Dakota County CDA Update
Jake attended a meeting hosted by the Dakota County Community
Development Agency on Thursday. CDA staff provided updates on
county wide foreclosures and federal grants regarding housing. 2008
foreclosures were reviewed (24 for Mendota Heights); CDA staff are not
sure how to predict 2009 foreclosures, as many banks have placed a
moratorium on foreclosures until a process can be established on out how
to process them. Many banks are modifying loans, to help families stay in
their homes. CDA has also been busy counseling families on home
finances, and in some cases working between families and banks to
mediate modified loan terms.
The federal stimulus package will include some funds for the Community
Development Block Grant, which Jake reports that we may have an
application for.
SPRWS Annual Update
John Mazzitello, Ryan Ruzek and I attended St. Paul Regional Water's annual update to
Ftheir customer cities this Wednesday. As usual, we picked up a lot of good information at
the meeting:
R SPRW for years has had problems with the taste and smell of their water late in the sum-
mer (most of their water comes from lakes). They had been receiving numerous com-
plaints about "St. Paul Swamp Water." In order to address this problem, SPRW installed a
granular activated carbon filter in 2007. Their complaints about taste and smell have all
but disappeared since the GAC filter was turned on.
DWater usage is down. In spite of 2008 being the third year of a drought, SPRW reported
that water usage was down. People (except for Mendota Heights) do not water their lawns
A nearly as much as they used to and many of their "wet" industries have left the City. They
told us that the City of St. Paul customers use between 70-75 gallons per day and Mendota
Heights residents use 130-135 gallons per day.
YNew meters are coming. Water meters have a useful life of 20-25 years and SPRW has
budgeted to replace all of their 90K customers' meters. Our residents will be notified at
some time over the next several years that a private contractor will need to enter their home
to replace their water meters.
N New billing system will be put in place this summer—look for your bill to change in ap-
pearance. SPRW told us that the new bill will also be able to be used to allow cities to
send a message to residents on the bill itself.

Familiar Face, New Media Product
WJake met with Blair Reynolds, former editor of the Sun Current newspaper for our area on
Wednesday. When Blair heard that the Sun Current was discontinuing coverage of our
Sarea, he viewed it as an opportunity to launch an on-line news service, which can be found
at www.southmetrosource.com. Blair feels that his familiarity with the area will help him
to provide quality news coverage for our community. Jake helped Blair get up to speed on
a variety of items which have been happening in Mendota Heights, since he last covered
our beat in 2005.

Burglary in Progress 03-08-09 2312 Hours
Officers responded to a business in Mendota Heights on a report of an alarm. A
security guard at a different branch of this business, in St Paul, was able to see
someone going through a desk via security cameras. Officers arrived, set up a
perimeter and searched the interior of the building. WSPPD, on the request of
MHPD, sent over their K-9 to assist in searching the building. The building was
cleared and no one was found inside. Later, company security discovered that it was
a computer glitch after all.
DWI Arrest 03-09-09 0225 Hours
Officer Meyer was on patrol, when he observed a vehicle with a headlight out and an
object hanging from the rear view mirror. Officer Meyer stopped the vehicle and
made contact with the driver. The driver smelled of alcohol beverage, SFST's were
administered and the driver was arrested for DWI. The vehicle was impounded; the
driver consented to a urine test and was later transported to jail.
REWARD/Press Release 03-09-2009 1000 Hours
On Monday, March 9th, Investigator Petersen put out a press release regarding the
recent residential burglaries. Over the past month, there have been approximately
five residential burglaries. The release was put out in conjunction with the West St
Paul Police Department, with a $1,000 reward being offered from the MENDOTA
HEIGHTS COMMUNITY CRIMINAL APPREHENSION FUND.
Criminal Damage To Property 03-09-2009 0834 Hours
Officer Patrick responded to an address in Mendota Hts where the victim had his
vehicle damaged. Officer Patrick was informed that some time overnight, an
unknown suspect threw a retaining wall block through a vehicle window. Damage
was estimated to be over $1000 to replace the window and complete body repair.
Theft of Mail 03-10-2009
Officers Rosse, Patrick and Urmann all took reports of mail being removed from rural
mailboxes. One party placed outgoing mail in the box, while the other two believed
that mail was delivered, but was stolen prior to them being able to collect it.
1St Degree Criminal Sexual Contact 03-10-2009 2121 Hours
Officer Lambert and Sgt Larrive responded to an address on a report of a sexual
assault. The juvenile male suspect had been assaulting his juvenile niece over a
period of a year. Officer Lambert was able to obtain a statement from the victim as
well as a confession from the suspect. Officer Lambert was also able to use our new
audio/video equipment to assist in the interview process. Suspect was jailed at the
Juvenile Detention Center and formal charges are pending.
Crisis/Mental Health Hold 03-10-2009 Hours
Officers Meyer, VonFeldt and Spicer responded to an address in Mendota Hts on a
report of a family domestic. Officers arrived and discovered that an adult female had
locked herself in her bedroom. The female was having a disagreement with her
father about walking to McDonald's in the cold weather. The female stated that she is
not right and needs help. She voluntarily went by ambulance on a welfare hold.

