Public Works
The Parks Crew helped plow snow this week. They cleaned and serviced the
lawn mowers. New light bulbs were installed in the shop areas. They
assisted in truck repairs.
The Utilities Crew checked the lift stations daily. Annual lift stations
checkups were completed, including pump inspections, oil changes and
inspections of the electrical panel. Snow was plowed on Monday. There
was an evening power outage on Monday at the Lilydale lift station. The
power was restored at 3:30 am on Tuesday. Attended pesticide applicators
license recertification class.
The Streets Crew plowed and salted the streets on Monday and Tuesday.
The cutting edges were replaced on plow trucks 304 and 312. The scissors
hoist broke on a plow truck. The sander, tail gate, and salt were removed
and the truck was taken in for repairs. A new hoist will be installed on
Monday. A new wing cylinder was replaced on another plow truck. Two no
parking signs on Warrior Drive were reinstalled after being removed. A tree
that had blown down was removed from Bachelor Avenue.
Engineering
City Projects (construction year)
Highway 13 Trail Connection (2014) Saint Paul Regional Water Service has
completed lowering a water main and the trail construction is underway.
The new trail segment will connect The Summit to Lilydale Road along
Highway 13. Project completion is expected by the end of November with
pavement to follow in the spring.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) The first phase of construction is complete. A neighborhood
meeting was held Wednesday night with residents who live along the second
phase of the Victoria Project (Marie to Lexington). A public listening session

will be held at the November 18 City Council meeting.
Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014)
This project is complete. Touch-up landscaping to take place in the spring.
Kensington Neighborhood Rehabilitation (2015) City Council authorized
staff to produce a Feasibility Report for the project. This Feasibility Report

meeting. City Council decided in a

workshop on November 10 that construction of this project will be put off
until 2019. The project is being developed at the request of Kensington
Homeowners Associations.
Storm Drainage System Repairs (2014) Both storm damage repair
projects are complete. Staff is seeking partial reimbursement through State
emergency funds.
County Projects
Highway 110 Trail Underpass (2017) Staff met with the project manager
from Dakota County on Friday morning to discuss kick-off of the design
phase of this project. The project will construct an underpass (tunnel)
under Highway 110 for the future construction of the Mendota-Lebanon Hills
Greenway Trail. Dakota County is planning on presenting the project to City
Council in February.
State Projects
Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 Eagan)
This project is substantially complete. Modifications are underway at the
exit/entrance ramps from Dodd Road to I-494. Construction is expected to
be complete by the end of November. Contact the City of Eagan for more
information.
Other Activities
Future Cities Competition Staff met with Future Cities team members at
urban and suburban agricultural services for city population. Although all
ththth
6, 7, and 8 grade students are completing the program, only three
teams can advance to the State competition, which is held on the University
of Minnesota campus in January. The three teams have been selected, and
they have completed their project essays and project narratives. They are
also finishing their SimCity computer models. Next, the teams will build a
scale model of their City, and develop an oral presentation that will be made
at the State competition.
Lower Mississippi River Watershed Management Organization (LMRWMO)
Staff attended the monthly meeting of the LMRWMO Board of Managers on
Wednesday. An update on the Cherokee Heights Drainage Improvements
project was provided and a summary of the Citizen Assisted Monitoring
Program (CAMP) utilized by member cities for assessing and tracking water
quality in area lakes. Mendota Heights utilizes the CAMP program for
Rogers and LeMay Lakes.
Metropolitan Council Environmental Services (MCES) 2015 Sanitary Sewer
Rate and Surcharge Staff has been working with representatives from
MCES for the past several weeks on resolving issues surrounding the
proposed rates for sanitary sewer service for 2015. The proposed rate
increase for 2015 is 12%, and there is a proposed surcharge over and
above the rate increase due to the City exceeding our allowed daily
discharge amount on June 19, 2014 (the day of the big rain storm). The
City is negotiating to reduce or eliminate the surcharge. Once resolved, we
can begin to negotiate the rate increase. Sanitary Sewer Rates for 2015 will
be set at a City Council meeting in December.
Metropolitan Council Water Supply Planning Staff attended a meeting with
other Dakota County staff on Friday morning to discuss the Metropolitan
er supply. Specifically, to balance
groundwater and surface water sources to find a sustainable solution for
long-term water supply to the area. Other cities in attendance were Eagan,
Lakeville, Apple Valley and South Saint Paul.

Warrant/Missing Person Sunday 13:58 hours
Officers Robin Nelson, Peyton Fleming and Nick Gorgos were dispatched to a group home on a missing
person report. Upon arrival they were met by staff who said the male had just returned home a few minutes
prior. But the wonderful news proved to be short-lived. Officers then discovered two outstanding warrants
out of Ramsey County for him. He was arrested and transported to Ramsey County Jail.
Possession of Marijuana Monday 09:45 hours
While on duty as the SRO, Officer Jennifer Fordham was asked to assist administration after a student was
found to be in possession of marijuana and drug paraphernalia. The student has had several drug related
violations in the past and is failing all of his seven classes. The student was issued a citation, a five-day suspen-
sion as well as recommended attending the local alternative school program to recover credits.
Gas Drive-Off Monday 13:51 hours
Officer Nick Gorgos was dispatched to a local gas station on a theft of gas report. In speaking with the
employee, he stated that the driver of a black passenger style vehicle pumped $20.14 worth of fuel and then
left without paying. The employee was able to get a license plate number and the registered owner did match
that of the description the employee gave. A letter was sent to the registered owner of the vehicle and video
surveillance is pending.
PI Accident Monday 19:24 hours
Officers Todd Rosse and Michael Shepard responded to a two vehicle personal injury accident at Pilot Knob
and Northland Drive involving a car and plow truck with an injury to the hand of one of the drivers. Officers
met with the parties who learned that driver #2 was traveling northbound on Pilot Knob approaching
Northland when driver #1 crossed over Pilot Knob directly in driver #2 path and collided. One driver sus-
tained cuts to his hand and a sore shoulder. Road conditions were slippery and it turned out driver #1 could
not stop in time to avoid the collision.
Damage to Property Wednesday 09:28 hours
Officer John Larrive was dispatched to the Xcel Energy Plant on a damage to property report. Earlier in the
day an employee discovered a 2 x 2 hole cut in the chain link fence that goes around the perimeter of the
property. The time frame of the damage is unknown but the employee was certain that the facility did pass an
inspection within the past month.
Health & Welfare Hold Wednesday 08:22 hours
Officers John Larrive and Bobby Lambert responded to a senior care facility on an assault call. Upon arrival,
officers were met by a staff member who said he was punched in the face three times and kicked in the groin
by a patient because staff would not give him the Ðbrown pill.Ñ The staff member stated the pill was removed
from his prescribed medication. The patient has been diagnosed with autism and impulse control and was
ultimately transported to the hospital on a Health & Welfare Hold.
