Public Works
The Parks Crew mulched leaves in Marie Park, Hagstrom King Park, Ivy Falls Park
and at the Veronica lift station. Mower repairs were done. The aerator was put in
Rogers Lake. Vandalism repair was completed at the skateboard park. Hockey
rink boards are nearly complete at Marie Park.
The Utilities Crew checked the lift stations daily. He helped the Parks Crew with
leaf clean up in the parks. The check valve drain at the main lift station was
replaced. Rip rap was placed around the storm sewer on Lexington Avenue.
Debris from the Marie Park ice rink was hauled away.
The Streets Crew helped the contractor sweep leaves off the streets. Sweeping
should be completed today. Ashes from the bonfire were hauled to SKB Landfill.
New signs were replaced at; Chippewa Avenue and Ellen Street, Chippewa Avenue
and Dodd Road, Trail Road and Marie Avenue, Lake Drive and Dodd Road.
Blacktop and three loads of dirt were brought to Marie Park for the ice rink.
Engineering
City Projects (construction year)
Highway 13 Trail Connection (2014) Saint Paul Regional Water Service has
completed lowering a water main and the trail construction is underway. The new
trail segment will connect The Summit to Lilydale Road along Highway 13. Project
completion is expected by mid-November.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) The first phase of construction is complete. Public meetings on the
second phase of the project (south of Marie Avenue) are expected in
November/December of this year.
Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014)
This project is complete. Touch-up landscaping will take place in the spring.
Kensington Neighborhood Rehabilitation (2015) City Council authorized staff to
produce a Feasibility Report for the project. This Feasibility Report was accepted
th meeting, but Council did not call for a public hearing to
advance the project to its next phase. Council chose to wait until after the Capital
th
Improvement Plan (CIP) Budget is presented at the November 5 City Council
meeting. The CIP will be discussed in a work session on November 10 th at
5:00pm. A decision on when this project would take place is anticipated after the
work session meeting. The project is being developed at the request of
Kensington Homeowners Associations.
Storm Drainage System Repairs (2014) Both storm damage repair projects are
complete. Staff is seeking partial reimbursement through State emergency funds.
County Projects
River to River Greenway Realignment (2014/2015) Construction is nearing
completion for this year. The new trail has been paved along Warrior Drive and
Marie Avenue. Parking on the east side of Warrior Drive will be restored Monday.
No Parking areas necessitated by the County as part of the project were approved
th
at the November 5 City Council meeting. These will be at the two pedestrian
access points (50 feet of no parking each) and the 250 feet immediately south of
the Henry Sibley High School entrance drive. Parking on the west side of Warrior
Drive remains prohibited per City Code. For more information, please contact the

State Projects
Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 Eagan) This
project is nearing completion. Modifications are underway at the exit/ entrance
ramps from Dodd Road to I-494. Construction is expected to be complete by the
end of November. Contact the City of Eagan for more information.
Other Activities
Future Cities Competition Staff met with Future Cities team members at Friendly
ththth
agricultural services for city population. Although all 6, 7, and 8 grade
students are completing the program, only three teams can advance to the State
competition, which is held on the University of Minnesota campus in January. The
three teams have been selected, and they have completed their project essays,
nearly completed their project narratives, and are working on their SimCity
computer models. Next, the teams will build a scale model of their City, and
develop an oral presentation that will be made at the State competition.
Metropolitan Council Environmental Services (MCES) 2015 Sanitary Sewer Rate
and Surcharge Staff has been working with representatives from MCES for the
past several weeks on resolving issues surrounding the proposed rates for sanitary
sewer service for 2015. The proposed rate increase for 2015 is 12%, and there is
a proposed surcharge over and above the rate increase due to the City exceeding
our allowed daily discharge amount on June 19, 2014 (the day of the big rain
storm). The City is negotiating to reduce or eliminate the surcharge. Once
resolved, we can begin to negotiate the rate increase. Sanitary Sewer Rates for
2015 will be set at a City Council meeting in December.

Mental Health Friday 19:45 hours
Officers Steven Meyer and Todd Rosse were dispatched to a senior living complex on report of an elderly
gentleman who was acting violent towards the staff that day. Officers and staff determined that due to his
increasingly violent behavior he posed a threat to staff and other patients. Medics arrived and the male was
transported to the hospital for a hold.
Theft of Gas Saturday 14:55 hours
Officer Bobby Lambert responded to a theft of gas report from an employee at the gas station. The employee
reported that a male suspect pumped $40 worth of gas and told the staff he would be paying inside. He left
without paying. The store clerk was able to get a license plate number from the vehicle and Officer Lambert
followed up with a letter to the registered owner of the vehicle.
Burglary Saturday 16:57 hours
Officer Mike Shepard was dispatched to a residence on a report of a burglary that occurred some time in the
past week. The homeowner advised Officer Lambert that she noticed her the door and door frame from the
garage and back sliding glass door had been damaged. It appeared as though someone had used some type of
tool to pry open the door. The homeowner stated it did not appear that anything was missing. There are no
suspects in this case and no evidence to collect at the scene.
Juvenile Runaway/Mental Health Sunday 19:34 hours
Officer Steve Meyer and Officer Nick Gorgos were responding to a report of a juvenile runaway when they
learned that the juvenile had just exited his motherÓs moving vehicle. They found the juvenile who was
having suicidal thoughts. The juvenile was not physically injured but was transported by ambulance to the
hospital for a mental health evaluation.
Gas Drive-Off Monday 13:01 hours
Officer Bobby Lambert took a report on a theft of gasoline. The employee stated the suspect pumped $35.02
worth of gasoline and then left without paying. The store employee provided a MN license plate to Officer
Lambert which unfortunately came back as a stolen license plate. This case is pending follow-up with the St
Paul Police Department.
Threats/Stalking Tuesday 13:05 hours
Officer Nick Gorgos met with a property management company who received a letter with a threatening mes-
sage inside. The property manager stated they manage 110 associations and it could be related to one of
them. This case remains under investigation.