Public Works
The Parks Crew plowed the pedways and parking lots. The hockey nets were
taken from the rinks and put away for summer storage. The new picnic tables
were stained. They met with Great River Greening at the Pilot Knob site to go
over plans for cutting and chipping trees.
Rich cleared a frozen culvert on Highway 13 and London Road. With help from
Cliff, a new clutch was put in the jet truck.
The Streets Crew washed all plow and dump trucks. John Ambrose made a
bracket for the waste oil pumps. They opened culverts with the back hoe on
Brompton Place along Highway 13 to expose the storm pipes.

Paul Regional Water Service on Tuesday. Updates on capital improvement

Staff has continued working with legal council and Mendota Mall Associates on
producing the Developers' Agreement for the redevelopment project at the
Mendota Plaza. The Final PUD, Final Plat, and Developers' Agreement are
anticipated to be before Council on April 7tH
Engineering Staff met on Wednesday morning to go over the upcoming workload
for the 2009 construction season, and to discuss if the services of a summer intern
would be necessary.

Almost a year after Delta Air Lines announced it would buy Northwest Airlines and become the world's biggest
carrier, fliers will soon start seeing the first outward signs that the two carriers are becoming one.
By the end of March, all the "Northwest" signs at Northwest's longtime hubs in Minneapolis, Detroit and Memphis
will be replaced by Delta (DAL) signs and Delta's bright red triangular logo. And pilots, flight attendants, ticket
agents and gate agents of both airlines will be outfitted alike in Delta uniforms. j

But for two major airlines that have operated separately for decades with different route structures, corporate Hurt You

"When airlines merge, they have to think about legal issues, communications, maintenance, real estate and so
on," says consultant Jerry Glass, the former human resources chief for US Airways, which merged with America
West in 2005. "Every one of those has hundreds or thousands of details that must come together."
Today, the new Delta is a mammoth carrier, with about 6,000 daily departures and 1,000 aircraft at its disposal,
including the Delta and Northwest fleets and both carriers' regional affiliates. Publicly, Delta is confident that
months of planning by 25 integration teams will avoid mistakes other merging airlines have made, disrupting
flights and alienating passengers. But the size of both carriers and the details involved in making them run as one
make some bumps almost inevitable.
"It's been pretty much a nightmare for me," Northwest frequent flier Doreen Rosimos of Marlborough, N.H., says
of her three recent Delta trips.

Others have had a smoother experience. Bruce Dickie, a Madison, Wis.-based sales representative and What to Do About It
Northwest frequent flier, says he has "actually experienced a few positives."
"When flying on Delta, I now get an automatic upgrade to first class," he says.

Delta officials don't plan to fully merge the two airlines' websites and ticket reservations systems until next year, when they hope to qualify for a
single airline operating certificate from the Federal Aviation Administration. Likewise for separate operations control centers that currently
direct both airlines' flights 2417 from different parts of the country.
Airport ticket counters, gates and airport clubs won't be fully integrated until next year. Painters are busy replacing "Northwest" with "Delta" on
Northwest jets; it will take many months to repaint and redecorate Northwest's jetliners, unify onboard menus and seatback safety cards, etc.

