City Closes Deal
on Mendota Heights Par 3
The City of Mendota Heights officially took possession of 1695 Dodd
Road, better known as the Mendota Heights Par 3, on Thursday,
June 28, 2007. The transition has gone fairly smoothly, with a focus
on maintaining course operations as close to past practices as pos-
sible.
Great weather has contributed to a successful transition. The num-
ber of rounds played has been strong; the course is in good shape,
and the customers continue to have positive feedback. Leagues,
lessons and walk-on customers all show strong participation.
A task force has been formed to consider operational and manage-
ment issues at the course. One of the first priorities for this group
has been to assess the needs of the course. Two experienced golf
course superintendents have walked the course, and sized up the
facility and equipment. Both felt that the course is in better shape
than they had anticipated. They both feel that only minor mainte-
nance and improvements are needed.
For those of you who haven't been to the Par 3 in some time, it is a
great course for beginners, for players looking to work on their short
game, and for folks looking for a more relaxed round than you'll find
at a regulation course. Besides being a great place to learn or prac-
tice your game, the Par 3 is a great spot for fund-raising and other
special events. More information on the Par 3 can be found on
page 4.

topic, I have a handful of short
updates on the people and places of

Mendota Heights.
In an earlier column I noted thatll
after the 17/35 runway opened at
MSP, flights over our city had
increased instead of decreased. I am r.=
happy to report that MAC and the
FAA have agreed with our assertion
that the initial level of operations have been inconsistent
with the Environmental Impact Study. The FAA will be
adjusting the operations to more closely match the original-
ly predicted outcome. Kudos to our Airport Relations Com-
mission and thanks to MAC and the FAA.
• The City Council recently concluded negotiations with
the Village at Mendota Heights developer to bring the com-
mercial phase of the center to a conclusion. The so-called
ABC building, a 20,600 square foot retail and a 25,500
square foot office space, will commence construction this
summer and will be completed by September 1, 2008. We
also expect that the currently vacant Building D will be half
occupied with a full service optician this September.
• The City closed on the purchase of the Par 3 Golf
Course on June 28. The next day the course was the host
to a Minnesota PGA Junior Golf Association qualifying
event. Sixty junior golfers competed and the winner of the
10-12 year old category was Blake Ekblad who is a Men-
dota Heights resident. Congratulations Blake!
• Congratulations to our own Nora Ali who was recently
crowned America's Junior Miss. The competition is not a
beauty pageant, focusing instead on scholastics, interview,
talent, fitness and self-expression. We had the privilege of
having Nora attend a City Council meeting earlier this year.
She is a very accomplished young woman.

2007 Street Improvement Projects
The City Council has authorized the Engineering Department to solicit
bids for street reconstruction in the Ivy Falls neighborhood and street reha-
bilitation in the Copperfield neighborhood. Streets that are proposed to be
reconstructed including addition of storm sewer and concrete curb and gut-
ter are Woodridge Drive, Arcadia Drive, Cascade Lane, Maple Park Court,
Falls View Court, and Maple Park Drive from Sylvandale to Falls View
Court and Sylvandale Road from Maple Park Drive to Sibley Memorial
Highway. Streets in the Copperfield neighborhood that are proposed to be
rehabilitated including milling and a bituminous overlay are Huber Drive,
Pond View Drive, Pond View Terrace, Pond View Court, Watersedge Ter-
race, Field Stone Drive, Field Stone Court, Copperfield Drive, Stone Road,
High Point Road, High Point Court, Quail Ridge Circle, Bent Tree Lane and
the Huber Drive trail. In addition, a right turn lane will be constructed on
southbound Delaware Avenue at Huber Drive. Contact the Mendota

Rain Gardens are coming to the
Somerset Neighborhood!
Construction of 13 rain gardens in the Somer-
set neighborhood has begun. A rain garden is
a shallow depression in your yard that is plant-
ed with native wetland or wet prairie wildflow-
ers, grasses and shrubs. Rain gardens can 61
absorb hundreds of gallons of rain that would otherwise wash pollution
down the street into the nearest river, stream or lake. Rain garden plants
create wildlife habitat and attract butterflies and birds. Volunteers will be
needed later this summer to assist in planting the gardens. For more infor-
mation on rain gardens or to volunteer with the planting, contact the Engi-

Runway 12R/30L (South Parallel Runway)
Center Segment Reconstruction Project
The center segment (3,100 feet) of Runway 12R/30L ("south parallel run-
way") at the Minneapolis -St. Paul International Airport (MSP) is in need of
reconstruction. The runway was initially constructed in 1950 and extended
to its current length, 10,000 ft., in 1961. In
1998 and 1999 the east and west one-third
of the runway was reconstructed.
Reconstruction of both parallel runways
(north and south) has been included in the

Metropolitan Airports Commission's (MAC)
Capital Improvement Plan since the early
1990s. Reconstruction of the north parallel
runway (12L/30R) is tentatively scheduled
for the summer of 2008.
In order to reconstruct this portion of the runway it must be shut down,
making it unusable for about two months. The runway closure is scheduled
to begin August 13th and weather permitting it should reopen by mid-Octo-
ber.
This means that Runway 12L will see increased use during this time. For

