CITY TO DEVELOP PLANS
FOR FREEWAY ROAD AREA
In December, the City Council identified a potential redevelopment site in an area known as the Freeway Road site. This area is bound on
the south by Trunk Highway 110, on the west by Dodd Road, and on the east by North and South Freeway Roads. The site includes land owned
by the City of Mendota Heights as well as several existing commercial properties including Fina/Oasis Mart, Tom Thumb and the Mendakota
Animal Hospital.
The City Council has awarded a contract to Mr. Ross Fefercom, of RMF Entities, Inc., to assist the City in designing a master plan for the
site that will incorporate the City Council's concept land use plans for the area. Mr. Fefercorn will serve as the lead consultant to the City and
will direct a design team consisting of Mr. Aaron Parker, of A Studio, and Mr. Gaius Nelson, of Nelson -Tremain Partnership. This design team
has significant experience in city planning, residential and commercial development, and redevelopment projects. Their task will be to work
with City Council's concept land use for the area and develop two Master Plans for the City Council to choose from. The process is expected
to take up to six months and will involve public presentations and meetings.
The City Council identified the development, or redevelopment, of this site as a high priority Target Issue during workshops in both 1997
and 1998. Their concept for this site is a mixed land use plan including a village concept of residential uses that will serve as a transition from
the existing, adjacent residential land uses. Small scale retail/service uses near the Dodd Road/TH 110 intersection will serve as a transition
from the intersection to the proposed residential uses. It is intended that any commercial uses will establish a tone, or "village character,'
compatible with existing and proposed residential land uses and characteristic of Mendota Heights. It will be necessary to realign Freeway
n ,)ad's access to Dodd Road and there will be no new, at -grade crossing of TH 110.
he identified redevelopment site is approximately 22 acres including nine parcels. The Master Plan process is intended to advise the City
on the feasibility of the Council's concept plan and to identify appropriate land use controls and proper roadway alignments. The City intends
to use a Planned Unit Development approach on this site to insure the proper development of the site and to allow for flexibility in the design
of the site.
MAYOR MERTENSOTTO ELECTED TO CHAIR MASAC
In a stunning development, the Metropoli-
tan Aircraft Sound Abatement Council
(MASAC), at their January meeting, elected
Mayor Charles Mertensotto, of Mendota
Heights, to serve as the Chair of MASAC.
This appointment is for a two year term for
1999 and 2000. In his new duties as Chair
of the Metropolitan Aircraft Sound Abate-
ment Council, the Mayor will preside over
the monthly meetings of MASAC's board
and he will appoint the members of
MASAC's Operations Committee and
MASAC's Executive Committee.
The MASAC board consists of thirty eight
(3 8) representatives with an equal number of
representatives from the airline/airport in-
dustry and representatives from airport com-
munities. The MASAC was established in
1969 to study and evaluate noise complaints
from communities surrounding the MSP In-
ational Airport, to realize an effective
...,,se abatement program at MSP and to
conduct a program of public information and
education about airport noise and noise
abatement. MASAC meets monthly on the
fourth Tuesday of each month at 7 p.m. at the
MAC offices, located at 6040 28th Avenue
South in Minneapolis.
Mayor Mertensotto's election as Chair of
MASAC stems from a desire of the commu-
nity representatives to have a community
person serving in the role of Chair on this
important body. MASAC makes recom-
mendations to the Metropolitan Airports
Commission on all matters relative to airport
noise and sound abatement/mitigation pro-
grams. Noise abatement is the primary goal
of all MASAC activities and community rep-
resentatives were unanimous in their support
of Mayor Mertensotto's candidacy as Chair.
This speaks highly of the Mayor's expertise
on airport noise issues and the respect each
community has for his leadership abilities.
Mendota Heights currently has two seats
on the MASAC board. Traditionally, Men-
dota Heights has had only one seat on the
board. During 1997 and 1998, MASAC
conducted an audit after many communities
expressed their disappointment in
MASAC's progress. MASAC was restruc-
tured as a result of this audit and Mendota
Heights was given an additional seat on the
board, in recognition of the growth of the
community over the life of MASAC and in
recognition of the heavy reliance on the
Mendota Heights/Eagan aircraft corridor for
operations. The Mendota Heights Airport
Relations Commission, who advises City
Council on airport matters, was instrumen-
tal in requesting the original audit and de-
manding better City representation on
MASAC.

