Obey Leash Laws: Dogs, even friendly ones, must be kept leashed at all times, unless they
are in a designated off-leash area. Leash laws keep dogs safe (including yours) and protect
the health and safety of people who are enjoying public spaces. No one is exempt from these
laws.
Pay Attention: Put down your phone and be aware of your surroundings. Have both
hands free to hold the leash and your eyes and ears open to what’s around you. It’s safer and
more fun for you and your dogs!
Ask Permission Before Approaching: If you see a dog that you, your kids, or your dog
would like to meet, stop moving and ask, “Is your dog friendly?” or “Can my dog say hi?”
Never assume it’s ok to greet an unfamiliar dog.
Respect The Response: Give others the time and physical space to respond. Don’t force the
interaction. If the answer is “No”, please don’t be offended. It’s not personal.
Continue On: If a dog owner moves to the side so that you can pass, do not let your dog
approach them. Please shorten your leash and continue walking. Many dogs are not
comfortable meeting strange dogs while on leash.
Do Not Give Chase: Do not allow your dogs to chase people or dogs. Always have full
control of your dogs, even on your own property, and respect the personal boundaries of
others.
Lock Flexi Leashes: If you walk your dog on a retractable leash, please retract and lock
your leash when others are nearby. This allows people and dogs to pass by without engaging
with your dog. This applies to indoor spaces as well, such as the vet’s office and pet stores.
Please Be Kind: These guidelines may be frustrating at times, but please refrain from
arguing and name calling. One day due to illness, trauma, or other circumstances, you too
may find yourself the loving owner of a dog in a need of space.
The Rules Apply To Us All: Dog lovers and those with friendly dogs often think they are
the exceptions to these rules. No matter how good your intentions, the rules still apply.
Together we can create safe, respectful, compassionate
communities for everyone to enjoy.

THEFT — 8XX Park Place 8/3/2107, 1320 HOURS
Spoke with reporting party via phone regarding a theft of package from outside their residence on the 800
block of Park Place Dr. No suspects at this time. Package contents were valued over $1000.
IDENTITY THEFT — 1XXX Lexington Ave 8/3/2017, 1412 HOURS
Responded to MHPD lobby concerning a fraud report. Victim who resides seasonal on the 1700 block of
Lexington Ave had funds from his bank account depleted by an unknown suspect. Bank is investigating the
incident by suggesting he file a police report.
FOUND PROPERTY — Marie Avenue 8/3/2017, 1029 HOURS
Reporting party located a badly damaged cell phone at Marie/ Victoria Rd. Due to recent criminal activity, it
was arranged the DC ECU retrieve the phone to check for evidentiary value.
DAMAGE TO PROPERTY — 1XXX Delaware Ave 8/3/2017, 0000 HOURS
Responded to 10XX block of Delaware Avenue. Callers vehicle had been egged sometime overnight.
Damage to drivers door. No suspect information. Requested case number for possible insurance claim.
THEFT — 1XXX Mendota Heights Road 8/4/2017, 1223 HOURS
Called to 1400 block of Mendota Heights Road on an after the fact wallet theft from employees unlocked
locker. Credit card used, bank notified and reimbursed victim. No monetary loss. Unable to gather
additional information. Case status inactive.
THEFT — 9XX Hwy 13 8/4/2017, 1433 HOURS
I was dispatched to a business in the 9xx block of Hwy 13 to investigate an employee theft. I arrived, spoke
with loss prevention who showed me video of the employee hiding and pocketing money rather than
putting it in the till. Suspect employee refused to talk with anyone. Citation issued and explained for
misdemeanor theft. See narrative for further details.
HARASSING COMMUNICATION — 1XXX Overlook Road 8/4/2017, 1431 HOURS
Responded to 1XXX block of Overlook Rd reference threatening communications via Craigslist. Complainant
received vulgar email after negotiations over a couch fell through. Afraid male may retaliate. Information
only at this time.
BURGLARY — 7XX Main Street 8/5/2017, 0230 HOURS
Responded to a burglar alarm in the 700 block of Main St and found that person/s had forced entry to the
building and stole items valued in excess of $4000.00. A suspect was located and arrested by the
Farmington PD on similar charges and admitted to committing this crime. Charges are pending.
WARRANT ARREST — Annapolis Street W 8/5/2017, 1610 HOURS
Traffic stop near Annapolis and Smith. Registered owner showing Hennepin County warrants. One GM
warrant confirmed. Driver/owner arrested and transported to Dakota County Jail.
DAMAGE TO PROPERTY — 8XX Sibley Memorial Hwy 8/5/2017, 1815 HOURS
Responded to the 800 block of Sibley Memorial Highway on a report of damage inside a bathroom at loca-
tion. The suspect was located and the victim is declining to pursue charges at this time. Report was filed.

