2010-09-10 Friday NewsHalloween Bonfire The annual Halloween bonfire will be held again this year at the Mendota Plaza. Residents will be allowed to drop off brush between Monday, October 25, 2010 and Friday, October 29, 2010. With the A rt • ♦ A ♦ construction and work taking place at the Plaza all parties thought a reduced drop off time period was in everyone's best interest. Most of the details for the event are similar to previous years. Refreshments September 10, 2010 will be served and the entire community is invited to attend this annual event. Mississippi River Corridor Critical Area F The process to update rules for development within the Mississippi River Corridor Critical Area has seen significant progress this summer. W Council Meeting Update Some of the highlights of this week's City Council meeting included adoption of the preliminary 2011 budget and tax levy, approval of an additional $1,000 contribution to the July 4th fireworks show next year, discussion about the move of the 24 hour gym from the Village to the Plaza and the sale of just over $1,000,000 in bonds to pay for the city's 2010 street projects. In addition the council approved a commercial building permit for Restaurant Technologies (a new business that will be moving to Mendota Heights in December), changed the November 2, 2010 meeting start time to 3:30 p.m. and set the meeting date to canvass election results for Friday, November 5, 2010 at 4:30 p.m. If you have questions on the meeting please contact David McKnight. September 10, 2010 Mayor and City Council Candidate Forum NDC4 and Town Square Television are presenting a candidate forum for the Mendota Heights mayor and city council elections. The forum will be hosted by WCCO radio anchor/report Adam Carter and will be broadcast live on TST channel 14 and also on the internet at www.townsquare.tv on Thursday, September 16, 2010 from 7:00 p.m. to 8:00 p.m. Mendota Heights mayoral candidates Sandra Krebsbach and Jill Smith and city council candidates Ultan Duggan, Liz Petschel and Sally Lorberbaum will all be participating in this forum. Upon arrival Scott Patrick John Larrive Officer Lambert learned the female was not the only drunk on Bobby Lambert scene. The caller reported to Officer Lambert that the female Tanner Spicer needed detox because she was breaking stuff. After learning Todd Rosse more, both were advised that if he returned they would both end Chad Willson Jeff VonFeldt up in detox. The source of the argument: the two career Denise Urmann criminals were taken advantage of financially and were now Michael Shepard upset. Karma? Peyton Fleming Jenny Fordham Neighbor Dispute Saturday 1126 hours School Resource Neighbor called to report the man next door routinely wrecks her Officer Steven Meyer stuff and is not nice. Officer Bobby Lambert responded and Investigations spoke with the victim. The victim told him about an ongoing Mario Reyes pattern of harassment including; running over landscaping edging Tanner Spicer and fences with a lawn mower. Officer Lambert spoke with the Sergeants Neil Garlock suspect; it is very likely the behavior will cease. Brian Convery Eric Petersen Burglary Saturday 1525 hours Reserves Officer Bobby Lambert responded to a local business that had Randy Pentel the front door smashed in and items stolen. The scene was Gino Messina Jesse Meaner carefully checked for evidence. Employees eventually arrived on Andrew Quinlan scene and assisted the Officers in checking for missing items. Chief Mike Burglary Saturday 1532 hours Aschenbrener Thieves used the same M/O (modus operandi) moments after -1- 9/10/2010 receiving the first call. Sergeant Garlock arrived on scene and cleared the building. It was clear that several items were missing; unfortunately, it was a holiday weekend and no employees could be located to come into work. Eventually United Properties sent out a maintenance person to handle the problem. Both burglaries were assigned to Investigator Spicer who was busy locating other areas in the metro area the thieves were operating. Under investigation. Recreational Fire Sunday 1235 hours Sgt Neil Garlock received a call of a person burning household waste. Upon arrival he was met by the homeowner who walked him over and showed him what he was burning; the fire was a legal recreational fire. Homeowner offered to put out the fire, knowing the neighborhood has a frequent anonymous caller, but was simply advised to keep it legal and put it out when done. Emergency Message Monday 0337 hours Officer Peyton Fleming assisted the Scottsdale AZ Police Department in delivering a death notification. Suspicious Activity Tuesday 0454 hours Caller reported a vehicle that was pulling in and out of driveways. Officer Peyton Fleming began checking the area and after a second call, located the paper delivery person pulling in and out of driveways. The caller advised they were aware of car break ins and thought it was unusual behavior. In nearly all other cases it would have been a great tip. Both advised. Theft Tuesday 1103 hours Caller reported to Officer John Larrive that some time in the past two weeks someone stole two large copper stone caps and the copper banding from the sign for the subdivision. Estimated value in excess of $1000. Domestic Tuesday 1305 hours Received a call of a domestic in progress in the parking lot of one of the local schools. When Officer Larrive arrived on scene he located only the female half of the disturbance. She advised that it was her ex-boyfriend and he had driven off with all of her cooking utensils. At this point she was fairly certain that she could handle the situation, but will call if there are further problems. Harassment Wednesday 2309 hours Daughter called because her father who had just completed a 28 day rehab stint was drunk. The caller reported that she had received multiple calls from him and he wouldn't stop calling. Officer Peyton Fleming stopped to visit the father and found he was drinking (evidently that program wasn't the best choice for him.) The man insisted on proving his innocence. An open case with corrections didn't show any restrictions, but once his most recent DUI clears