2014 Budget Workshop
Over the past several months city staff have been
preparing the draft 2014 budget for the council to
consider. City council and staff will meet on
Tuesday, August 13th beginning at 5:00 p.m. to
review and discuss the proposed budget. The city
council is required to certify a preliminary levy
and submit it to the county by September 15th.

Code Enforcement
Public Works
The Parks Crew made their weekly rounds of grass cutting and trash pickup
in the parks. Soccer fields at Kensington Park South and Mendakota Park
were seeded and fertilized. They also fertilized around the water tower.
They removed a downed tree from the Rogers Lake Trail, west of the lake,
and repaired a broken swing at Marie Park. They replaced the door locks on
the utility room and concession stand at Mendakota Park after vandalism.
Utilities Crew cleaned sanitary sewer mains at Overlook Road &Overlook
Lane as well as north and south Kingsley Lane. Fire hydrants were also
painted with in sewer cleaning area. Utilities crew was called in at 12:15 am
Tuesday due to an alarm and repaired seals and bearings on pump 2 at the
Mendota Heights Road main lift station. All utility vehicles were cleaned.
Streets Crew patched areas of the Valley Park Trail. Made repairs to trail
pavements and filled low spots. They also repaired Valley Park Trail bridge
abutments. They placed the first lift of asphalt on repairs to the Wentworth
Park trail and cleaned storm sewer grates. They assisted Parks Crew in
repairing tennis court net supports at Friendly Hills Park. They installed new
signs and posts at Pueblo Lane and Decorah Avenue.
Engineering
City Projects (construction year)
Dodd Road /Hiahwav 110 Intersection Pedestrian Improvements (2013) -
Construction is scheduled to begin imminently, and is scheduled for
completion by September 3rd. A portion of Interstate Valley Creek Trail
northwest of the intersection will be relocated as part of the contract.
Temporary access agreements are being executed with the private property
owners for the removal of the existing trail.
Hunter Lane /Orchard Place Neighborhood Improvements (2013) - Utility
construction on Hunter is ongoing. The base course of pavement has been
placed on Orchard from Lexington through the Hunter Lane curve. Material
stockpiles remain on Hunter Lane and Glenhill Road, so residents
accustomed to using this access are asked to use Culligan Lane off Hunter
temporarily. Stock piles are necessary due to a lack of available land for
storing the material on site. Rehabilitation work on Veronica, Orchard
Circle, Culligan, and Glenhill is expected to begin shortly. Substantial
completion is expected by the end of September with the assessment
hearing in October. For more information, please go to the project page on

Crown Point &Overlook Neighborhood Rehabilitations (2013) -This project
is substantially complete. Staff has been preparing the project punch -list,
and the contractor will be repairing the punch list items in August. An
assessment hearing is scheduled for October.
Lexington Avenue Pedestrian Trail, Hwy 110 to Douglas Road (2013) -The
trail has been re- paved, and pedestrian ramps installed. Punch -list items
remain along with some minor landscape restoration. The trail has been re-
opened.
Sanitary Sewer Cleaning and Televising (2013) -This project is underway.
The contractor will be working in the area of the city west of I -35E and
north of Highway 110. Center Pointe Business Park is also included in the
project. Minor traffic impacts should be anticipated. An item of jewelry was
found in the sanitary sewer last week and is being saved at City Hall Call the
Engineering Department at 651 - 452 -1850 if you are missing an item and
can describe what was found.
Mendota Heights Road Sanitary Sewer Force Main Replacement (2013) -
Design of the replacement force main is anticipated to be complete and
ready for bid by October/ November. This force main has broken 5 times in
the past 6 years and is in need of replacement. Construction of the
replacement could begin as early as this fall.
Highway 13 Trail Connection (2013) - Council approved final plans and
authorized advertisement for bids at their August 6t" meeting. City Staff is
working with adjacent property owners on acquiring the necessary
easements for the project. Bid opening is scheduled for August 28t" at
10:00am. Construction is expected in late September /early October.

A Police Officers favorite call ... Mendota Heights PD receives barking complaints all too
often. It seems so easy to just call and say "I always hear my neighbor's dog bark," but,
the City of Mendota Heights does have a Code, Title 5 Chapter 3, that regulates dogs and
cats.
5 -3 -5: NUISANCE CONDITIONS
A. Barking Dogs: No person shall keep or harbor a dog which habitually barks or cries.
Any such dog is hereby declared a public nuisance.
B. Number of Dogs and Cats: No person shall keep more than 3 dogs or cats over 16
weeks of age upon any premises within the city limits. The keeping of more than
such dogs or cats is hereby declared to be a public nuisance.
Note: A Police Officer must hear the dog bark for 15 minutes continuously for a successful
prosecution.