INDECENT EXPOSURE— 8XX Sibley Memorial Hwy 8/5/2017, 2022 HOURS
Officers were called to the 800 block of Sibley Memorial Highway for an intoxicated male that was causing
a disturbance. Officers on scene were advised that the suspect had been urinating in public just off of
Highway 13. Contact was made with the male and he was briefly detained due to his aggressive behavior.
The suspect was issued a citation for indecent exposure
ROBBERY — 9XX Sibley Memorial Hwy 8/6/2017, 0457 HOURS
Responded to the 900 block of Sibley Memorial Highway on a reported armed robbery that had just
occurred involving three masked persons, one of which had a gun. The suspects took an undisclosed
amount of cash and some tobacco products before fleeing on foot. The area was checked and we were
unable to locate the suspects. The same suspects may have robbed a location in West St. Paul hours earlier.
The case is under investigation.
PD ACCIDENT HIT & RUN — Delaware Ave 8/7/2017, 0702 HOURS
WSP PD was dispatched to a two vehicle property damage accident in the area of MHRD/Delaware. While
on the way to assist them they advised it occurred within our jurisdiction. I confirmed no injuries were
present. One vehicle towed privately. State report completed.
THEFT— 9XX Sibley Memorial Hwy 8/7/2017, 1613 HOURS
Officer responded to a business on 9xx block of Hwy for shoplifting. upon arrival, it was learned that
approximately 90 minutes prior an adult female stole merchandise and walked out of the store. There are
no further leads or suspects, case inactive.
PD ACCIDENT — Dodd Road 8/7/2017, 2124 HOURS
Officers were dispatched to the intersection of Dodd Rd and 1st Ave for a possible motor vehicle accident.
Residents heard a crash and called. Officers located a single vehicle accident on 1st Ave. The juvenile driver
was cited and released to his mother. The vehicle was towed.
DUMPING/LITTERING/VANDALISM — 6XX 1st Ave 8/8/2017, 0733 HOURS
Responded to the 600 block of 1st Ave concerning a BBQ grill located on their lawn along with tire tracks.
No suspect at this time. Grill was removed by Public works and recycled since it was not operational.
FRAUD — 1XXX Mendota Heights Road 8/8/2017, 1405 HOURS
Called to a business on an after the fact Wire Fraud. Party impersonated president of the company and
requested a wire transfer. Suspect withdrew money in another state and was possibly apprehended.
Follow-up pending contact with other agency.
ANIMAL CALL — Delaware Ave 8/8/2017, 1414 HOURS
Officers responded to assist West Saint Paul Police Department with an animal call involving two German
Shepherds attacking a lab. No visible signs of injury were caused to the lab. A report was taken by Mendota
Heights as it happened in our city.
AOA — 1XXX Mendota Heights Road 8/8/2017, 1854 HOURS
Officers assisted another agency by locating a vehicle. The vehicle was located and the agency being
assisted requested the vehicle be towed for a search warrant. The vehicle was towed.

DRUG PARAPHERNALIA— 9XX Hwy 13 8/8/2017, 2022 HOURS
Officers responded to the path leading from Lilydale Rd to Valley Park for a report of two individuals laying
on the ground with a bottle. Officers located the two individuals and searched one of the individuals bags.
One individual was cited for drug paraphernalia and the other for possessing a small amount of marijuana.
WARRANT ARREST — 2XXX Lexington Ave 8/9/2017, 0400 HOURS
Officers responded to the 21xx block of Lexington Avenue for a report of people inside a foreclosed house.
Officers arrived and found 3 people inside the house. One individual was arrested with a warrant out of
Dakota county and 5th degree possession of a controlled substance.
FRAUD — 1XXX Rolling Green Curve 8/9/2017, 1336 HOURS
Comp from the 1800 block of Rolling Green Curve came to the PD to report fraudulent activity on her
checking account.
THEFT — 1XXX Riverside Lane 8/10/2017, 0822 HOURS
I spoke to the complainant by phone, who lives in the 13xx block of Riverside Lane, who wished to report
items stolen from her garage within the last couple of days. Property description obtained, report made.
WARRANT ARREST — 2XXX Dodd Road 8/10/2017, 1916 HOURS
A random license plate query showed that the registered owner of a vehicle found parked in the 2100 block
of Mendota Heights had a warrant issued for his arrest. after confirming the identity of the suspect, an
arrest was made and the suspect transported to the Dakota County Jail.
