Issue 74 - Heights Highlights Winter 2007PAGE I February 2007 Mayor's Message The Metropolitan Airports Commission, Northwest Airlines and for that matter the entire airline industry seems to be in the news on almost a daily basis. Our own Airport Relations Commission (ARC) does In LOW] not get the same press, but their work is criti- cally important to our community. To try to rectify that, I thought I would take time to highlight some of their work and airport related matters. Our ARC is chaired by Liz Petschel. Commission members include Elsworth Stein, Brian Linnihan, David Sloan, Robin Erlich, William Dunn and Ansis Viksnins. In addition to the ARC, Council members Ultan Duggan and Sandra Krebsbach, along with Liz Petschel are members of the Noise Oversight Committee, an arm of the Metropolitan Airports Commission. During 2006, our ARC was instrumental in working with the Noise Oversight Committee, MAC and the Federal Aviation Administration to change when a departing flight receives its departure heading. Previously planes ,ould receive headings and make their turns upon "wheels up", .hich was sending them north of TH110 out of their corridor. Now, planes are not allowed to turn into their assigned heading until they pass the end of the runway which keeps the departing aircraft in the corridor south of TH110 longer and over less of our community. During 2006, the new 17/35 runway opened at MSP. Our com- munity was told repeatedly that the opening of this runway would mean fewer flight operations over our city. However our ARC has tracked the actual experience since 17/35 opened and they have documented that the number of operations has increased, not decreased. The ARC, in cooperation with the NOC have prepared a detailed letter to the FAA which identifies significant discrepan- cies from promised versus actual experience. Your City Council is actively engaged in pursuing this matter with the FAA as the reper- cussions of a failure to deliver promised noise reductions to our community cannot be left unchallenged. Another matter the ARC is supporting is a bill sponsored by our State Senator Jim Metzen and our State Representative Rick Hansen, to add additional members to MAC. This bill would add a seat on MAC for our community. While there is an official repre- sentative appointed by the Governor for our area, the concerns of Mendota Heights residents are not being carried to the MAC. ARC will be testifying in support of the measure. Please thank Senator Metzen and Representative Hansen for authoring this proposed legislation. Thanks to our ARC Commissioners who may not get a lot of media attention, but they do a great service for our community. Mendota Heights Par 3 Bond Referendum ' _ Special Election ' to be held ' Tuesday, April 24, 2007 ' See page 2 for details. J ISSUE 74 Mendota Heights Par 3 Update Mendota Heights Par 3 Golf Course has long been viewed as a community asset. When the owners of the Par 3 proposed to devel- op the property, a lengthy legal process ensued. The last few months have been extremely active regarding the Mendota Heights Par 3 Golf Course. Following an order from the Minnesota Supreme Court to reconcile our land use planning documents, the city has engaged in a dual track process concerning this property. One Track pursues a citizen referendum to purchase the property, the other track modifies land use plans to meet the court order. This article will outline progress to date on each track. Referendum Update: A negotiating committee has worked with the Par 3 owners to determine a price that could be brought to the public in a referendum. While not required to do so, the Par 3 own- ers cooperated in negotiations with the City, to arrive at a price pack- age that includes a $2.6 million purchase price. While the property is likely to appraise at a higher price, the owners have agreed to donate the difference between the purchase price and the appraised value. Preliminary research indicates that the Par 3 should be able to make enough revenue to cover operating costs without requiring general tax dollars. City Council directed staff in January to move ahead with the referendum process. Here are the basics of the referendum: $2.79 million dollar refer- endum — $2.6 million purchase price, $190,000 for bonding and capi- tal improvement costs. The special election will be held Tuesday, April 24, 2007. Voters will be provided the opportunity to vote yes or no to the following question: "Shall the City of Mendota Heights be authorized to issue its general obligation bonds in an amount not exceed $2,790,000 to defray the expense of the acquisition and betterment of an existing par 3 golf course for use as park or other recreational facilities?' see Mendota Heights Par 3 on page 2 PAGE 3 HEIGHTS HIGHLITES A Special Thanks To Election Judges The City of Mendota Heights would like to extend sincere appreciation to the more than seventy outstanding individuals who served as election judges on September ,nd November 12. Throughout the primary election and the extremely busy gen- al election day, they were knowledgeable and proficient in their tasks, and they were very cordial, polite and helpful to the voters and the city's election staff. They prepared well for their election duties and were committed to processing the elec- tion with diligence and integrity. Special thanks to the Chairpersons, Wade West, Debbie Goldberger, Kathie