Welcome Officer Peyton
Fleming. Peyton joins the
MHPD after serving as a
Federal Police Officer for
the US Department of
Veteran's Affairs. Peyton
has a BS in Criminology
and a MA in Business &
Organizational Security
Management. He served
as a commissioned Officer in the United States Army.
Officer Fleming served in Kosovo in Operation Joint
Guardian. He resigned after attaining the rank of
Captain and began working for the Department of
Veteran's Affairs. Officer Fleming is married and has
a young son; he and his wife reside in St. Paul. Offi-
cer Fleming began his service with the Mendota
Heights Police Department on the 1st of July. He will
spend the first sixteen weeks in the field training offi-
cer (FTO) program. Upon completion of the FTO pro-
gram you will see Officer Fleming patrolling the
streets of Mendota Heights on his own.
We look forward to the service Officer Fleming will
provide to the residents of Mendota Heights.

The City Council has approved an increase in
the storm water utility rates for the first time
since instituting the utility in 1993. The rate for
residential properties increased from $3.50/quar-
ter to $5.00/ quarter. Other rate increases are as
follows: cemetery/golf course - $7/acre and insti-
tutional - $28/acre. The rate increase is reflected
in the second quarter billings. Commercial rates
were increased in 2004. The storm water utility
funds projects such as pond construction and
cleaning, storm sewer construction and mainte-
nance, storm water pollution prevention, and
rainwater gardens.

Change Your Clock -Change Your Battery
Mendota Heights Firefighters encourage everyone to participate in
the annual "Change Your Clock -Change Your Battery" campaign on
Sunday, November 4, 2007.
When you change your clock one hour back to standard time, take
a few minutes to replace the batteries in your smoke alarms. If your
detector is dirty, vacuum it out. It is also a good idea to test your
detectors once a month and replace them every ten years.
Why is this so important? It's because smoke detectors save lives.
A lot of fire fatalities could have been prevented had there been a
working smoke alarm in the home. National statistics show an aver-
age of 3 kids die everyday in home fires, and 82% of those occurred
in homes without working smoke detectors. The most commonly
cited cause of non -working smoke alarms is due to discharged or
missing batteries.

59th Annual Firefighter's Dance
The Mendota Heights Volunteer
Fire Department will be having their
annual Firefighter's Dance on Satur-
day, November 3, 2007. Once again,
this event will be held at Royal Cliff in
Eagan. The doors will open at 8:00
PM and the music will begin at 8:30
PM. The band for the dance is The 16
Rockin' Hollywoods. The Rockin' Hol-
lywoods present "Solid Gold Rock & Roll" from the 1950's thru the
1980's with an energy and excitement that captivates audiences of
all ages. Last year's event was very successful and a great time
was had by all. As there is no guaranteed seating, it is advised that
you arrive early.
This is the Fire Departments fund-raiser. The funds that are
raised through ticket sales and donations support fire prevention
activities, uniforms, and other department needs that are not part of
the city budget. The Mendota Heights Fire Department provides fire
protection to Mendota Heights, Mendota, Lilydale and Sunfish
Lake. There are organizations that solicit funds by telephone, but
these groups do not assist, nor are they associated with, the Men-
dota Heights Volunteer Fire Department.
Mendota Heights Firefighters will be going door-to-door selling
dance tickets throughout Mendota Heights. The firefighters visit
every residence and if the resident is not at home, they leave the
Fire Departments Annual Report. Tickets are on sale now for $8.00
or may be purchased for $10.00 at the door. If you have questions,
need tickets or would like to make a donation to the Mendota
Heights Fire Department please call City Hall at (651)452-1850 and
ask for Nancy.
Adopt -A -Hydrant Program
Several years ago, the Mendota Heights Volunteer Fire Depart-
ment began the "Adopt -a -Hydrant Program" in which residents vol-
unteer to clear snow away from hydrants to keep access to the
hydrants clear. The program was initiated out of concern that
hydrants might be buried under a blanket of snow and have restrict-
ed access in time of need.
The inability of firefighters to find a hydrant could seriously impact
their ability to fight a fire in your neighborhood. Will you please help
the Fire Department and do your part to make your neighborhood
safer? Sign up to "Adopt -a -Hydrant" at the Fire Prevention Open
House or contact City Hall at 452-1850.
Fire Prevention Week
Once again, firefighters from
Mendota Heights will be busy
conducting fire -safety activities
during National Fire Prevention
Week, October 7th through 13th.
This year's theme, "Practice your
escape plan" underscores a sim-
ple lesson. Because fire can
grow and spread so quickly, you
may have as few as 2 minutes to escape safely. Advance
planning is absolutely essential. We'll talk about how families
can develop and practice home fire drills and learn how to for-
mulate a safety plan that's right for each family.
Fire personnel will be discussing these and other fire -safety
related programs to area students. Firefighters will be doing
presentations in classrooms at Mendota Elementary, Somer-
set Elementary, Visitation School, and some pre-schools in the

