2010-10-08 Friday NewsFive Year Street Improvement Plan City staff presented the five year street improvement plan to the city council on Tuesday night. This is a document that shows all of the street rehabilitation and reconstruction projects that are proposed for !:A, PAAi the next five years. The plan was approved and the city council was very complimentary about the quality of the work and the detail that was included in the document. This is an excellent plan that will help October 8 2010 guide the street work over the next five years and help make neighbors aware of the schedule for improvements to their streets. The street improvement plan will be placed on the city website this week. Congrats and thank you to the engineering staff for your work on this project. F Absentee Voting Underway City Hall is seeing more visitors these days, as residents are taking advantage of the opportunity to vote Absentee. You may vote absentee if you know that you will be Runable to vote at your designated polling place on election day. So far, 225 residents have cast their ballots absentee. ' Acting City Clerk Nancy Bauer has been working with the new procedures for absentee ballots, where were revamped by the state following the last election. The procedures are a little more cumbersome than our old methods, but it is promising to ® know that the whole state is on the same page in how these ballots are processed. AUpcoming Fire Department Even -,t,,,.--, This week is Fire Prevention Week, which will be capped off with the Fire Department Y Open House, at the fire hall, 2121 Dodd Road this Saturday from 10 a.m. to 3 p.m. There will be demonstrations, hot dogs and fire truck rides. At the Tuesday night City Council meeting, Council member Ultan Duggan offered some words of support for our volunteer fire department members who are currently out N and about the community selling tickets to the annual Firefighters Dance, November 13, 2010. The dance is a fundraiser which provides financial support for fire prevention activities, uniforms and other department needs which are not a part of our general E budget. Even if you cannot attend the dance on please consider buying a ticket (or two) to support our Fire Department. WAnytime Fitness Opens S Monday was the first day of business at Anytime Fitness as they completed the move from one side of Highway 110 to the other. Council member Duggan said a few words on behalf of the City, Howard Paster spoke on behalf of Paster Enterprises and business owner Reid Bradley expressed his gratitude to everyone who assisted in making the transition to the larger facility. David McKnight and Jake Sedlacek took the opportunity to get a closer look at some of the improvements to Mendota Plaza, and were impressed at how well the project is turning out. October 8, 2010 The New Website Has Arrived Our new city website was placed online on Friday, October 1, 2010 and has received very positive reviews. The new site is much easier for staff to use and will make it much easier for us to put information online for our residents. Please check out the new site when you have time. Take the time to explore the website and find out where all of the information is located, what new information is included and more. The website has many new pictures of the city and our amenities. Thank you goes out to Stacy for all of the work that she put into this project and making it happen in a timely manner. Visit the website today at www.mendota-heights.com. Vice President Visits Vice President Joe Biden was in the Twin Cities this week and made his way through Mendota Heights on Tuesday. After arriving at the airport in the morning his motorcade traveled through the city on his way to and from St. Paul. The Mendota Heights Police Department was involved in the security detail as usual. Good work to those officers and employees involved in this visit on Tuesday. The caller was Police afraid to approach as a door was standing open and someone was inside. Officer Larrive woke up the Ione occupant who was Department sleeping off a nightshift at McDonalds. Asked to sleep Support elsewhere. Staff Kim Henning Car vs. Deer / No D/L Friday 2006 hours Sandie Ristine Caller reported they had just struck a deer on Hwy 110 near Susan Donovan Delaware Avenue. When Officer Willson arrived on scene he Cathy Ransom Becky Pentel learned that the driver had an instructional permit and no one Police Officers else was licensed. So unfortunately they crashed, ruined the car, Jerry Murphy and were ticketed for not having a license. Scott Patrick John Larrive 4t" Degree DUI Saturday 0159 hours Bobby Lambert Officer Mike Shepard made an immediate u -turn and stopped a Tanner Spicer Todd Rosse vehicle that had crossed over the center line nearly striking his Chad Willson squad car head on. The in -squad computer check revealed that Jeff vonFeldt the license plates belonged on a different car and the registered Denise Urmann owner was suspended. The driver was asked if she knew why Michael Shepard Peyton Fleming she was being stopped; she was pretty sure because she was Jenny Fordham lost. During a short conversation with the driver it was quite School Resource apparent that she should attempt to do SFST's as she had been Officer drinking. She agreed to attempt them and failed. Neil Garlock Brian Convery Harassment Saturday 1219 hours Eric Petersen Caller reported to Officer Todd Rosse that the person who lives Reserves Randy Pentel next door to a home he owns harasses him whenever he Gino Messina attempts to work on the home. The neighbor takes photos, Jesse Metmer makes notes and just generally harasses the property owner. Andrew Quinlan When Officer Rosse attempted to mediate the situation, the Chief Mike neighbor was conveniently not home. Nor was anyone else Aschenbrener involved in the problem property. 