Seeking residents to serve

On February 2, 2022, the City Council approved an ordinance establishing a Natural
Resources Commission in the City of Mendota Heights. The Natural Resources
Commission is a seven-member commission appointed by the Mayor and City Council. The
Natural Resources Commission advises:
1. The City Council on matters pertaining to natural resources, sustainability,
environmental and climate stewardship, and opportunities for the advancement of
those areas including developing and recommending policies and initiatives that
enhance and preserve natural resources within Mendota Heights; and
2. If requested by the City Council, will prepare and assess plans, policies, goals and
ordinances for the acquisition, enhancement, or preservation of natural resources in
the City of Mendota Heights.
The City of Mendota Heights is seeking applicants interested in serving on the newly formed
Natural Resources Commission. The Natural Resources Commission will meet monthly, on
the second Wednesday of the month at 6 p m Meetings will take place at Mendota Heights

I am planning a project near a surface water. Do I
need a permit?
Most likely, the answer is yes. Projects that involve tree and vegetation removal, excavation,
filling, or landscaping may require a permit. However, the type of permit you may need
depends on the type of water body in question. Below are some of the most common
permits required for each type of water body. Determining the type or classification of a
surface water body may take some expertise provided by City Staff, your local watershed
district or watershed management organization, Dakota County, or the MN Department of
Natural Resources.
Stormwater Ponds:
Water bodies either created or used for stormwater treatment and storage. To confuse the
issue, stormwater ponds can also be classified as jurisdictional wetlands (listed below). To
find out for certain, contact City Staff.
Permits required: Any land area within 100’ of a water body listed on the City’s Wetland
Systems Map, is within the Water Systems District, and is subject to governance under
Chapter 2. Wetland Systems, of Title 12 of City Code. Any work done within this district
boundary may require a permit. If the pond was not constructed, and/or deemed a
jurisdictional wetland under the MN Wetland Conservation Act (WCA) (MN Rules, Chapter
8420), a permit may be required. The City is the Local Government Unit charged with the
administration of the WCA for projects affecting wetlands in Mendota Heights.
MN Wetland Conservation Act (WCA) Jurisdictional Wetlands:
The technical definition of a wetland under the MN WCA, MN Rules Chapter 8420, is as
follows – Lands transitional between terrestrial and aquatic systems where the water table
is usually at or near the surface or the land is covered by shallow water, with a
predominance of hydric soils; inundated or saturated by surface water or groundwater at a
frequency and duration sufficient to support a prevalence of hydrophytic vegetation typically
adapted for life in saturated soil conditions; and under normal circumstances, support a
prevalence of hydrophytic vegetation. Determining whether a wetland is under jurisdiction of
the MN WCA may require contacting City Staff and/or hiring a Certified Wetland Delineator.
Visit the Minnesota Board of Water and Soil Resources' website for additional information
on jurisdictional wetlands.
Permits required: If the wetland is listed on the City’s Wetland Systems Map, it is protected
under Chapter 2. Wetland Systems, of Title 12 in City Code. Any work done within 100’ may
require a permit from the City. Any work done within a jurisdictional wetland may require a
permit under the MN Wetland Conservation Act. Some projects may also require a permit
from the US Army Corps of Engineers. Contact City Staff for more information.
MN DNR Public Waters:
These are (typically) large bodies of open water that include: Type 3, 4, and 5 wetlands that
are 10 acres or more in size, shallow lakes, lakes, significant streams, and rivers. Public
waters are listed and mapped on the MN DNR’s Public Waters Inventory.
Permits required: Any work done at or below the Ordinary High Water level of a Public
Water may require a permit from the MN Department of Natural Resources. If the wetland is
listed on the City’s Wetland Systems Map, it is protected under Chapter 2. Wetland
Systems, of Title 12 in City Code. Any work done within 100’ may require a permit from the
City. Some projects may also require a permit under the MN Wetland Conservation Act, or
from the US Army Corps of Engineers.

RECYCLING
Become a recycling leader
Registration is open for the Dakota County Master Recycler/Composter program that
provides training on waste reduction, recycling, composting and waste. The six-week
course includes a training handbook, presentations from local and regional experts, and
field trips. Share your time, knowledge and skills to help reduce waste in your community.
There is a $30 fee that covers course materials and field trip transportation. Scholarships
available.