Woods, Pam Ehrlich and Marsha Knuth, who ensured that all the laws were followed and that their polling places ran smoothly. Without all of these very special people there could not have been such a suc- cessful and well organized election process. Official Newspaper Designated Every January, by state law, the City Council must designate a local publication to serve as the city's legal newspaper for the coming year. At its January 2, 2007 meeting, the City Council named the South-West Review to serve as the city's Official Newspaper for 2007. All hearing notices, legal notices, and newly adopted ordinances will be published in the legal section of the South-West Review during the coming year. Press releases on issues of interest to the community residents may also be published in the WSP/MH Sun Current. The Review is published on Sunday and the Sun Current is published on Wednesday. Proper Mailbox Installation and Winter Maintenance The Mendota Heights Public Works department advises all residents that all roadside mailbox posts should be located a minimum of 12" behind the back of the concrete curbing. The front of the mailbox should be flush with the back of the b and 39" to 42" from the top of the curb to the bottom of the mailbox. i,4ewspaper boxes and other containers attached to your mailbox should be set back a minimum of 6" from the back of the curb. If your mail structure/paper boxes are not properly installed they are in danger of being damaged by city plow trucks during snow �' removal season. Please make appropriate changes/repairs as needed. Mendota Heights Implements Snow Emergency Procedure A snow emergency will be declared by the Public Works Director or Public Works Superintendent when 2" of snow is received or there is a high probability of a 2" snowfall. The media will be notified when the snow emergency is declared. I_ . During the snow emergency on -street parking is prohibited. The City will be citing and/or towing all cars in violation. The snow emergency will end when all city streets are plowed curb to curb Park Bench Donation Program The City of Mendota Heights is accepting donations to install park benches in city parks or along city trails. The minimum donation required for bench installation is Q750. The required donation may be higher depending on the nch design. The benches can be personalized with a plaque �1 v commemorating a loved one or friend. The design, location, and plaque message must be reviewed by the Parks Commission and approved by the City Council prior to installation. February 2007 Marcus Connolly Retires from Mendota Heights Fire Department - 35 Years of Service On December 10, 2006, - --- Marcus Connolly announced his retire- ment from the Mendota' Heights Fire Department effective December 31, 2006. Marc retires as the sec- ond longest serving member of the Fire Department. He was on the Department for 35 years. The only one to serve longer was LeRoy Noack. Marc served as the Department Training Officer for four years and was a captain for four years. Marc also taught basic first aid and CPR to the public and was a very aggressive firefighter. He served on a number of committees including truck committees, 50th anniversary planning (parade chair), and the policy and pro- cedures committee. The Fire Department is unsure how it will close the monthly meetings, because Marc always made the motion to adjourn. Marc will be truly missed!! Best wishes to Marc in the future. 2007 STREET IMPROVE- MENT PROJECTS The City Council has authorized the Engineering Department to prepare plans and specifications for street reconstruction in the Ivy Falls neighborhood and street reha- bilitation in the Copperfield neighborhood. Streets that are proposed to be reconstruct- ed including addition of storm sewer and concrete curb and gutter are Woodridge Drive, Arcadia Drive, Cascade Lane, Maple Park Court, Falls View Court, Maple Park Drive from Sylvandale to Falls View Court and Sylvandale Road from Maple Park Drive to Sibley Memorial Highway. Streets in the Copperfield neighborhood that are proposed to be rehabilitated including milling and a bituminous overlay are Huber Drive, Pond View Drive, Pond View Terrace, Pond View Court, Watersedge Terrace, Field r, Stone Drive, Field Stone -I '- Court, Copperfield Drive, - \ Stone Road, High Point Road, High Point Court, Quail Ridge Circle, and Bent Tree Lane. We will be offering Tennis lessons and Teams taught and coached by Tim Garvey a Certified developmental coach/instructor with USPTA-United States Professional Tennis Association. We also have High School/College assistants working with Tim. Please call the Tennis Hotline at 651-255-1174 if weather is questionable up to a half hour before your lesson. Rain outs will not be made up -instead we have added extra time on Friday, July 27 with a picnic, in-house tour- nament, games and prizes. USTA Teams will be formed according to age. You will travel to locations outside our City and some games will be at our home courts at Visitation. When traveling to other sites ending times may vary. Tim Garvey will be the coach. Fee will include Team T -Shirt, USTA team fee. Most weeks you will practice or play on Monday, Tuesday, and Wednesday afternoons with an opportunity to qualify for USTA Sectional Championships. Team members will need a racquet, tennis shoes and shorts. Parents will be needed to help drive team to playing sites.
