the third Wednesday's of each month. The first concert will be held

V July 21, 2010 at 6:30 p.m. and will feature Connie Evingson and Pa-
risota Hot Club. The final concert of the summer will be held on
April 16, 2010 Wednesday, August 18, 2010 at 6:30 p.m. and will feature Bunny

FDakota County Greenway Collaborative
The monthly Dakota County Mayor/Administrator meeting featured a presentation on
Rthe Dakota County Greenway Collaborative project that the county is working on.
The project vision suggest 200 miles of regional greenways throughout the county,
2/3 of which are identified on land currently in public or semi-public ownership. This
is more than a trail system, it suggests enhanced open space corridors that perform
multiple functions and provide multiple community benefits In the areas of water qual-
ity, habitat, recreation and non-motorized transportation. Once this project is ready
for presentation it will be brought to the Park and Recreation Commission for consid-
eration.
AApril Showers Bring... Solicitors?
Y As our weather gets warmer, many of us are getting out and about in the neighbor-
hood again. For better or worse, spring also brings out door to door vendors. In
case you were wondering, all individuals and groups wishing to go door to door must
be licensed through the Mendota Heights Police Department. Solicitors must wear
their police issued ID badge, which clearly states the time period in which the badge
is valid. Solicitors cannot be out after dusk or on Sundays. In the event that you

recorded. One additional note, political campaigns are not subject to the solicitor li-

W Pilot Knob Dedication
Great River Greening and the City of Mendota Heights will be dedicating the overlook
S and the seven stones that represent each of the seven branches of Dakota at Pilot
Knob. A dedication ceremony will be held on Wednesday, May 19, 2010 at 11:30 a.m.
at Pilot Knob. The public is welcome to attend this event and see these new stones
and the overlook. It is well worth the time to see these new stones at Pilot Knob, learn
about their history and enjoy the view.

Golf Course Open and Ready for Play
David McKnight received a full scale tour of the Par Three Golf Course this week from Course
Manager Tom Perkins. Tom showed how both the clubhouse and the course have pro-
gressed over the years since the city took ownership of the course. The course is in great
shape and getting greener every day. Tom talked about the number of tournaments, leagues
and lessons that the course offers, but stressed there is always room to get a round in at the
course when you have time. The city will be sponsoring a few employee golf outings after
work this summer. These are fun events that will test our golf skills and offer a little stress re-
lief after work. Watch for more information on these events in the very near future. Please
check out the course when you have time for nine holes of golf. Feel free to call the course at
454-9822 if you have questions, comments or want to make a tee time.

extremely unladylike behaviors. After her implied consent was finished she was put into a squad
and given a ride to jail to sleep off whatever was in her system. Cleared by arrest; formal
charges pending.
Intoxicated Youth Saturday 0118 hours
While on patrol, Officer Todd Rosse noticed a young man walking along the edge of the woods
on the side of a busy road. He stopped to check on the young man to ensure his safety. He
was glad he did — the juvenile was a .242 after leaving a party. He was given a ride home and a
citation for minor consumption and released to his mother.
Road Race/AOA Sunday 0059 hours
An Eagan PD officer sent an alert that he was attempting to stop several vehicle preparing t
race along one of our borders. Sergeant Convery happened to be on patrol nearby and heade
there; as he approached, he spotted two vehicles speed off from the stop location and away
from the Eagan officer who already had several other cars already stopped. Upon verifying th
vehicle had indeed left the scene, Officer Convery headed after them, and with the help of
pedestrian, was able to follow and find the both vehicles in the driveway of a residence. One
vehicle had been abandoned, but the driver and passenger of the other vehicle were both still
present. The Eagan officer arrived and took custody of the two young men and the vehicle was
impounded. The next day, Minneapolis PD advised one of the vehicles had just been reported
stolen and our information was relayed back to them.
Domestic Sunday 1557 hours
Officer John Larrive and Sergeant Brian Convery responded to a call from a daughter about her
mother and roommate having an argument. The roommate reportedly threatened to put a bullet
in her mother's head. Upon arrival, they spoke with the daughter and mother and got their story,
and then separately interviewed the suspect. It was soon learned the living situation had
become bad between the mother and roommate and alcohol had been involved in the night's
incident. The roommate was arrested for his behavior, taken to jail and ultimately cited for 5`h
Degree Domestic Assault. Case closed.
Runaway/Unlicensed Driver Tuesday 0950 hours
Officer Larrive ran a vehicle check on a vehicle while on patrol and found there was an
alert/attempt to locate out of a neighboring city as a possible missing person. The driver was
identified but was only operating on a learner's permit. He contacted the city originating the ATL
and learned it was no longer active. She was issued a citation and given a ride to McDonald's to
await a ride. Officer cleared.
DWI Wednesday 0215 hours
Officer Chad Willson was on patrol near a local bar when he spotted a vehicle drive away
without it's headlights on. He followed it a short distance but the driver didn't turn them on as
they got into a much darker area. He followed it into the nearby residential driveway; upon
approach, the driver insisted he had the headlights on — even though he plainly still did not. As
the man spoke with Officer Willson, he gave off an odor indicating he did not just have water all
night, but the driver was sure he was legal. The driver tested poorly and ultimately blew a PBT
of .14. He did consent to further testing and gave a blood sample via HealthEast paramedics.
Charges pending test results.
Bad Behavior Tuesday — Thursday
Records staff issued Solicitor ID badges to a large group selling magazines after checking their
records. Our new process requires a $30 fee per solicitor for an ID card, worn around the neck,
enabling door-to-door sales for one week as noted by City ordinance. However, officers and
staff received numerous complaints over a 24 hour period about their poor sales tactics and
behavior. One was ultimately taken to jail and four others had their badges revoked; last night,
West St Paul PD arrested a few more in their jurisdiction. Have a,grw WOO& —Mise & X&u

