2010-07-06 Friday NewsJuly 2, 2010 Dodd Road to Close for Construction Dodd Road will be closed between Wentworth Avenue and Emerson Avenue from July 6, 2010 to August 27, 2010 for a state construction project. The project will replace two drainage culverts and resurface the roadway, along with other needed repairs and upgrades to main- tain or improve drainage in the area. The posted detour will direct traffic to Wentworth and Delaware Avenues. Access to Somerset Country Club and residences within the project area will be main- tained from either the north or the south depending on which culvert is being replaced. Please plan your trips accordingly in this area. Thank you in advance for your patience on this project while the work is being completed. FRegional Transportation Study Presentation The Mendota Heights and Sunfish Lake city council's will meet jointly on Tuesday, R July 6, 2010 at approximately 7:30 p.m. at Mendota Heights City Hall to hear the rec- ommendations that are being made by Dakota County as a result of the regional roadway system visioning study. The study has been underway for over a year and Ihas involved many different parties. The recommendations that will be made at the meeting include a recommendation for a future potential interchange on 1-494 ap- proximately 1/4 mile east of Delaware Avenue and any future upgrades to Delaware Avenue must be agreed upon by Dakota County and the cities of Mendota Heights and Sunfish Lake. There are a number of other recommendations included in the A study that will be discussed at the joint meeting. The Dakota County Board of Com- missioners will hear the recommendations at their meeting on July 27, 2010. July 2, 2010 Mississippi River Critical Area Rulemaking Last week Jake attending a meeting of the Metro -East Work Group providing feedback to the MN DNR regarding the new Mississippi River Critical area rules. The meeting included representa- tives from St. Paul, Lilydale, St. Paul Chamber of Commerce, Ford Motor Co, MN Builder's Assn, and concerned residents. Facilitated by the National Park Service and the MN DNR, the group had a chance to provide feedback on the map proposing development districts and definitions for the different designations. This is the second part of the planning process, the next time the group convenes standards for development will be discussed. The MN DNR has been very clear on the intent to protect the river as a resource, but also to work with the communities around the river so that new rules fit with existing zoning and comprehensive plans. Jake has found the DNR to be very good to work with and will continue to attend work group meetings. Absentee voting for the Tuesday, August 10, 2010 Primary Election got underway last week. Ab- sentee voting will continue until 5:00 p.m. on Monday, August 9, 2010. Voters must select which party they would like to vote on the ballot. Staff Kim Henning Helicopter Thursday 0947 hours Sandie Ristine 911 call received from a cell phone reporting a helicopter in the area of Susan Donovan Henry Sibley High School. The DCC 911 operator advised the caller Cathy Ransom that Mosquito Control was working in the area and there was nothing to Becky Pentel be concerned about. Police Officers Drive Off Thursday 1042 hours JerryMurphy Officer Steve Meyer received a report of man who drove off without Scott Patrick paying for $30 worth of gas. The employee wrote down the license John Larrive Bobby Lambert number and it matched the vehicle description they provided. Officer Tanner Spicer Meyer made contact a short time later with a very embarrassed party Todd Rosse who thought he bought gas, a paper and a cup of coffee. The man was Chad Willson in the area trying to buy a house and had received a phone call about Jeff VonFeldt the home he was selling while he was at the gas station. The problem Denise Urmann was immediately rectified with the station. Over the weekend, I receive Michael Shepard a thank you and apology letter from the man. He was very appreciative Peyton Fleming of how the call was handled and hopes to be living in Lilydale shortly. Jenny Fordham School Resource Drive Off Thursday 1130 hours Officer Officer Bobby Lambert received a call from another gas station about Steven Meyer an elderly female driving a silver Cadillac who drove off without paying Investigations for $50 worth of gas. The employee had the proper license plate and Mario Reyes the owner was contacted. His wife was driving the car. The owner Tanner Spicer didn't believe the woman intended to drive off without paying. She Sergeants returned and paid her bill. Neil Garlock Expired Registration /Warrants / DAC Thursday 1840 hours Brian Convery Eric Petersen Sergeant Eric Petersen ran a license plate that showed expired Reserves registration while the vehicle was displaying current registration. A Randy Pentel traffic stop was initiated; upon making contact, the driver was unable