Oath of Office
New City Council Member Steve Norton was
sworn into office at the start of the city council
meeting Tuesday night. Mr. Norton has served
on the planning commission, including a role as
chair prior to his election to city council.
Mike Povolny was also sworn in, marking the
start of his second term on city council. Sandra
Krebsbach will be sworn in for her second term
as mayor at the next city council meeting, Janu-
ary 15, 2013.
Lending a Hand
If you know of a senior, or an individual with phys-
ical disabilities who needs a hand repainting the
exterior of their home, please see the attached
letter from Paint-A-Thon, an established non-
profit offering services across the Twin Cities. If
you know of someone, put them in touch with
Jake at City Hall, or have them contact Paint -A-
Thon directly.
Planner’s Meetings
Twice a month, our consultant planner Steve
Grittman, Public Works Director/City Engineer
John Mazzitello and Assistant to the City Adminis-
trator Jake Sedlacek hold planning meetings, for
individuals and/or businesses seeking to improve
property in Mendota Heights.
This is an opportunity for property owners to dis-
cuss what they would like to do, and for staff to
explain how city code applies to a property. Top-
ics range from privacy fences to planned unit de-
velopments, with the aim of ensuring that property
owners know the proper process for moving their
ideas forward.
Planning meetings are held the second and fourth
Monday of each month, from 1:30 to 4:30 p.m.
Public Works
The Parks Crew attended the Minnesota Turf and Landscape Seminar.
The Utilities Crew cleaned sanitary sewer lines in Caren Road, the easement
downstream from Highway 13, Mendota Heights Road near Friendly Hills Middle
School, and the Victoria Road easement near Highway 13. The lines were checked
at Oak Street, Wesley Lane, Marie Avenue, Mendakota Court, and North and South
Freeway Road. No cleaning was necessary.
The Streets Crew washed the plow trucks and did routine maintenance on them.
Overhanging tree limbs that were blocking a fire hydrant on Laura Street was
trimmed and disposed of at South Saint Paul. Mailbox repair work is being done.
Engineering
City Projects (construction year)
Dodd Road/Highway 110 Intersection Pedestrian Improvements (2013) –The
consultant will be providing the City Council with an update and review of the final
design plans at the January 15th City Council meeting. Final plans are anticipated
over the winter with bidding and construction in 2013.
Hunter Lane/Orchard Place Neighborhood Improvements (2013) –A second
neighborhood informational meeting is tentatively scheduled for February 27 th to
go over specific property design issues with residents. Design plans are
proceeding in accordance with the parameters set by City Council when the project
was ordered last October. Final plan completion is expected in late winter/early
spring with construction starting in June 2013.
Crown Point & Overlook Neighborhood Rehabilitations (2013) – Design plans are
proceeding. Final plans are anticipated by spring for 2013 construction.
Lexington Avenue Pedestrian Trail, Hwy 110 to Douglas Avenue (2013) – Staff is
preparing plans for the rehabilitation for construction during 2013. Dakota County
has included this in their Capital Improvement Plan (CIP) and will assist with
project cost. Plans will be included with the Crown Point & Overlook Neighborhood
Rehabilitation project for bidding.

Highway 13 Trail Connection (2013) – Staff is planning construction of a trail
connection along the south side of Highway 13 to connect the pedestrian trail from
Riverside Lane to Lilydale Road. The project may be delayed until 2014 if MnDOT
can include it for funding as part of their trail gap program for 2014 (Highway 13
is a State Right-of-Way). If not chosen for MnDOT funding in 2014, the City
intends to construct the connection in 2013. More information will be published
about this project over the winter.
County Projects
North Urban Regional Trail (NURT) Realignment and Greenway Study – Staff is
working with Dakota County and their consultant on a study analyzing potential
realignment corridors for the NURT between Warrior Drive in Mendota Heights and
Charlton Avenue in West Saint Paul. The NURT is currently located along the north
side of Highway 110, and there are a number of realignment alternatives being
looked at to connect the NURT to the northeast corner of Charlton and Marie in
West Satin Paul. One alternative being looked at is connecting the NURT to Marie
Avenue along Warrior Drive. A public Open House is scheduled for February 6th at
the West Saint Paul City Hall to present alternatives and gather public input.
State Projects
Highway 149 (Dodd Road) Rehabilitation & I-494 Ramp Improvements – Dodd
Road is proposed for reconstruction by the City of Eagan south of I -494 in 2014.
This project will impact traffic for Mendota Heights during construction.
Reconstruction of the north interchange ramp is scheduled for reconstruction by
MnDOT, also in 2014 under a separate project. This project may include a revised
signal and turn lane pattern for the interchange. Rehabilitation of Dodd Road from
I-494 to 7th Street in Saint Paul is planned for 2015 reconstruction by MnDOT. All
these projects are in the preliminary stages of design. More information will be
shared as the designs progress.
Other Activities
Future Cities Competition – Staff has been working with Friendly Hills Middle
School (FHMS) students on their entries in the annual Future Cities Competition.
Students are asked to plan a city of the future given specific criteria and problems
to solve. This year’s theme is “Rethinking Runoff” and the teams are coming up
with innovative ways to improve surface water quality. FHMS is entering three
teams into the competition which will be judged on January 19 th from 7:30 to 4:00
at the University of Minnesota Science, Teaching, & Student Services Building.
FHMS has won awards in past competitions and it is expected that at least one
team from the school will be selected as a finalist.