Topping off the week-long activities will be the always popu-
lar Fire Department Open House on Saturday, October 13th,
at the Fire Station, 2121 Dodd Road, from 10 a.m. until 3 p.m.
All those in attendance will be able to tour the fire station, have
their blood pressure checked, see all the fire trucks up close,
meet the firefighters, learn fire safety tips, learn why it is impor-
tant to have smoke detectors and carbon monoxide detectors
and how to operate them, practice putting out a fire with an
extinguisher, and see safety demonstrations by Health East
Paramedics and the Mendota Heights Police Department. The
ever popular car fire demo is scheduled for 11:30am and again
at 1:30pm. Fire truck rides will be running all day long. Kids
can play in "Snuffers" dog house and use a real fire hose on a
burning house. Kids as well as parents can learn how to Stop,
Drop, & Roll in the smokehouse. Play fire prevention bingo for
great prizes through -out the day. The fire department will also
show off their new Thermal Imaging Cameras, rescue boat, all
terrain vehicle, water rescue suits and Automatic External
Defibrillators.
If you want to learn all there is to know about home escape
plans, this is the event for you. Refreshments, escape lad-
ders, and history items will be for sale. Door prizes will be
given away. Everyone is encouraged to attend.

Halloween Bonfire
Join us for a ghostly good time at the annual City sponsored
Halloween Bonfire on Wednesday, October 31 from 7-9 p.m.
located on the undeveloped portion of land behind Mendota
Plaza Shopping Center. The Volunteer
Fire Department has offered to carry
on the tradition and will again coordiilk

nate and run this year's event. The
bonfire is conducted to provide a safe
and enjoyable family alternative to
trick or treating. Costumes are not
necessary. Hot dogs, soda and other
goodies are free. Join us for a fun
time at the bonfire!
Residents of Mendota Heights are allowed to deposit brush no
larger than 4" in diameter as fuel for the fire. In the past, the
City has had problems with illegal dumping at the site which
causes the City a great deal of money to clean-up. In order to
prevent illegal dumping, the City will be limiting the hours of
operation from 8 AM - 7 PM from October 18th - 29th. Once the
area is filled, it will be fenced in and no further dumping will be
allowed. Please remember that unauthorized dumping is a mis-
demeanor with a fine of up to $1,000.

National Night Out
The City of Mendota Heights Police Department will be hosting
National Night Out on August 7th, 2007 from 6:00pm until 9:00
pm. This year's theme is, "Give neighborhood crime and drugs
a going away party." The event will be held at Mendakota Park
which is located just south of Hwy 110 near the intersection of
Dodd Road and Mendakota Drive. In the event of rain or severe
weather, the event will be held at the Mendota Heights Fire
Department at 2121 Dodd Road (at the intersection of Dodd
road and Mendakota Drive).
Officers from the Mendota Heights Police Department will be
showing a variety of equipment used to assist officers in fighting
crime. Citizens will have an opportunity to visit with a bike patrol
officer and view one of the city's patrol bikes. Our department's
S.W.A.T. team member will be present to answer questions. The
department's child safety seat expert will be available for ques-
tions and will be taking reservations for a full child seat installa-
tion inspection. Crime Prevention materials will be available and
officers will be on hand to answer home security and personal
safety questions. Children will be able to participate in "Opera-
tion Kid Print" which is a free program where children are finger-
printed and photographed. The parents are given the prints and
photo to retain for police investigators in the event their child
becomes lost or missing.
The Mendota Heights Fire Department will be present showing
off some of the fire apparatus used to protect the city. Firefight-
ers will be on hand to give tours of their trucks and will also be
available to answer questions about fire prevention and the serv-
ices they provide
This years entertainment will includes music and magic by
"Woody" who is a member of the Rockin Hollywoods. Boltz's
Tae Kwon Do will be putting on a self defense demo for those
interested in participating. Members of the Mendota Heights
Mom's Club and the MH Parks and Rec Department will be host-
ing some free games for the kids. Free face painting will be
provided by Jim Strohm and Pro -Tec of Mendota Heights. Free
root beer floats and refreshments will be provided to all who
attend! This event is a fun way for residents to get to know their
neighbors and members of the city's public safety departments.

Shelter to the event. We will be gratefully accepting the following
items on their behalf; toilet paper, paper plates, napkins, 32 gal-
lon trash bags, plastic silverware and gift certificates for local

This is great program to teach your child how to ice skate and
continue through our program each year, advancing at the
child's own pace up to our Fun Style/Free Style Class. Classes

The City will install a sports -tile court
surfacing product at the Valley Park dou-
ble tennis courts mid-to-late July. The
thirty-five year old courts have been costly
for the City to maintain with traditional
crack sealing and resurfacing. The sports
tiles are expected to last ten to fifteen
years and are one-half to one-third the cost of total reconstruction.
The Valley Park tennis courts are located at 825 Marie (one-half
mile east of Dodd Road).
South Region Stars
The Area 12 Special Olympics "STARS" are "in training" and
participating in a wide variety of sports and activities which
include: soccer, floor hockey, swimming and basketball.
New athletes can be registered at any time during the year.