to Gino Messina provide paperwork showing that they had recently purchased the tabs. Jesse Meaner In addition, the driver's license was cancelled and had two active Andrew Quinlan warrants for the driver's arrest. The first warrant, for receiving stolen Romel Brown property, was confirmed immediately out of Ramsey County. The Chief second warrant was for armed robbery out of Chicago, IL, but was not Mile Aschenbrener confirmed by the time the man was placed under arrest. Cook County, -1- 7/2/2010 IL would not extradite from MN for this party according to the warrant, (e.g.: run to at least two states away and you are safe, no matter how serious the crime. The registered owner (R/O) was the passenger and a valid driver; the car was left with the RIO. Speed Thursday 1856 hours Officer Todd Rosse clocked a motorcycle on Mendota Heights Road at 124 mph. The only thing he could tell at that speed was the motorcycle was white. He turned to follow the speeding bike and made an attempt to catch up with it, but when it blew through the red light at Hwy 55, he wisely stopped attempting to catch up with the speeder. Loud Party Thursday 2305 hours Neighbor called to report a large loud party with people outside yelling and swearing. Officer Mike Shepard arrived in front of the house and stood listening for several minutes. After some time of hearing nothing he walked around to the back of the houseand found six adults. He advised them of the complaint and suggested that they either talk "more quietly" or go inside. Clear, no action taken. AOA Friday 0505 hours Officer Shepard, along with Bloomington PD, assisted Eagan with a home invasion just south of 1-494 and Pilot Knob. The elderly couple reported they were attacked by a man with a club inside of their home. The couple fought back with a scissors before locking themselves in the bathroom. Clear after the K-9 track didn't yield a suspect. Warrant Arrest Friday 0531 hours While running stationary radar in the area of Pilot Knob and Northland Drive Officer Denise Urmann ran a license number of a vehicle whose R/0 had an active warrant for their arrest. Upon stopping the car, the driver advised they were the R/O which resulted in their arrest. The warrants were confirmed and the suspect was transported to the Dakota County Jail. Suspicious Truck Friday 0630 hours Homeowner awoke to find an older pick up truck parked in front of the house with a man sleeping inside. Officer Shepard learned from the man that there would be an estate sale occurring shortly in the neighborhood. No problems. Fraud Friday 0925 hours At the advice of their bank a resident stopped to report that they were being scammed. The bank stopped the transaction as the account is flagged as being fraudulent. The resident should be well aware of the adage, "if it is too good to be true, it is," as they have been doing business for years. No funds transferred, therefore no crime occurred, no investigation will occur. Fake Punch Card Friday 1011 hours A local business called about a customer who keeps redeeming punch cards but is not purchasing anything to get the punches. Officer Steve Meyer provided the business with some options on how to handle the thief. The business will call if there are any problems with the man as he tries to redeem the fake cards. Suspicious Activity Friday 1357 hours Officer Tanner Spicer spotted a known drug dealer sitting at a picnic table. Officer Spicer stopped a short distance away and watched as a drug transaction occurred. He called a marked squad to stop the buyer as they drove away. When the squad pulled into position, the passenger nonchalantly put her hand out the window and gave a wave. With that, the drugs were scattered along the highway. The traffic stop did reveal a loaded hand gun and a man on probation. Follow up will continue as charges are sought for the loaded gun in the front seat. 10-29 (stolen car) Friday 2000 hours Officer Peyton Fleming received a message to confirm a stolen automobile out of _2_ 7/2/2010 Fresno, CA. The car was reported in Mendota Heights about a month ago. The vehicle has made its way from Mendota Heights to Chicago to Fresno as part of an insurance scam. Investigator Spicer has worked with enforcement agencies all around the United States as this case progress. Open investigation. Rut in Driveway Saturday 0818 hours Caller reported that the rain caused a rut in their driveway which made it dangerous to pull into the street. Call was relayed to a Street Department Supervisor to determine if repairs should happen. Suds Saturday 0914 hours Caller reported bubbles (yep, bubbles) coming from the fountain in the Town Centre Park. Officer Steve Meyer confirmed someone had put bubble bath in the fountain. The caller was concerned as it may become a traffic hazard. Officer Meyer kept an eye on the bubbles and the now very clean fountain. All remained safe. AOA Saturday 2306 hours WSPPD requested assistance