2009-05-08 Friday NewsMay 8, 2009 Manager's Conference On Wednesday and Thursday this week, Jake and I attended the MN City/County Managers Association (MCMA) Conference. The sessions were both informational and enjoyable, and the conference provided a great opportunity to network with Managers and Assistants from around the state. It was very nice to meet many of the folks whose names we see on the MCMA email list serve! Spring Clean Up a Success! This past Saturday (May 2) was the date for the annual spring clean up for residents, held at Mendota Plaza again this year. We had a record turn out, with 290 cars, 118 of which came to drop off electronics. We collected: Two 30 Yard Dumpsters of scrap metal-8,2001bs FFour 20 Yard Dumpsters of miscellaneous rubbish 1.5 packer trucks full (49 mattresses) R 8900 of Electronics 70 tires Thank you to all of our residents for participating, to our vendors for being available on a Saturday Morning, to Paster Enterprises for allowing us to use the Mendota Plaza, and to the numerous volunteers who came to help unload all of the trash, and get is sorted cor- rectly! May 8, 2009 5/8/2009 5/8/2009 had been broken out. After further investigation it was learned a rock had been thrown through a window and a large flat screen television had been stolen. Investigator Eric Petersen is working several possible leads on the case. Underage Consumption 5/02/09 2328 hrs Officer Bobby Lambert was dispatched to a local residence on a report of people yelling in the street. An unknown vehicle was seen parked across the street. Officer Lambert made contact with the three parties inside vehicle. Two of them were cited for Underage Consumption of Alcohol. The third was sober. All parties were released to a parent. Speed/Driving While Intoxicated/Refusal 05/03/09 0127 hrs. While running stationary radar, Officer Peyton Fleming noticed a vehicle travelling above the posted speed limit. Radar indicated the vehicle was travelling 68mph in a 55mph zone. The vehicle was pulled over and there was a strong smell of an alcoholic beverage emanating from the vehicle. After further investigation, it was learned the driver had just come from a bar in St. Paul. The driver showed signs of impairment and was asked to perform field sobriety testing. The driver failed all of the tests and provided a breath sample at the scene that showed him to be almost twice the legal limit. He was transported to the police department where he refused to submit to testing and was subsequently transported to the Dakota County Jail where he was booked and released. The vehicle was impounded, formal charges in process. Employee Theft 05/04109 0952hrs Officer Todd Rosse was dispatched to a local business establishment on a report of an after the fact employee theft. On scene, he met with the owner and manager who advised that last night a manager threw his keys on the office desk and said he was quitting about 1/2 hour after starting his shift. Later that evening, the other manager entered the office safe and found a "PD IN/PD OUT" slip inside the cash deposit bag. The slip had the date of 05-03-09 handwritten on it along with the reason: "3 weeks pay and the amount of $1800 paid out." The slip was signed. After speaking with the owner of the establishment it was decided the owner would attempt to get the money back from the disgruntled employee and would issue a check for the hours worked. He did not want to press charges at this time. DUI 05/04/09 1730hrs. Officer Michael Shepard received anonymous information regarding an impaired driver from dispatch. Officer Shepard located vehicle and observed poor driving conduct. The vehicle was stopped and the driver appeared impaired. She failed all field sobriety tests and provided a breath sample that showed her blood alcohol level to be over twice the legal limit. The driver was arrested and transported across the street to MHPD where it was learned she had two prior DWI arrests. She was read MN Implied Consent Advisory, consulted with attorney and later agreed to provide a urine sample. She was released to a sober party. Vehicle was towed and plates were impounded. Case is pending results from the BCA. Check the Welfare 05/06/09 0028hrs. Squads responded to a call of a male party down on the railroad tracks Y2 mile east of Lilydale Rd and Hwy 13. The train engineer stated he saw a male laying on the tracks and stopped the train. Crew members attempted to make contact with the male. When they touched him, he woke up and ran into the woods. Officers checked the surrounding area. No one was found and the train continued on. After Prom, let's ... flash an officer? 05/03/09 0231 hours Officer VonFeldt was dispatched to a residence where loud people had gathered behind a house. Upon arrival, he heard the loud noises coming from a tent in the backyard. He was greeted at the tent entrance by a female, scantily clad, who lifted her shirt in greeting. Upon realizing who exactly she was greeting, she and her accompanying friends were mortified. The female quickly donned a wrap to cover her upper body. She profusely apologized to Officer VonFeldt, as her friends scampered into the house. The girls were evidently having an after Prom party. She should have found another wrap, however, to hide her lower extremities; those thongs don't provide much coverage! Have a great weekend! De4n,�,w Er X (,,Yw -2- The Parks Crew worked on the Civic Center ball field. They cut out the sod on the third base line, leveled it out, and put down rec. rock. Sod was also rolled out around the infield where a lip from the rec. rock had appeared. Trees were picked up that were donated and will be planted in Ivy Falls and Marie Parks. A broken shield was replaced on the playground