10/7/2010 Dead Deer Saturday 1027 hours 911 cellular caller reported a dead deer in the median of Hwy 110. At about $20 a call to the 911 center! Really? Lock out Saturday 1707 hours Caller reported they locked themselves out of the house and were late for a flight. They were hoping we could kick in the door for them. Sergeant Petersen arrived on scene and verified that the person was in fact the homeowner and then forced his way into the home. Hopefully she made her flight. Traffic Detail Wednesday 0800 —1500 Sergeant Neil Garlock served as the detail section coordinator for a Vice Presidential motorcade through town. The detail closed all traffic off from the area bordered by Hwy 110 and 135E. The Officers working the detail took quite a bit of guff about the inconvenience of the road closure. Unfortunately the roads were closed far longer than the plan called for. As the political season heats up, this will likely occur again. We will work MSP and SS to ensure access out of or into the area. Homecoming Hyjenks / Curfew Wednesday 0021 hours Officers Fleming and VonFeldt responded to a suspicious vehicle, possible shots fired call on the north end. WSPPD Officer Windschitl located the vehicle which was stopped a short time later. The car full of kids was out "decorating" for homecoming. A truck load of supplies was sent home with one of the parents who came to claim their children. All were cited for curfew and released. Burglaries Wednesday 0858 hours Two local businesses called within a very short timeframe to report burglaries that were just discovered. Officer Bobby Lambert and Sergeant Neil Garlock responded to the scenes and began processing. Both Investigator Reyes and Spicer responded to the crime scenes. Multiple pieces of evidence were processed at both locations and are being prepared for submission to the BCA crime lab for further processing. No witnesses were located to either break-in. Terroristic Threats Wednesday 1112 & 2315 hours Officer Jen Fordham met with a party who had received a death threat from a business acquaintance. The suspect is on probation for previously threatening people. The victim's wife also received a threatening phone call and was at the Woodbury PD reporting the threat she received. Officer Fordham immediately placed a call to the suspect's Probation Officer who agreed to call the man in for a meeting and issue a warrant if he didn't show up. At 2315 hours Officer Jeff VonFeldt received a call from the Washington County Jail wondering if MHPD still wanted the suspect listed in the KOPS alert for terrorist threats. The suspect apparently had a rough day and threatened someone else landing him in the county jail. A hold was placed on the man so if he was released it would be to the Dakota County Jail. Report sent to the DC Attorney's Offices for formal charges. Suspicious Person Wednesday 1145 hours Officer Bobby Lambert responded to a 911 cell call from a local park. The caller advised that this was the second time they had spotted a white VW parked with a middle-aged man watching kids in the park. When spotted, the man leaves. Officers were not able to locate the suspect in the area. The car registers out of the northern suburbs. Investigator Spicer is checking into the r/o's background to see if there is adyiype — criminal adYidtry. NEWS The Pipeline LETTER Public Works 0z 1 Engineering October 8, 2010 Code Enforcement Public Works The Parks Crew prepared the grounds at the fire hall for the Fire Prevention Open House. Truck 503 was serviced for winter (new tires, etc). The driver's seat was taken out of truck 501 for repairs. Extra playground equipment was picked up at Mendakota Park and put in storage. The Street Crew dug up two broken storm basins, bricked them up and mudded them. One was on Evergreen Knoll and the other on Fieldstone Drive. No parking signs were reinstalled (that had been spray painted) on Warrior Drive. Eight barricades were dropped off and picked up for the Vice President's motorcade on Tuesday. They were used on Highway 13 at Highway 110 and Lexington Avenue and Highway 110. Tom along with the Street Crew went to the St. Could Fall Maintenance Expo. Engineering Highway 55/Mendota Heights Road Intersection - The construction project has begun. Existing pavement is being cut and removed, and improvement areas have been marked and staked. Residents should be aware of traffic revisions at this intersection through the end of December. 2010 Reconstruction/Rehabilitation Project - Work for the 2010 portion of the project is substantially complete with small, punch -list items remaining. Remaining portions of wear course asphalt on Butler and Ivy Falls Park, Spring Street, and Simard Street will be completed in the spring of 2011. Assessment hearing for the completed project will be held at Council at the October 19th meeting. Water Tower Rehabilitation - Although this project was planned to be complete by September 30th, there remains a small amount of work yet to be completed. Most of the letters have been painted, and the entire body of the tower is complete. Barring any further weather delays (wind can cause a delay in painting), Staff estimates the tower will be substantially complete by the end of next week. 2011 Street Reconstruction Project (Wagon Wheel Trail) - Council accepted the Feasibility Report for the 2011 Street Reconstruction Project at the October 5"' meeting. The project will reconstruct Wagon Wheel Trail from Lexington to Dodd Road and will include the installation of storm sewer, curb & gutter, and an 8 -foot bituminous trail along the length of the project. Public hearing is scheduled at the November 16th Council Meeting. Mendota Heights Road/Visitation Drive Roundabout - Staff met with the leadership of the Visitation School at their monthly Roads and Grounds Committee meeting on Wednesday (Oct 6). Visitation School stated they were "very pleased and grateful to the City" for completing the project. The parents and faculty that drive the roundabout every day are pleased both with the reduced queue time at the intersection, but with the increased safety at the intersection as well. 1. 2. 3. 4. z G 7.
