2007-10-19 Friday NewsPLAYGROUND IMPROVEMENT City Council has accepted a recommendation from the Parks and Recreation Commission to the playground components at Roger's Lake Park next spring. The existing swings are to remain and new border timbers and safety surfacing installed. The nineteen year old play components/structure in the westerly playground will be removed and the smaller easterly playground area will be enlarged, receive new components, border timbers and safety surfacing. Neighbors near the park will be invited to the January Parks Commission meeting to review the proposed plan. Public Works, weather permitting, may begin removal of the existing border timbers this fall/winter. BALLFIELD FENCING The Parks and Recreation Commission made a recommendation to the City Council for installation of an outfield fence (no sideline fences) and backstop replacement, with overhead safety netting, at Hagstrom-ling Park next spring. With these improvements this youth softball field will become suitable for additional uses, such as youth baseball or women's fast -pitch softball. Park neighbors will be invited to the January Parks Commission meeting to review the proposed plan. At the Tuesday night City Council meeting, Councilmember Jack Vitelli voiced his concerns over airplanes flying over Mendota Heights that are supposed to have quiet skies. Jack is picking up on an issue which the Airports Relation Commission has been tracking all summer long. When an airplane departs from the northern parallel runway (12L) over Mendota Heights, it not supposed to make any turn north until it passes 110 and Delaware. This rule is a part of the Eagan -Mendota Heights Air Corridor. This summer there have been a significant number of nights which have crossed the northern border of the corridor, with planes being witnessed overhead of Dodd and even as far west as Walsh Lane. The Metropolitan Airports Commission and Federal Aviation Administration will be sending representatives to speak at the November 6, 2007 City Council meeting on this issue. Attached you will find the September 2007 Corridor Analysis. PANDEMIC FLU Even though the media seems to have forgotten about this issue, the threat of Pandemic Influenza is just as real now as it was when we received daily news stories about it. The City of Mendota Heights continues to prepare for the worst, by developing plans, practicing critical functions, and even building up a supply of essential materials. 1 have been asked to serve on a High Performance Partnership team intended to increase capacity to maintain critical governmental functions. While much of the preparation work is geared towards pandemic, the results leave the City better prepared for any disaster which may strike. Unfortunately for them, they were not very good storytellers: Officer Willson volunteered to help them get the car running and get home, but none of them could remember who was driving until one of them pulled out a key for the car. Officer Willson subsequently found that none of them had any ID's and when Officer Jeff VonFeldt arrived and ran a check on the car, he it was listed as stolen out of South Saint Paul. One of the young men was entered into the computer as a runaway out of St. Paul. That young man held the key and claimed the car belonged to his uncle whose name he could not remember. He later admitted to being on probation out of Hennepin County. Contact was eventually made with the parents - none of which could drive out to Mendota Heights. One parent agreed to come out and transport all the little thieves home. SPPD notified, Hennepin County Probation notified and the report forwarded to the Dakota County Attorney for charging. Crash & Medical 10-13-07 1513 hours Officer Shepard responded to the parking lot of a motel on a crash in the parking lot. When he arrived, the car was not in the parking lot - it was over the embankment and resting against a tree. The elderly passenger was experiencing chest pain. Healtheast ambulance was contacted and first aid was provided. Once the medical was dealt with, Officer Shepard spoke with the driver who stated he had pushed on the gas instead of the brake. The damage indicated that he pushed hard on the brake. He then attempted to deal with the rental car company's roadside assistance. Due to a language barrier with the person at the MSP airport location, a Southeast tow was called to remove the car. AOA 10-14-07 1450 hours Sergeant John Larrive responded to a local restaurant to speak with a customer who had overheard a very disturbing story. The witness reported overhearing two employees discussing the dropping and shaking of an infant by a drunken boyfriend earlier in the day. Sergeant Larrive interviewed the two suspects and they admitted to the basic story but made it seem much less serious. SPPD was immediately notified and checked the residence. The boyfriend and baby were not home. Information relayed to them for follow up. Ramsey County social services also notified. Expired Registration / Fugitive Warrant 10-18-07 0019 hours An expired registration traffic stop lead Officer Todd Rosse to a former Mendota Heights resident who had an active fugitive from justice warrant out of Florida. The suspect presented Officer Rosse a WI State ID card when stopped for the expired tabs. The suspect had no MN D/L, was revoked in WI and wanted in Florida. His car was impounded and he was provided a room at the Sheriff's Motel to wait for an all expenses paid trip to Florida. His mom was not happy with us when she was unable to retrieve "her car", found out her son would not be released, and heard she might also be charged with a crime. Flight delays at MSP could drop with runway opening By Tim Ha.FIQW, Star Tribune Last update: October 17, 2007 — 2:04 PM A runway construction project that has contributed to thousands of flight delays over the past two months at Minneapolis -St. Paul International Airport will end just in time for one of the busiest weekends of the season. Crews have been working round the clock and through the rain this week to finish reconstruction of a 3,100 -foot section of runway 12R/30L that has been shut down for two months. The runway is expected to open at 6 p.m. Thursday, said Patrick Hogan, an airport spokesman. The runway's opening will significantly reduce the number of delayed flights. Since the runway closed Aug. 13, the airport has cut the number of arrivals from its normal 60 per hour to 30 per hours, which has been the major factor why 4,200 flights have been delayed since construction began, Hogan said. "We will all be happy to see the runway reopened," Hogan said. "It's been a frustrating time for travelers and the airlines." The opening coincides with what is expected to be a heavy weekend at the airport. Hogan said the airport will be busier this weekend than it will be on Thanksgiving weekend "because of MEA, kids get more time off this weekend [than then at Thanksgiving]." The project was not supposed to adversely impact the 1,300 flights that operate daily at the airport, but several days of bad weather contributed to lengthy and numerous delays, The next runway reconstruction project isn't scheduled until 2009, Hogan said.
