2010-08-20 Friday NewsMississippi River Critical Area In their last session, the State Legislature ordered the DNR to re- write the Critical Area rules. Jake has been attending workgroup r.A,AAA, meetings hosted by the DNR as they work to re -write the rules for land development within the critical area corridor. Late last week, the workgroups reconvened to discuss development standards as they apply to the new districts proposed at the last meeting. August 20, 2010 Our City has always been a strong supporter of the Critical Area, re- quiring planning applications and public hearings on all land use ac- tivities occurring in the critical area. The rulemaking process ap- pears to be leading to stronger regulations, without compromising local control over the review process. The DNR is planning an open house in September to share the pro - Fgress to date. In the meanwhile, Jake will continue to participate as a workgroup member, ensuring that Mendota Heights standards are Rnot compromised. 2011 Budget Work Session The City Council held their annual budget work session with staff members on Tues- day of this week. City staff members presented a draft budget to the council for dis- cussion and consideration. City council members asked many questions about the ® budget and tax levy that were proposed. The 2011 budget is a "maintenance" budget, in other words it is very similar to the 2010 budget document. The council A directed city staff to make a few changes to the proposed budget. The proposed budget that the council will pass in September is 0.02% lower than the 2010 budget. The proposed 2011 tax levy is 0.86% lower than the 2010 tax levy. The primary rea- Y son the city is able to keep taxes steady is that two park bonds that were approved by the voters in 1990 are being paid off in 2010 and 2011. N Assisted Living Citizens from the area around Kressin Ave and Lake Drive area attended the City E Council meeting Tuesday evening to express concerns about an assisted living facility proposed for their neighborhood. Staff and Council reviewed the Minnesota Statute which requires the City to treat any licensed assisted living facility with six or fewer resi- W dents as a single family home. There is always concern when a new assisted living fa- cility comes to town, we encourage concerned residents to touch base with Dakota County Licensing staff who are both knowledgeable and very approachable. S Candidate Filing Period Closes Candidate filing for the offices of mayor and city council member closed on Tuesday, August 17, 2010. The following candidates have filed for office and their names will appear on the ballot in November: Mayor -Sandra Krebsbach, Jill Smith; City Council -Sally Lorberbaum, Liz Petschel, Ultan Duggan August 20, 2010 Plaza Project If you have not driven by the Mendota Plaza lately you are in for quite a surprise. This week the free standing west end of the building was demolished to make way for the new Walgreen's building. The new face of the remainder of the building is very evident now and looks great. The new parking lot arrangement is taking shape and McDonald's is making progress on their new drive through plans. The work on this project has been hampered by the weather, including landscaping activities. You can really see what the final product will look like. Staff has received feedback that it is turn- ing out even better than it looked on paper. Soccer goals were hauled from Moreland School to the soccer fields in the parks. Picnic tables were brought to Town Center for a concert. Hockey board repair and painting of the boards continues. Rich sprayed weeds in right-of-ways with round up total kill. He also sprayed for broadleaf weeds in Ivy Falls Park, Wentworth Park, Valley Park, Par 3 golf course, and Mendakota Park. He changed out pump #2 hour meter at the Veronica lift station. The old one was broken. He was called in at 6:00 PM and was here until 10:00 PM because of a power outage at the Mendota Heights Road lift station. The Streets Crew finished blacktopping Marie Avenue from Dodd Road to Delaware Avenue and also finished blacktopping Warrior Drive. Blacktopping was also done on Wagon Wheel Trail from Dodd Road to Lexington Avenue. A red light was out on Mendota Heights Road and was fixed. John Ambrose fixed the hood on the big parks mower. New cross walk signs were put up at Decorah Lane at Huber Drive. The crosswalk sign at Ivy Fall Park was replaced that had been vandalized by spray paint. Engineering Visitation Drive/Mendota Heights Road Roundabout - The roundabout is open and