Minnesota Sesquicentennial
This year is Minnesota's 150th year of statehood, a.k.a. Sesquicentennial
(how many 5 syllable words do you get to use in a day?). As part of the
Celebration, there will be a wagon train that starts in Cannon Falls and
travels North to the State Capital, arriving on May 11, which is the actual
date Minnesota became a State. On Saturday, May 10 the train will be
traveling through Mendota Heights, stopping at Friendly Hills Middle
School on its way to Fort Snelling for the night. The MH Fire
Department will bring water to the middle school for the horses. 20+
wagons are anticipated, and 60-80 horses. The wagons will consist of
covered wagons, buckboards, a stage coach and others. They plan on
making a learning presentation to grade school students during their
watering stop at Friendly Hills. You can find out more about this event at

FCity Hall - Emergency Response Alarm
Chief Aschenbrener and Building Manager Guy K.ullander have contacted surrounding
County and municipal offices regarding Emergency Response ("Panic Button") Alarms in

their facilities. Feedback revealed that Mendota Heights is one of the only cities that does
not have such a system. City staff are currently considering adding this feature to the exist-
ing City Hall monitored alarm system for HVAC duct smoke detectors and water flow sen-
sors for the buildings wet and dry fire sprinkler systems. Hard wired (4/5) would be in-
stalled inside "secured" areas in the Police Department and Administrative offices area.
Portable radio controlled units (3) would be available; one at the front receptionist area dur-
ing regular office hours (8 to 4:30 M to F); and two placed in the Council Chambers during
evening Council and Commission meetings.
Picketing at the Village at Mendota Heights
On Thursday this week, the carpenters union picketed the ABC Building construction site at
the Village. I talked with some picketers, and they reported that Friedges Drywall, currently
doing interior work, are a non-union workers. Ross reports that Friedges is the same com-
pany that completed interior work in the other Village commercial buildings. There were
over 20 picketers filling the parking spaces around the square, carrying signs and marching
on the Village Green. The City received over .50 calls from residents and storeowners want-
ing the City to remove the picketers. They were peaceful and left around 11:30.

Theft 02-17-08 1630 hours
At the end of each work day Officers fuel the squad for the next
shift. When Officer Eric Petersen pulled into Super America to fill
up with gas he observed a man walk away from a car that was
pumping gas. The car had two different license plates on it. The
occupant of the vehicle claimed no knowledge of the different
license plates. A short time later time later the man who had
walked away came out of the store. Sgt Neil Garlock questioned
him about the different license plates and was referred to the
passenger as he owned the car. The license plate on the back of
the car registered to a business just down the block. At that time,
an employee walked outside and informed the officers that the
man had not paid for his gas while in the store. Neither party had
any money, ID or credit cards on them. The driver/thief was cited
and brought to the Dakota County jail. The owner was cited for
no insurance and dropped in St. Paul. The car was towed to
Southeast and the stolen license plate was photographed and
returned to the owner.
Tobacco Violation 02-18-08 1327 hours
A student was caught with tobacco at school and was cited for
the possession violation and referred to the diversion program.
Should they attend the diversion session, the citation will be
dismissed.
Altered Check 02-19-08 1431 hours
Officer Steve Meyer stopped at a local gas station and was
approached by the manager who reported they had received two
altered checks. The checks had been altered to prevent the
checks from processing through the system. Officer Meyer
began looking for the thief and found he had been living in a
month to month building in St Paul. Unfortunately the checks did
not process in time to save the video of the transaction. The copy
of the check provided was not readable. The manager is to get a
readable copy for Officer Meyer to follow up with.