the courts, "no alcohol" will be may be one of his release conditions. NEWS LETTER The Pipeline Public Works Engineering Code Enforcement September 10, 2010 Public Works The Parks Crew took down cotton wood trees in Ivy Falls Park by the playground equipment. All mowers were serviced. Rich did service check ups at all lift stations. The pumps were pulled and checked. Pump two at the Mendota Heights Road lift station had a lower seal out. He also fixed two water boxes. The Streets Crew blacktopped around the manhole on Chippewa Avenue at Annapolis Street. A contractor had fixed the manhole. On Walsh Lane old cement was removed from the storm basin and curb installed. A hole behind a storm grate was checked on Annapolis Street, the grate was pulled and it will need repair. A large tree was cut up on Cygnet Lane. Trees were trimmed on Delaware Avenue. They also helped the Parks Crew with the cotton wood trees in Ivy Falls Park. Engineering Visitation Drive/Mendota Heights Road Roundabout - Installation of the permanent street lights at the intersection is anticipated for next week. Landscaping at the former site of the temporary access road is complete and Lake Drive is once again closed off from access to Visitation. Highway 55/Mendota Heights Road Intersection - The contract was awarded at last Tuesday's Council meeting and a pre -construction meeting is scheduled for Tuesday of next week (Sep 14). Bituminous Roadways of Mendota Heights was the successful bidder. The project should begin shortly after the pre -construction meeting. Residents should be aware of traffic revisions at this intersection beginning on or about September 15th and lasting for approximately 3 months. The project is scheduled for completion by mid-December. 2010 Reconstruction/Rehabilitation Project - All streets have been paved and sod and concrete work completed. The contractor will be raising the remaining manholes early next week and is anticipating placing the final wear course Friday or early the following week. This work should bring the project close to substantial completion with only minor punch list items and work in the park to be completed in 2010. Final paving on Spring St., John St. and Simard will occur in 2011. Dodd Road Utility and Storm Drainage Work (MnDOT Project) - The original completion date for this MnDOT project was August 27th. Due to weather and unforeseen utility conflicts, completion of the project was delayed by 2 weeks, and is anticipated to be complete today (Sept 10). Pavement has been placed and MnDOT is anticipating opening Dodd Road late today. Lilydale club considered for senior living, other apartments I StarTribune.com Lilydale club considered for senior living, other apartments Drivers on Sibley Memorial Highway can easily spot a huge warehouse -like building with a "For Sale" sign when approaching Lilydale. The vacant 100,000 -square -foot facility surrounded by weeds and a metal fence is the former site of the Lilydale Tennis and Fitness Club -- and a recurring headache for the city. Now, developers have submitted concept plans to turn the site into a senior living complex and luxury apartments, and the Lilydale planning commission should review the preliminary plans and request for a planned unit development at a meeting Thursday. If approved by the city, Lilydale Senior Living would have a mix of memory care, assisted living and independent living units. There are plans for the building to have a beauty salon and therapeutic tub room, among other amenities. Lilydale Apartments is designed to be a three-story apartment building that would provide luxury one -bedroom, one -level Advertisement residences as well as two-story, two- bedroom units. The buildings would total about 170 units and share a parking lot and underground garage. Designs have not been finalized. Page 1 of 3 Russell Wahl, a building official for the city, said that it was too early to make a decision about the project, but he said he is excited to see something happening. "I want to see the project go and move ahead," he said. The club has been closed since 2006. That year, the city approved initial plans by developer Mendota Homes to turn it into a condo development, but financing for the project reportedly fell through. The site is now in foreclosure. Mendota Homes head John Mathern, who met with architects and city staff members last week, declined to comment on the concept plans until after the planning commission meeting. "It's been vacant for four and half years," said Lilydale Mayor Tom Swain. "That's regrettable. The tennis club served the residents well. Now, it's showing some promise again, and I hope that this development can be worked out. We'll have to wait and see." Swain said he was pleased that family-owned Southview Senior Living is the proposed o perator of the senior facility. The West St. Paul business and Highland Bank paid the down payment required for the city review of the redevelopment, said city clerk Teish Stafne. Developers are asking the city to establish a tax increment financing (TIF) district to help w ith the project. In requests submitted on Aug. 27, they asked for about $1.6 million in TIF fielding for the project that would be allocated for water main construction, park dedication fees and demolition of the tennis club building, along with financial assistance to further prepare the site. TIF districts allow cities to funnel money back to the developer from the expected increase in property taxes on a site. That means the developer gets money for up- Advertisement front construction costs while the city neither gains nor loses tax revenue compared to what it's already getting. The most expensive TIF -sponsored project would be eliminating a Clear Channel billboard located on the river bluff on the site. Last month, the City Council agreed to decertify what was then its only TIF district, which it created in 1999 to replace a gravel pit. The site is now the 28 -acre commercial and residential Stonebridge development. Chris Harich, one of the owners of the Lilydale Garden Center, which is next to the tennis club, said he thinks his neighbor is well overdue for a facelift.
