The Pipeline N E W S L E T T E R Public Works June 5, 2015 Engineering Public Works The Parks Crew cut grass, dragged, striped, and chalked fields in the parks. They prepped Mendakota Park for the parks celebration. Benches were repaired in the parks. Weeds were sprayed where needed. Mulch was put down around trees. A swing was repaired at Hagstrom-King Park. The irrigation system was repaired and turned on at Kensington Park. The Utilities Crew checked the lift stations daily. Sanitary sewer lines were cleaned on Pilot Knob Road, Northland Drive and Executive Drive. The rights of way on Hiawatha Avenue were sprayed for weeds. Main line on Hiawatha was checked due to a sewer backup and was found to be clean. Fire hydrant painting continues. The Streets Crew cut weeds on the city owned lots in The Village and along the road sides. They weed whipped around obstacles where needed. New bathroom signs were installed at Mendakota Park. The storm grate that was repaired on Warrior Drive was backfilled. The storm pond and grate was cleaned on Cherry Hill Road. A mattress was picked up in Augusta Shores. Five cases of light bulbs were picked up in the Lemay Lake area. Engineering City Projects (construction year) New Information in Italics Highway 13 Trail Connection (2013-2015) The trail is now paved. Topsoil backfilling and final landscaping remain. Project should be completed within the next two weeks. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015) A preconstruction meeting was held on Wednesday at City Hall. Construction signs are up and construction is expected to begin next week. Substantial completion between Lexington Avenue and Walsh Lane is . Annual Sanitary Sewer Rehabilitation (2015) Areas to be lined under this contract are Huber Drive from Bent Tree to Cheyenne, Mendota Heights Road from Pilot Knob to the lift station and from Highway 55 to Lexington, and Rogers Lake Park area. Lining sanitary sewer lines helps keep our flow contribution to the Met Council treatment plants as low as possible by preventing inflow and infiltration from getting into our sanitary sewer th system. Project Completion is expected by November 30. Mendota Road Neighborhood Improvements (2016) Project will consist of reconstructing Mendota Road (Hwy 110 Frontage Road) from Delaware Avenue to Oak Street, and rehabilitating Warrior Drive, High Ridge Circle, and Sibley Court. Staff is setting up meetings with ISD197 to discuss assessment amounts to be charged to the District. As part of the Feasibility Report, affected residents and property owners in the reconstruction area will be asked to complete a survey concerning elements to include in the design of the project. The Feasibility Report is expected to be complete by August. If the project advances, neighborhood meetings and a Public Hearing before City Council would be held this fall. County Projects New Information in Italics Highway 110 Greenway Trail Crossing (2017) The consultant will begin surveying the site and completing the wetland delineation in the coming weeks. rehabilitation project for Highway 110 in 2017. The County will provide regular updates at upcoming City Council meetings. River to River Greenway (2014/2015) Charlton Avenue in West Saint Paul remains closed for the installation of the trail underpass tunnel. Access to residents and businesses between I-35E and Lexington will be maintained, but between Lexington nd and 2 Street, the Highway is closed to all through traffic. Substantial nd completion is expected by August 22. Traffic is detoured down 1-35E to Highway 110 and back to Highway 13. Other Activities New Information in Italics Highway 13 Drainage Improvements - Lilydale (2015) Staff met with City of Lilydale on Tuesday to discuss the cost breakout for their storm drainage project that is being built in conjunction with the Highway 13 project (see above). This project is designed to route a significant portion of storm drainage down the bluff through a pipe and drop shaft combination. The purpose is to reduce or eliminate the chance for further erosion along the bluff in Lilydale. Because a portion of the runoff comes from Mendota Heights, the City will be providing a small contribution towards the construction cost. Dakota County Engineer Meeting Staff met with the Dakota County Engineer on Thursday to discuss a wide variety of topics ranging from capital improvements to cooperative agreements. The purpose of this semi- annual meeting is to improve efficiency on transportation and infrastructure issues that are in common between the City and County. A resident stated that he was given a poor credit score when applying for a loan due to the fact that he had an outstanding bill of $1800. The bill was for a Verizon account which was opened in Miami, Florida. There are no suspects or witnesses. Officer Rosse advised the resident on contacting the Social Security Administration. Gas Drive-Off Friday 20:56 hours Officer Steve Hilyar was dispatched to a gas station on report that four males had just dispensed $10.86 worth of gas into their vehicle and drove off when they saw the clerk writing down the vehicleÓs license plate. The clerk reported to Officer Hilyar that one of the letters on the license plate was a ÐPÑ which had been altered with a marker to make it look like the letter ÐRÑ. The registered owner of the vehicle was contacted and this case remains under investigation. Traffic Stop Sunday 14:22 hours Officer Steve Hilyar was on patrol when a random license plate check revealed the registered owner of one vehicle had a suspended driverÓs license. Officer Hilyar saw the driver of the vehicle matched the identity of the registered owner of the vehicle. A traffic stop was made and the driver was cited for Driving After Suspension and for No Insurance. The vehicle was towed from the scene and the driver was provided a ride home. Mental Health Sunday 19:49 hours Sgt. Tanner Spicer along with assistance by Officers Steve Hilyar and Nick Gorgos responded to a welfare check for a woman who witnesses said was behaving erratically and seemed very confused. Witnesses stated the woman knocked on their front door asking them to help her as she was being followed by someone possibly associated with the mafia and that they were trying to kill her. Officers responded and called an ambulance. The woman was taken to the hospital on a 72 hour health and welfare hold. Fraud Monday 13:19 hours Officer Todd Rosse took a report from a individual regarding a fraud report. The individual told Officer Rosse that he discovered fraudulent charges on his Visa credit card. There are no suspects. The victim has cancelled his credit card. Theft from Vehicle Tuesday 07:45 hours Officer Bobby Lambert responded to the police lobby to take a theft report from a resident. Resident stated that his vehicle was parked outside his residence with unlocked doors and items were stolen from his vehicle during the overnight hours. There are no suspects or witnesses. Case remains under investigation.
