Ribbon Cutting ceremonies were held on
Friday, October 7, 2011 for the new Brown
College and their sister school Le Cordon
Bleu. Mayor Krebsbach, Councilmember
Petschel and Councilmember Duggan,
Interim City Administrator Mazzitello and City
Clerk Thone were proud to represent the city
in this lengthy partnership with these
remarkable higher education institutions. As
both Mayor Krebsbach and US
Representative John Kline attested to, the
school is a noted "gem" in the city.

Bonfire Reminder
The Halloween Bonfire is set for 7:00 p.m. on
Halloween at Mendota Plaza. This great

The Parks crew trimmed trees along the trails. Downed trees and limbs
were cleaned up from last Thursday's wind storm. Kensington Park turf was
restored with black dirt and grass seed where playground material was
removed.
The Utility Crew inspected a sanitary sewer line at 1660 Dodd Road. Electro
Wachman called in a high water alarm at the main lift station on Monday.
The pumps needed to be reset. Trees were trimmed at the Veronica and
Lilydale lift station. Tree roots were cut and treated with chemicals in
manhole 1 on Northland Drive and manhole 1 in the Diane Road easement.
The Streets Crew cleared away branches on Mendota Heights Road and
Winthrop Court because of a site distance problem. A newly repaired rear
differential was put into truck #312 by Tim and Cliff. They are attending
the fall maintenance expo in St. Cloud.
Engineering
Wagon Wheel Trail Reconstruction - Curb and gutter has been installed.
The contractor will be paving the street next week and grading the
boulevard areas with top soil.
2012 Projects - Council accepted the feasibility report for Lemay Lake Road
on Tuesday (10/4), a public hearing is scheduled for November (11/15). At
the same meeting Council authorized preparation of plans for the Diane
Road Neighborhood and Mendota Heights Road Rehabilitation Projects. The
Marie Avenue Rehabilitation Project was tabled to allow staff time to address
additional traffic calming and safety improvements based on a petition
presented from the neighborhood.
Knollwood Lane Rehabilitation - The assessment hearing is scheduled for
Knollwood Lane on Tuesday October 18, 2011.
MnDOT Projects
The following projects are under the management and supervision of
MnDOT and are presented as information only. Contacts for each individual
project are listed after the project update.
I -35E Resurfacing - MnDOT began resurfacing I -35E on August 18th. The
project is anticipated to last until November 1St. In addition to the
pavement resurfacing, MnDOT will be installing new guardrails, improving
drainage, and upgrading exit and entrance ramp signals. The project will be
accomplished mainly at night and during off -peak (non -rush hour) traffic
times. Lane closures are expected during off -peak traffic times.

I -35E & Highway 13 Traffic Signal Installation - Traffic signals at the exit

Child Welfare Saturday 1209 hours
Officer John Larrive assisted a husband dealing with on -going worries over his wife's mental
health status. This time, his concerns involved his children's welfare. Information forwarded to
DC Social Services.
Theft Saturday 161 hours
Received a call from the Verizon store of a theft of phone. Officer Larrive responded and
learned a man walked in, looked around and then left with her phone and left in a gray car with
a dealer plate. Good suspect information provided; investigation ongoing.
Harassment Monday 0123 hours
Complainant called to report constant harassment from an ex- boyfriend via phone calls and
texts. Officer Denise Urmann responded, learning that her somewhat unstable ex -beau won't
just leave her alone. The ex was called and told to stop contacting her; reporting party was
advised on how to obtain an OFP.
Found Money! Monday 1028 hours
We end up dealing with plenty of negative incidents, but believe me, we love to hear /report on
the positive! Sergeant Garlock responded to the police department on report of found property.
The reporting person found a significant amount of money by the Lilydale bike /walking path and
thought someone might need that money. Money held for safekeeping and many thank yous
were exchanged with the thoughtful man.
Warrant Arrest Monday 1422 hours
While on routine patrol, Sergeant Larrive observed a vehicle exhibiting some strange driving
behaviors and ran the plate; vehicle information showed; expired registration, revoked DL, order
to impound plates, and to top it off, a Ramsey County Gross Misdemeanor Warrant. Whew. He
was stopped, handed citations and taken to Ramsey County for the warrant. Officer cleared.
AOA/Domestic Assault Tuesday 1000 hours
Officer Jennifer Fordham, SRO, received information that a student may have been the victim of
domestic assault. After consultation with the victim, Officer Fordham worked with WSPPD to
coordinate a safe haven for the victim; investigation referred to WSPPD.
Fight /5t" Degree Assault Wednesday 0203 hours
Squads were dispatched to a local bar by concerned patrons where an intoxicated male was
causing a scene, yelling at people and was leaving. Officers Fleming and Urmann intercepted
the vehicle and had the male passenger get out. He stated there had been a girl fright in the
bar but he had nothing to do with it. Officer Urmann approached bartenders who stated no
injuries had been reported, no one saw anything and everyone was asked to move along. A
taxi then pulled up and a girl jumped out, who informed officers she had been jumped in the
bathroom by two girls, and then two guys came in; one of them kicked her. She knew the two
females who were angry about past differences; she had no idea why the male joined in the
assault. The suspect, soon identified as the angry passenger, was eventually arrested and
issued a citation for 5 1 Degree Assault.
Domestic Wednesday 1109 hours
Officer Scott Patrick responded to a call of a possible domestic near Dodd and Hwy 110. As the
911 Operator spoke with the caller information was slowly extracted from them to indicate it was
not a physical domestic just an argument over who was paying what bills. Officer Patrick
eventually located the couple and confirmed they were upset over who had what bills as part of
the divorce. Both agreed it was best to return home and work the problem out in a civil manner.

It is Harvest Time...
Deputy Ryan Olson was on routine patrol when he clocked a vehicle traveling well
above the speed limit. As is the normal course of action, he stopped the van with its
two occupants. The driver, a 73- year -old man, and his 44- year -old passenger were
in the front seat. In the back, he saw several freshly - picked plants of the "marijuana
variety." The passenger explained they were returning from southern Minnesota after
harvesting the crop. The two men were placed into the care of agents from the
Dakota County Drug Task Force for follow up.

Deputies responded to a serious
traffic accident on Wednesday
afternoon at the intersection of
County Road 47 and 240 Street in
Hampton Township. Shirley Jean
Younger from Faribault was
travelling northeast on County Road
47 when she was struck broadside
by Vicki Lee Geisler from Lake City.
Ms. Younger sustained serious
injuries in the accident and was
airlifted to Regions Hospital in
St. Paul. Ms. Geisler sustained
minor injuries. The DCSO was
assisted by the Minnesota State
Patrol. Responding from the
Sheriff's Office was Sergeant
Bruce Kammen, along with
Deputies Bruce and Brent
Lohmann. The accident
remains under investigation.
From our CSI Unit...
On Thursday, a Rosemount man pled guilty on multiple counts involving child
pornography and exploitation. Because much of the evidence was computer- based,
Detective Coreen Kulvich of the DCSO performed the forensic analysis. Coreen's
work, combined with that of the Rosemount detectives, resulted
in the guilty plea. The man could be sentenced up to 144
months in prison for his crimes. Nice work to everyone involved
in this investigation.

Behind the Bars...
The jail experienced a second -week decrease in the number of
inmates held per day. For the week, 253 inmates were held each
day. This represented a decrease of 13 inmates per day from
the previous week. The decrease was almost exclusively in our