The Parks Crew hauled dirt out to Friendly Hills Park and Rogers Lake Park to fill in ruts.
A large elm tree was cleaned up that fell in Ivy Hills Park by the pond. The general
skating rink at Ivy Hills Park was leveled and seeded. The broom on #506 was changed.
The mulching kit was taken off the Xmark mower.
The Streets Crew picked up a new crosswalk sign from Anderson Sign. Two crosswalk
signs were installed on Mendota Heights Road by the St. Thomas fields. They finished up
mailbox repair. They also finished up sod repair from the winter snowplowing season.
New mud guard brackets were installed on truck #312.
Engineering
2010 Street Project - Bids were opened on Wednesday. Eleven contractors submitted
bids for the project. GMH asphalt is being recommended to Council for the project with a
bid of $1,020,308.11.
Water Tower Rehabilitation Project - The contractor has been hard at work on the water
tower performing structural modifications. The new railing on top of the tower is
complete.
Highway 55/Mendota Heights Road Intersection Improvements - Two of the three
roadway easements have been secured for the project. Staff continues to work with the
third property owner on securing an agreement. Construction is scheduled for July 2010.
Mendota Heights Road Roundabout - Bolton & Menk was awarded the contract for
construction oversight on the project. Staff met with the consultant to exchange
information to begin planning for the upcoming project. The project is expected to start in
mid June and last approximately four weeks. Mendota Heights Road will be closed during
this time.
Engineering Intern - Staff has interviewed candidates for the intern position. 18
applications were received and five candidates were interviewed. Staff is recommending
Brian Heimerl for the position.
Lilydale Storm Project - The LMRWMO continues to sponsor a storm water study within
the city of Lilydale. Mendota Heights is a stakeholder in this project as some water that is
causing drainage issues originates from our city.

Staff met with one potential planning applicant on Monday, April 12, 2010. Steve Grittman, and Jake
Sedlacek were present.
Dave Perrins, re. 2156 Dodd Road (Fischerville building)
Dave, Suzanne and Melissa Perkins attended the meeting to find out more about the requirements for
bringing a restaurant with full liquor service to 2156 Dodd Road. The Perkins' have done their
homework; prepared with a list of questions regarding code requirements. After speaking with Jake and
Steve, they met briefly with Kathy Swanson to discuss the liquor license application process. No
planning application is anticipated at this time.
Pope Associates, Inc. re St. Thomas Academy
Robley Evans, Director of Business Affiars at St. Thomas Academy attended the planning meeting with
Jeff Gears and Randy Peek of Pope Associates Inc, to discuss preliminary plans for a new activity
center. Mr. Gears outlined plans for the activity center, and the updated master plan for St Thomas. The
proposed Activity Center is located between the school and the stadium, serving as a multi -functional
space for school and after-school events. Staff did not see any concerns from a planning perspective,
and reviewed the conditional use permit process which would be necessary for the project.
Mi. Evans shared that the current plans are a work in progress, and stated that any improvements are to
better serve the current student population, not to increase the number of students attending. While
planning action on the proposed activity center is still a ways off, St. Thomas does expect to be
requesting another one year extension to the conditional use permit for the "bubble" later this year.
.598 Sibley
A prospective buyer for the single family home at 598 Sibley attended the planning meeting to discuss
options for a new fence and garage on the property. Staff reviewed the planning application process,
and the criteria for conditional use permits, critical area permits and variances. No planning application
is anticipated at this time.
Comprehensive Plan
The City of Mendota Heights Comprehensive plan was submitted to and reviewed by the Metropolitan
Council earlier this year. The Met Council identified a handful of issues requiring further detail. Jake
and Steve discussed the additional requirements, many of which Steve's office will research and draft
new text for. City staff will be updating a section on wastewater management, and anticipate re-
submittal of the comprehensive plan by Friday, April 23.

Rosemount Foreclosure Counseling Event
CDA staff hosted another foreclosure event on Thursday, April 8 from 3:30 — 6:30 p.m. at the
Robert Trail Library in Rosemount. More than 20 households from cities throughout Dakota
County attended the free Walk-in Foreclosure Counseling for Homeowners, making the
Rosemount foreclosure event the second highest attended since the CDA began hosting the
events in 2008.
Homeownership Specialists met one-on-one with homeowners to answer questions and give
advice. The event also provided information on what happens during the foreclosure process,
homeowners' rights, and solutions for long-term housing needs.
CDA staff plan to hold more foreclosure counseling events in the future. For more information,
please call the foreclosure intake line at 651-675-4555.
Updates to Making Home Affordable
On March 26, 2010 the Obama Administration announced changes to the Home Affordable
Modification Program (HAMP) that are designed to help struggling homeowners who have been
affected by the economic crisis. The changes will include temporary mortgage assistance to
some unemployed borrowers; encouraging mortgage servicers to write-down principal as part
of the modifications; and allowing more borrowers to qualify for a modification through HAMP.
Adjustments are also being made to Federal Housing Administration (FHA) programs to help
more underwater borrowers who are current on their mortgage loans. The changes will allow
more opportunities for qualifying mortgages to be restructured and refinanced into FHA loans.
All of the program changes will require certain qualifications for eligibility, and are not designed
to help every homeowner or stop every foreclosure.
The full scope of the program enhancements is not expected to be implemented until fall of