equipment at Hagstrom King Park. Rich vacuumed and cleaned out the Mendota Heights Road and Northland lift stations. He sprayed for broadleaf weeds at Mendakota Park, Fire Hall, Kensington Park, Ivy Falls Park, and Wentworth Park. Two crabapple trees, one sugar maple tree and several dogwood trees were planted at the Veronica lift station. Rich picked up an American linden tree for Engineering and helped Sam plant it at 666 Callahan. The Streets Crew dropped off and picked up barricades and cones at the Plaza for the spring clean up. Three new stop signs were installed at northbound Vandall, 2nd Avenue, 1st Avenue, and southbound at 2nd Avenue. New street sign posts were installed at Sylvandale and Ivy Hill Drive. Mailbox repairs were worked on. An old storm manhole and cover was filled with sand and the 24--' inch culvert was mudded up on Douglas Road. Dodd RoadZHicjhwav 110 Pedestrian Feasibility Study - The consultant completed pedestrian counts on Saturday, May 2nd. Staff will be receiving a draft Final Report by May 12th, and The Final Report is scheduled to be presented to City Council at the May 19th Council meeting. A copy of the Final Report will be included in Council packets for review prior to the meeting. 2009 Road Rehabilitation Project (Cherry Hills 2nd) - Construction Plans are being finalized. Council will be asked to authorize advertisement for bids at the May 19th Council meeting. NEWS L E T T E R Public Works Engineer Code Enforcement 7UP-07A H610 NNIM Ike, Highway 55 & Mendota Heights Road Intersection - Staff met with the consultant on May 1st for a design kick-off meeting and to discuss project schedule. Staff has provided background information to the consultant on utilities and Right -of - Way for their use in the intersection design. By the consultant's proposed schedule, Preliminary Plans will be submitted to the City in late June. 2009 Street Maintenance (Cracksealing & Sea I coati n roj ect - At the request of a resident on Avanti Drive, City staff is surveying residents on the street to determine their preference of road treatments. Avanti Drive is scheduled for a crackseal and sealcoat treatment in 2009. The resident requested the City not perform this maintenance, and rehabilitate (mill & overlay) the street in 2010. A letter was sent to all property owners along Avanti Drive and responses with their preferences were requested by May 15t". Staff will determine the action to be taken based upon the resident responses. Saint Thomas Academv arkinci Addition - Staff met with a representative from Saint Thomas Academy on Monday to discuss a proposal to add ADA accessible stalls to the STA property near their baseball field. STA will be working with Code Enforcement staff on gaining the necessary permits for the project. Citizen Assisted Monitoring Program (CAMP) Renewal -Staff renewed the annual CAMP contract with Metropolitan Council this past week. This program is utilized on Rogers and LeMay lakes to monitor water quality. Citizen volunteers are used to take water samples and monitor turbidity (clarity), and the contract is utilized to have samples tested for overall water quality. Wetland Health Evaluation Program (WHEP_) - Staff discussed with Dakota County the kick-off of the 2009 WHEP. Copperfield Pond and the newly constructed Par -3 wetland will be monitored under this program for vegetative health and insect populations. Staff has a copy of the 2008 WHEP report available for review. Energy Efficiency & Conservation Block Grant (EECBG) - Staff is researching City opportunities for funding under the EECBG program. Under the Federally funded program, Mendota Heights is not eligible for a direct grant because the City has a population of under 35,000 people. Staff has been working with representatives from Dakota County on other grant sources from similar programs. Staff will prepare a summary of their findings. T contact us events publications services contribute C&REARIVER GREENtIN6, Volunteers ry a New Technique at Mississippi West Regional Park Anoka County's new park will be an example of environmentally conscious park management® May 7, 2009 To Partners and Friends of Great River Greening: For the first time, Great River Greening will engage volunteers in streambank restoration along the Mississippi River in Ramsey Minnesota. On Saturday morning, June 13, nearly 100 volunteers will help to install tree revetments along eroding shoreline at Mississippi West Regional Park, a relatively new protected area which Anoka County is seeking to make a shining example of sustainable park management. Volunteers will first cut branches from harvested red cedar trees overgrowing on the site, and then stack the trees at the top of the bank. Later, Great River Greening field technicians crew will install the revetment, on approximately 200 feet of shoreline, using these prepared cedars. Accelerated streambank erosion occurs when natural events or human activities cause a higher than expected amount of erosion, and is typically a result of reduced or eliminated riparian (streamside) vegetation. The tree revetments (anchored trees laid in the stream along the eroding bank) serve to slow the current along the bank, decreasing erosion and allowing sediment to be deposited within the tree branches. The sediment trapped in and behind revetments provides a moist, fertile seedbed for vegetation establishment. The primary purpose of a revetment is to stabilize the bank until trees and shrubs become established to provide permanent protection. Trees with many fine limbs and branches are best at slowing near -bank currents, catching sediment carried in the stream, and catching slump material from the bank. For this reason, eastern red cedar is usually the best choice.