Water quality steps to take as the temps rise
Warmer temperatures are on the way! That means lots of snow melting. It also means there
are several things you can do now to help improve the water quality of our lakes, rivers,
streams, and wetlands before spring:
Clean up after your pet before pet waste and its residue is washed away. Pet waste
contains harmful bacteria that can cause e-coli contamination as well as adding
excess nutrients to our surface waters.
Adopt-a-Drain! And if you have done so already, continue to clean and sweep around
your adopted drain(s) throughout winter and spring.
Sweep up extra de-icing salt and save it for next winter. Excess salt washes into our
surface waters, causing harmful effects to our fish and aquatic life, as well as
impaired water quality.
Remove hockey, skating, fishing, and other recreational equipment from frozen ponds
before they melt. Equipment and debris that is left on the ice after frozen conditions
have lapsed can become drainage hazards, blocking storm sewer system outlets and
causing flooding.
Compost bin and rain barrel sale to begin
Dakota County residents can help their yard and save money through the annual Recycling
Association of Minnesota (RAM) compost bin and rain barrel sale beginning March 1.
Residents get 30 percent off when they order online, while supplies last, at recyc
leminnesota.org, using the promo code Dakota. Pre-ordered bins and barrels can be picked
up at the Mendota Heights Public Works Facility on Saturday, May 14, from 9 a.m. to noon,
or from the City of Lakeville Central Maintenance Facility, or any of the other distribution
events in the metro area.
By composting at home, residents can easily convert organic materials — grasses, leaves,
garden debris and food scraps — into a nutrient-rich mixture that will reduce the need for
yard fertilizers and pesticides. Rain barrels reduce stormwater runoff and store water that
can be used later for lawns and gardens.
The Recycling Association of Minnesota partners with cities and counties throughout
Minnesota to bring residents affordable rain barrels and compost bins at reduced costs.

Landscaping for Clean Water Classes
Create an addition to your home landscaping that is not
only attractive, but will benefit our lakes, streams and
wetlands! Landscaping for Clean Water classes will help
you beautify your landscape and provide cleaner water.
Three LIVE virtual Landscaping for Clean Water
introduction classes are being hosted in partnership with
the watershed organizations here in Dakota County. The
classes provide an overview of local water quality challenges and provide beautiful and
practical ways of reducing runoff pollutants that are causing issues. The Landscaping for
Clean Water program makes it easy to realize the positive impacts raingardens, native
gardens, and shoreline stabilizations can have on your aesthetic and environmental
surroundings.
Want to participate, but can’t make the live event? The introduction class will also be offered
as a pre-recorded option, so you won’t miss a beat in learning how you can plant for clean
water this year. After attending an introductory class, sign up for the $25 raingarden design
workshop where you will receive design assistance to create a functioning raingarden
specific to your own yard.

Spring Tree Sale
Mark your calendars! The Mendota Heights Resident Tree Sale begins March 14 at 8 a.m.
Purchase a quality shade tree for your landscape at a discounted rate of $60/tree. Trees
come in a 10-gallon potted container, have a trunk width of approximately 1” in diameter,
and range in height from approximately 4-10 feet.

Availability:
Ordering is limited to two trees per resident. Number of trees and tree species are limited,

Planting trees help beautify Mendota Heights, replace canopy cover lost due to Emerald
Ash Borer, improve air and water quality, and provide food and habitat for birds, pollinators,
and other wildlife.

The Dakota SWCD’s Tree Sale provides the opportunity for landowners to purchase
high quality bare root seedlings at a low cost for urban and rural conservation
purposes. The trees and shrubs are sold in bundles for larger planting areas; learn

The City’s Oheyawahe/Pilot Knob Task Force is looking for historical photos of the
original ‘knob’ for which Pilot Knob was named. If your family has photos of the 20’

Canoe rack permit applications are open
Residents must submit by March 1 for first-priority
The City offers rack rental at Rogers Lake to store canoes and kayaks from April through
November; the permit cost is $75. Those interested must complete and submit a yearly
Canoe Rack Permit Request Application. Mendota Heights residents have an opportunity
for first priority for applications being submitted by March 1. After March 1, any unassigned
racks will be made available to non-residents. Submitting a request for permit application or
having a permit from the prior year does not automatically guarantee that a permit will be
issued; please refer to the Canoe Rack Rental Policy for details. Before using the storage
rack, all users must have a valid permit for the current calendar year. For questions contact