substantially complete. Minor landscape and clean-up work remains, and the permanent street lights need to be installed. The street lights are anticipated to be installed by Mid -September. The temporary access to Visitation from Lake Drive is removed and access blocked off. Staff met Thursday with the Federal Highways Administration for the mandatory audit of the project and everything went well. Staff was able to provide documentation for everything the auditor was looking for. Highway 55/Mendota Heights Road Intersection - The project is out for bid. Bid opening is scheduled for 10:00am on August 23rd, and the project should begin construction by September 15t".Residents should awarer is revisions is intersection beginning on September 151h and lasting for approximately 3 months. The project is scheduled for completion by mid-December. 2010 Reconstruction/Rehabilitation Project - The contractor has nearly completed installing driveway aprons. Curb replacement in the rehabilitation area is underway. Existing pavement on Butler Avenue has deteriorated beyond having a mill and overlay to rehabilitate the street. A new base course will be installed and the road will be like new. Staff projects the project may actually finish under budget. This could result in a small reduction in the assessed value to residents benefiting from the project. Street Improvement Plan - Staff presented the 2011-2015 Street Improvement Plan (SIP) to City Council at the 2011 Budget work session on Tuesday. The SIP is a projection of the next 5 years for street reconstruction, street rehabilitation, and utilization of the City's Municipal State Aid financial account. A final version will be brought before Council for public comment and formal adoption in the coming weeks. 2011 Reconstruction/Rehabilitation Projects - Staff has begun the preliminary work on the 2011 Street Projects. Wagon Wheel Trail is scheduled for reconstruction next year, and the Knollwood Neighborhood roads (Knollwood Court, Knollwood Lane, Medora Court, Medora Lane, Ivy Lane, Lower Colonial Drive, Upper Colonial Drive, Cherry Hill Road east of Wachtler, and Farmdale Road east of Wachtler) are scheduled for rehabilitation, commonly referred to as a mill -and -overlay. The Police emergency dispatcher advised that the caller sounded very intoxicated. Once Officers sorted through the various forms of Department dysfunctionality, they determined the real problem was that Support everyone on scene had been intoxicated... for days. The two Staff were separated from each other to sleep off the stupor. When Officer Scott Patrick arrived he saw the Becky Pentel window had been broken out (as opposed to "in") of the car. Bobby Lambert Disturbance / No Child seat Thursday 1638 hours Tanner Spicer Cellular caller reported 4-5 people fighting outside of car on Hwy Todd Rosse 110; they left W/B Hwy 110 from Delaware. Officer Steve Meyer Chad Willson Jeff vonFeldt located and stopped the car. The driver reported there was a Denise Urmann disagreement between her and her daughter. The dispute was Michael Shepard mitigated. Driver was cited for no proof of insurance and a car Peyton Fleming seat violation. Jenny Fordham School Resource Domestic Assault Thursday 2217 hours Officer Officer Denise Urmann responded to the home of a "frequent Steven Meyer flyer" about an assault that just occurred. While enroute she Investigations learned the female had left and the male was bleeding. Upon Mario Reyes arrival, the ambulance was contacted to have the mans injuries Tanner Spicer Sergeants cared for. He stated the soon -to -be -ex came home in a cab Neil Garlock about 4 hours prior and had to be helped into the house. After Brian Convert' sleeping for awhile she got up, picked a fight with him and fled Eric Petersen upon learning he called 911. Officer VonFeldt tracked down the RandyReservesPentel cab she used to get home from the bar and found out they were Gino essina on their way to pick up the suspect to take her back to the bar. Jesse Mertner Suspect was arrested out of the backseat of the cab. She was Andrew Quinlan read Miranda but refused to provide a statement. Romel Brown Chief Gas Theft Friday 1402 hours i\,like Officer Scott Patrick responded to a local gas station on a no pay. Aschenbrener -1- 8/20/2010 A white Oldsmobile drove off without paying for $36 worth of gas. The employee provided a good description of the thief and had walked outside to copy the license number down. Officer Patrick was unable to follow up and referred the case to investigations for help. Minor Consumption / Curfew