2014-11-21 Friday News - - - - - - The Pipeline N E W S L E T T E R Public Works Engineering November 21, 2014 Code Enforcement Public Works The Parks Crew plowed snow and flooded the ice rinks. Hydrant repairs were done at Ivy Hill Park. Trash was picked up in the parks. The Utilities Crew plowed the pedways and lift stations. Pump 1 at the Northland lift station was cleaned of rags stuck inside the pump. The Streets Crew plowed snow and salted the streets. Signs were replaced where needed. Equipment repairs were done on the trucks. Engineering City Projects (construction year) Highway 13 Trail Connection (2014) Saint Paul Regional Water Service has completed lowering a water main and the trail construction is underway. The new trail segment will connect The Summit to Lilydale Road along Highway 13. Early winter may delay completion of the project in 2014. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015) The first phase of construction is complete. A neighborhood meeting was held Wednesday night with residents who live along the second phase of the Victoria Project (Marie to Lexington). A public listening session th was held at the November 18 City Council meeting. Staff will begin designing the project for 2015 construction. Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014) This project is complete. Touch-up landscaping will take place in the spring. Kensington Neighborhood Rehabilitation (2015) City Council authorized staff to produce a Feasibility Report for the project. This Feasibility Report th meeting. City Council decided in a th workshop on November 10 that construction of this project will be put off until 2019. The project is being developed at the request of Kensington Homeowners Associations. Storm Drainage System Repairs (2014) Both storm damage repair projects are complete. Staff is seeking partial reimbursement through State emergency funds. County Projects Highway 110 Trail Underpass (2017) The project will construct an underpass (tunnel) under Highway 110 for the future construction of the Mendota-Lebanon Hills Greenway Trail. Dakota County is planning on presenting the project to City Council in February. State Projects Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 Eagan) This project is substantially complete. Modifications are underway at the exit/entrance ramps from Dodd Road to I-494. Construction is expected to be complete by the end of November. Contact the City of Eagan for more information. Other Activities Lower Mississippi River Watershed Management Organization (LMRWMO) Staff attended the monthly meeting of the LMRWMO Board of Managers on Wednesday. An update on the Cherokee Heights Drainage Improvements project was provided and a summary of the Citizen Assisted Monitoring Program (CAMP) utilized by member cities for assessing and tracking water quality in area lakes. Mendota Heights utilizes the CAMP program for Rogers and LeMay Lakes. Metropolitan Council Environmental Services (MCES) 2015 Sanitary Sewer Rate and Surcharge Staff has been working with representatives from MCES for the past several weeks on resolving issues surrounding the proposed rates for sanitary sewer service for 2015. The proposed rate increase for 2015 is 12%, and there is a proposed surcharge over and above the rate increase due to the City exceeding our allowed daily discharge amount on June 19, 2014 (the day of the big rain storm). The City is negotiating to reduce or eliminate the surcharge. Once resolved, we can begin to negotiate the rate increase. Upon arrival, they found the caregiver had indeed been punched by the special needs resident who was refusing to take his medication and was refusing care. It was agreed that he would be transported on a hold for further caregiving. Impound Thursday 1233 hours Officers were notified of a vehicle that had been plowed around and was stills sitting in the street two days later. The car was checked for a 24-hour Parking violation and was impounded the next day. DWI Friday 23:57 hours Officers Nelson and Spicer observed a vehicle driving on the highway that had crossed over the center line and fog line multiple times. Officer Spicer initiated a stop and spoke with the driver who was driving home from a fundraising event. When asked if she had been drinking she admitted to drinking one glass of wine early in the evening. Officer Nelson performed field sobriety tests which she failed. A preliminary breath test resulted in a .095. The driver was transported to Mendota Height Police Department and issued a citation for 4th Degree Driving While Intoxicated. She was booked and released at the Dakota County Jail. Property Damage Accident Saturday 10:47 hours Officer Lambert responded to a two car property damage accident. The first driver was stopped at a stop sign when another vehicle accidentally rear ended the stopped car. The vehicle also struck a stop sign. The Mendota Heights Public Works Department was notified and the driver who damaged the stop sign was sent an invoice for the damage to city owned property. CSC Monday 09:52 hours Officers Larrive, Petersen, and Investigator Willson took a Criminal Sexual Conduct report at a hotel in Mendota Heights. The victim told dispatch that she had been held at the hotel against her will for several days and had been sexually assaulted. When officers arrived the victim was not there, but when contacted, she stated she was with a friend. Officers were unable to make contact with the victim. No one was in the hotel room. The suspect was the registered guest of the hotel. This case is under investigation; charges pending Attempted Burglary Tuesday 15:35 hours Officers Nelson, Fleming, and Gorgos responded to a residential attempted burglary report. The resident stated that she left for work in the morning and when she returned to her residence there was a large hole in her front door that had not been there when she left in the morning. The homeÓs exterior and interior were checked and the resident stated nothing appeared to be missing. Officers spoke with neighbors who reported seeing nothing suspicious that day.
