2011-01-07 Friday NewsFriday News Mendota Heights Weekly Report on City Activities January 7, 2017 The City Council voted on Tuesday night to accept applications for the open council seat that now exists. The council will accept applications until 4:00 p.m. on Tuesday, January 11, 2011. The City Council will interview all applicants who apply on Thursday, January 13, 2011 and make a decision on who to appoint at their regular meeting on Tuesday, January 18, 2011. The candidate that is selected will be sworn in on Wednesday, January 19, 2011 prior to the City Council 2011 goal setting work session. Anyone interested in applying can receive an application by contacting David McKnight at City Hall. The candidate that is selected will fill the term of Sandra Krebsbach which runs through December 31, 2012. Candidates must be a resident of Mendota Heights for 30 days, 21 years of age and be eligible to vote in Minnesota. Reuib ganization and Thank You Thank you to the members of the Police Department for the work you did in moving the workout room in November and December. This new space will allow better use of a bigger space for a very important activity. A big thank you from all of us for this extra effort you put in. The two records storage rooms will also soon undergo a review and organization. The records and space that we have will be organized so all current and future staff members can find records, store records in the same manner, etc. In addition, other electronic storage options will be researched and presented to the City Council for consideration. Stay tuned! A Full Schedule The City Council will be busy in January and February with a number of tasks. Besides the normal business of the city, the council will interview candidates for the open council seat on January 13, 2011. In addition, they will hold their annual goal setting work session January 19, 2011. On February 16, 2011 the council will interview 15 candidates for vacant commission seats. This unique year has left the city with two open seats on the Planning Commission, one seat on the Parks and Recreation Commission and three seats on the Airport Relations Commission with no returning incumbents. The busy few months will wind up with the annual State of the City address which is currently scheduled for Thursday, March 3, 2011. City staff actually works on budget issues all year round. The 2012 budget has many unknowns at this point, including the impact that the legislature will have on local government. Staff will continue to develop a very broad framework of the 2012 budget and obtain goals and direction from the City Council mid -year. The budget process will continue to be refined and anyone who has questions or suggestions should feel free to share them with the city administrator. The council chambers was filled on Tuesday night as staff, residents and families witnessed elected officials taking the oath of office and employees who were honored for years of service. Rich was called in on Saturday morning to salt the middle area streets. He did a sanitary sewer inspection on Aztec Lane. There was a sanitary sewer blockage at 1330 Northland Drive. Roots were growing into the manhole and Rich cut the roots to clear the blockage. The Streets Crew was called in on December 31, 2010, because of sleet and freezing rain. They were called in also on News Year Day because of light snow. They also put down salt on January 3, 2011, because of light snow. Snow is being pushed back in the cul -de -sacs, by mailboxes, and by fire hydrants on the south end of the city. Snow is also being winged back with the grader. John Ambrose did welding on the bobcat for Cliff. Mailboxes are being fixed that were damaged during plowing. Engineering I -35E Pavement Resurfacing Project (MnDOT) - Staff was notified by MnDOT this week of their intention to resurface I -35E from Lone Oak Road in Eagan to West 7t" Street in Saint Paul. Included in this project will be resurfacing the entrance /exit ramps at Highway 110, and we will be receiving new traffic signals at the ramp intersections. This project is in sync with the Highway 13 ramp project also planned for 2011. The I -35E project will take place first, during the summer of 2011 and the Highway 13 ramp project will follow in the fall. Most of the I -35E resurfacing work is planned for night and weekend construction. Delaware Avenue Reconstruction (Dakota County - Staff has completed the stormwater drainage design per our agreement with Dakota County. The design was turned it into the County for inclusion in their review submittal to MnDOT. Residents can learn more about this project at: http:// www. co. dakota. mn. us/ EnvironmentRoads /RoadConstruction /Future /63- 22.htm Wagon Wheel Trail Reconstruction - Staff is moving forward with the design of the project. We are currently working on grading and elevations for the project area to ensure positive drainage and to calculate the cut and fill areas. This project is anticipated to be under construction in early summer 2011 with substantial completion by the end of September 2011. Knollwood Lane Neighborhood Rehabilitation - Staff has prepared the Feasibility Report for the Rehabilitation of the Knollwood Lane neighborhood streets. The project is proposed to resurface the streets in the neighborhood either by pavement replacement, mill & overlay, or crackseal & sealcoat. Staff anticipates the Feasibility Report to be before Council at their January 18th meeting. Officer Heights Bobby Lambert arrived and spoke with the homeowner. The fire Police was within the regulations of city ordinance. The resident was advised of the