Eligibility includes home-based small businesses
Application period October 26 through November 6
The Dakota County Board approved a “Round 2” $5 million Small Business Relief Grant
Program. Round 2 has the same eligibility criteria as the first program, but had added
home-based businesses as eligible applicants—those were not eligible in either the
County’s Round 1 CARES assistance, or the City’s Small Business COVID 19 Assistance
Program.
Home-based businesses will be eligible to apply for Round 2 with the following
restrictions:
The profit generated from the home-based business must be the primary source of
income for the applicant (i.e. hobby-based business are not eligible to apply)
Home-based businesses may not apply for home mortgage and/or rent expenses
If the home-based business is owned and operated by a sole-proprietor, the applicant
may not apply for payroll expenses
The home-based business must otherwise meet program eligibility criteria
The application period for Round 2 opens Monday, October 26 and ends on Friday,
November 6. It will be a first-come, first-serve program and requires that applicants
have all verification documentation upfront included in the application.

Officer Wagman
At the October 20 City Council
meeting, Mayor Garlock, swore
in the newest member of the
Police Department, Officer Eric
Wagman.
His badge was pinned on by his
father, who is also a law
enforcement officer. Officer
Wagman grew up in the Medina
area and graduated from
Wayzata High School. He
continued with his studies in
criminal justice and graduated from St. Cloud State University.
His past work experience includes time spent as correctional deputy and as police officer
with the St. James Police Department.
Please join us congratulating Officer Wagman with passing field training and becoming a
Mendota Heights police officer.
Officer Albindia recognized for outstanding traffic
law enforcement
At the October 20 City Council meeting, Officer Tommy Albindia was recognized for his
outstanding efforts in traffic law enforcement. For the second year in a row, Officer Albindia
has received the Silver Award by Mothers Against Drunk Driving (MADD). Thank you for
your diligence in keeping our streets and community safe.
Be seen - be safe!
The first snow storm of the season this week caused
people to dust off their snow blowers and shovels. It is
also a good time to refresh safety practices.
To be safe when near the road where City snow plows
are out, wear bright colored, and preferably reflective
clothing so that you may be seen by plow operators,
and other drivers as well.
The same goes for outdoor exercise in general during
snow events. Slippery roads, limited visibility, shorter
daylight hours, and vehicle traffic don’t mix well. The
plow operators often report people walking in the street
after dark wearing dark colored clothing, which makes the often difficult for drivers to see.
Many locations in Mendota Heights do not have separate sidewalks or trails, which makes
personal decisions about visibility more important. This will become more of an issue with
the return to Standard Time on November 1.

MSP Fall Listening Session
October 28, 6-7:30 p.m.
The public is invited to join the Metropolitan Airports Commission (MAC) via Teams, on
October 28 at 6 p.m. for the MSP Fall Listening Session. The Noise Oversight Committee
(NOC) sponsors these quarterly meetings for citizens to allow for an engaging, two-way
dialogue between the public and the MAC committee tasked with addressing MSP airport
topics. The fall listening sessions are an opportunity to discuss and shape the NOC Work
Plan for the coming year. Community suggestions for 2021 NOC Work Plan items will be

Fall street sweeping update
The City contracts out for street sweeping. When it happens, it typically takes about four
days to complete. Fall street sweeping was scheduled to take place the first week in
November (starting Nov. 2). However, this week's snowfall has added uncertainty as to
whether this will be able to take place this fall. Stay tuned for updates.
Tips for a safe and healthy Halloween
The traditional Halloween Bonfire will not be taking place this year. If you plan on trick-
or-treating, keep the celebrating safe by sticking to these tips:
If you’re sick (COVID or otherwise), stay home and don’t pass out candy.
If you’re passing out candy, wash your hands, and hand it out yourself – you’re
always going to spread more germs if lots of people are sticking their hands in your
candy bowl.
Consider (if the weather cooperates!) hanging out in the front yard in an open space,
maybe with a fire pit, so that you don’t attract crowded bunches of kids in a cramped
space at your door. Neighbors can swing by, say a quick hello, and you can pass out
a fun treat. Note that portable fire units must be at least 15 feet from any structure or
combustible material.
Socially distance your family from other families as much as you are able – 6 ft
distance is recommended – it keeps us all from sharing germs.
When you are outdoors, wearing a mask is helpful for the short amounts of time you
might not be able to socially distance – it helps keep any sneezes or coughs more
contained.

Residents are encouraged to vote early this year if
possible, either by mail or in person at City Hall.
Vote early in person
Early (absentee) voting at City Hall is underway through
Nov. 2. Vote early during regular business hours, 7 a.m. to
4:30 p.m. Monday through Thursday; 7 to 11:30 a.m. on Fridays. Extended absentee voting
hours will be available:
Saturday, Oct. 31 | 10 a.m. to 3 p.m.
Monday, Nov. 2 | 7 a.m. to 5 p.m.
Vote early by mail
To vote by mail, visit MNVotes.org to apply for an absentee ballot to be mailed to you.
Ballots can be returned via mail, dropped off in person at City Hall during business hours, or
dropped into the brown utility drop box located in City Hall's turnaround.

Bring pumpkins to City Hall's parking lot and toss them into the giant dumpster for free. No

The Reuse Zone has reopened with new procedures
Residents can pick up free items to reuse at Dakota County's Reuse Zone, which is once
again open. There are new safety procedures in place, so be sure to visit Dakota County's
website for more information.
Did you know?
UPS stores will accept packing peanuts to reuse.
Cartons that contain soup broth, milk, juice and wine
are all recyclable; just rinse and remove straws.
Reduce food waste and learn cooking tips from the
pros
The Northeast Recycling Council and Northeast Waste Management Officials Association
are offering a free webinar on November 10, from 1 to 2:30 p.m. The virtual ReCook Cafe
will feature a mix of live and recorded cooking demonstrations of four professional chefs
who will be sharing their favorite tips, tricks, techniques, and more to help home cooks get
the most out of their food and reducing waste while creating delicious dishes. Learn more

Where to bring leaves and yard waste this fall
South St. Paul’s Compost Site is open to any resident in Dakota County. Open Friday thru
Sunday, from 9 a.m. to 5 p.m., the compost site accepts leaves, garden waste, grass and
sod.
Brush and tree waste can be taken to Davey Tree (former S & S Tree and Horticultural
Specialists, Inc.) located at 405 Hardman Avenue South. They will accept brush and tree
waste (no stumps), from 8 a.m. to noon, on Saturday, November 14. Note that they will be
closed after Nov. 14.

Par 3 golf course is closed
for the season
While many of us were hoping to sneak in a few
more rounds, those will have to wait until 2021.
The Par 3 Golf Course is officially closed for the
season. Thank you to the City's dedicated
maintenance staff who went above and beyond
to beautifully maintain the course this season,
and the incredible clubhouse staff who ensured
safety protocols were followed throughout the year. We hope to see you back next year!
