2014-09-26 Friday News Friday News Mendota Heights Weekly Report on City Activities 2014 General Elections City Clerk Lorri Smith and Senior Secretary/Deputy City Clerk Nancy Bauer have been busy test- ing election equipment, sending out absentee ballots and training elec- tion judges for the November 4th General Election. Are you unable to get to your polling place on Election day and still want to vote? Did you know you can vote by casting an absentee ballot prior Dates to Remember: to Election day? Voters can absentee vote in person at City Hall or at the Dakota County October 7 Administration Center, Northern Service Center, City Council 7:00 p.m. or Western Service Center offices. Election offices are open during business hours on October 8 weekdays. Airport Commission 7:00 p.m. Voters can also mail, fax or email an absentee ballot application to City Hall. Election officials will October 14 mail a ballot to you within a few days after the absentee ballot application has been received Parks Commission 6:30 p.m. and processed. September 26, 2014 N E W SThe Pipeline L E T T E R Public Works Engineering September 27, 2014 Code Enforcement Public Works The Parks Crew installed the lift gate on the new truck. Soccer fields were striped. A parking lot was laid out and striped for the Patrick Family Benefit on Saturday. The herbicide sprayer was cleaned out and put away. The Kensington soccer fields were fertilized. Trees were trimmed along the walking paths. The Utilities Crew attended a safety class on welding, cutting, and brazing of metals at the West Saint Paul City Hall. The lift stations were checked daily. They assisted the police with miscellaneous help for the Patrick Family Benefit on Saturday. The Abbey Way sewer easement was flushed. The floor scrubber was worked on at the fire hall. New mulch was put around trees at the Veronica lift station and fire station. The Streets Crew picked up the barricades that were used last weekend by nd Lilydale and 2 Avenue residents. They mowed road side weeds with the bobcat. A blade broke on a mower, so more blades were purchased and installed. Custom brackets were made for the snow plow trucks and the two new pickups. An oil leak from a garbage truck was cleaned up on Monet Court. Cones were dropped off for the Patrick Family Benefit on Saturday. New signs were ordered to replace ones that are missing. Garske Construction picked up gravel, class 5 and black dirt for the John Street storm sewer project. Engineering City Projects (construction year) Highway 13 Trail Connection (2014) – Saint Paul Regional Water Service is working with the contractor to schedule the lowering of a water main line. The contractor is ready to start immediately after the water main correction. Completion is expected in October. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015) – Pavement (first lift) was placed yesterday. Caren Road at Victoria is closed for the duration of the project. The Lilydale portion of the project has been paved (first lift), and all that remains for the rehabilitation portion of the project is the wear course (second lift) of asphalt. Substantial completion date for this phase of the project is tomorrow, and it appears the contractor will meet the substantial completion obligation. Final lift of asphalt will be installed later this year on Victoria, and trail work will be completed next week. An assessment hearing is scheduled during the th October 7 City Council Meeting. Public meetings on the second phase of the project are expected in November/December of this year. Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014) – The Pilot Knob Trail pavement has been replaced. Landscape work will take place within the next week or two. The Wentworth Trail rehabilitation is underway. A fire hydrant has been relocated as part of this project. Pavement completion is expected today, followed by landscape restoration. Marie Avenue/I-35E Erosion Repairs (2014) – Staff has been working with MnDOT on a project to repair erosion that has taken place in the northeast quadrant of the Marie Avenue and I-35E intersection.Construction is underway, and should last 3-4 weeks. No detours are expected during this project, but the north shoulder of Marie Avenue may be periodically closed during the project, and there will be construction traffic crossing Marie Avenue during the project. Kensington Neighborhood Rehabilitation (2015) – City Council authorized staff to produce a Feasibility Report for the project. Once complete, the Feasibility Report will be presented to City Council (scheduled for the th meeting), and they will decide whether or not to proceed with October 7 the project design. The project is being developed at the request of the Kensington Homeowners Association. County Projects North Urban Regional Trail Greenway Realignment (2014/2015) – Dakota County’s contractor will be building the entire trail this fall, including the section along Warrior Drive and Marie Avenue on Henry Sibley High School property. Parking on the east side of Warrior Drive has been prohibited ndst through October 31). during construction (approximately September 2 Parking on the west side of Warrior Drive remains prohibited per City Code. The contractor has removed the old trail segments and has begun grading for the new trail location. State Projects Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 – Eagan) – This project is underway, and will reconstruct Dodd Road from the I-494 Interchange to Highway 55 in Eagan. Construction is expected to be substantially complete by the end of November. Contact the City of Eagan for more information. Other Activities Future Cities Competition – Staff met with Future Cities team members at Friendly Hills on Wednesday to continue work on this year’s project. This year’s theme is, “Feeding a Future City,” and will focus on urban and suburban agricultural services for city population. In addition to the normally required land use planning, and infrastructure development, students will have to incorporate the growth and production of one protein and one vegetable in such a quantity to feed their city population. Representatives from Le Cordon Bleu in Mendota Heights will also be assisting the students in developing their localized food sources. We’d like to thank to all the public safety personnel who made this valuable learning opportunity possible. 1 Formoreinformation:CLICKHERE: 2 DUI/Property Damage Wednesday 13:27 hours Officer Denise Urmann responded to a local business on report of a hit and run accident and upon arrival, learned a vehicle had traveled through a commercial parking lot, over the curb, and over a small tree. The vehicle was found, with a lone occupant sleeping in the back seat. When the sleepy man finally awoke, he admitted driving under the influence to get home; in fact, he thought he was home. He admitted that the empty bottle outside the car was his and to driving, but did not remember driving thru the lot. After failing his tests, he provided a breath test sample of .163Ïanother fail. After working thru the implied consent ques- tions (to refuse or not to refuse, etc), he ultimately provided a breath test of .16. He was arrested for 2nd De- gree DWI based on prior history of two previous DWI and forfeited his vehicle and had his plates impound- ed. He was taken to jail to finish his nap. JUV/Paintball Friday 0133 hours While on patrol, checking the lots at Henry Sibley High School, Officer Meyer observed two vehicles parked in the lot that were not there earlier in the evening. Patrols have been watchful of schools, preparing for the annual potential for vandalism, and after receiving reports of paintballing. Upon approaching these vehicles, he observed some suspicious behavior from the juvenile occupants and saw, in plain view, a paintball gun. Plenty of mystery surrounded the youth and their explanation of why the gun was in their possession. After contacting their parents, who were unaware the youths were even out and about, the gun was confiscated. Citations were issued to the youthsÏone for Possession of a Weapon on School ground and Curfew and the other party for Curfew and the youths were released to their parents. Nothing further. DWUÏ3rd Degree Sunday 0135 hours Officer Urmann is on a roll for drunk driver incidents this week. Officer received report of a driving complaintÏgood location was provided and she was soon able to catch up with the vehicle. Not only was a taillight broken but she also watched the vehicle swerve in the lane. Driver stopped and a clipped license was provided, along with a sad confession that he was in trouble since he had been drinking and knew he shouldnÓt have been driving. He had let his friend drive the vehicle earlier, but once that friend was safe at home, this suspect decided he could now driveÏall the way to Grand Rapids. However, he failed his SFSTÓs and his PBT with a .18. He was arrested and jailed and his plates were impounded. Found Property Monday 1105 hours A purse was found along a trail and the reporting party brought it in, after making contact with the owner, based on information found within the purse. The owner did respond to the lobby to collect the purse. She also informed the Officer Jeffory VonFeldt that there had been activity on her accounts and she would work with Woodbury PD for follow-up on the theft, as her purse had been stolen in that city. Property Damage Tuesday 1356 hours A local business reported property damage to the area of the business that extends close to 35E. Upon arrival, Officer Lambert found damage to the grass and a sprinkler head, caused by a vehicle. No suspects or follow- up information available.
