PWD Mazzitello attended the monthly technical committee meeting
for the 2009 Dakota County Regional Visioning Study. Part of this
study is an analysis of the need for an interchange at (or in the vicinity
of) Delaware Avenue and Interstate 494. The consultant presented
potential scenarios to be analyzed under the assumption of future
development happening in the northwest portion of Inver Grove
Heights and the northeast portion of Eagan. The development
assumptions come from the Eagan Comprehensive Plan and the Inver
Grove Heights 2005 Alternative Urban Area -wide Review
(AUAR ). The committee decided on the 6 scenarios to be analyzed
through the Visioning Study. These Alternatives are:
1. No interchange at Delaware Avenue and 1-494
2. An interchange at Delaware Avenue and 1-494
FAn interchange at 1-494 and an extension of Argenta Avenue located east of Delaware Avenue.
R These three design concepts will each be analyzed for the future projected condition with no de-
velopment and the projected future condition assuming full build out of proposed developments.
The consultant isplanning additional open house and City Council meetings as they get closer to
study completion. Open Houses are planned for September and November, with Council Meet-
ings for all adjoining Cities taking place in October.
CLERKS ORIENTATION CONFERENCE
AThis week Nancy Bauer and Jake Sedlacek attended the annual Clerks Orientation Conference
hosted by the League of Minnesota Cities. The majority of the (40+ attendees) crowd was made
yup of new clerks, but there were a number of folks with some years of municipal experience as
well.
Both Nancy and Jake thought it was a very useful conference — providing a nice background on
a number of municipal responsibilities, including loss control, elections, licensing, open meeting
laws,, audits, and more. While some of the material was familiar,, the presenters did a great job
of keening sessions moving, and identifying resources for doing the job, which kept the confer -

ence interesting and informative.
SAFETY CAMP 2009
Our Annual Safety Camp, held in conjunction with West St. Paul and South St. Paul was once
W again a great success. Mendota Heights led the way, sending approximately 50 kids to Kaposia
Park in South St. Paul, for the Monday Thursday day camp. South St. Paul and West St. Paul
combined for approximately 70 youth in attendance.
SYouth learned about a variety of topics from stranger danger, to school bus safety and all points
in-between. Safety Camp offers a great opportunity for kids to gather, have fun and learn life
skills all at once.

bar, wearing flip flops, shorts and a backpack. Officer Jeff VonFeldt soon located the man, who was
nearly parallel to the ground. The man politely repeated to the officer several times, "Mendota, detox,
six months, please, thank you." Not entirely sure if this was a request or a statement, Officer VonFeldt
had him blow into the PBT; his result of .228 did in fact warrant a trip to Detox. Upon arrival, it was
learned the gent had been there in past, but they hadn't seen him in six months....
Missing Person/Medical 08-08-2009 2023 hours
Officers Shepard and Lambert took a call from an anxious 18 YOA resident who had gotten a cell
phone call from her father. He informed her that while on his evening bike ride on a paved trail
somewhere in Mendota Heights, he had fallen and gotten seriously injured, was very disoriented and
no idea where he was. Officers quickly came up with a search plan and called in assistance from local
resources. With the assistance of Dakota County Parks, MN State Patrol helicopter, and the Mendota
Heights Fire Department, even friends of the victim's family, the injured man was eventually located
and transported to the hospital. He had suffered serious injury to his head, shoulder and pelvis.
Officers Spicer and VonFeldt also assisted with the search as this incident was still ongoing when they
started their shifts. A job well done to everyone who assisted in this emergency!!
Theft/Public Assist 08110109 at 1039 hours
We received a call from a local hotel asking for an officer to take a theft report from a customer. The
reporting party met with Sergeant Garlock and reported that several pieces of jewelry had been stolen
from her room during her stay. After collecting the information and preparing for further investigative
work, Sergeant Garlock soon received a follow-up call from the RP — she had located the jewelry, safe
and sound, under the bed.
Drug Task Force Warrant Service 08-11-2009 1656 hours
Officer Spicer, Shepard, Sgt Garlock and members of the Dakota County Drug Task Force conducted
a search warrant at a residence in Mendota Heights as part of an ongoing investigation of drug activity
occurring at the home over the past few weeks. The search resulted in the seizure of illegal amounts
of prescription narcotics and other illegal drug paraphernalia. In addition, the female homeowner and
boyfriend were arrested for 5t" Degree Possession of Controlled Substances and were booked at the
Dakota County Jail.
Violation of No Contact Order 08-11-2009 1706 hours
A local resident responded to the police department to report that her former significant other had just
been released from jail, had immediately made phone contact with her and threatened her, which was
a direct violation of his conditions of release. This incident has been forwarded to investigations for
review for appropriate charges. As if that wasn't enough for this worded young woman, as soon as
she and her mother left the police department, she was involved in a car accident. No injuries,
property damage only, but that definitely meets the criteria for "a really rough day!"

