The "Taste of Minnesota" starts Thursday and runs through Sunday. When
the "Taste" fireworks are over about 10:30 p.m. the traffic from Harriet
Island is sent two lanes wide,, one way down Water Street and Lilydale
Road to exit onto THI 3 in Mendota Heights. Mendota Heights' 6 new
Police Reserve Officers will be stationed at that intersection of Lilydale
Road and TH 13 to direct this traffic. West St. Paul Reserves will also
fic control before all the "Taste" traffic

having its fireworks display at dusk.
VOLUNTEER EFFORT AT PILOT KNOB
Wiley Buck, Restoration Ecologist with Great River Greening provided this update: "In the
face of the brutally hot day of Monday, June 22, two committed groups of volunteers con-
verged at Pilot Knob Hill to battle invasive species to assist in the prairie reconstruction
process. Target Corp., a corporate partner of Greening, supplied 25 volunteers for 2 hours
each in the high heat, while coincidentally Cassandra Moe's biology class at Dakota County
Technical College brought 5 students at the very same time to work side by side. There was
Dgreat interaction between the two groups, led by Greening, as they toiled to clear a thick
patch of burdock, sweet clover, and other invasive species. The DCTC volunteers are repeat
A volunteers to the site. All their work is greatly appreciated, as burdock control is best done
by hand. Their work is timely and important and a big money saver."
PUBLIC SAFETY SOFTWARE
Our City is a part of a joint powers agreement with 3 0+ communities in a consortium for
technical services called LOGIS. Currently, our participation in LOGIS includes a Records
Management System for Police, an application for our in -squad laptops, and our support of
Computer Aided Dispatch through the Dakota County Communications center. LOGIS is
seeking to upgrade these three systems, and presented an overview at the County Managers
Meeting last week which Jake attended.
While each city is a separate member of LOGIS, the county -wide group was trying to reach
consensus whether or not to support the proposed software upgrade. The group could not
reach consensus and called for a follow up meeting on Wednesday this week. For this
Wmeeting, managers/administrators attended with their key staff regarding these software ap-
plications, resulting in a large crowd. Of the eleven communities represented six expressed
interest in continuing with research for a new system, five favored I o-oking to the County to
Stry and develop a new application.
Staff will continue to work with our neighboring communities on this matter, to ensure that
our public safety staff have a timely and reliable flow of information, while continuing to
mind the bottom line.

Our sympathies go out this week to Terry Blum and his family. for the loss of his mother; who was a long
time resident of Mendota Heights. She was living on First Avenue when she passed away on Saturday after
a short illness. His father build their home on First Avenue and Terry was born and raised there.

The . Mendota Heights Police Department is looking for interested
persons for the 2009 Citizen's Police Academy
What is the Citizen Police Academy?
The Citizen Police Academy is a 21 hour, 7 week course facilitated by
both the Mendota Heights and West St Paul Police Departments. This
program is designed to give citizens a working knowledge of the
operations and responsibilities of the Mendota Heights and West St.
Paul Police Departments. Our city desires a stronger partnership with
its citizens in an effort to control crime and promote a safer community.
This program is designed to foster this police/community partnership.
We completed our first Academy in December 2008. A full class of 24
participants attended the academy and officers presented information
on topics including felony traffic stops, patrol operations, use of force,
firearms/deadly force, criminal investigations and DWI. Each week, the
participants were given an opportunity for hands on experience and
gained an understanding of what it is like to wear a police uniform.
Participants were also given an opportunity to tour the Dakota County
Jail and the Dakota County Communications Center.
The Academy was designed with the hope that graduates of the
Citizens Academy will take their knowledge into the community and
educate others. We also hope these trained citizens are better able to
assist our department in maintaining a safe community due to their
greater understanding of what police officers do.

Note: Academy participants must be at least 18 years old and either live
or own a business in West St. Paul or Mendota Heights. All eligible
applicants will be screened by conducting a criminal history check.
Burglary 06-19-09 0219 hours
Officer Jeff VonFeldt responded to an alarm at a local business. He
determined that entry had been made through a pried door and it was
likely the safe was missing. The building was cleared and the scene
was processed. The video from the evening was viewed. The burglars
and their vehicle could be spotted on the video. The case has been
assigned to Investigator Reyes who is working with SPPD on the case.
SPPD had recovered the safe in their city the following day.

