2010-07-30 Friday NewsME AAAAAAA July 30, 2010 F r� IC 1.1 11 lk E Candidate Filing Period Starts on Tuesday Candidates interested in placing their names on the 2010 ballot for the mayor or city council seats that start their terms in January 2011 will have their change to file starting next week. The filing period will run from Tuesday, August 3, 2010 through Tuesday, August 17, 2010. Candidates must be a resident of Mendota Heights, eligible to vote, maintained residency in the city at least 30 days prior to the election and be 21 years of age by the time they take office. All can- didates must pay a $5 filing fee when they file at city hall.. If you have questions on filing for office please contact Nancy Bauer at city hall. Housing Market Turnaround(?) This morning the Star Tribune reported that the housing market may be starting to turn around. Staff observations here in Mendota Heights confirm that there is cer- tainly more activity in recent months than we saw all through 2009. Beside the two new construction homes being built, we are seeing several home improvement pro- jects around town. The number of calls from appraisers working with banks on pur- chases and refinances is greatly increased this summer. Staff may receive up to three calls each week from property appraisal services, as opposed to 2009 when that numbers was closer to one call every other week. Mendota Heights housing values have held their own in this market downturn, and there are indicators that we may be seeing light at the end of the tunnel. Regional Transportation Study Recommendations Approved The Dakota County Board of Commissioners acting as the County Physical Develop- ment Committee heard and approved the recommendations from county staff. These are the same recommendations that were presented to the Mendota Heights City Coun- cil in July. The recommendations include, among other items, a recommendation for a new 494 interchange east of the current Delaware Avenue overpass. Commissioner Tom Egan did an excellent job at the meeting summarizing the process that was used to come up with the recommendations that for the most part all parties agree with. A big thank you goes out to the city council and staff who have worked on this project for Wover a year. S Roundabout Update The roundabout is nearing completion with only a few more work items left to be com- pleted before it is opened. The boulevards were to be graded and seed/sod put in place this week. Next week the final lift of asphalt is scheduled to be put in place with the installation of light poles, signs and striping to follow. A tentative August 9, 2010 opening date is planned. July 30, 2010 Mississippi River Critical Corridor Area (MRCCA) Attached to the Friday News you will find an update from the DNR on the MRCCA rulemaking process. Staff has been active in this process, attending the recent regional workgroup meeting to discuss proposed districts, and providing feedback on a map identifying bluffs in our commu- nity. The City of Mendota Heights has been a good steward of the MRCCA, we are hopeful that this process to revamp state laws around protecting the corridor will be a useful tool for our com- munity. The next step in the process will be discussion of standards for development within the newly defined districts. Mold was striped off park benches at Mendakota Park near the backstop and a natural toner applied. Graffiti was removed from the walls on the pavilion at Rogers Lake Park. Picnic tables were brought to Visitation School for the tennis picnic. Picnic tables were also brought to Rogers Lake for a large party. Rich cleaned the sanitary sewer lines on Wachtler Avenue, Haverton Court and Canton Court. Fire hydrants were painted on Wachtler and Wentworth Avenues. The Streets Crew brought dump truck 303 to Crysteel for warranty work. They patched potholes on the Hwy 110 Frontage Road from South Lane to Delaware Avenue. They also patched potholes on Warrior Drive, Sibley Court, High Ridge Circle and the pedway that runs from Warrior Drive to Marie Avenue. A signal light bulb that burnt out was replaced on north bound 110 and Mendota Heights Road. A downed tree was hauled away from a house on Sylvandale Road. Engineering 2010 Reconstruction - most of the concrete and curbing has been installed. The contractor is scheduling paving next week for streets and driveways. Mendota Heights Road Roundabout - The roundabout has been graded and vegetation controls are installed. The final lift of pavement is scheduled for next Thursday with a potential reopening on August 10 -11tH Water Tower Rehabilitation - Weather has been slightly more cooperative for the project. When the containment system is down you can see the areas that have been blasted and primed. The project should be complete towards the end of September. Dodd Road Closure - Qwest has a large utility line that will need to be relocated for the project to move forward. The relocated line may extend the completion date approximately three weeks. Mendota Heights opposes the extension as response time from emergency services will increase and the project is adjacent to Somerset Elementary School and would be ongoing at the start of the school year. The car was showed no signs Heights g of forced entry and his wallet was missing. The thief entered the car Police using some type of tool that did little or no damage. Upon discovering Department the theft the complainant immediately checked his credit cards and found no activity. The cards were all cancelled. Support Staff Do Bite Wednesday 1015 hours g y Kim Henning Party was walking home from the Plaza when a dog ran out of a Sandie Ristine garage and bit them on the leg. The homeowner was not present Susan Donovan during the attack but a family member was. They called the dog off Cathy Ransom and the attack ended. The victim ended up at the hospital emergency Becky Pentel room. Officer John Larrive received the call and later in the day met Police Officers the victim at home. The bite marks were documented. The Jerry Murphy homeowner stated that the dog's shots were current and the dog was Scott Patrick John Larrive already