of the Public Hearing at the Planning Commission Meeting on January 22, at 7:00 pm.

Disposing of Holiday Evergreens—EHS Prevention
The Minnesota Department of Agriculture (MDA) is encouraging residents who purchased wreaths,
swags, boughs, and other evergreen decorations at several retailers to burn items, or bag and throw
them away to stop the spread of the invasive insect elongate hemlock scale (EHS). Learn more: https://

Please review Mendota Heights City Code: Title 7, Chapter 2-7: Recreational Fires prior to burning.
Some of the regulations are also highlighted below:
In-ground fire pits or fire rings must be at least 25 feet from any structure, which includes fences
and sheds
Portable units, such as fire kettles and chimineas, must be at least 15 feet from any structure
Size shall not be more than three feet in diameter, nor shall the flames reach a height in excess of
three feet.
Fires shall be extinguished within three hours after start and no later than 11:00 pm
A means of extinguishment must be in the immediate area
Fires must be constantly attended by a competent person of at least 16 years of age
Burning materials must be clean, dry wood (no trash or yard waste)

were sworn in at the January 2 City Council Meeting by City Administrator Mark McNeill. The
mayor is elected to a two-year term, and the council members to a four-year term. Contact

Nature Event for All Ages-
Snowshoe/Hike with a Naturalist
Jan. 12 | 1-2 pm
Participants will hike or snowshoe on the trails
while learning more about nature! Free snowshoe
rentals are available, but children must be 10 years
old to rent snowshoes. The hike will take place at
Dodge Nature Center. Cost: $7 per person.
Program will run regardless of the temperature and weather. Snowshoeing will only happen if there is at
least 6 inches of snow on the trails. If there is not enough snow, everyone will hike.

Smart Salting for our Surface Waters
As we have already experienced, winter has arrived with a lot of cold,
snow, and ice! Keeping our roads, walkways, and other paved surfaces
safe for drivers and pedestrians during times of snow and ice are
important. However, sometimes more de-icing salt is used than what is
necessary. This can be harmful to our surface waters; including lakes,
streams, rivers, and wetlands, and the fish and wildlife that depend on
them. Only ONE teaspoon of salt can permanently pollute FIVE
GALLONS of water.
You can help to reduce over-salting and protect our surface
waters by doing the following: Do not over-apply! Use only 4 lbs. per 1,000 square feet.
Use salt only when it will be affective. More salt does not mean less
ice! Typical deicing salt is only affective at 15 degrees Fahrenheit
and above.
Shovel! The sooner and more snow you remove, the less ice is
formed, and the less salt is needed.
Choose a snow removal service that is certified by the MPCA in
Level 1-Snow and Ice Control Best Practices. Sweep up extra salt and reuse it!

Human Trafficking, or Modern Day Slavery, is built on the age-old
principal of supply and demand. Often, victfms are abducted or are
approached by predators/manipulators who build trust and source
vulnerabilitfes, and then are forced into servitude thru violence,
threats, desperatfon, and intfmidatfon. Victfms are forced to help
with trafficking in order to stay alive and the legacy of criminality
contfnues. Imagine the pain, the shame and the hopelessness they
must feel—how can you help?
There are a lot of organizatfons with some great resources and
ideas to get started. Shutting down prostftutfon, pornography and
domestfc servitude is critfcal. Reportfng suspected acts or persons
who may be victfms is necessary to breaking the chains of slavery.

TOW — 1XXX HWY 55 12/28/18, 2348 HOURS
Vehicle stalled and unoccupied on the Mendota Bridge. State was busy and officers took care of towing the
vehicle out of harms way. No owner was located in the area.
DWI — HWY 62/HWY 35E 12/29/18, 0239 HOURS
Officer initfated a traffic stop for a speeding violatfon on Hwy 62 near I -35E. Upon speaking with the driver,
the officer could smell the odor of alcoholic beverages coming from inside the vehicle. The driver originally
stated he did not drink that much. Officer conducted a roadside field sobriety test and the driver registered
a BAC of 0.09. The driver was placed under arrest for 4th Degree Misdemeanor DWI and booked and
released from the Dakota County Jail.
BURGLARY — 7XX 2ND AVE 12/29/18, 0850 HOURS
Officer took a theft report from the 700 block of 2nd Ave. A vehicle parked in the driveway was gone
through. The garage door opener was stolen and the garage was entered. No damage done to the vehicle.
Some footprints appeared in second driveway but nothing was taken or tampered with there. No suspects.
Case inactfve.
DAMAGE TO PROPERTY — 6XX CHEYENNE LN 12/29/18, 1105 HOURS
Officer took a damage to property report from the 600 block of Cheyenne Lane. Caller reported that eggs
were thrown and broken on the front of the house. No suspects known. Case inactfve.
BURGLARY — 2XXX COPPERFIELD DR 12/29/18, 1200 HOURS
Officer took a report of theft and motor vehicle tampering from the 2300 block of Copperfield Drive. Callers
vehicle was gone through, garage door opener and cash was taken, and the garage was entered. No
suspects. Case inactfve.
DAMAGE TO PROPERTY — 8XX WAGON WHEEL TR 12/29/18, 1203 HOURS
Responded to the 800 block of Wagon Wheel Trail for a damage to property report. Victfm reported that
sometfme overnight unknown suspect (s) threw eggs at his residence. Appeared to have been thrown from
roadway. Extent of damage unknown at tfme of report.
DWI — DODD RD/IVY HILL DR 12/29/18, 2210 HOURS
Officer conducted a traffic stop on a vehicle for speeding near the intersectfon of Dodd Road and Smith
Avenue. Upon speaking with the driver, the officer could smell the odor of alcoholic beverages coming from
inside the vehicle. The driver admitted to having one drink before driving. Officer conducted a field sobriety
test and the driver blew a PBT of 0.11. The driver was arrested and taken to the Dakota County Jail for 4th
Degree Misdemeanor DWI.

