Completion of demolition operations; removal of asphalt driveways,
concrete slabs, and block foundation walls on the Bourn parcel and other
hard surface areas, on two nearby lots acquired by the City many years
ago, began on Tuesday and will be completed by end of week. Disturbed
areas will be filled / leveled, top dressed and seeded. Underground fuel
tank at the Bourn property was removed late last fall prior to removal of
hazardous building materials, well closed and the house and garage
removed. Concrete roadway barriers on the remaining active portion of
Bourn Lane will be left in place to deter access.

April 18, 2008 CITY HALL
1. Cleaning and repairs to the City Hall heating and air conditioning ductwork began
Monday night. Work is scheduled to take approximately six to seven working days (4:30
pm to 1:30 am – Monday thru Thursday). Completion of the job should be done by
Wednesday / Thursday of next week.
2. Placement of mobile (on wheels) shelving in janitor closets, mechanical, boiler and
electrical rooms began last week. Purpose of this work is to replace old awkward miss-
matched metal shelving units, brought over from old City Hall, that block “hidden” access
panels to plumbing pipes, water shut off valves and electrical panel boxes, that in an emer-
gency situation must be quickly found and opened. Work will continue, as time allows, until
all rooms where supplies are stored, are clean and organized. A fair amount of “stuff” has
been relocated into our dumpster and hazardous materials (paints, caulks, etc) will be
brought to a disposal site.
3. During the week beginning Monday, April 21st, when Mike Aschenbrener is off to
the Chief’s Conference, the Chief’s office and the “quiet room” will be repainted and re-
carpeted. This is a continuation of the work began last year in the Sergeant’s office area.
Remaining areas still to be painted and re-carpeted are the front receptionist; Patrol Of-
ficer’s work station, and then the file/copy/second reception/meeting work area. This se-
quential work schedule was arrived at to minimize disruption and inconvenience of normal
department routine.
4. During “house cleaning” efforts this week old computers, electronics and light bulbs
accumulated over the past two years were picked up and sent to recycle centers for pro-
cessing. Burnt out fluorescent bulbs and bulbs with built in ballasts from the Fire Hall, Pub-
lic Works, and street lights are stored at City Hall and when quantities reach around 200
bulbs are sent for recycling. Hard drives are removed from broken or outdated computers
for separate destruction (by melting), monitors, switches, computer towers and broken elec-
tronic items “released” from Police Evidence storage are all sent to a recycle facility. Recy-
cle charges for pick up and certified disposal of the approximate sixty plus items is based on
the type of the weight of each item.

PAR 3 MAINTENANCE BUILDING
An alarm technician and an electrician completed installation of water flow and tamper alarms for the fire
sprinkler system installed late last fall in the golf course maintenance building. The 24/7 monitored alarm sys-
tem includes an alarm horn and strobe light mounted on the exterior of the building. Upon final testing, ap-
provals from the Fire Marshall and St. Paul Water the fire sprinkler system will be “teed up and ready to fly”
by the end of the month.
LMCIT Safety and Loss Control Workshop
Jake, Ryan and I attended the 2008 Safety and Loss Control workshop put on by the League of Minnesota Cit-
ies Insurance Trust on Thursday. The training was held on the U of M St. Paul Campus, and provided work-
shop on a number of areas where cities are exposed to risk. Ryan attended the Public Works and Administra-
tion tracks, while Jake and I attended the Small City and Administration Tracks. We came back with some
useful insight, and some ideas to limit our exposure to claims against the City.
PAR 3 Opens 4/16/2008
The Mendota Heights Par 3 opened this Wednesday, and had a profitable first day of the season. The course is
Spartan for now, only the flags and trash cans are out. Benches, tee markers and yardage signs will go out