microchipped. After some investigation Officer Larrive Bobby Lambert determined the dog was already classified by another city as potentially Tanner Spicer dangerous. The dog owner was advised this meant the dog would now Todd Rosse be deemed dangerous. This means the owner will need to: provide a Chad Willson certificate of liability insurance, have a kennel installed and inspected, Jeff VonFeldt muzzle the dog and put up standard signage. The case will be Denise Urmann reviewed for possible charging. Michael Shepard Peyton Flemin Drunk Thursday 1614 hours jenny Fordham Caller reported the neighbor was drunk and rolled the lawn mower over School Resource on top of themselves. Officer Fordham requested the assistance of Officer HealthEast at the scene. While working through the process of dealing Steven Meyer with a very drunk man it was determined that this was more of a Investigations psychological problem than anything else and the man was transported Mario Reyes to the hospital after a 72 hour medical hold form was filled out. Tanner Spicer Sergeants AOA Fatal Crash Friday 1422 hours Neil Garlock Officer Steve Meyer assisted the WSPPD with a motorcycle crash at Brian Convery the corner of Robert and Thompson. Traffic control was needed for a Eric Petersen couple of hours while the MSP reconstructed the crash that left one Reserves dead and one in critical condition. Randy Pentel Gino Messina Theft Saturday 1140 hours Jesse Metmer A local business called Officer Bobby Lambert to report that a party had Andrew Quinlan switched price tags on several plants they purchased. The business Romel Brown didn't have the thief's name but they did pay by credit card. The 50ish Chief W/F acted nervous when checking out causing the clerk to check into Mike what had occurred. The first thing they found was the original price Aschenbrener -1- 7/30/2010 tags behind where the purchased items had been for sale. After checking further it was learned the thief had been in the day before and no one could find the price tagging gun. A search of the store was done and the unit was in fact missing. It will be interesting to hear why someone would think it is okay to retag merchandise and then use a credit card along with your own MN DL to steal. Data Request Saturday 1406 hours Party in the lobby requesting to meet with an Officer about drug houses. Officer Bobby Lambert arrived and spoke with the person who was looking for statistical information about drug activity and information about selling a home to a shelter group. Recommended to come back during the week and speak with someone familiar with zoning requirements. Traffic Control Saturday 1535 hours Officer Scott Patrick along with Reserve Randy Pentel ended up directing traffic after the Red Bull Flugtag was over. The St. Paul Parks Board thinks it is appropriate to host an event with 90,000 people and send them all to another city after the event without any notice. The Officers worked to clear the backlog. A thank you note will be sent to the St. Paul Parks Department. Fire Saturday 1954 hours Caller reported an illegal recreational fire. Officer Jennifer Fordham searched the area and did locate the fire minus the noxious fumes the caller reported. The fire was in conformance with the ordinance. The homeowner did say that when the fire started it was smoking until it heated up. The original caller called back an hour later to complain that the fire problem was not handled. Officer Fordham rechecked the area and found nothing. Drunks Saturday 2204 hours Officer Jeff VonFeldt responded to the report of a domestic in progress. When he arrived on scene he learned it was not a domestic, it was two drunks arguing over where they left their golf clubs. A sober party provided a ride. More Drunks Saturday 2307 hours Callers reported a drunk on the sidewalk at a local gas station. When Officer VonFeldt arrived on scene he found an extremely drunken man lying on the sidewalk. He was fortunately wearing shorts and one sandal. The caller said that the man crawled into a car that was gassing up and passed out. Several other customers helped get him out of the car, the only problem was he couldn't stand or speak he could only shake his head yes or no. The man did manage to provide a very weak PBT sample which revealed a BAC of .247. A ride was provided to Ramsey County Detox. AOA Sunday 1109 hours Officer Scott Patrick assisted the WSPPD with a woman screaming about someone who hung themself in the garage. The screamer was cut from glass. Officer Patrick assisted with first aid to the female who was calling for help. Found Dog Sunday 1421 hours Officer Bobby Lambert responded to the report of a strange dog in the yard with no tags. The dog was picked up by Four Paws about thirty minutes later. At 1629 hours a resident nearby reported their dog missing. Advised it was likely at the pound. POR Checks Sunday 1800 hours Officer Fordham and Sgt. Petersen were completing the monthly registered offender checks and logging them into the system when they came upon one who was tired of the -2- 7/30/2010 extra attention. This particular POR is unusual because they are not on the list for sex crimes. They were verbally abusive to the officers and called to complain about the officer's behavior. Dispute Sunday 1808 hours Caller reported that they were harassed and threatened by an unknown party over a break-in. Officer Fordham arrived and sorted through the thin set of facts and determined who the party making the threats was. After positively identifying the suspect Officer Fordham returned and discussed the incident. The man was upset over break- ins that were occurring in the area and felt he had the right party and when advised that what he did was also a crime, he was very apologetic. Full moon Sunday 0002 hours Caller wanted to report that someone had dug shrubs up in the neighbor's yard and they replanted them in the caller's yard. Additionally items from the yard were placed in the caller's car and garbage was thrown about. Officer Mike Shepard noted the two neighbors don't really get along. Icky Monday 1516 hours Officer Scott Patrick received a call to check