Poll Pad Makes its Debut at the State Primary
Voters may have noticed
some new equipment when
they voted at the polls last
Tuesday. With a state grant,
Dakota County and the City
of Mendota Heights
purchased poll books to
assist with the check-in
process and registering new
voters at the polls. This new
process streamlines voting at
the polls, making it faster to
check in through time-saving features, including: elimination of paper rosters, universal line
registration/check in instead of separate lines based on last name, and a drivers license
scanning feature when registering allowing automatic data transfer versus the election judge
manually entering a drivers license number. The poll pads are only used for voter check-ins.
Ballots are still cast on paper and inserted into the tabulator machine.
Voters will probably notice little difference at the polls, but several election judges
commented on how easy the poll books are to use. The poll books will drastically cut down
on clerical errors and make the election judges’ work easier and more accurate.
2040 Comprehensive Plan Update
The Comprehensive Plan is an official and formal document adopted by the City every 10
years, and contains the City’s goals and policies as they relate to land use, housing, parks
and open space, transportation, utilities, and other issues. The Comprehensive Plan
provides a general future plan or guide for the community from 2020 to 2040.
The 2040 Comprehensive Plan update is now underway. The upcoming meetings are
scheduled as follows:

is seeking fun and energetic
individuals for the position
of Par 3 Clubhouse
Worker. The Par 3
Clubhouse Worker is
responsible for clubhouse
operations including
collecting green fees, answering the phone, taking reservations, selling
concessions, and renting equipment. The position is also responsible for
opening and closing the golf course clubhouse and for performing daily
light maintenance of the clubhouse grounds.
You must be 16 years of age or older to apply. Application instructions

As with all laws, underage consumption laws are intended to
help keep people and property safe. Keep your family safe by
talking to your kids about alcohol and drugs and the possible
costs to their future.
Underage laws for persons under 21:
It is illegal for persons under 21 to consume alcoholic
beverages, or to purchase, attempt to purchase or possess
alcoholic beverages.
It is illegal to sell or give alcohol to anyone under 21.
It is a crime for any person to possess or sell drugs, which
within the scope of the definition, ”sell” is as simple as
providing it to someone.
MH Social Host Ordinance 4-6-3 states that party hosts can
be “held criminally responsible for hosting an event or
gathering where persons under 21 are consuming alcohol,”
regardless if the host was present or supplied the alcohol.
In MN, there is “zero tolerance” for persons under 21 with
alcohol in their system while operating a motor vehicle. This
means a charge for “Not a Drop” of alcohol. If they are over
the legal limit, they will also get a DWI.
If they kill or injure someone while under the influence of
drugs or alcohol, well, the consequences become
innumerable and life-changing.
It all comes down to
liability and consequences
for choices and decisions.
“Just this one time” can
lead to life-long impact.

PUBLIC ASSIST — 1XXX Northland Dr 08/10/18, 1320 HOURS
Officer took a missing person report. While investigating the situation, the reporting party received a
phone call from the missing person stating he was fine and was at work. Informational report only.
AOA/FOUND PROPERTY — 9XX Douglas Rd 08/10/18, 2131 HOURS
Dispatched to assist Edina PD in locating a cell phone that was believed to be in a residential yard after
being stolen from a mall. The phone was not located.
THEFT — 6XX Linden St 08/11/18, 0738 HOURS
Officer responded to a report of mail being scattered on lawns in the area. Officer retrieved the mail and
returned it to the addresses in Sunfish Lake. Nothing of value was taken from the mail. No suspects.
FOUND PROPERTY — 7XX S Plaza Dr 08/11/18, 0818 HOURS
A Trek 220 bike was found in the area. The bike had been there 12 hours and had front tire damage. No
owner information was available. Bike was secured.
DAMAGE TO PROPERTY — 5XX Abbey Way 08/11/18, 1232 HOURS
Officer took a damage to property report. The window of a vehicle was broken. Vehicle was not entered
and nothing was stolen. No suspects.
THEFT — 7XX Willow Ln 08/11/18, 1259 HOURS
Officer took a report of mail theft. Reporting party had their mail dropped off by someone in an adjacent
neighborhood. Only thing missing was a bill. Party reported it to their bank and was advised to notify
officer of any fraudulent activity. No suspects.
DWI — 35E/Wagon Wheel Tr 08/12/18, 0058 HOURS
Officer observed a vehicle traveling southbound 35E near Wagon Wheel Trail that was crossing over the
lane and fog lines. Officer conducted a traffic stop and found the adult male driver to be intoxicated. The
driver was arrested for DWI.
BURGLARY — 2XXX Timmy St 08/12/18, 0852 HOURS
Officer took a report of a burglary and theft of a motor vehicle. The vehicle was taken from the garage and
a purse containing the vehicles keys were taken from inside the residence. Other items were taken from
the purse including credit cards. A second vehicle in the driveway was entered, but nothing was reported
stolen from it. Investigation ongoing.
FOUND PROPERTY — Lexington Ave/Dakota Dr 08/13/18, 1316 HOURS
Reporting party found a purse in the area. Inside the purse was a college identification card, several gift
cards and miscellaneous game cards. Officer checked available resources and the closest address found
was in Illinois. The name did not match any of the victims from the recent thefts in the area.