DWI — HWY 13/SUTCLIFF CIRCLE 12/30/18, 0037 HOURS
Officers observed a vehicle on the 600 block of Sibley Memorial Highway weaving over the fog line and the
registered owner of the vehicle came back canceled. A traffic stop was preformed and it was determined
the driver was impaired. The driver was arrested and transported to jail.
DWI — HWY 13/HWY 62 12/30/18, 0227 HOURS
Officer initfated a traffic stop near the intersectfon of Highway 62 and Hwy 13 on a vehicle for driving with
its high beams on and swerving. Upon speaking with the driver, the officer could smell the odor of alcoholic
beverages coming from inside the vehicle. The driver stated he had one drink prior to driving. Officer
conducted a field sobriety test and the driver blew a PBT of 0.11. The driver was arrested for 4th Degree
DWI and booked into the Dakota County Jail.
DAMAGE TO PROPERTY — 2XXX APACHE ST 12/30/18, 1217 HOURS
Officer responded to take a damage to property report from the 2200 block of Apache St. Unknown
suspects threw eggs at the residence. Unknown damage to the house and vehicle parked in the driveway.
Case inactfve pending suspect informatfon.
THEFT OF MAIL — 6XX QUAIL RIDGE CIRCLE 12/30/18, 1626 HOURS
Officer responded to a call of found mail on the 600 block of Quail Ridge Circle. Caller found mail down the
street from her house buried in the snow. It was addressed to a house on Copperfield Drive. Mail was
returned to rightiul owner. Nothing known to be missing. No suspects. Case inactfve pending suspect
informatfon.
MENTAL HEALTH — 1XXX BROMPTON PLACE 12/30/18, 1723 HOURS
Officers responded to a medical at the 1000 block of Brompton Place. Party stated that they were going to
overdose on their medicatfon. After speaking with party an working with Dakota County Crisis, it was
determined that the person was not in danger of harming themselves. Report informatfonal only.
DRUNKENESS — 2XXX DODD RD 12/30/18, 1907 HOURS
Officers were dispatched to locatfon on a report of a customer that came into the store and appeared
drunk. The caller stated they could smell alcohol coming from customers breath and he then got into a
vehicle and drove east on Hwy 62. A traffic stop was conducted. Driver admitted to drinking prior to
driving. Field sobriety tests were conducted and a PBT was blew of 0.08. The driver was arrested for
suspicion of DWI but after the final PBT at the police department, driver blew a PBT of 0.06 and was
released.
FRAUD — 1XXX ESTHER LN 12/31/18, 1348 HOURS
A resident on the 1000 block of Esther Lane reported fraud through the internet. Report was taken. Further
investfgatfon pending.

OFP VIOLATION — 1XXX ESTHER LN 12/31/18, 1431 HOURS
Resident filed police report for a violated domestfc abuse no contact order on the 1000 block of Esther
Lane. Report taken and sent for charging.
THEFT FROM MOTOR VEHICLE — 2XXX PILOT KNOB RD 1/1/19, 1136 HOURS
Officer dispatched to the 2400 block of Pilot Knob Rd to investfgate a theft from auto. It was learned wallets
containing credits were stolen from unlocked vehicle and cards used in another city. Investfgatfon on -going.
DISTURBING THE PEACE — 7XX SOUTH PLAZA DR 1/1/19, 1404 HOURS
Dispatched to the 700 block of South Plaza Dr. on report of an out of control resident. One person was
slapped by another. On arrival all partfes were calm. Facility staff were aware of the problem and looking in
to solutfons. No criminal charges.
DWI — HWY 13/CENTRE POINTE CURVE 1/1/19, 1927 HOURS
Officer conducted a traffic stop on Highway 13 near Center Pointe Curve. There were several driving
complaints on this vehicle that were previously aired. There was a strong odor of an alcoholic beverage
emitting from the driver. The driver was unable to complete Standardized Field Sobriety Tests. The driver
refused the DMT and was transported to the Dakota County Jail.
DWI — HWY 62/DELAWARE AVE 1/1/19, 2345 HOURS
Officer conducted a traffic stop near the intersectfon of Hwy 62 and Delaware Avenue for speeding and sev-
eral other moving violatfons. Upon speaking with the driver, the officer could smell the odor of alcoholic
beverages coming from the driver's breath. The driver admitted to drinking prior to driving. The Officer
conducted a field sobriety test and the driver blew a PBT of 0.175. The driver was arrested and upon
searching his vehicle and person, the Officer located narcotfcs and drug paraphernalia. The driver was
booked into the Dakota County Jail.
MAARC —7XX S PLAZA DR 1/2/19, 1040 HOURS
Officers responded to the 700 block of S Plaza Drive to investfgate a MAARC report. Resident was
transported to the hospital for a mental health evaluatfon.

BURGLARY —1XXX RIVERSIDE LN 1/3/19, 0948 HOURS
Victfm reports having two bikes stolen from the condominium garage. The bikes were locked to a bike
rack. The bikes were last seen before Christmas. Victfm recalls seeing a truck in the garage that did not
look familiar. Victfm is working with management on getting potentfal video.
