Ten soccer fields were laid out and striped for the fall season. The hockey boards were painted at the Marie hockey rink. They started taking down the boards at the Wentworth ice rink. Repair work was done on Toro 5910. The Utilities Crew checked thelift stations daily. The sanitary sewer line was cleaned on Pilot Knob Road. The jet truck had a wiring short and the mechanic repaired the short. Two new manhole covers were installed on Simard Street. The door was repaired at the Culligan lift station. Fire hydrant painting continues. New mulch was put down at the Culligan lift station. The Streets Crew came in over the weekend to remove a tree that was blocking Marie Avenue by Marie Park. The tree was pushed out of the street and on Monday it was cut up and hauled to a local contractor. A brush pile was picked up that was left on Northland Drive. Two small, downedtrees were picked up at Orchard Avenue and Lexington Avenue. Blacktopping is being done in Curley’s Addition. Engineering City Projects (construction year)New Information in Italics Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015)–The first portion of the project has the street completed through base course installation. Paved access to Mendota Elementary is open from Lexington Avenue. Trail construction and landscaping on the first portion are nearly complete. Pavement removal on the second phase has begun and storm sewer staking is underway.Once the second portion is complete, the surface layer of asphalt will be placed over the entire roadway. Substantial completion is expected by late September with an Assessment Hearing in early October. Annual Sanitary Sewer Rehabilitation (2015)–Areas to be lined under this contract is Huber Drive from Bent Tree to Cheyenne, Mendota Heights Road from Pilot Knob Road to the lift station, and Rogers Lake Park area. The first 2000 feet of the interceptor line, from Highway 55 to Lexington, will also be lined. Project completion is expected by the end of November. Mendota Road Neighborhood Improvements (2016)–Project will consist of reconstructing Mendota Road (Hwy 110 Frontage Road) from Delaware Avenue to Oak Street, and rehabilitating Warrior Drive, High Ridge Circle, and Sibley Court. ISD197 will be a financial contributor to the project. Staff has compiled results fromsurveys sent to property owners along the reconstruction portion of the project (Mendota Road). Results of the survey will be presented as part of the Feasibility Report, which is expected to be complete later in August.If the project advances, a neighborhood meeting and a Public Hearing before City Council would be held this fall (October/November). County Projects New Information in Italics Highway 110 Greenway Trail Crossing (2017)–Wetland delineation will take place beginning on August 7th.An update will be presented to City Council th at their September 15meeting. If approved, the project would be constructed with MnDOT’s rehabilitation project for Highway 110 in 2017. The City of Lilydale sponsored drainage improvement project is also underway. A temporary signal has been installed to control single lane traffic through the project area between I-35E and Lexington. Work in this area includes the installation of concrete curb and gutter in some locations along the route. Traffic is detoured down 1-35E to Highway 110 and backto Highway 13. The public is being asked to utilize the detours as much as possible to help ensure the safety of construction workers. Highway 149 (Dodd Road) Rehabilitation (2018)–There will be a series of open houses hosted by MnDOT beginning on August 24, 2015. This first open house will be held at Bad Weather Brewery, 414 West SeventhStreet in St. Paul, from 5:00pm-7:00pm.Additional dates and times will be announced later this summer. All members of the public are welcome to attend.This project has slipped one year in MnDOT’s program and is now scheduled for construction in 2018. The project will replace the pavement th surface of Highway 149 from I-494 north to West 7Street in Saint Paul. Also included will be drainage improvement, curb replacement in specified areas, trail rehabilitation from Highway 110 south to Mendakota Park, and new trail construction from Maple Street north to Marie Avenue. The project also included a complete re-decking of the High Bridge in Saint Paul. The City will be contributing costs to the trail improvements, but the rest of the project is funded by MnDOT. Other ActivitiesNew Information in Italics City-Wide Tree Survey–The City is continuing to inventory all City owned trees in boulevards and in developed portions of City Parks. The inventory is about 90% complete. When complete, the City will have a clearer picture of how many ash trees are on City property and their locations. The survey is in response to the confirmation that the Emerald Ash Borer has arrived in Mendota Heights. Once the tree survey is complete, the City will be developing a policy on how to deal with City owned ash trees. Emerald Ash Borer (EAB) Forum–Staff participated in a teleconference on the EAB hosted by the Minnesota Department of Agriculture(MDA). The forum provided updates on infestation spread and policy recommendations from MDA. The EAB was discovered in Mendota Heights earlier this year. Minnesota2050–The MN2050 sponsored documentary, State of Repair: th Roads & Bridges will air again on Tuesday, August 25at 2:30am, 8:30am, 2:30pm, and 10:30pm. The three-part documentary series, State of Repair, was produced to show the condition of Minnesota’s aging infrastructure, and all three documentaries have been nominated for Emmy Awards! A 6, 2015 UGUST The latest from the Mendota Heights Police Department - - Road Closed Damage to Property Wednesday 20:04 hours Officer Robin Nelson and Sergeant Bobby Lambert responded to a bike trail on a vandalism call. Upon arrival, they located the juvenile