WAVE POOL
Looking for "surf' in Minnesota? Well you can find it at the
Coon Rapids Wave Pool. Four foot high waves are created for
an ocean effect. Bring your swim suit, towel and a change of
clothes. Tubes are available for an extra $2.00 rental fee. This
trip is offered for children ages 10 and older. The fee includes a
box lunch (pop, hot dog, chips & cookie). Additional snacks are
available at your own expense.

Children will learn how to reduce the risk of accidents and increase
the safety of their everyday lives. The camp will focus on building
safety skills, while at the same time the children will have fun and
meet new and interesting people. Instructors of the camp are volun-
teers from local police & fire departments, utility companies, and
paramedics as well as other professionals whose jobs deal with
personal and public safety.
Topics such as stranger safety, weather safety, drug awareness,
animal safety, home safety and first aid are just some of the areas
which will be addressed. Safety Camp is designed for children who
will be entering the 3rd and 4th grade in the fall of 1999. At the
conclusion of camp there will be a family picnic with hot-dogs, ice
cream and beverages. The camp is sponsored by the VFW Gallagher
Hanson Post 295.

LOCATION: Kaposia Park (Located at Wilde and Butler Avenues

each registered participant during the last week of July.
GOLF LEAGUES
Mendota Parks and Recreation in cooperation with Par 3 Gol,
Course, is offering summer golf leagues. A mass registration was
held on Monday, April 19th. For those who could not attend, a
second date has been scheduled. Registration will be held on
Monday, April 26 at City Hall at 6:00 p.m. for Seniors and
Women and at 7:00 p.m. for Juniors. Please have your registration
form completed with all information other than tee time when
approaching registration table. You may register individually, but
pairs and four -some registrations are recommended. Please have
tee time preferences in mind when registering. The league fee,
which covers weekly prizes, is required at the time of registration.
The Green Fee is to be paid to the Mendota Heights Par 3 Golf
Course the first day of play. Rainchecks will be given for missed
days. League fees are non-refundable after the start of league play.
Senior Golf League
Mondays, May 3 - September 27 (No play on holidays).
This league is offered to anyone 55 years of age or older. Tee
times will start at 7:00 am and continue approximately every
seven minutes thereafter.
League fee: $5.00 (payable to the City of Mendota Heights)
Green fee: $159.50 (22 rounds at $7.25 each)
Women's Golf League
Tuesdays, A.M., May 25 -Aug. 24
Wednesdays, P.M. May 26 -Aug. 25
This league is offered to all adult women. Tee times begin at
7:00 am and 3:00 p.m. then continue approximately every seven
minutes thereafter.
League Fee:$10.00 (payable to the City of Mendota Heights)
Green Fee:$112.00 (14 rounds at $8.00 each)
Junior Golf League
Mondays, June 7 - August 16
Wednesdays, June 9 - August 18
This league is designed for boys and girls ages 10 through 17.
Tee times begin at 11:00 am and continue approximately every
seven minutes thereafter up until 2:00 p.m.. This league is looking
for volunteers to share chaperon duties (2 per each day of play).
Volunteers will play for free on their volunteer day, compliments
of the golf course.
League Fee: $10.00 (payable to the City of Mendota Heights)
The league fee will be non-refundable after the start of league
play.
Green Fee: $79.75 (11 rounds at $7.25 each)

Need Some Lessons?
Mendota Heights Par 3, in cooperation with the
city, s offering rouPiofferigolf lessons. There will be
one teaching professional to every eight golfers,
giving personalized classroom and on course in-
struction. You will receive three one-hour ses-
sions covering rules of golf, golfcourse etiquette,
proper grip, stance and swing and correct putting
techniques. You will also receive two free golf passes to play at
anytime on the golf course.
Lessons will be given on Thursdays, from April 29 through N
13 or on Thursdays from May 20 through June 3. Registration fee:
$5.00 per person. Lesson price: $50.00 per person. Call City Hall at
