The Parks Crew besides their regular duties of cutting grass and regular ball
field preparations were busy this week preparing Mendakota Park for
another tournament this weekend. They also repaired the bride decking in
Valley Park along the trail.
The Utilities Crew checked the lift stations daily. The Saint Thomas lift
storm lift got new power cords. The old power cords were chewed on by
muskrats and turtles. Sanitary sewer lines were cleaned along Huber Drive,
High Point Road and High Pointe Court. The Par 3 was sprayed for clover.
The Streets Crew cleaned up the city transfer site off LeMay Lake Road.
Blacktopping was done on Chippewa Avenue around the Saint Paul Regional
Water Service (SPRWS) repair area. Trees were trimmed on Lilac Lane and
grass seed was put down where there were bare spots.
Engineering
City Projects (construction year)
Hunter Lane/Orchard Place Neighborhood Improvements (2013) The
project is considered substantially complete and minor repairs have been
made to the base course of asphalt. Weather has delayed the installation of
the wear course, but the contractor intends to complete the project in the
coming weeks.
Highway 13 Trail Connection (2014) Construction is anticipated to begin
shortly. A water main needs to be lowered in conjunction with this project.
SPRWS will lower the main as soon as they have a crew free to do the work.
The contractor is ready to start immediately after the water main correction.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) The first (2014) phase of the project will reconstruct Victoria
Road from Highway 13 in Lilydale to Marie Avenue and rehabilitate the
Stratford/Walsh/ Rolling Green neighborhood. Construction is underway.
Water main replacement has begun. The contractor has completed water
main replacement in the Marie Avenue intersection and temporary detours
have been removed. Reclaimed pavement material is being temporarily
stored at Marie Park. Substantial completion date for the project is

September 27.
Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014)
The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (I-494 to
Highway 13) are scheduled for rehabilitation this summer. Tree trimming
and removal along the trails is complete, and construction on the trail is
anticipated in late July or early August.
Preventative Maintenance (Crack Sealing & Sealcoating) Contract (2014)
Crack sealing is complete, and sealcoating is scheduled for August 6th.
Those neighborhoods scheduled to receive a chip seal coat on their streets
are Park Place, Highland Heights including Mayfield Heights Road,
Copperfield, and North Ivy Falls. Additional neighborhoods are receiving
crack sealing only. Homeowners are not assessed for this work, and will
have access to their properties during construction. Temporary (hourly) no
parking areas will be posted on streets being seal coated.
Marie Avenue/I-35E Erosion Repairs (2014) Staff has been working with
MnDOT on a project to repair erosion that has taken place in the northeast
quadrant of the Marie Avenue and I-35E intersection. The project is being
advertised. Bid opening is scheduled for July 30th.
Kensington Neighborhood Rehabilitation (2015) City Council authorized
staff to produce a Feasibility Report for the project. Once complete, the
Feasibility Report will be presented to City Council (anticipated for the

August 19 meeting), and they will decide whether or not to proceed with
the project design. The project is being developed at the request of the
Kensington Homeowners Association.
County Projects
Delaware Avenue Resurfacing (2014) Dakota County will be resurfacing
Delaware Avenue from Highway 110 south to I-494. This project will not
widen or alter the lane alignment of Delaware, but will provide a new
asphalt driving surface and new striping. The 2-3 week construction project
is expected to begin today.
Lexington Crosswalk at Victoria (2014) This project will install a center
median in Lexington on the north side of the Victoria intersection and
provide for a crosswalk to connect the trails on the east and west of
Lexington. The left turn lane from southbound Lexington to eastbound
Victoria will be removed. Construction is expected to begin during the first
half of August.
Lexington Avenue Sealcoating (2014) Dakota County will be seal coating
(chip seal) Lexington Avenue from Vail Drive to Mendota Heights Road in
July. This is a preventative maintenance measure to increase the life of the
pavement that was put down in 2012 as part of the mill and overlay project.
State Projects
Highway 149 (Dodd Road) Reconstruction (I-494 to Highway 55 Eagan)
This project is underway, and will reconstruct Dodd Road from the I-494
Interchange to Highway 55 in Eagan. Construction is expected to be
substantially complete this summer. Detours will be posted as needed.
I-35E Guardrail Installation (2014) MnDOT will be installing new guardrails
along I-35E between Highway 13 and the Marie Avenue bridge. The work is
part of a metro-wide project, and the Highway 13 portion could happen
anytime between August and September of next year. Notice will be given
to the City prior to work beginning. Lane closures and traffic delays should
be expected during off-peak travel times. Installation work is expected to
last less than 2 weeks.
Other Activities
Minnesota Public Works Association (MPWA) Conference Committee Staff
attended the committee meeting on Thursday where the finishing touches
were put on the MPWA Fall Conference Schedule. The Fall Conference is
utilization of asset management.
Lower Mississippi River Watershed Management Organization (LMRWMO)
Staff has received the revised Joint Powers Agreement (JPA) to incorporate
that portion of Mendota Heights formerly in the Gun Club Lake WMO into the

LMRWMO. The JPA will be on the August 5 City Council Agenda.