suspect who was spray painted the inside of a tunnel. Visibly seen, was a large red spray painted smiley face. The juvenile male was extremely nervous and shaky when he was belong to him. The juvenile male was transported back to his home address and was issued a citation for 4th Degree Damage to Property. Theft of Gas Friday 13:49 hours Officer Phil McCarty responded to a local gas station on a theft of gas report. Upon arrival, he was met by scruffy face driving an older maroon small Dodge pickup truck, pumped $20.25 worth of fuel and drove away. The employee was able to capture the license plate which did come back on file and matched the suspect description. A letter was sent to the registered owner. Case pending. Theft of Gas Friday 18:42 hours Officer Robin Nelson responded to a local gas station on a theft of gas report. Upon arrival, she was met by white t-shirt, black shorts with red stripe, driving an Buick or Lincoln, gray in color, pumped $48.63 worth of fuel and drove away. The employee was able to capture the license plate. A letter was sent to the registered owner. Case pending. Suspicious Circumstances Friday 21:13 hours Sergeant Bobby Lambert responded to an area of Mendota Heights where there had been several callers reporting a woman driving around the same areas on a scooter for quite some time. Sergeant Lambert located the woman on the scooter who stated she was having a hard time figuring out where she was going with the sun setting. She mentioned she en route from IGH and was trying to visit her cousins house that was located advised Lambert she was out campaigning for presidency. IGH PD was contacted and are familiar with the woman and stated her behavior is common for her. Her scooter was held for her overnight as the battery was dying and she was transported back to her home in IGH. Burglary Saturday 03:04 hours Officer Jeff Vonfeldt responded to a home on a residential alarm. Upon arrival, VonFeldt found the garage service door had been forced open with some sort of tool. Eagan responded with their K-9 to check the area but after 30 minutes of searching with no luck, the K-9 was cleared. VonFeldt met with the homeowner who was home at the time and stated he did not think much of it at the time but did check the door from inside of the home. The garage service door had a pile of wood behind the door making it impossible for the door to open any more than the 8 inches it had. Case under investigation. Theft from Vehicle Saturday 08:00 hours Officer Phil McCarty was dispatched to a home on a theft from vehicle report. Upon arrival, he was met by the vehicle owner who stated that sometime throughout the night, his vehicle was rummaged through. He mentioned that he usually parks his vehicles in the garage but he had left his boat out in front of the garage so left them out (unlocked). He remembers hearing his neighbors dogs bark at approximately 0400 hours. A brief case as well as a cell phone charger were stolen. Vehicle Theft Saturday 11:38 hours Officer Pat McCarty responded to a residence on a stolen vehicle report. McCarty met with the vehicle owner who stated that sometime after midnight, a vehicle registered to her boyfriend was stolen. The woman said no one had permission to take the vehicle. The vehicle was entered into NCIC as stolen. Burglary Sunday 10:24 hours Officer Phil McCarty responded to a residence on a past action burglary report. McCarty met with the homeowner who stated that he left for vacation on 7/22 and when he returned on 8/5, his vehicle had been rummaged through and tools valued at approximately $1,000 were missing from his garage. Theft of Gas Sunday 14:29 hours Officer Robin Nelson responded to a local gas station on a theft of gas report. Upon arrival, she was met by between the ages of 20 and 30, driving a silver GMC Yukon with chrome tires, pumped $67.31 worth of fuel and drove away. The employee was able to capture the license plate and video surveillance was downloaded. A letter was sent to the registered owner. Case pending. Mental Health Sunday 16:13 hours Officer Robin Nelson along with Officer Phil McCarty responded to a residence on an individual who was making suicidal comments. Officers arrived and were met by the RP who stated that the male was under the influence and had just left on foot. Officers located the male down the street and he was extremely agitated and said he was trying to walk to his girlfriends house in Lake Elmo. He said his parents misinterpreted his comments. Officers spoke with his parents about his behavior that day and lately, and it was determined that a medical hold was best. He was transported to the hospital. Property Damage Accident Monday 11:34 hours Officer Phil McCarty met with a vehicle owner who stated that while he was driving down the road, a tree fell on his car. The tree appeared to be in the city right of way and he stated there were no injuries and the vehicle was able to drive away from the scene with substantial damage to the front end and windshield. Theft of Gas Monday 13:16 hours Officer Jennifer Fordham responded to a local gas station on a theft of gas report. Upon arrival, she was met by store employee who stated that a tall, heavy set black female wearing a scarf over her head and between the ages of 30 and 40, driving a white Ford Explorer, pumped $34.99 worth of fuel and drove away. The employee was able to capture the license plate number. A letter was sent to the registered owner. Case pending. Damage to Property Wednesday 10:19 hours Officer Todd Rosse responded to the PD lobby on a damage to property report. Contractor states that over the weekend, suspects forced entry into the work trailer that was parked on the driveway of the residence they were working on. Nothing was taken from the trailer as it was emptied due to a previous trailer theft that had occurred a few weeks prior.