the scenic overlook for four men who went into the bushes together. The caller reported the men were acting strange and then headed into the bushes to do something icky. Officer Scott Patrick responded to the area and did not locate anyone outside of the walled area. Damage Monday 2009 hours Victim parked her car at Mendakota Park and a half hour later returned to find her left rear window smashed out. She advised Sergeant Convery that the only thing of value in the car was a car seat and kids toys. She did not see anyone in the area of her car while she was at the park. No suspects and nothing missing. Theft Monday 2037 hours Victim returned home after a golf outing to find their golf clubs and laptop were not in the car. Officer Jen Fordham called the victim who was now at home in Stillwater. They reported playing golf, putting the clubs in the back, locking the car and going back inside for dinner. There was no obvious damage to the vehicle and after having their son inspect the car, damage was noted to the molding. No suspects no leads at this time. Man Down Tuesday 0721 hours Officer Steve Meyer received a call of a man down in the road just north of the intersection of Hwy 13 and Hwy 55. Immediately upon arrival, the MSP was cancelled it was only a drunk man taking a nap. Arrangements made to continue the nap at Ramsey County Detox. He was provided a ride to detox and was given a reminder (citation) that it is illegal to drink when you are not yet 21 YOA. Crash Wednesday 1324 hours Bicyclist on Mendota Heights Road received multiple injuries when the front wheel fell off his bike. The incident occurred near Brown College. Officer John Larrive arrived and assisted with first aid. The man refused to be transported by ambulance, his father arrived on scene a short time later and transported him to HealthEast. Pick up and Hold Wednesday 2020 hours Officer Todd Rosse met SPPD Officer at MHPD to discuss a pick up order. After a quick discussion, the two officers headed to the motel where the suspect was staying. He was taken in to custody without incident. The - unit is designed comparable to the - office of your family . doctor. The well- -p' c trained staff consists of nurses and medical assistants that handle approximately 4,000 inmate appointments ' each year. The b nurses are members .. of Dakota County - - Public Health and apply to work in the jail. The Sheriff's Office also contracts with Allina Medical Clinic to provide physician services in the jail twice a week. Many of - - - = the inmates in jail are involved in high risk behaviors or have not taken good care of themselves in general, creating a higher need for medical services while in our custody. The good work of our medical staff is successful in minimizing the number of inmate hospitalizations each year. The head of this group is R.N. Y'Vonne Berryman, who oversees the medical unit operation. The group took a few moments from their day to pose for a photograph. Supervisor Y Vonne Berryman worked with Helping Out... Several members of our investigative unit assisted Rosemount Police on a homicide at a car wash recently. A suspect has been taken into custody and is currently in our jail. Sergeant Jim Rogers and Detectives Dave Sjogren and Rick Schroeder Rosemount detectives on the case. Helping Keep Kids Safe... This week Sergeant Brian McGinn and Park Ranger Mark Albrecht attended the Eagan Kids' Safety Camp. Brian and Mark provided good information on boat and water safety for the kids. Kids also get the chance to learn more about the equipment used by the Sheriff's Dive Team and the types of calls we respond to. The Sheriff's Parks, Lakes, and Trails attend a number of safety camps across Dakota County every summer. MRCC4 News Dully 2010 Issue 4 Local Work Groups iew Draft Districts Meetings provide crucial feedback on district maps and descriptions Ti The DNR convened four local work group meetings in the month of .r June. A total of 56 work group members heard project updates and offered concerns, comments, and feedback to inform the rulemaking process. MRCCA staff members Jenny Shillcox and Jeff Berg facilitated In this issue: the meetings. Other participants included DNR area hydrologists, National Park Service (NPS) staff, and several observers. Local Work Groups Review The work group meetings focused on draft districts. As part of its Draft Districts rulemaking directive, the 2009 Legislature required the DNR to establish, by rule, new districts for the MRCCA. Working under contract Draft Standards Irl with the DNR, the NPS has developed proposed draft districts and maps Development of district boundaries. Steve Johnson, Resource Stewardship Chief of the NPS-MNRRA, guided the attendees through the processes used to develop the district descriptions and maps. Geographic Information Systems (GIS) was the platform for analyzing the many data sets, including: soils, land cover, regionally significant natural resource areas, rare natural features (including plants, mussels, fish), open space opportunities, Minnesota County Biological Survey (MCBS) native plant communities, MCBS biodiversity significance, 2005 existing land use, 1979 land use, cultural resource elements, recreational facilities, existing zoning, desired future conditions derived from local comprehensive plans, geologic resources, existing conditions, and topography. Added to this mostly geographic based information were the goals of the MNRRA Plan, and Goals of the Critical Area Executive Order 79-19. Since scenic values data are limited, the NPS convened a workshop to conduct a rapid assessment to describe the visual characteristics of 21 separate segments comprising the entire river corridor. The NPS then used the data and maps to search for common characteristics among different MRCCA stretches. Through this process, 10 potential district types were identified and mapped, each appearing multiple times throughout the corridor. Mr. Johnson also highlighted the narrative descriptions developed for each district. Participants were provided with a copy of the MRCCA-wide proposed district map as well as one specific to their work group area.