5 -3 -2: DOG LICENSING PROVISIONS
A. License Required: Exemptions: Except as provided in section 5 -3 -10 of this chapter,
no person shall own, keep, or harbor any dog within city limits unless such dog is li-
censed as herein provided. The licensing requirements of this chapter shall not apply
to any dog belonging to a nonresident of the city and kept within the city for not long-
er than 30 days; provided, that all such dogs shall at all times while within the city be
kept under restraint.
Cats are not required to be licensed
Dog licenses can be obtained by coming to the City Hall between 8:00a.m. and 4:30p.m.
Monday- Friday or by downloading the application on the City Website and mailing it to City
Hall. You will need proof of rabies vaccination from your veterinarian. The cost of dog li-
censing is:
Female Spayed /Male Neutered $5; Female Non - Spayed /Male Non-Neutered $10
The license year runs from January 1 to December 31. Only 3 dogs over 4 months of age
are allowed per residential premise.
5 -3 -3: REQUIREMENTS AND RESTRICTIONS INVOLVING DOGS
Running at large Prohibited: restraint required: No owner of a dog shall permit his /her
dog to be at large in the city but shall keep such dog under restraint at all times.

on how much stuff was
packed into it.
After checking the area,
Officer Fleming used the
loud speaker on the
squad car to call for and
request the driver to
return to the car. After
the second announce-
ment, Officer Fleming
spotted a naked man
coming down the road
toward him using his
hand to cover his
private parts.
Officer Fleming asked
the man what he was
doing he replied,
"Streaking." Evidently -d
he got the idea from a
rap song and wanted to
blow off steam (so to
speak). The man put his
clothes on before any
further conversations
took place. The man did
not appear to be under
the influence of
anything and seemed
able to care for himself.
He was cited for
Indecent Exposure and
released.

Assault
Friday
1638 hours
Officer John Larrive received a call to meet a transport driver who had called police when a
special needs client reported that he was beat up yesterday at home. Officer Larrive worked with
his caseworker who found him residential placement in a Crisis Stabilization Center. The man
reported he was unsure what had brought on the assault but lie was afraid to return home.
Officer Todd Rosse assisted the man in getting the items needed from the residence. The next
day Officer Larrive stopped at the house to speak with the family. The son advised his parents
were not home but he knew what the problem was and pointed out extensive water damage to
the house. He was sure the man was afraid to return home after causing the damage. Social
Services will investigate.

2154 hours
Caller reported a car parking on Linden Street had dumped trash on the side walk. Officer
Fleming arrived and made contact with the suspects. Unfortunately for them, the caller liad
stayed on the line with the DCC to confirm he had the right car. The two juvenile adamantly
denied dumping anything but reluctantly agreed to help clean up the mess.
Crisis
Saturday 0827 hours
Employee of a drug treatment center called to report a patient who was acting out and
exhibiting signs of drug use. The woman has a lengthy history of mental health issues and
everyone is afraid of her. Officer Larrive and HealthEast Paramedics arrived on scene to
evaluate what was going on. After a short time it was learned the woman was not taking her
prescription medications and was suffering from anxiety issues. She was transported to the
hospital.
AOA /Hit and Run
Saturday 1347 hours
The MN State Patrol was investigating a hit and run crash at Hwy 110 and Dodd Road where a
white Chevrolet Silverado pickup truck left the scene. The truck was last observed S/B on
Delaware Avenue. The license plate matched the description of the truck, and the vehicle
registered to a business at a residential address in Mendota Heights, so Officer John Larrive
made contact with the wife of the owner. He also relayed the information to State Patrol.
Moments later, the son of the owner both called and emailed the police department about
harassing his mother for no reason. Follow -up on- going.
Suspicious... something Sunday 0115 hours
Caller reported that an SUV slowed down and then left something at the end of their driveway.
Officer Denise Urmann arrived and quickly confirmed it was a white Styrofoam cooler full of
ice. Now that's a cool surprise! The homeowner was advised it was safe to throw away.
Theft Sunday 0730 hours
The Mendota Heights Par 3 called to report a missing golf cart. Officer Scott Patrick responded
and took the theft report. Later in the day the staff called to report a "whoops!" The golf cart
was found parked safely within the maintenance shed; it had actually broken down the day
before. Case closed /Unfounded.

Caller reported four people fighting in the street. All had been drinking. After discussing the
situation with the homeowner, it was learned the ex- girlfriend showed up berate her ex and
simply cause problems. She was given a ride to the White Castle to wait for her ride home.
Goin' Where The Sun Don't Shine Thursday 1249 hours
A reporting party called in stating there was an adult female who came walking out from the
railroad tracks near the river with no shoes on, seeming a bit incoherent and stated she had
been beaten tip by a man. Reporting party said it didn't seem as if she was beat up or injured
and just that there may have been some mental issues. The woman told RP that she was going
to go somewhere where the sun don't shine. The female was located and transported to her
destination.

Why doesn't every missing person or runaway get an AMBER ALERT?
Police have a very strict set of criteria that determine when to activate the Amber Alert. When evaluating a non -
familial child abduction, both of the following criteria must be met before activation can occur:
1) A child 17 years of age or younger is abducted and there is reason to believe the victim is in imminent danger
of serious bodily injury or death; and,
2) There is information available to disseminate to the general public which could assist with the safe recovery
of the victim and /or the apprehension of the suspect.
When all the criteria are met, the Police Officer calls the MN Bureau of Criminal Apprehension State Duty Officer
who confirms the facts and activates the Minnesota Crime Alert Network, MNCAN and Emergency Alert System,
EAS. The EAS is part of a national program that requires over the air broadcasters, cable, cell phones, satellite TV
and radio providers to interrupt programming to inform the public in an emergency. Many of us remember the
monthly tests of the Emergency Broadcast System which started in 1963 using commercial television stations to
share emergency messages. The EAS actively enlists the public's help in locating missing /endangered youth.
At this time there are no active AMBER ALERTS in Minnesota.