with traffic control a Wentworth and Robert Street the man hole cover for the storm sewer was blown off and water is shooting up in the air. The intersection is completely flooded. Traffic direction provided until situation was under control. Medical Sunday 1155 hours Neighbor reported hearing man calling for help but could not see him or get in. Sergeant Neil Garlock arrived on scene and entry was made. Unfortunately the diabetic man was well over 400 pounds and MHFD had to be called into service to get the man off the floor and onto the stretcher. He was transported to HealthEast. Parking Complaint Monday' 0033 hours Resident requested a phone call to complain about a neighbor who parks on the street in the winter time making the street slippery. Officer VonFeldt explained the parking ordinance; however, the resident wanted him to deal with it now, at half past midnight, on a Sunday, a perfect summer evening. He was asked to call, maybe in a few months, when the violation was actually occurring. Theft Monday 0208 hours Officers Todd Rosse, Peyton Fleming, Jeff VonFeldt and Jennifer Fordham responded to a belligerent person call, which turned out to be a theft of services in progress. The two would-be thieves ran a tab ($47) at the bar and then refused to pay. It was learned during the conversation that the neither had any money with them. Both intoxicated suspects were rude, belligerent liars during the conversation. The male had an active 1St degree criminal damage to property warrant for his arrest. He was arrested and transported to the Ramsey County Jail. During the transport, he made sure everyone knew he was mad about being arrested - he urinated all over the backseat of the squad car. Snapping Turtle Monday 1118 hours Officer Bobby Lambert responded to an "injured" turtle in the yard report. When the officer arrived the turtle was making its way back into the pond. Clear, turtle in pond. Burglary Monday 0325 hours Caller reported that the garage door opened, the motion lights went off and now an 18 - speed bike is missing. The door opener was in a car in the street. All occurred within the past 10 minutes. Victim can identify the bike. _3_ 7/2/2010 Dog Bite Monday 1643 hours Caller was bitten by a dog on Friday and thought that it should be reported. Sgt Convery learned the bite had occurred when the victim went to pet the leashed dog. The bite did require medical attention. The owner did advise the dog was current on its shots but the victim neglected to get the dog owner's name. Under investigation. Suspicious Activity Monday 1712 hours Homeowner reported to Officer Todd Rosse that around 0300 hours this morning they awoke to a man at the front door. The male had a key in hand and said that it was given to him. The man is described as a W/M, 6'1, 240 lbs wearing a t -shirt and shorts. The residents were never threatened by the man, just thought it was odd. **If anyone shows up at your door in the middle of the night please call before you deal with them, we can always go away if it is legitimate. But if they are out at this time of the night it is likely we would like to speak with them. Suspicious Person Tuesday 0054 hours Officer Todd Rosse responded to a local motel about some young people outside behind the building. A quick check revealed that they were recruits waiting to ship off for basic training. Just watching the planes come and go. Spoke with management. Theft Tuesday 0515 hours Caller reported to Officer Jeff VonFeldt that he had left four BMW rims and tires on his front step last week, but they were gone now. He planned on taking them to the pawn shop later this week. No serial number or tracking possible. Total loss around $250. Streaker Tuesday 2014 hours Local coffee shop called to report they were streaked. Sgt Convery received the call of a naked teenager running in one door and out the other. He was not seen again. Civil Issue Tuesday 2052 hours Officer Chad Willson received a call from a person who needed some advice. The party had loaned their truck to a friend. The friend called a while later and told them the truck was on fire in the street. They were wondering how to get compensated for the truck and how to get it back. Advice given. Later in the evening the truck was returned in very poor condition. A second call was placed to the PD seeking help in getting the truck back. A few details were omitted in the first call; the friend actually borrowed the truck to go buy drugs. The truck was gone when Officer Rosse arrived on scene. Still a civil issue. Burglary Wednesday 1912 hours Sergeant Eric Petersen responded to a residence about a burglary that was just discovered. The homeowner's son had walked through the home and didn't find anyone. The burglary was likely interrupted as items were left behind. The scene was processed, and a variety of evidentiary items were taken into custody. Investigations will follow up as the evidence is