unfounded complaint and Officer Lambert cleared. Department Fireworks Friday 2026 hours Support A cellular phone call was received at the Dakota Communications Staff Center (DCC) reporting a large fireworks display. Officer Lambert Kim Henning easily located the display and made contact with the homeowner. Sandie Ristine Susan Donovan After a brief conversation with the homeowner the fireworks Becky Pentel celebration ended. Police Officers Grilling Complaint Friday 2148 hours Jerry Murphy Officer Lambert was starting to think he worked for the fire Scott Patrick John Larrive department by the time he received this third fire related call. This Bobby Lambert complaint was in regards to a man grilling too close to the house. Tanner Spier After a short conversation with the griller and a quick check of the Todd Rosse temperature on the side of the house it was determined the grill Chad Willson Jeff VonFeldt should be moved. Call cleared with the homeowner getting just a Jennifer Fordham little cold while he grilled in the New Year. Denise Urmann Warrant Arrest Friday 2148 hours Michael Shepard You know the only luck you have is bad luck when you run out of Peyton Fleming gas a few hundred feet from the station. Sergeant Eric Petersen School Resource Officer spotted the stalled Yukon on Dodd Road and the driver was Steven Meyer attempting to gas up the vehicle. After a quick push, the SUV Investigations was at the pumps. When asked for a driver's license, the man Mario Reyes admitted he only had an ID. Unfortunately, the ID showed he Tanner Spier Sergeants was suspended and wanted out of Hennepin Count The SUV s p p y Neil Garlock was towed and arrangements were made for the 13 year old Brian Convery passenger to be picked up. The suspect was transported to the Eric Petersen Dakota County Jail where he will then be transferred to Hennepin Reserves County to be seen for his warrant. Hopefully 2011 will be a better Randy Pentel Gino Messina year for this guy! Jesse Meitner Disturbance /Minor Consumption Saturday 0010 hours Andrew Quinlan Officer Jeff VonFeldt responded to the first call of the New Year; Chief people yelling and screaming in the street. As he arrived, it was -tike Aschenbrener very evident that no one wanted to talk with him as they scattered in all directions with one exception. A young female was walking 1/7/2011 down the street. Upon having contact with her it was obvious she was intoxicated. The PBT showed a .211 on the 15 year old girl. Her parents had to find a ride to MHPD as they were drinking. The young lady will have to explain to the court how she celebrated the New Year. Officer VonFeldt spoke with the owner of the home where all the cars were parked. She was unaware the kids were drinking. Dude, where's my car? Saturday 0206 hours Sgt Petersen responded to one of the local bars about a drunken man trying to get into different people's cars in the parking lot. The 23 year old man was extremely intoxicated. He blew a .283 on the PBT. Luckily for him, he was claimed by some sober friends. The alternative would have been Ramsey County Detox. Spreading the Word Sunday 1016 hours Caller reported that two people knocked on her door and wanted to read the bible to her. She told Officer Lambert that she was not happy about that. Parties were already gone before Officer Lambert arrived and he was not able to find them when he checked the area. No other complaints received. Missing Child Monday 0955 hours Sgt Neil Garlock received a call to contact a woman about her missing 10 year old son who had been dropped off at school earlier in the day. Mom said the child has not been happy lately and talked of not wanting to be here anymore. She signed the child to a safety contract last week. The only place she could think he would go was home. Sgt Garlock found some small footprints going to the house. No answer at the door. Mom returned home and the boy was located... Burglary Monday 1600 hours Officer Jen Fordham spoke with a man who wanted to report his snow blower was taken from his attached garage. He was not absolutely sure what day he saw it last but it was the last snow storm. The $800 snow blower was taken from the garage. There were no signs of forced entry. He noticed it missing a few days earlier but wanted to check with family in case someone borrowed it. Drunks / Fight Tuesday 0208 hours Officer Peyton Fleming witnessed two groups of people as they walked out the front door and a female started punching a man. As he pulled up to the group another man stepped into the fray and started getting punched by the woman. She was immediately separated from the group and when asked what was going on would only say she was having a bad night. She adamantly denied hitting anyone. Sgt Convery located the male who she was fighting with. He eventually admitted making some provoking comments. Witnesses filled in the blanks for the officers leading to all three parties being cited for disorderly conduct. Subsequent PBT results revealed BAC's of .108, .109 and .181. All three were released to waiting sober rides. DAR/No Insurance /Revoked Plates /Seat belt Wednesday 1324 hours While on patrol, Officer John Larrive ran an in -squad computer checked that revealed the car in front of him had revoked license plates and the registered owner also had a revoked driving status. In stopping the car, he confirmed that it was the owner who was driving the vehicle. He didn't have insurance on the vehicle and apparently didn't know about the seat belt law. He was cited for the numerous offenses and released. His car was not so fortunate and it was impounded. Am a peat awhm / A A -2-