Suspicious Activity Friday 0020 hours
Just after Officer Rosse found a work van with the doors open in the
industrial park Officer Tanner Spicer watched a vehicle pull into a
construction site. If the man did have plans other than “to check out the
new facility” he didn’t have the chance. After some discussion and a
thorough check of the building nothing was found and it appeared
nothing criminal was occurring; the man was released.
Domestic Friday 1845 hours
Sgt Eric Petersen responded to a call for help from mom who reported
her two sons were fighting and dad was out of town. The sons are 50
YOA men. The two had apparently been out drinking all night before
coming home to sleep all day. The 911 operator directed mom outside
after they learned the sons were upset with mom. When Sgt Petersen
arrived one of the boys was leaving for the night. Mom was fine with the
other spending the night.
Burglary Friday 2007 hours
A federal agent stopped at MHPD to report that he had witnessed two
men carrying something that looked like a flat screen TV from a house.
The managed to get a license plate number as the car drove away. On
site investigation showed the home was burglarized; the renter was
eventually located. Investigations currently following up leads.
Suspicous Activity Sunday 0214 hours
Officer Denise Urmann spotted a 15 YOA walking down the road. The
youth said he was visiting in a friend in MH and was kicked out when the
friend learned that mom was on her way home. The youth had called a
parent for a ride but the parents refused to come and get them. The
youth was transported home to Eagan and the situation was discussed
with mom.
Too Slow Sunday 0324 hours
Officer Tanner Spicer stopped a car that was traveling under the
minimum speed limit on I35E. The car was spotted weaving from side to
side on the freeway. Officer Spicer quickly learned from the driver that
they were not drinking only very tired. After a few minutes with Officer
Spicer on the side of the interstate the driver was released. They were
not very sleepy after the traffic stop.

Civil Standby Sunday 1524 hours
Caller waited in a taxi cab in front of a home for help gathering some personal items. Officer
Scott Patrick responded to assist the caller in getting some items from inside the home. The
caller advised that the female in the home was not happy about the break‐up. Officer Patrick
stood by until the former couple started arguing about what property could leave the house.
Once the arguing started the couple was separated and advised to seek legal counsel before
moving ahead again.
Shots Fired Sunday 1932 hours
Officer Peyton Fleming responded to a shots fired call. The caller advised the 911 operator they
heard 4 to 6 gun shots to the west of their home. Officer Fleming was quickly on scene. He
located a dog walker who advised he had just watched some aerial fireworks. Shooter not
located.
Missing Person Monday 1629 hours
Caller reported their 12 YOA grandchild is missing. The child has Downs Syndrome and has
been missing for about 20 minutes. As Officer Scott Patrick was arriving the callers advised the
youth had been located.
Rabbit Vandals Monday 1632 hours
Caller requested an officer stop at her home so she could have them look at some vandalized
Christmas decorations. Officer Patrick arrived on scene a few moments later and inspected the
damaged lights. Unfortunately the culprit(s) were bunnies who chewed on the lines.
AOA MHFD Tuesday 0040 hours
Caller reported seeing smoke and light coming out of the nature center property. Officer
Steven Meyer arrived on scene very quickly and slowed MHFD to a routine response. Fire
continued while Officer Meyer thoroughly checked the area for possible fires.
Crisis / Assault Tuesday 0307 hours
Officer Denise Urmann and Officer Steve Meyer responded to a 911 cell phone hang‐up where
the caller had informed them his mother had a gash on her arm. While en route it was learned
this was likely an in‐progress domestic. Upon arrival officers were immediately in contact with
mom and son who were both covered in blood. The son had been suicidal and mom attempted
to intervene. Son placed on 72 hours hold; charges pending.
Strange Calls Wednesday 1908 hours
Caller reported to Officer Todd Rosse that they have been receiving messages from a scared
elderly person for about six weeks. Officer Rosse listened to the messages and referred her to
the phone company for assistance.
Hockey Ruckus Wednesday 2123 hours
Sgt Brian Convery responded to a complaint of someone shooting a hockey puck at the boards,
causing a ruckus. He stooped and spoke with the hockey player, advised them of the
complaint.

The Dakota County Greenway Vision 2030 proposes more than a trail system - it suggests enhanced open space corridors that perform multiple
functions and provide multiple community benefits in the areas of water quality, habitat, recreation and non-motorized transportation.
The Dakota County Greenway Vision 2030 proposes a visionary network of
multi-functional corridors that provide for habitat, recreation, water quality, and
transportation. Currently, Dakota County is in the beginning stages of a year
long effort to prepare a Master Plan for the Mendota/Lebanon Hills Greenway.
The greenway master plan will be a long-term policy guide to improvements,
acquisitions, management, and operations.
The Mendota/Lebanon Hills Greenway’s proposed 11-mile route travels through
Mendota Heights, Eagan, and Inver Grove Heights. The greenway will connect
important regional destinations including:
• Village at Mendota Heights
• Dodge Nature Center Preserve
• Friendly Marsh Park
• Future and existing business parks in Eagan and Inver Grove Heights
• Thomson Reuters
• Numerous neighborhood parks in Eagan
• Eagan Senior High School
• Lebanon Hills Regional Park
