Spicer was dispatched to a local gas station on a report of a suspicious male who frequently
I attempts to pass a stolen credit card. The male drives the same vehicle every time yet has different woman 1
1 attempt to use the stolen credit card. On one occasion, when the employee asked about the card, the man
and the woman grabbed the card back and fled the store. The employee was able to get the license plate
number of the vehicle. Under investigation. 1

1 Theft Thursday 0907 hours
1 Officer John Larrive responded to a home on a report of a theft. Upon arrival, he met with an employee of a 1
I local lawn care company who stated that one of their Bobcats was stolen. The lawn company had parked the
Bobcat along with several other pieces and snow removal equipment alongside the garage at this location. A 1
1 short time later, the actual owner of the Bobcat met Larrive at the PD to give specifics and photographs of the 1
Bobcat. Under investigation.

Car vs Deer Thursday 1453 hours
Officer Bobby Lambert responded at a property damage accident at Delaware Ave and Copperfield Dr. Up- 1
1 on arrival, he was met by the driver and a deceased deer. The driver stated as she was traveling northbound 1
on Delaware, a deer jumped out in front of her vehicle and she was unable to avoid striking the deer. There
was moderate damage to the front driver's side of the vehicle and the deer was removed from the roadway.

1 Traffic Stop Friday 0108 hours
1 While on routine patrol, Officer Tanner Spicer observed a vehicle at a high rate of speed. He stopped the 1
vehicle and made contact with the driver. He then observed, near the center counsel, marijuana stems and
leaves. Spicer then asked her to hand over the rest of the marijuana in which at that time she grabbed a 1
1 plastic baggie with marijuana, a plastic jar with marijuana and two glass pipes with burned residue. The
1 woman was then issued a citation for the multitude of possession charges.