Sergeant Garlock was notified by a local school of a camp site" on school property. The camp site
was soon located, along with the homeless person's property, which included the tent, bedding and an
electric guitar. The electric guitar was brought to the police department for safekeeping. A few hours
later, the homeless person/owner, a college student, came in to retrieve his guitar. He was advised on
where not to "build" his next home.

calls for service, but also responding with assistance as 411, MapQuest, pest control, and requests for
(frequently "strange") advice/assistance, and now, television service! Records took a call from
someone whose phone line was suddenly channeling thru her TV; not her phone line, but definitely via
her TV loud and clear. She was advised to call both her digital TV and telephone service providers for
assistance. Hopefully, this wasn't a real life version of "Frequency."
Summer is coming to an end! 08-14-2009
Officer Steve Meyer completed a week long course in St Paul this week as part of his transition to
become the new School Resource Officer at Henry Sibley High School. Steve will be taking the reigns
from Officer Jennifer Fordham who completed her five year assignment to that position in June
2009.The course is put on by the National Association of School Resource Officers and focuses on
criminal procedure as it relates to juvenile offenders and state/federal statutes that apply to school
settings. Good luck, Steve, as you transition to your new role!

The Parks Crew stained the picnic tables throughout the parks. Downed
trees in Valley Park by the playground equipment were cut up and removed
Wood chips were hauled to Hagstrom King Park around the playground
equipment and leveled out. I
Rich cleaned the sanitary sewers in Garden Lane, half of Fremont Avenue,
Sutcliff Circle! Winston Circle, Downing Street, Highway 13 (from Fremont Uk,
Sylvandale), and Hiawatha Avenue. Downing Street lines had heavy
mineral deposits caused by ground water infiltration.
The Streets Crew worked with Gartzke Construction on Chippewa Avenue.
They hauled out "bad" dirt, brought in sand from the stockpile behind the
shop, and hauled in Class 5. They put the first and second blacktop lift on
Chippewa Avenue. Jack hammered out a curb section on Junction Lane
hauled the bad concrete out. They tried to replace the signal light bulb on
the SE corner of Mendota Heights Road and Dodd Road eastbound, but
found mice had chewed the wires so Mid Northern Electric was called to fix
the wires.

MnDOT Preliminary Plan Review. The project is progressing on schedule,
and the City is anticipating Final Plans to be ready this fall. As a result of
the public Open House held on July 30t", Staff has decided to have a project
update session with the City Council at the September 18t" Council Meeting.
This meeting will be advertised in the Southwest Review, and the public will
be encouraged to attend to learn about the progress of the project. Staff is
anticipating that the Final Plans will be ready for Council acceptance and
authorization to solicit bids at either the October 20t" or the November 3rd
Council meeting.
Hiring the Civil Engineer I Position - Michal Albers has accepted the City's
offer to work for Mendota Heights in the Civil Engineer I position (formerly
Sam Kuchinka"s position). Mike will be starting on August 24t". Mike met
with PWD Mazzitello and Mary Hapka this week to get all the benefit
enrollment paperwork started. Staff is excited to welcome Mike to the City
team. Please stop by the Engineering Department and welcome him to the
City.
Dakota County, Regional Visioning Study -PWD Mazzitello attended the
monthly technical committee meeting for the 2009 Dakota County Regional
Visioning Study. A major component of this study is the determination as to
whether or not an interchange will be necessary at Delaware Avenue and
Interstate 494 to accommodate traffic volumes and flows from projected
development in the northwest Inver Grove Heights and northeast Eagan

Planning,., .,Cases -Staff has been working with residents on a number of
planning cases this week. Prominent among these cases is a side -yard
setback variance request form the resident at 1250 Dodd Road. This was
voted on at the August 4t" Council meeting, and has been requested for
reconsideration by a Council Member. The reconsideration is scheduled for
the August 18t" Council meeting. Another prominent planning case is a
Conditional Use Permit and Wetland Permit requested by the resident at 790
Ridge Place. This application was heard at the July 28t" Planning
Commission meeting . and was held over to the August 25t" Planning
Commission meeting. It is anticipated that this planning case will be before
Council at the September 1St meeting.
PWD Out Next Week -PWD Mazzitello will be out of the office all next week
(August 17t" - 21st) on Air National Guard duty. He will be reachable via e-
mail on his Blackberry if needed.
