An automatic external defibrlllator (AED) can mean the dif�erence between life and death. An AED is a hand-held portable unit which sends — potentially life-saving electronic shocks to the heart ����� � of the victim. Over the past 12 months, automatic external defibrillators have saved at least four lives in the Mendota Heights community However, the AEDs which are currently being carried by Mendota Heights' first responders — the police AEDs are not the latest technology The City is seeking monetary donations to help fund replacement automatic external defibrillators, which would be carried in police squad cars. As the Mayor of Mendota Heights I am thankful for the dedication of the City Council, the staf�, Public Works, the Mendota Heights Police and Fire Departments, and for you the residents and business owners. We share a terrific city This fall, the City Council addressed two big items: the annual City budget and properry taY levj, and the new contract with St. Paul Regional Warer System. The properry tax levy funds the Ciry's basic operations and services, and provides for equipment purchases and debt service. 1he levy is proposed to go up 5.95% for Fiscal Year 2016. 1he average value home will see an increase of 5.36% for the Ciry's portion of property taYes. 1he City has again retained its AAA bond rating from Standard and Poors which helps to keep our bond interest borrowing rates low. A new contract will be entered into with the St. Paul Regional Water System(SPRWS) on December 27. SPRWS will continue to provide water; but Mendota Heights will no longer own the pipes and water tower. Under the new contract the ownership of the distribution network will be transferred to SPRWS. This means that the responsibility for repairs and replacement, including the future painting of the water tower, wlll now be that of SPRWS. The adopted contract allows Mendota Heights, at any time it chooses, to repurchase the system for the depreciated cost of new repairs. We have the right of first refusal to buy it back should SPRWS ever choose to sell the sysrem. A copy of the contract is available on the Ciry's website for review. '� Mendota Heights is working with Dakota County on a plan for ,i ��' either a pedestrian/bicycle overpass or underpass tunnel to cross .' • Highway 110 between the Mendota Plaza and the Village at � Mendota Heights. This is a safety and community connection �� feature the residents have wanted for years. The primary source , of funding is from a Metropolitan Council grant, with additional y� money to come from Dakota County. State money is also being s�r.,� � ;,�, sought Construction is anticipated to begin later in 2017. .V �'' � 1he Minnesota Vikings football team has discovered the advantages of our part of the metro area, access ta the airport - and highways. Their 200-acre site is across I-494 in Eagan, and ���' �� is proposed to be developed with a mix of uses, including their corporate office complex with training facllities, general and !� medical of�ices, hospitality, retail, and multi-family residential. �a~,.Jt�M4�� :�i�`� { '� � ��'.� • • � In addition to practice fields, the faciliry is slated to have an outdoor football stadium, which is intended to host high school football games on an invitational basis. Our Henry Sibley High School and St Thomas Academy should both benefit from their proximity to the new home of the Vikings. In October, City staff and I met with the Vikings' management team to welcome them and learn about the proposal. We spoke about the importance of minimizing additional vehicle traf�ic north of the Dodd Road/I-494 interchange, and that Mendota Heights will not support an I-494/Delaware Avenue interchange. I feel the Vikings development will be a net gain for the city, particularly for our industrial park and future business development. It will add excitement and fun to our area. The Ciry has begun its own planning analysis of our 400 acre Industrial Zoning District, bounded by TH 55 and 13, and I-494. The study is funded by a grant from the Dakota Counry CDA and matched by the Ciry. Our planning staff and consulting planner are leading the process. 1he City Council and the Planning Commission held a joint session where we learned from the study Mendota Heights has a very healthy industrial park with relatively low vacancy rates, steady ownership and leasing. This was good news and a base of information as we plan for the continued long term viability of the district The maps used in the study are available on the City's website. It is time for the rinks to be open, the trees lit at the Village and the Plaza, and our City's renowned Public Works crews will take to their plows. Consider the Par 3 for your winter activiry. 1he Club house can be rented for gatherings and there are snowshoes and Fat Tire bikes for rent. City Seeks to Fill Commission Vacancies The Ciry is accepting applications to fill a vacancy on the Planning Commission starting in February 2016. 'The Planning Commission meets once a month to review requests such as wedand permits, conditional use permits and development plans for residential and commercial properties. Meetings are held on the fourth Tuesday of every month beginning ar 7:00 pm. Applications are also being sought to fill an unexpired term on the Parks and Recreation Commission starting in February 2016. The Parks and Recreation Commission advises the City Council on matters pertaining to parks and recreation programs. Meetings are held on the second Tuesday of every month beginning at 6:30 pm. There is also an opening for a student representative to serve on the Parks and Recreation Commission in an advisory capacity. A student representative must be a Mendota Heights resident attending one of the three high schools located in the city, preferably a sophomore or junior. The student representative will serve as a communication link for ideas, observauon, concerns, satisfactions