WELFARE CHECK — 7XX Pontiac Pl 08/13/18, 1323 HOURS
Officer responded to area on a check the welfare report sent by the MN Dept of Human Services to the
MHPD. Officer spoke with the house manager of the facility to confirm the report. Contact will be made
with the manager and person involved. Case pending.
PUBLIC ASSIST — Hwy 62/Crown Point Dr 08/13/18, 1505 HOURS
Reporting party was driving on Hwy 62 and 35E. Vehicle was struck by an errant golf ball that was hit by an
unknown golfer at a local country club. A business card was left with the golf club manager to see if a golfer
will claim the shot.
MEDICAL — 1XXX Hwy 110 08/13/18, 1618 HOURS
Officer responded to location on a possible drug overdose. Party was breathing but was unresponsive.
Medical assistance was given and the party regained consciousness. Transported to hospital for evaluation.
WELFARE CHECK — 1XXX Crown Point 08/13/18, 2122 HOURS
Dispatched to a welfare check at location. The reporting party stated that he had not spoken to his mother
today which is abnormal and there is medical issues that were concerning. Officers checked the house and
tried to make contact with the female. Eventually officers made entry into the home and found the female
to be in good health.
MENTAL HEALTH — 7XX Hwy 110 08/14/18, 0503 HOURS
Officer made contact with a party that was sitting near a group of closed businesses, one of which had a
burglary alarm earlier in the evening. The area had also had recent thefts from vehicles and burglaries. The
party showed signs of being in a mental health crisis and appeared to be a danger to himself. The party also
appeared to be under the influence of narcotics. The party became hostile with officers and was transport-
ed to the hospital on a mental health hold.
DAMAGE TO PROPERTY — 2XXX Hwy 13 08/14/18, 0807 HOURS
Officer responded to location on a damage to property report. A glass window on construction equipment
was damaged overnight. No suspects.
THEFT — 7XX Plaza Dr 08/14/18, 0943 HOURS
Officer received a MAARC report in which the reporting party is claiming that the VA is being financially
exploited and not receiving monthly allotment, has not received profit from real estate sales, cell phone
shut off for non payment and withholding possessions from the VA. Case under investigation.
FIRE — Pilot Knob Rd/Hwy 13 08/15/18, 0829 HOURS
Officers responded to a vehicle fire at the corner of Pilot Knob and Hwy 13. All occupants were out of the
vehicle when the fire started. The fire department was able to contain the fire and the vehicle was towed
from the scene.
FOUND PROPERTY — Pilot Knob Rd/Mendota Heights Rd 08/15/18, 1134 HOURS
Officers responded to location on a report of an abandoned bag at the bus stop. Officers recovered two
black backpacks from the bus stop. Bags were placed into evidence for safekeeping.

TAMPER WITH MOTOR VEHICLE — 1XXX Lilydale Rd 08/15/18, 1611 HOURS
Officer took a property damage report. Vehicle had a window broken out but nothing was reported stolen
from inside. Officers took blood swabs to be sent to the BCA. No suspects known. Pending results from the
BCA.
TAMPER WITH MOTOR VEHICLE — 8XX Sibley Memorial Hwy 08/15/18, 2315 HOURS
Officer conducted a traffic stop on a vehicle that was impeding traffic. The driver of the vehicle failed
standardized field testing and was placed under arrest for DWI. After being read the Implied Consent
Advisory, the driver refused to submit a breath test. The driver was transported to Dakota County Jail and
booked for 2nd degree DWI and test refusal.
TRAFFIC STOP — Sibley Memorial Hwy/London Rd 08/16/18, 0314 HOURS
Officer conducted a traffic stop on a vehicle with expired tabs. The driver of the vehicle was a juvenile who
did not have a drivers license. The vehicle had transmission issues and would not stay in park. The driver
and the juvenile passenger were issued citations. The vehicle was towed due to its unsafe condition.
PROPERTY DAMAGE ACCIDENT — Mendota Heights Rd/Hwy 55 08/16/18, 1224 HOURS
Officer responded to a two vehicle accident. No injuries reported. One of the vehicles radiator was
damaged and advised to not drive and called for a private tow. Each party exchanged information.
THEFT — 2XXX Lexington Ave 08/16/18, 2020 HOURS
Officer was dispatched to location on a report of fraud. After investigation, it was determined the suspect
called the victim by phone claiming to be the government. The suspect was able to get the victim to put
$1,000 on a gift card and gave the suspect the gift card’s digital information. The suspect then withdrew
the funds out of the gift card. Officer advised on next actions to take.
