A Now Beginning
January 4, 2Q11 will mark a new beginning for
the Mendota Heights City Council. After
having the same elected officials for the past
eight years, the city council will welcome new
membersat their meeting next week, Sandra
Krebsbach will be sworn. in as the seventh
mayor, and first fenible mayor, of Mendota
Heights at the .start of the meeting next week.
Newly elected. council m . ember Liz Petschel
will take the path of office, along with reelected
councilmember Ulta.n Duggpn. The mOnbers
of the 2011 city council will dffidlally determine
the process they Will use to fill the remaining
two years on. Sandra Krebsbac.h's city council
term. We wish the new city council the. best of
luck, and hope for continued :success as you
lead and prepare, Mendota Heights for the
future. Your service to our city is appreciated
and may your goals: for our future come to
fruition.
Employee Service Awards
The annual employee service awards Will be
held on Tuesday, January 4, 2011. The
program will include a reception at 6:30 p.m.
at City Hall followed by a formal recognition of
,each employee during the City Council
meeting that starts at 7:00 p.m. This year we
Will be recognizing 22 employees who have
served the city for 300 years! Please come
and say thank you to these employees who
have, spent between five and 30 years each,
Working for our community. The recipients will
receive a certificate along with a service award
from the City Council at the meeting.. The
program will be -aired on TV as a part of the.

pedways after the, five inch snowfall. Plows 501 and 503 were repaired. The
groundmaster snow blower was also repaired.
Rich plowed the middle area of the city. He was called in Sunday night fora
power outage at the I-Ilyclale lift station. The power was out for four hours. from
8:00 p.m,. until 12:*00a.m. Cliff helped rich run the generator. Fire hydrant flags
were replaced in Spring Street.
The Streets Crew plowed the: streets on Christmas Eve morning. All streets Were.
plowed and salted.. Snow was pushed back In the tul-de-sacs, and fire hydrants
opened up. The streets were winged back With the grader on the north end of the.
City. Plow truck 308 was picked up from Mack Truck that was in the repair shop
for warranty work.
Delaware Avenue Reconstruction. - Staff has been working with Dakota
County on completing plans to submit to MnDOT for approval. Plans will be
sent to Dakota County on Monday January 3rd.
Engineering Web Page - The new Engineering Web page is up and running.
Here you will be able to find background on City Streets, as well as
information on engineering projects, stormwater management, Gopher -
State One Call utility locations, and some brief instruction on how to safely
navigate through our first Roundabout. Staff intends to use the new web
page to update residents on project status and progress, and to publish
Long-range plans for public view. Look for new updates early in 2011.
Wagon Wheel Trail Reconstruction - Staff has started drafting the base file
to use for the design. Survey data is being used to generate a digital
surface of the neighborhood.
Khollwood Neighborhood Improvements - The feasibility report for the 2011
Rehabilitation project is, nearly complete. Staff is proposing to present the
report to the city council at the first meeting in February.

Theft of Gas Thursday 1628 hours
Officer Bobby Lambert responded to a local gas station on a $68
x' drive off. The employee wrote down the license plate and a
description of the vehicle as well as a physical description of the
thief and his passenger. The vehicle was a gray Chevrolet truck
and registered out of South Saint Paul. The registered owner
was sent a letter advising them of the theft. Officer Lambert is
7 awaiting contact from the owner to see if any suspect information
' can be developed.
Fire Friday 0144 hours
A 911 cell phone call reported that snow was on fire in the area
of Hwy 110 and Lexington Avenue. Officer Peyton Fleming
checked the entire area and could not locate any burning snow.

Alarm company called in smoke alarm. Officers were cancelled by the alarm
company. Officer VonFeldt spoke with a very intoxicated homeowner who assured
him it was all fine and the smoke was coming from the fireplace. MHFD Chief 2
Dreelan arrived :a few moments later and could .still see the smoke inside of the
home. After a few minutes he was greeted. by the very intoxicated homeowner who
advised that there was no problem: Asst, Chief Dreelan helped the manextinguish
the poorly lit fire. When he went to get the man's name the booze started talking as
the man lied and started to be belligerent. This resulted in a return trip from Officer
-; VonFeldt. The man iminediateiy changed course when the Officer arrived and police
and fire were eventually able to clear.
Custody Dispute Saturday 1247 hours
Officer Bobby Lambert received a message to call a man about not being able to pick -
his 11 year old child up for Christmas. The man advised that when he went to the
house no one would answer the door. He went on to say this is the sixth time this has
happened. He was advised to contact his attorney and see if they could work
something out through the courts..

Sergeant Garlock and Officer Bobby 'Lambert assisted St Paul Police with a pick up ;
order for 32 year old female wanted in connection with a domestic. assault in St Paul.

Fight Sunday 0216 hours
Officers VonFeldt and Fleming responded to a 911 call for help from a local bar that
had patrons fighting both inside and out. They arrived minutes later to large groups
of people fighting in the parking lot and in the bar. They immediately called for help
from surrounding agencies and began breaking up the fights. Once Officers from
Eagan, West St Paul and South Saint Paul arrived they 'began attempting to
determine what had occurred., They were not able to locate anyone that had
instigated the fights. The Officers stayed on scene until everyone had found a ride
home.
Parking Ordinance Update
Since November tst, Officers have written 44 parking citations due' to the winter
overnight parking ordinance and declared winter storm parking restrictions. Of those
44 citations, less than 5 vehicles have been towed due to failure to respond to the
citations and the movement of the vehicles was imperative: for clearing the streets
effectively. A reminder: When a snow emergency is declared by the city, all media
outlets are notified and the parking restriction remains in effect until the streets are
cleared curb to curb. The winter overnight parking restriction applies every night from
2 a.m. until 6 a.m. from November 1St until April 1St, whether or not ithassnowed.

A Quiet Clirlstmas—
While most were home celebrating the Christmas holiday, deputies responded to a
number of calls. Overall the 24hour period was quiet, with a total of 33 calls for
service or traffic stops. The first call was reported at ten minutes after 1-nidnig Ilt
involving a domestic at a residence in Randolph Township with an altercation between
siblings. Deputy Amber Hentges responded, but the Incident was quickly settled
when the respons)ble party was taken home to "sl.eep it off." Just another case of
"Christmas Cheer"goile awry.
In another case from Christmas Day, deputies responded to a bar on a domestic call.
An intoxicated, patron got into a shoving match with others and the owner wanted
t.,Ile person removed. The intoxicated 29 -year-old female was transported to her
residence (hey, it was Christmas), but when she refused to go into her apartment
herclestination was redirected to Detox. Iguess Christmas charity goes only so fdr!
Earlier in the week, 'Deputy Ryan Olson recovered a stolen vehicle he 'found:
unoccupied In Empire Township. Ryan was able to develop additional information
that ledhi m. to a nearby residence. With assistance from Sergeant Dan Sianconi,
the two Identified a suspect at the home and, were able to get Incriminating
statements from the man. The casehas been referred back to the local law
enforcement agency in Wisconsin for prosecution.

Over the past week the jail held on average 209 inmates in custody per day. On
Christmas Day, the jail played Santa for 203 inmates.
Last week the jail received a visit from State Senator Katie Sieben. One of the
jail's truly successful programs, has been our "Art Behind Bars 111,60i -am," funded in
part by a: grant from the Mc)(night Foundation and the MI.hnesota Legislature, Both
Senator Sieben and Representative Denny MdNamara were helpful in obtaining