Assault Saturday 10:47 hours
Sergeant Eric Petersen was dispatched to an assault involving a motorist and a bicyclistÏwitnesses reported the
bicyclist was being dragged by the motorist. Upon arrival, Petersen met with the bicyclist who stated he got
into an altercation with a motorist regarding safe distances. A witness along with the bicycle companion of
the victim followed the motorist to a home nearby so Petersen could track down the suspect. In meeting with
the suspect, he admitted to the altercation as well hanging onto the victim by his short and dragging him
about 10 feet as he drove off. The reason for the altercation: the motorist accused the group bicyclists of
being too far from the curb; the cyclists accused the motorist of driving too close to them. Charges pending
review.
Vehicle vs Utility Pole/Mailboxes Sunday 09:15 hours
Officer Scott Patrick responded to an accident where a vehicle hit a utility pole. In meeting with the driver,
he simply stated he fell asleep while driving and struck a utility pole and a mailbox. Xcel Energy was notified
of the incident as well as an attempt to notify the homeowners but they were not home at the time.
Assault Sunday 18:16 hours
Officer Peyton Fleming along with Officer Steve Meyer were dispatched to a local park on an assault report.
Upon arrival, Officers were met by the victim who stated a bunch of them were playing soccer and he received
a Ðred cardÑ meaning he was ejected from the game. He then left the field to go change and was attacked by a
few unknown males. The suspects were seen drinking before the game but nobody seemed to know who the
individuals were as not all soccer registration forms had been turned in. The victim chose not to pursue
charges as he did not want anything getting in the way of his immigration process.
Domestic Sunday 21:35 hours
Officer Peyton Fleming responded to a home on a family domestic call where the juvenile son had kicked the
car. The previous night, the son was out with friends and was taking pills, consuming alcohol, smoking
marijuana and got in trouble with Bloomington PD for throwing beer bottles at cars. He was picked up and
brought home. The next morning the son got irate because the texting feature was turned off by his father
and step-mom which caused him to kick the car. The father noticed his son acting abnormal so he called 911
but all involved parties decided the hospital was not the best place for him as they would just let him go. A
short time later so the son was brought back to the PD and was picked up by a family friend.
Mental Health Tuesday 23:51 hours
Officer Urmann, Fleming & Meyer were dispatched to a group home on a report of a resident attacking an
employee with scissors and then attempting to cut her own throat and wrists with them. The resident, who
suffers from several disorders, was then handcuffed and transported to the hospital on a health and welfare
hold.
Property Damage Accident Wednesday 07:56 hours
Officer Scott Patrick along with Officer Bobbly Lambert responded to Dodd Road and Wentworth Ave on a
property damage accident. In arriving at the scene, neither vehicle could be located. A short time later,
dispatch notified them that one witness of the accident followed the other party to a parking lot in Eagan so
Officers responded there. Driver #1 admitted to being involved in the accident and leaving the scene because
he was concerned about being late for a meeting. He also said he was not aware of the 4-way stop at the
intersection of Dodd and Wentworth and therefore struck driver #2. Insurance information was obtained
and driver #1 was issued a citation for the stop sign violation.

Stolen License Plate Wednesday 15:00 hours
Officer Jennifer Fordham was dispatched to a home on a report of a stolen license plate. In meeting with the
homeowner, she stated she had went to the WSP Target and when she got home, noticed just her rear license
plate was missing. She was certain that it had to have happened there or she would have noticed it missing
prior. The license plate was entered into NCIC as stolen and she was instructed to not drive the vehicle until
she was able to get to the DMV and get new license plates.
Warrant Arrest Wednesday 16:37 hours
Officers Lambert & Patrick were dispatched to a local business area where several businesses reported two
suspicious males who entered their business and asked to use their bathrooms, meandered through the
parking lots and were looking at vehicles, etc. The males were located and both stated they were in the area
applying for jobs. After positively identifying both males, one of the males had a confirmed warrant out of
Hennepin County for theft. He was transported to Dakota County Jail while the other was released to a
family member.
Attempted Burglary Wednesday 19:48 hours
Officer Jennifer Fordham responded to a report of a woman who arrived at her apartment to find the door
not only ajar, but also observed the door had been tampered with as if to remove it from the hinges. Inter-
views of potential witnesses were conducted for suspect descriptions and information. Security advice was
provided to occupant and management. Case inactive ending further leads.
DUI Friday 02:53 hours
Officer Tanner Spicer stopped a vehicle heading into our city that was having trouble staying in its own lane.
After observing poor/worrisome driving conduct, Officer Spicer stopped the vehicle when he found a safe
spot to do so and checked in with the driver. He could immediately smell the odor of alcohol coming from
within the car. The driver had trouble even rolling down the window and ended up just opening the door.
He had difficulty walking and talking and ultimately, after failing the SFSTÓs, failed the PBT with a .20. Up-
on returning to MHPD and agreeing to the Implied Consent, his breath test result was .18. He was given a
ride to jail to sleep it off and he will await formal charges for 3rd Degree DWI. Cleared by Arrest.
