Auto Theft Thursday 1334 hours
Officer Todd Rosse responded to a call from a young man who parked
his car in the morning when he arrived for work. Unfortunately, when
he went to leave the car was gone. Officer Rosse gathered all the
needed information and was preparing to enter the car into National
Crime Information Center (NCIC), which helps law enforcement
nationwide to locate stolen property and missing persons. Officer Rosse
learned moments after arriving at MHPD that the car was already
located in South Saint Paul. The case is under investigation in
conjunction with a series of other auto thefts across the entire
metropolitan area.
Burning Violation Thursday 1410 hours
Officer Scott Patrick responded to a call of a person burning leaves in
violation of the burning ban. He arrived on scene and found a man
burning leaves. He was warned about the violation and advised about
the burning ban and agreed to put the fire out.

Car vs. Deer Friday 0803 hours
Officer Scott Patrick responded the report of an injured deer on
Delaware Avenue. Upon arrival, he found the injured deer and
requested county maintenance to pick up the animal.
Medical Friday 0858 hours
Officer Patrick was dispatched on the call of an 80 YOA who had a
severe headache. She was concerned that she had meningitis from a
shot she received last week. HealthEast medics arrived with a crew of
three as Officer Patrick arrived on scene. HealthEast handled the call.
Crisis Friday 1428 hours
Officer Todd Rosse responded to a local business in the industrial park
who had received a call from a woman needing help. They tried to
coach her into calling 911 without success. The number on the caller ID
placed her in Oklahoma. After several hours of work Tulsa PD checked
the address associated with the phone number and found the home to
be empty.
Bad Joke Friday 2300 hours
Officer Steve Meyer responded to the report of a person “just taken by

a vehicle.” The caller was quickly located at Fischerville where a group of local high school
students quickly admitted to the prank call. Officer Meyer had a conversation (my guess it was
largely one‐sided) about the consequences of such serious and potentially dangerous and
expensive pranks.
Man down Saturday 0020 hours
Caller reported man lying in the road on Marie near Lexington, bleeding from the head and
ripped clothing. Officer Meyer found a very drunk 53 YOA resident, just wanting to be left
alone. HealthEast Medics checked the man out and quickly determined that head injury
required immediate medical attention and he was transported to Regions. Notification made at
the man’s home where it was learned he went golfing and then to the bar. No foul play
suspected; just lots alcohol and very little balance.
Parking Monday 0935 hours
Caller reported a van pushed off of Hwy 110 onto the frontage road. Car appeared to have
been checked by MSP. Sergeant Neil Garlock chalked the tires and cited the car the next day.
When the next complaint came in about the car (day three), Officer Larrive responded and
towed the van away the following day.
Parking Monday 1031 hours
Officer John Larrive responded to a caller’s complaint of a car parked near a fire hydrant on
Lake Drive. Upon arrival, found two cars parked too close and both were cited. At 1558 hours,
the caller rang again, this time reporting different cars parked by the hydrant. Sgt Garlock
issued more citations.
Crash Monday 1843 hours
While off‐duty, Sgt Garlock responded to assist a disoriented driver who had left the Holiday lot
on Hwy 13, drove off the road, jumped the curb and crashed into a retaining wall. After the
keys were removed, he learned from the elderly female driver that she was not really sure of
what happened. Turned over to Officers Willson and Rosse, who learned the driver had
recently had surgery and her leg might not have been working properly. Medical situation
taken care of as well as vehicle; driver elevation sent to state.
AOA Tuesday 1324 hours
Officers Larrive responded to a 911 call/Alarm at a business. While en route, Officer Larrive was
notified of a pursuit in progress, and as he was in position, assisted Eagan PD with a chase N/B
on I35E. Investigators Spicer and Reyes headed to the Alarm call to assist and were
immediately able to clear it as a 911 hang‐up. Meanwhile, the chase ended abruptly on the I35E
river bridge when the man jumped the fence and threatened to jump. The man was wanted
on a probation violation and did not want to go to jail. Officer Spicer, now nearby and trained
in crisis intervention, immediately responded and assisted with the negotiations. I35E had
restricted and/or closed traffic flow during the standoff while multiple agencies assisted in the
effort to resolve the situation without loss of life. While MHPD on‐duty staff and reserves
assisted with traffic control and scene command, other assisting agencies included the
Minnesota State Patrol, Dakota, Ramsey and Hennepin County Water Patrols, Mendota Heights
Fire, Saint Paul Fire, Dakota County Mutual Aid Assistance Group (DC MAAG), Eagan Fire, MN
DOT, Saint Paul Police Department and HealthEast Ambulance. Traffic was impacted for the
entire rush hour; however, while many lives were slowed down, another life was saved.

Fraud Wednesday 2136 hours
Caller was concerned about a check that bounced. Officer Meyer listened to the story about
the person selling some items getting a check for more than the amount. The check bouncing
and persons concern for the safety of their account. If it is too good to be true it is. One of the
oldest scams in the book ‐‐ I have this check, made out for more than needed, but you cash it,
send me the cash refund, and keep $__ for your trouble.
Drunks(not really) Thursday 1124 hours
Officer John Larrive responded to the report of a drunk male and female walking down Dodd
Road with no shirts on. Last spotted near Wagon Wheel with back packs. Located and only the
man was not wearing a shirt. Neither had been drinking. Advised they were getting used to the
cooler weather.
Laser Light Thursday 2226 hours
Officer Willson helped looked for person who was lighting up inbound aircraft on approach to
MSP International. The suspects would be on the east side of I35E and north of I494. Area
checked no one located no further complaints.
HealthEast Ambulance service works closely with City of Mendota Heights to provide advanced
Life Support (ALS – paramedic services) ambulance services to the cities of Mendota Heights,
Mendota and Lilydale. We think their last quarter stats that came out today deserve some
attention. From July through September they responded to 194 calls for service. Most received
by 911 for emergency medical assistance, as they also provide Basic Life Support (BLS –
Emergency Medical Technician services) in Mendota Heights, Lilydale and Mendota. Their
average response time in the quarter was 6:58 minutes and seconds.
