Circling up for the Teddy Bear Band
Attendees enjoyed the family-friendly tunes of the Teddy Bear Band at Mendakota Park on
July 29. This was the City's first concert performed with a live audience in attendance at the
park this summer. Attendees received a free ticket for the event upon arrival, and were able
to socially distance with their households by sitting in separated circles drawn on the field.
Thank you to the all who attended and followed the preparedness safety procedures!
The next summer concert will be The Goombas playing live on Thursday, August 20 at 7
p.m.
Remembering Officer
Scott Patrick
The community gathered near Smith
Avenue and Dodd Road in West St. Paul
on July 30 to remember Officer Scott
Patrick, who was murdered while
conducting a traffic stop six years ago.
Mayor Garlock spoke at the gathering
and led a moment of silence at 12:20
p.m., the time of the shooting.

Continue to Stay Safe Mendota
Heights
Minnesota’s Stay Safe order is in effect. It is important
to note that protections for those in our communities
that are most vulnerable to the virus are still in place
and are those at greatest risk of serious illness are
encouraged to continue staying home. For more
information visit mn.gov/covid19.
Effective July 25, 2020, per the Governor's Executive Order 20-81, people in Minnesota are
required to wear a face covering in all public indoor spaces and businesses, unless you are
alone, and other exceptions as noted. For more information and answers to questions,
visit health.state.mn.us/diseases/coronavirus/facecover.html.
In addition to the previously announced safety guidelines for City Hall visitors, face
coverings are required in all City facilities. Please follow the posted safety signage;
residents are still encouraged to use non-contact methods of communication, such as
phone and email, to conduct business when possible.
Mendota Heights businesses can receive a limited
supply of disposable masks at City Hall
The City of Mendota Heights has received a limited number of disposable face masks which
have been made available by the State of Minnesota for distribution to local businesses.
Interested businesses may receive up to 200 of these masks by coming to City Hall, and
filling out a short form requesting the masks at the front desk.
This distribution is in partnership with the Dakota County Regional Chamber of Commerce
and is part of the State’s efforts to contain COVID-19.
VOTE NOW by Absentee
Absentee voting for the August 11 primary is available for
those who wish to vote before election day. Due to
COVID-19, residents are encouraged to vote by mail this
year if possible.
There are two ways to vote absentee:
Absentee Vote by Mail
Apply for an absentee ballot at MNVotes.org. After applying for your ballot it will be mailed to
your home and it can be returned right away.
Absentee Vote in Person
Absentee voting is underway through August 10 at City Hall during regular business hours.

Extended hours will be available:
Saturday, August 8, 10 a.m. to 3 p.m.
Monday, August 10, until 5 pm.
In-person voters may experience longer wait times to allow for new safety procedures.
Filing for City Offices
The filing period for Mayor (2 year term) and two City Council seats (4 year terms) is
underway and ends at 5 p.m. on Tuesday, August 11, 2020. The filing fee is $5.00.
Candidates must file an Affidavit of Candidacy with the City Clerk’s office.
The requirements for running for public office include:
Candidate must be eligible to vote in Minnesota.
Candidate is, or will be on assuming the office, 21 years of age or older.
Maintained residence in Mendota Heights for 30 days before the General Election.
Candidates’ names will be placed on the November 3, 2020 General Election ballot. Link to

Door-to-door soliciting in Mendota Heights
Throughout the year, door-to-door soliciting raises questions for residents. Here's a quick
look at what you need to know.
Allowed: Any person going door-to-door for the primary purpose of exercising that person' s
basic constitutional rights such as freedom of speech is allowed. No registration with the city
is needed. This activity is allowed from 9 a.m. to one half hour before sunset.
Candidates for political office.
A person promoting religious beliefs or causes.
A nonprofit or charitable organization seeking donations, organization memberships,
or other financial support for their religious, social, or political organizations.
Also Allowed: Comcast and CenturyLink are allowed since they each have a
franchise agreement with the city.
Not Allowed: Mendota Heights does not allow any commercial type of door-to-door selling.
If you suspect a door-to-door salesperson is violating City ordinance, please call 9- 1- 1 for
a response from the Mendota Heights Police Department.

RECYCLING
Can I recycle this?
Aluminum trays and foil, as long as clean and dry, can be recycled. For tin foil, press into a
ball about the size of your fist—if the ball is too small, keep in a drawer until more foil can be
added: it will not make it through the recycling process if it is too small.
When recycling glass or plastic, labels and lids are OK! Just give your item a quick rinse
and place in the recycling.
Shoe and Clothing Recycling: August 15 through
August 23
Get ready to clean out closets and make a difference for the environment by dropping off
shoes and clothing, in good condition, to be reused and repurposed. Drop off items at any
of these locations:

parking lot
West St. Paul Sports Dome: 1655 Livingston Ave, outdoor metal drop box
South St. Paul Doug Woog Arena: 141 6th St S, inside rolling bins

Rogers Lake Eagle Scout Shoreland Restoration
Project
You may notice some changes to the shoreline near the Rogers Lake dock recently. A

Mendota Heights resident of Boy Scout Troop #9067 is completing an Eagle Scout Service
project and has chosen to restore a portion of the shoreline near the Rogers Lake Fishing
Pier. The project entails removing invasive species and replanting the area with native
grasses, sedges, and forbs.
The project provides many benefits to Rogers Lake, including protecting and enhancing
water quality. Native Lakeshore restorations and buffers provide several benefits including:
Filtering out pollutants from stormwater runoff that can diminish water quality and
cause algal blooms and fish kills
Wildlife habitat for birds, butterflies, pollinators, and other wildlife
Protecting the shoreline from erosion resulting from wave action and ice movement
Adds beauty and color to our landscape!

Dakota County Parks is seeking community
feedback
Dakota County is creating Natural Resources Management Plans for Whitetail Woods
Regional Park and for River to River Greenway. Whitetail Woods Regional Park is a 459-
acre oasis in central Dakota County and home to high-quality natural areas and rare plants
and animals. River to River Greenway is a 7-mile paved trail located near 830 acres of
natural areas in the cities of Mendota Heights, West St. Paul and South St. Paul and along
Dodge Nature Center and Independent School District 197. The plans will guide
management of natural resources in the park and along the greenway for the next 20 years.
The public is invited to participate in a virtual open house about the draft plans via
Zoom on Thursday, August 6

Repurposed fire hose
Retired Firefighter Keith Stein and his

stunning flag display for the new
station. Keith served on the
department for 30 years and was
captain for 19 of them. Dale has been
an active firefighter since 2005 and is
the department's current training

Cliff Timm Memorial Fishing
Derby
Thursday, August 6 | 5-7 p.m.
Youth ages fourteen and under should bring their
fishing pole to Roger Lake's fishing pier to catch a
whopper! Prizes will be provided for participants, and
one participant will win a Minnesota Lifetime Fishing
License. This year's event has been modified for
safety during the pandemic. Watch for the City's
COVID-19 Preparedness Plan for this event to be
posted on the City's website.
