2009-04-03 Friday NewsMass Casualty Training—Bus Crash On Wednesday evening, April 1st at 630 p.m., unsuspecting police and fire officers responded to a report of a school bus accident. The responding officers arrived at Lexington and Mendota Heights Road to find a school bus rolled over with 40-50 victims. Further investigation revealed that a car had rolled down the embankment and was upside down near a MnDOT stormwater holding pond. As they started to evaluate the April 3, 2009 situation they quickly learned that this would be one of the largest incidents that they would deal with in their careers. The responders all handled the exercise in a very professional manner and it was a great training experience for them. The exercise was the idea of Mendota Heights Fire Fighter Haley Heidleberg who is in the EMT Program at Inver Hills Community College. Haley pitched the idea to Fire Depart- ment Training Officer Dave Dreelan who agreed that it was a good idea, and then all the Fhard work began setting up and preparing for the event. RAgencies that participated in the training were as follows: *Mendota Heights Fire Department, Inver Grove Heights Fire Department,, Eagan Fire Department (West St. Paul provided backup in case of any real calls). *Healtheast Ambulance D*North Memorial Helicopter A*Inver Hills Community College Instructors and students. Y I talked with Dennis Rafftery, Town Square TV the next day. Dennis was there to film the entire event for an Insight 7 show and he was extremely impressed with the whole training operation. He told me that the City could be extremely proud of all of our public safety employees. This meeting is being taped by NDC4 (651-450-9891) and will replay on Friday at 1:00 p.m. and 7:00 p.m. on the NDC4 Government Channel 18 4/3/2009 Mt 4/3/2009 burnt marijuana coming from inside the vehicle. A search of the vehicle revealed drug paraphernalia. The driver was cited for no MN DL, expired registration, and possession of drug paraphernalia. Vehicle towed by Southeast. During the detail hosted by the Eagan Police Department Officer Meyer stopped a total 15 vehicles for various violations including speed, equipment violations, and driving conduct. Domestic 03/29/09 at 1836 hours Officers Bobby Lambert and Denise Urmann responded to a local bar for a domestic disturbance. Upon arrival officers were informed that the complainant's wife had shown up as he was having dinner with a new acquaintance. His wife had been tracking his movements throughout the day and finally confronted him at dinner and became very upset causing a disturbance inside the crowded bar. She was convinced to leave and pursue the issue in other ways. DWI 03/31109 at 2304 hours Officers Bobby Lambert and Jeff VonFeldt responded to a driving complaint where the caller stated the vehicle was swerving all over the road and changing speeds. Officer Lambert located the vehicle and observed further violations. The vehicle was stopped and a strong odor of alcohol was coming from inside the vehicle. The driver stated he had only had three beers and had to be held up by the Officers so as not to fall down. The driver failed field sobriety tests and PBT with a result of .163. He was read the Minnesota Implied Consent Advisory and agreed to take a urine test. Case status is pending the results from the Minnesota BCA Laboratory. Disturbance 04/01/09 at 0217 hours Officers Jeff VonFeldt and Steve Meyer were flagged down at a local bar by the manager who was trying to get several very intoxicated women to leave the area. They were arguing about several inappropriate comments and actions made towards the other members of the group. They were given the option of going to detox or taking a ride. They quickly found a sober driver and left the parking lot shortly after letting the two officers know they were "number one. Damage to Property 04101/09 at 0941 Officer Chad Willson responded to a local business for a report of damage to property (April Fools Day Prank?). The suspect(s) had put what appeared to be super glue in all of the locks of the business. The business seemed to have been targeted as none of the other businesses received any damage. A locksmith was contacted and it was reported that it may cost up to $250 to replace the damaged locks. No suspect information at this time. Traffic 04/02/09 at 0040 hours While conducting traffic enforcement Officer Steve Meyer observed a vehicle traveling in excess of 100 MPH in a 60 MPH zone. The vehicle was stopped and the driver explained that he was late to pick up a friend. He was issued one very expensive citation and released. Domestic 04/02/09 at 2157 hours Officers Jeff VonFeldt and Steve Meyer responded to a verbal domestic between two newlyweds. The male half had made comments and the female half wanted him to leave but he refused. After speaking with officers he agreed to stay at his separate residence. Light bulbs were replaced around buildings and under pavilions at Mendakota Park, Kensington, and Rogers Lake Park. A fallen tree was removed from the pedway between the ponds off of Huber Drive. Trees are being trimmed along the pedways. The parks trailer is being worked on by removing old decking and cleaning up the rusty spots. Rich cleaned and vacuumed the lift stations on Northland Drive, Centre Pointe Drive, and Veronica. The Mendota Heights Road sanitary sewer line was cleaned from Lloyds BBQ to the lift station. The lift station was then cleaned because of all the grease. Root X (a root killing chemical) was added to the sanitary sewer line on Marie Avenue. The Streets Crew filled a pothole at 815 Park Place Drive with class 5 and then compacted it with the tractor. A hole by the catch basin on Medallion Drive was filled with UPM mix. Potholes were patched on the north end of the City. A couch was picked up off the street on Round Hill Road. They helped flip the bus, brought barricades and sand for the drill on Wednesday night. Street sweeping has been set for April 20th. Engineering Staff has been coordinating with the consultant on the Highway 110 & Dodd Road Pedestrian Feasibilitv Studv. There is a neighborhood meeting scheduled for Wednesday April 15th ay City Hall. John testified before the Local Government Division of the State and Local Government Operations Reform, Technology, and Elections Committee of the State House on the status of the Critical Area Bill (HF424). Although there are still issues to be worked out, the bill, as amended by State Representative Hansen, is a far more acceptable version than the original bill. Staff has continued to work with our City Attorney and the development team on the Developers Agreement for the Mendota Mail redevelopment. A final draft of the Developers Agreement is scheduled for hearing before Council on April 7th Staff is working to set up a meeting with representatives from the DNR, Dakota County, and Rogers Lake area residents to meet with State Representative Hansen to discuss issues pertaining to recreational opportunities at Rogers Lake. This meeting is tentatively scheduled for Wednesday April 8th Staff opened bids on the 2009 Sanitary Sewer Inspection and Cleaning contract. This program has been instrumental in virtually eliminating charges to the City for sewer back up problems. The contract award will be before Council on April 7th, and this year's work is scheduled to be completed by June 31st. Staff has been working with the Technical Advisory Committee and the selected consultant for the Dakota County Northeast Eagan/Northwest Inver Grove Heights Regional Roadway Visioning Study. This study analyzes traffic patterns and congestion from I -35E to Robert Street, and from Highway 110 to Cliff Road. Part of this study is to analyze the purpose and need for a potential interchange at Delaware Avenue and 1-494. Public meetings, as well as meetings before Council, are anticipated as part of this study. Staff will keep Council informed as to the dates and times of these meetings. Staff has continued progress on the 2009 Cherry Hills subdivision rehabilitation project.