"What we don't want is people getting tangled up in a mishmash," says Tim Mapes, Delta's marketing chief.
The later deadlines for the hard stuff are deliberate. When US Airways and America West were completing their merger and converting to one
reservations system in March 2007, the system crashed. Automated airport kiosks failed, delaying flights nationwide and frustrating customers.
It's a type of failure Delta and Northwest want to avoid.
More capacity cuts likely
The recession, and reduced spending on travel in general, are big driving factors in many of these decisions. For example, Delta announced in
December plans to shrink its combined system 8% to 10% by year's end because fewer people are flying.
Last week, however, Delta said its February passenger traffic fell 9.2% from a year ago; Northwest passenger traffic fell 13.6%.
Although both airlines have been cutting flights, passenger traffic is falling faster than the airlines are shrinking — a trend across the industry.
As a result, they and other big carriers probably will have to slash more capacity soon.
Still, Delta and Northwest are working to forge a new single network that will be competitive going forward. So even as Delta cuts flights, the
contraction is not uniform across the system. Delta is shrinking dramatically in some places and growing in others where it's profitable to do so.
By June, joint Delta -Northwest flying capacity from New York John F. Kennedy Airport will grow nearly 5% year over year, according to flight
schedules published by OAG-Official Airline Guide. Flying capacity from Delta's biggest hub, Atlanta, will increase more than 3%. The
Northwest hubs at Detroit, Minneapolis and Memphis will all shrink.
Flying from Delta's Cincinnati hub — which has been shrinking for years — will fall another 25%, making it about the size of Northwest's
Memphis hub.
But Delta will keep growing in New York and Atlanta, partly because it's expanding international flying from those gateways. In June, Delta
launches its first non-stop flight from New York Kennedy to Tokyo Narita, a Northwest hub.
Merger raises aircraft choices
Behind the scenes, the airlines are methodically shifting planes around, putting Northwest jets on Delta routes and Delta jets on Northwest
routes to better fit airplanes to passenger demand and distance.
Robert Cortelyou, Delta's senior vice president for network planning, says the addition of Northwest's fleet lets Delta choose from a bigger
menu of jets seating 175 to 400 fliers. "We can move these aircraft around the globe — from the Pacific to Africa, for example — and put them
in the right spot," he says.
On 13 international routes this summer, Delta will change aircraft: It will fly Northwest Boeing 747 widebodies on flights between Atlanta and
Honolulu and between Atlanta and Tokyo, while putting smaller jets on flights to some European cities such as Amsterdam.
As the integration inches along, loyal Northwest and Delta fliers in small and midsize U.S. cities fret about how the merger as well as the
economy will affect the flight choices they have come to depend on.
Frequent Northwest flier Dickie, for example, worries the merger will shrink the options he has from Madison, Wis. Today, there are flights on
either Northwest or Delta to Minneapolis, Detroit, Atlanta, Cincinnati, Memphis and Reagan Washington National Airport.
"I can't see this number of choices lasting very long," Dickie says.

Delta Air Lines (DAL), which has pinned its hopes for success on international expansion, said Tuesday the
recession will force it to cut trans-Atlantic flying capacity up to 13% and trans -Pacific flying up to 14% late this
year.
Tuesday's announcement — which lacked specifics — comes six months after Delta acquired Northwest
Airlines to become the world's biggest carrier with the industry's largest global network.
Last fall, Delta announced 15 new international routes for this summer to Europe, Africa and Asia, including new
non-stop flights between New York John F. Kennedy Airport and Tokyo Narita and between Atlanta and
Johannesburg, South Africa. The newly announced cuts, slated to begin in September, come on top of Delta's
previous plan to reduce overall capacity this year by 6% to 8%.
"The worsening global economy continues to place additional pressure on the airline industry," said Delta CEO
Richard Anderson and President Ed Bastian in a statement. "Revenues have weakened, particularly in
international markets"
The news release preceded a conference sponsored by JPMorgan Chase featuring presentations from big
carriers including American (AMR), United (UAUA) and Continental airlines (CAL), all of which have large
international networks.
Atlanta-based Delta was the only carrier Tuesday to announce specific additional cuts in flying.
Senior executives at Southwest (LUV), Continental and AMR, the parent of American Airlines, all said they are
prepared to make cuts if passenger demand deteriorates more. Southwest CEO Gary Kelly said demand in the
first week of March was off 7% from a year ago.
"If we need to take out more capacity, we'll do it," said Tom Horton, American's executive vice president of
finance.
Tuesday, Delta said the economy could jeopardize its order for 18 new Boeing 787 Dreamliners. The widebody
Dreamliner, whose production is months behind schedule, will be the first passenger jet with a fuselage made of
man-made composite material, not metal. The 787 is scheduled to make its first flight in June, with a first
delivery to an airline a year from now — two years later than originally planned.

Still, airlines are anxious to get the new widebody that will seat 210 to 250 passengers, because its lighter weight and other technological
advancements will make it 15% to 20% more fuel-efficient than the planes it will replace.
Delta hasn't canceled any orders, but Bastian said at the conference that Delta still doesn't have a reliable delivery schedule and is talking to
Boeing about how its orders "fit into our longer-term fleet strategy."
Wall Street analyst David Strauss of UBS Investment Research said in a report Tuesday that so many passenger jets have been taken out of
service because of falling travel demand that jet builders Boeing and Airbus may have to cut production.
Yet airline stocks soared Tuesday along with the rest of market. The Amex airline index rose 8.4%

Times: 8:OOAM—4:30PM.
Additional information about this booking: We are in the Council Chambers and may need to rearrange
the room ourselves &/or return the room to its previous order before we leave.
Our room requirements include chairs and table space for 20 attendees. We also need two electrical
outlets.
The trainer assigned to this site will be in touch no later than the week prior to training.