and questions to the commission. lhis one year term begins February 2016. RECYCLING OPPORTUNITIES FOR RESIDENTS ���� � 1 �� � � � YC��I'R� �.L� In cooperation with ProAct, Inc. and the Recycling Association of Minnesota, the Mendota Heights Ciry Hall will again be a "Recycle Your Holidays" collection site. You can bring unwanted strings of holiday lights along with any electrical cords or phone cords to the designated drop-off box for free recycling from November 15, 2015 through February 5, 2016. Last year, we collected approximately 475 pounds of materials. Contact Ciry Hall at 651.452.1850 with any questions. The Recycling Zone is a recycling destination for your stuff that doesn't belong in the trash. Avoid the use of candles in the bedroom and other areas where people may fall asleep. ■ Keep candles at least 12 inches away from anything that can burn. If you do burn candles, make sure that you: ■ Use candle holders that are sturdy and wodt tip over easily. ■ Put candle holders on a sturdy, uncluttered surface. ■ Light candles carefully. Keep your hair and any loose clothing away from the flame. ■ Dodt burn a candle all the way down — put it out before it gets too close to the holder ar container. ■ Never use a candle if oxygen is used in the home. ■ Have flashlights and battery-powered lighting ready to use during a power outage. It is dif�icult to think about winter after the beautiful summer and fall we've had, but it is time to start preparing for the winter season and the coming snow plows. That means it is time to prepare your properry to protect your yard and to help out the plow crews. There are a number of very simple things you can do to help the Ciry with the snow removal process. Did you know the first 12-13 feet of yard behind your curb is Ciry owned right-of-way? This right-of-way exists to house underground utilities as well as for winter snow storage. After a big snowfall, the Ciry pushes the snow berm back from the curb to make storage room for the next big snowfall. While the City does repair damage to the grass in the right-of-way it is not obligated to repair anything damaged beyond the grass, such as ornaments or additional landscaping. We ask that residents remove ornaments from the right-of-way, or that they place a 4-foot high reflective flag (fire hydrant marker) at the object so our plow drivers know it is there. Reflective flags can be obtained at most home improvement stores. If Ciry equipment is damaged by an object placed in the right-of-way (landscape boulder, etc.), the properry owner may be held liable for the cost of repairing or replacing the equipment. Although we try our best to avoid them, mailboxes may be damaged by snowplow activiry. Per Ciry policy, the Ciry will repair or replace a mailbox if a Ciry snowplow strikes the mailbox. The City is not obligated to repair or replace mailboxes damaged by the weight of the snow or mailboxes that were installed improperly. If the plow hits a properly installed mailbox, the City will repair or replace it up to a $50 value for the post and $50 for the mailbox itself. r 1 �'/ �����n �� � / .............................................................................. Proper Sump Pump Installation Did you know that it is illegal for your basement sump pump to discharge into your sanitary sewer (floor and/or sink drain, wash tub, etc.)? Due to unprecedented rains during the summer of 2014, the Ciry of Mendota Heights' sewer flow increased by over 13%. lhis caused sewer rates to go up for the following year. Re-routing your sump pump to discharge water outside your home, instead of into a sanitary sewer drain line, can help reduce sanitary sewer flows and help keep your sewer bills low. Sump pump discharge into the sanitary sewer is also considered a violation of state and local building code, and properry owners can be fined for these illegal connections. Beginning in 2016, the Ciry will be asking property owners to disconnect their sump pumps from the sanitary sewer. The City may be contacting properry owners individually to facllitate these cLisconnections where necessary. More information will be available after January, but it is the Ciry's goal to have as many sump pumps disconnected from the sanitary sewer system as possible in 2016. MENDOTA HEIGHTS Warming House and Rink Information The City of Mendota Heights has three outdoor hockey and four pleasure rinks that are open - weather permitting - from December 15 until early March. A rink attendant will be on dury during the regular warming house hours listed below. The outdoor rinks and warming houses will be CLOSED and outdoor programs will be canceled when the air temperature is below zero. Please keep chIldren home on these days. Tuesday December 29 Snow-Tubing Wild Mountain Winter Recreation Area - $25 We will depart Mendota Heights Ciry Hall at 9:30 am and head to the Wild Mountain Winter Recreation Area in Taylors Falls, MN. We will spend the afternoon racing down the tubing tracks, while you rel� as you're pulled to the top of the mountain by their magic carpet (moving walkway). If you get cold we can warmup in the chalet or next to the big bon-fire. This trip is sure to be a blast of winter fun. Please bring your own bag lunch or money to purchase concessions. We will retum to the Mendota Heights City Hall at 3:00 pm. This trip is for youth ages 7 and up. 6,� � ,.,. — Wednesday December 30 Grand Slam Sports & Movie - $30 We will be meeting at the Mendota Heights City Hall and head towards Grand Slam Sports in Burnsville, MN at 9:30 am. Once at Grand Slam Sports you can choose from laser tag, Crazy Bumper Cars, barting cages, mini golf and each kid will receive six arcade tokens. We will have lunch at Grand Slam Sports. After our delicious lunch we will head to the movie theatre to relax and view one of the new hilarious movies on the big screen. We will return to Mendota Heights City Hall at 3:00 pm.