processed. Very Suspicious Behavior Wednesday 2043 hours Caller reported to Sgt Petersen that around 1930 hours they were walking on the river trail when a red van stopped on 1-35E and threw white bag over the bridge. Hzke -4- L E T T E R Public Works Engineering Code Enforcement Public Works e Pipeline July 2, 2010 The Parks Crew cut up and hauled away trees and limbs from last Friday's storm. The playground equipment at Hagstrom King Park was repaired from the weekend's vandalism. New "steep slope" signs were installed on the north end of Valley Park's pedway. Extra picnic tables were brought to Wentworth Park for a large weekend picnic. Weeds were pulled around the signs throughout all parks. Rich continues to paint fire hydrants. The Streets Crew cleaned up stump grindings at 1025 Brompton Place. At 1028 Brompton, where the yard was damaged from a City boulevard tree, they top dressed the area with black dirt and grass seed. Pot holes were filled on Culligan Lane. Brush was chipped in the back of the shop. They finished hauling class #5 and grading the parking lot at the Par 3 golf course. The Streets Crew helped the Parks Crew remove a large willow tree that fell over the weekend at Friendly Hills Park. Dakota County Communications called George on Saturday morning because of a downed tree across a resident's driveway. Class #5 was placed on Spring Street from Ivy Falls Park to repair ruts from the rain. Engineering Mendota Heights Road Roundabout - The contractor is preparing the area to install curb and gutter next week. The project seems to be progressing on schedule. 2010 Reconstruction - Xcel has completed most of their gas replacements allowing GMH Asphalt, the city contractor, to begin preparing the streets for reconstruction. All utilities have been installed. Water Tower Rehabilitation - The contractor had the containment system fully enclosing the tower a few days this week. Most interior painting is complete. Blasting and painting the outside will be the main priority now. Mendota Plaza - Staff inspected the Plaza after the weekend rains. Some erosion control measures failed. The developer worked with the Pollution Control Agency on restoring the site and hopefully preventing future failures. Dodd Road Closure - MnDOT will be replacing two culverts on Dodd Road. Jack Grotkin, RJ Ryan, re. parcel 27-03300-010-04 Mr. Grotkin has been working with a potential buyer for a parcel located on Pilot Knob Road, and wanted to discuss potential site plans with staff. Staff reviewed zoning requirements for the I — Industrial zoning designation, and provided Mr. Grotkin feedback on the potential site plan. No planning action is anticipated at this time. Stacy Hermann, 1033 William Court Ms. Hermann attended the planning meeting to discuss the city code regarding accessory structures. There is currently an accessory storage building at 1033 William Court, but the Hermann's would like to replace it with a building over 144 square feet, which requires a conditional use permit. The proposed location for the structure would also require a variance to the side yard and rear yard setbacks. Staff reviewed the application and review process for both the CUP and Variance requests. There was also discussion about what might qualify as unique conditions, and undue hardships regarding the variance request. Ms. Hermann and her husband will consider their options, and may apply for consideration at the July Planning Commission meeting. Paul Plum, re. 1925 Dodd Road Mr. Plum is considering purchasing the property located at 1925 Dodd Road, and wanted to verify that the lot could be subdivided. Saint Paul Regional Water Services (SPRWS) has delivered its 2010 Water Quality Report to residents and medical facilities located throughout its service area. "We are pleased to report that, once again, SPRWS is in full compliance with all state and federal requirements for drinking water quality," says Steve Schneider, general manager of SPRWS. Annual publication of the consumer confidence report is required of public water systems by the federal Environmental Protection Agency; its accuracy is monitored by the Minnesota Department of Health. The utility's customers received the report along with bills issued April through June. The report contains information about the sources of SPRWS water, as well as methods of water treatment and distribution. It also provides detailed information about contaminants and other substances found in the treated water through regular testing done by SPRWS and the Health Department. The drinking water covered in this report is provided by SPRWS to the residents of Saint Paul, Falcon Heights, Lauderdale, Maplewood, Mendota Heights, and West St. Paul. The report also was distributed to area community clinics, hospitals, and other social service organizations that come into contact with vulnerable populations (for example, people with compromised immune systems).