Saturday 0334 hours Officer Jeff VonFeldt responded to a call of person down on the sidewalk. When he arrived he found a young 17YOA male passed out cold on the sidewalk. They man was extremely intoxicated and eventually blew a .13 on the PBT. He was returned home to a not very happy dad along with two citations. Streaker Saturday 2237 hours Caller reported that a JV had streaked through the business and jumped into a car. The caller hoped to provide the name of the naked jogger and did call back later after tracking down a name. Unable to provide specifics as to who it was. Crisis Intervention Sunday 1321 hours Officer Scott Patrick responded to assist parents with an adult child who ingested 60+ prescription pills in an effort to kill themselves. When Officer Patrick attempted to intervene he was verbally redressed and had to block the escape of the party. Officer Lambert and HealthEast Ambulance arrived and assisted in getting the person into the ambulance for transport to the hospital. A 72 hour health and welfare hold was filled out. Runaway Turtle Monday Afternoon Police Secretary Sue Donovan received a call inquiring about where a lost turtle would end up. After probing a little deeper she learned the turtle had "ran" away from home. The turtle is an African tortoise albino. No missing turtles located this week. Stolen MHPD Camera Wednesday 1500 hours Investigator Tanner Spicer broke the news that one of the department game cameras had been stolen. That's apropos. The camera had been monitoring one of the parking lots where cars are regularly broken into. The investigation begins. DAR / No Insurance Wednesday 0945 hours Officer Steve Meyer was approached by a vehicle — the driver needed some directions. However, Officer Meyer had already run the plate and found the driver was revoked. He asked the driver if he realized he was revoked — he did, but he was coming from an interview and asked Steve to "cut me a break". The driver was cited and released; the car was towed to SouthEast. And, to kick off the weekend.... Injured Hawk Transport Friday 0705 hours Sergeant Garlock, upon arrival at work this morning, was met by a woman seeking police assistance. The lady informed him she had an injured hawk in her vehicle and brought it here, thinking we could take the reportedly docile hawk off her hands. Sergeant Garlock referred her to the nearest Raptor Center in Minneapolis. She then left with the hawk, still in her vehicle. We are hoping the creature was unconscious! Sergeant Garlock monitored radio traffic, hoping she wouldn't crash due to crazed wild animal. Warning: The Surgeon General advises that transporting wild animals in your vehicle can be hazardous to your health. Two individuals were injured in the accident, with a 21 -year-old man transported by air ambulance to Hennepin County General Hospital. The other driver was taken to Northfield Hospital by ambulance. As in past years the Sheriff's providing the security for the fair, along with hosting displays. One of the favorites again this year was the Dive Team's water tank. Children and adults could watch the diver underwater and talk to them via their communications gear. Special thanks to Captain Dan Scheuermann for his work as the Fair Police Chief and Sergeant Brian McGinn and Deputy Rhonda Doheny for all their work in setting up the Sheriff's booth and to everyone that contributed to another successful week at the fair. A Tragedy Averted... This year's Dakota County Fair will be known for many good times, but the heat and weather will also leave a lasting impression. Throughout the week the temperatures lingered in the nineties, with high humidity keeping the attendance lower than usual. Over the week several thunderstorms interrupted the festivities, with one causing substantial damage to two large tents. One building in Dakota City was also damaged as a result of the weather. It was later determined by the National Weather Service this storm was part of an EF -1 tornado (winds at area, damaging many homes and Office played an important role in Two individuals swimming in the Vermillion River had to hold onto rocks to avoid being swept away by the current. The swimmers eventually tired and began floating down the stream. Quick thinking and action on the part of members of the Sheriff's Office, the State Patrol, and the Hastings Police and Fire Departments resulted in the two being plucked from the water. Nice job to everyone for their effort in saving the two from serious injury or worse. Deputy Mike Fendrick is congratulated for his work on this case.