Animal Complaint 06-19-09 1922 hours
A neighbor called because there was a dog living in the garage of an unoccupied home.
Officer Lambert investigated and found a lab that was being cared for living in the garage.
The dog was picked up by Four Paws and transported to the pound. The owner was
contacted and advised the officer he has been caring for the dog it just cannot stay with him
where he is temporarily living. No charges at this time.
Domestic Assault / Non -Complaint Predatory Offender 06-22-09 2007 hours
Officers responded to a call of a domestic in progress outside the liquor store. Upon arrival
the vehicle containing both the suspect and victim was gone. A short time later Officers
Urmann and Lambert responded to the MH Motel on another domestic call. It was quickly
learned the two were the same parties. The female and her boyfriend had been arguing
about her kids. They drove to the liquor store where the argument continued while one of the
kids and a neighbor went in and purchased alcohol. While the couple was in the car the
situation escalated to the male choking the female with his hands and then with the seat belt.
Once the alcohol purchases were complete the group headed back to the motel and the
police were called. The suspect was placed under arrest. Sergeant Larrive interviewed
possible witnesses while Urmann and Lambert brought the suspect and victim to MHPD
where they were interviewed. The suspect was transported to the DC Jail to be charged with
the felony strangulation and the Predatory Offender Violation.
After Hours in City Park I Possession of Marijuana 06-27-09 0243 hours
Officer Steve Meyer spotted a car in Marie Park after hours and made contact with two
occupants. Both appeared to be sleeping. When the driver opened the door a bag of
marijuana was clearly visible inside. The driver was removed from the car and a discussion
tookp lace about what they were doing. While talking with the two visitors Officer Meyer
noticed tattoos identifying them as Latin King Gang members. Some electronic equipment
was also located in the car that they couldn't agree on where it came from . . . hhhmmm?
Thep ark visitors were cited for the marijuana, after hours in the park, and told to leave. The
electronic devices were seized and the case was forwarded to investigations.
Illegal Dumping 06-30-09 2008 hours
A contractor who was cleaning up construction debris at a local business spotted a pickup
truck back in and dump yard waste. The witness confronted the man who refused to pick up
his stuff. A 911 call followed with the license plate of the truck and a description on the
dumper. The suspect fled the scene before Officer Bobby Lambert arrived. Officer Lambert
then learned that an Airport Police Officer had stopped for the suspect and vehicle matching
the description for a traffic violation moments before the incident in Mendota Heights. After
confirmation of the dumper's identity he was mailed a citation to his home in Rosemount.
Not a Drop DUI I Possession Marijuana & Drug Paraphernalia / Underage Consumption
& Possession of Alcohol 06-30-09 0118 hours
Asp art of the effort to shut down the car prowlers working during the late night hours Officer
Tanner Spicer spotted a car load of young people in the area of the Avenues. Immediately
upon seeing him they attempted to evade him; not a good choice. The car was stopped a
very short time later. The driver said she stopped at a corner and picked someone up. Oops.
Officer Spicer was watching and it didn't happen. Then, of course her call of the events
changed. When asked why she and the car reeked of marijuana the driver appeared to be
confused. Maybe it was because she had been smoking marijuana and drinking. The driver
was identified and she registered with a .050 BAC. Eventually all four occupants of the car
were cited the car was impounded and the occupants brought to an address in WSP. The
next day the underage driver stopped at the police department wanting to ensure that her
drugs and paraphernalia were properly checked into evidence because the last time she got
arrested the evidence got lost. Wow!

Mendota Heights
Ifyou're a Mendota Heights resident and want to see fireworks flashing and
crashing through the sky, they won't be far away. The city of Mendota
Heights and Mendakota Country Club sponsor a fireworks show that
annually provides fun entertainment for the entire community.
Grab a lawn chair and hurry to find a parking spot because each year the
crowds grow. Fireworks begin around 10 p.m. and there are ample
opportunities to see the show if you live in the Mendota Heights area as they
launch into the night sky from the country club.
Residents are advised to avoid trying to get as close as possible to the
fireworks site. Suggested parking/viewing areas are Mendakota Park,
Roger's Lake Park, City Hall, St. Thomas Academy, Convent of the Visitation
School, Henry Sibley High School and the Mendota Plaza Shopping Center.
Spectators are reminded that Mendakota Country Club is private property
and should not be used as a viewing location.