Hit & Run Crash 02-19-08 1925 hours
A 911 call was received of a crash at Hwy 110 and Delaware injuries unknown.
Officer Mike Shepard responded to the scene, driving past two cars on the side of
the road at Hwy 110 and Dodd Road. When he arrived at Hwy 110 and Delaware he
did not find a crash and immediately returned to the cars on the side of the road at
Dodd. In making contact with them he learned that the crash had occurred down the
road and one driver had left the crash site. After looking into what happened, a
driver was cited for leaving the scene and for not having insurance. His car was
towed and he was transported to a nearby location where his daughter was waiting.
Family Dispute 02-21-08 1919 hours
Sergeant Brian Convery responded to a family's request for assistance with an out of
control juvenile. The 16YOA was upset because he had not received a new car and
was attempting to provoke a physical altercation with the parents. The young man
had been seeing a counselor and was on prescription medication, but believed he
did not need the medication any longer. He agreed to behave and to take his
medicine. Officers cleared after laying out a plan of action for the family.
Disturbance 02-21-08 2204
Officers responded to a call for help. The caller reported that her 450 pound ex-
boyfriend was outside by her car and he was upset because his car had a flat tire.
The man was extremely apologetic when he realized that his flat tire was caused by
a nail not by the girlfriend stabbing it. The ex-boyfriend continued to move his
belongings out of house. The hostility was held to a minimum.
Email Hoax 02-22-08 0934 hours
A local business person received an un -solicited email demanding payment to
prevent them from being killed. Officer Todd Rosse arrived at the business and
determined that only one person had received the email in the building. The email
contained contact and delivery info of where to send money. The email came from a
generic email address and contained no detail to make the officer believe it was a
specific or personal threat. On Monday morning Investigator Mario Reyes contacted
two investigators who had posted similar incidents on Tri -County. The one is a
computer forensic specialist who had been working on a similar incident in
Washington County. In that case a warrant had been executed on the internet
provider. The suspect was actually a resident of Madagascar. Investigator Reyes
contacted the victim advising her of what he had learned.
Non -Compliant Predatory Offender 02-22-08 1609 hours
Investigator Scott Patrick received a call from Fargo North Dakota about a sex
offender who is living in Mendota Heights. The offender resides with his girl friend
(they always manage to find girlfriends...). Officers made several trips to the
residence in an attempt to arrest the suspect. The offender is supposed to be living
in Minneapolis. Minneapolis PD was aware that the offender was not living where he
was registered and had started a prosecution packet from the Minnesota Bureau of
Criminal Apprehension.

Public Works
The Parks crews collected trash from the parks. Rinks were broomed and blown
daily to remove snow and flooded to provide fresh ice. New "you are here" signs
for the parks were worked on and the shop was cleaned and organized. The
aerator at Rogers lake was checked daily.
The Streets crew washed plow trucks and performed routine maintenance on plow
wings. Sanders made up signs for back shop per safe assure. Installed new
cabinet for gas cans, etc... Extra snow was plowed from the boulevard on Medallion
drive and Mendota Heights Road to gain access to the street light handholes for
pending repairs.
Rich checked sanitary sewer lift stations daily. Bolts were replaced in the force
main drain valve so when the new valve arrives replacement will be quick and
easy, cliff assisted. Changed out 18 broken hydrant flags around the city.
The engineering department is still working with Bonestroo on finalizing plans for
the 2008 reconstruction project, assembling a feasibility report for the 2008 Mill
and Overlay, and working with Rich on this years sewer lining project.

Staff met with one potential planning applicant on Monday, February 25, 2008. Sue McDermott and
Jake Sedlacek were present.
Dan Tilsen, GGG Inc.
Mr. Tilsen is working with the homeowners at 1021 Wagon Wheel Trail about the potential for
subdividing their three parcels. Scott and Phyllis Miller own three lots, totaling 3.28 Acres, which abuts
Interstate 35E. Staff discussed the requirements for legal lots in the R-1 Zone and fielded questions
about standard road and utility improvements.
Mr. Tilsen also inquired about the potential for rezoning the parcels, and/or the possibility of
redeveloping the parcels under a PUD. Staff described the process for rezoning, or for proposing
changes to the existing PUD language in City Code. The owners have not established any timelines for
moving forward, but wanted to flesh out what options might be available to them in the future. No
planning action anticipated at this time.
Shuster Lot
In addition to the Monday meeting, Sue McDermott and Jake Sedlacek filet on Tuesday morning with
Betty Shuster. Betty and her husband would like to subdivide their remaining lot. The proposed lot
meets the requirements of a Single Family lot zoned for R-1. Staff helped Mrs. Shuster complete her
planning application for consideration at the March Planning Commission meeting.

Dental supply firm Patterson Companies boosted its third-quarter earnings 3percent h>
$60.4 million, or 45 cents a share, in line with analysts' estimates.
While revenues grew nearly 1Opercent because of solid dental equipment and crown
restoration supply sales, earnings were hurt by |nvver margins stemming from a change in
the company's product mix and the addition of three new Patterson Medical branch
offioeo, officials said. The fledgling nnedioo| division now has 12 offices nationwide.
The Mendota Heights -based finna|aoboughdbackOrniUionehareeofetoohfor$2O4
million during the quarter. Officials forecast fourth-quarter earnings of 50 to 52 cents per
share and said full -year 2OOOearnings should fall between $1.8Sto$1.71 oahore.
Shares of the stock rose 38 cents, to close at $34.77 on Thursday.
The company has rebounded since disappointing investors in the second quarter by
missing VVaU Street's expectations and |oxxahnQ its 2008 outlook. At the time, Pattonaon'e
stock plummeted 23 percent to a 52-week low of $29.08.
Patterson's smaller veterinary business also posted strong results during the quarter, with
sales rising 14 percent, to $107.6 million. The firm's rehabilitation supply business rose 7
percent, to$84million.
