Mendota Heights Weekly Report on City Activities
Summer Programs Are In Full Swing
Summer programs began this week. Youth in
the playground program had the opportunity to
spend time outdoors hiking, planting flowers
and fishing at Rogers Lake. Tennis programs
and golf programs are also in full swing. The
skate board camp was a huge success.
Missed this week and want to join in the fun.
There is still opportunity to register for summer

Public Works
The Parks Crew did their daily trash pickup in the parks. The fields were
mowed, dragged, striped and chalked.A Lacrosse field was set up at Saint
Thomas Academy. Some tree trimming was done.
The Utilities Crew checked the lift stations daily. Pump 1 was pulled out of
the wet well at the Northland lift station. A rock and rags were taken out of
the impeller. Sanitary sewer lines were cleaned along Brookfield Lane,
Wilshire Court, Heritage Drive, Lockwood Drive, Claremont Drive, Concord
Way, Stockbridge Road, Whitfield Drive and the easement, Abbey Way,
Haverton Road, and Haverton Court.
The Streets Crew finished blacktopping Marie Avenue and the seal coat
area. The “electric motors allowed” sign was installed at Rogers Lake.
Engineering
City Projects (construction year)
Hunter Lane/Orchard Place Neighborhood Improvements (2013) – The
project is considered substantially complete and the final lift of wear course
asphalt will be placed by late June, and punch list items will be identified
and corrected by the contractor.
Highway 13 Trail Connection (2014) – Construction is anticipated to begin in
late June. A water main will need to be lowered in conjunction with this
project. Saint Paul Regional Water Service will lower the main as soon as
they have a crew free to do the work. The contractor is ready to start
immediately after the water main correction.
Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation
(2014/2015) – The first (2014) phase of the project will reconstruct Victoria
Road from Lilydale to Marie Avenue and rehabilitate the Stratford/Walsh/
Rolling Green neighborhood. The Lilydale portion of Victoria Road from
Caren Road to Highway 13 is included in the 2014 construction phase. A
Joint Powers Agreement (JPA) with Lilydale has been approved by both City
Councils. The remainder of Victoria was put off to a future date, but it is
anticipated for construction in 2015. Council awarded the bid to McNamara

Contracting at their June 3 meeting. A preconstruction meeting is
scheduled for later in June, and construction start is expected in early July.
Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014) –
The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (I-494 to
Highway 13) are scheduled for rehabilitation this summer. Projects will
reclaim the existing pavement; install ADA compliant ramps, and a new
paved surface along each trail. Dakota County is participating in cost
sharing since these trails are in County right-of-way. The project was
awarded with the Victoria Road/ Rolling Green Neighborhood project, and
construction is expected to begin in July. Limited Use Permits for portions
of the trails in MnDOT right-of-way will need to be approved, and will be
brought to City Council at a future meeting.
Preventative Maintenance (Crack Sealing & Sealcoating) Contract (2014) –
Crack sealing is underway with sealcoating to follow in July. Neighborhoods
scheduled to receive a chip seal coat on their streets are Park Place,
Highland Heights including Mayfield Heights Road, Copperfield, and North
Ivy Falls. Additional neighborhoods are receiving crack sealing only.
Homeowners are not assessed or billed for this work.
County Projects
Delaware Avenue Resurfacing (2014) – Dakota County will be resurfacing
Delaware Avenue from Highway 110 south to I-494. This project will not
widen or alter the lane alignment of Delaware, but will provide a new
asphalt driving surface and new striping. The 2-3 week construction project
is expected to begin in late July.
Lexington Crosswalk at Victoria (2014) – This project will install a center
median in Lexington on the north side of the Victoria intersection and
provide for a crosswalk to connect the trails on the east and west of
Lexington. The left turn lane from southbound Lexington to eastbound
Victoria will be removed. Construction is expected to begin during the first
week of August.
State Projects
Highway 110 & Lexington Avenue Signal Replacement (2014) – This project
is substantially complete. The contractor will be cleaning up the project site
and closing out the project this week and completing punch-list items.
Highway 149 (Dodd Road) Sealcoating (2014) – The State had planned on

giving Dodd Road a chip seal treatment Tuesday and Wednesday (10 &
th
11). The schedule slipped slightly. Some pavement repairs were
completed at the Wentworth intersection prior to the chip seal. This is a
pavement life extension project until Dodd Road is resurfaced in 2017.
Highway 13 Landslide – Two weeks ago the slope from Highway 13 down to
the Mississippi River in Mendota gave way and covered the Big Rivers
Regional Trail at the bottom of the hill. Highway 13 is closed while MnDOT
makes repairs to the fallen slope. The Highway and trail are scheduled to
re-open on Tuesday. This issue is anticipated to be solved by MnDOT’s
2015 reconstruction project of Highway 13 from Mendota to I-35E.
Other Activities
Lower Mississippi River Watershed Management Organization (LMRWMO) –
Staff attended the monthly board meeting for the LMRWMO on Wednesday
along with the City’s primary and alternate representatives. Mendota
Heights Hosted the meeting. Items discussed included the Watershed Plan
amendment to incorporate additional area of Mendota Heights, the revised
Joint Powers Agreement to do the same, and the 2015 Budget. A 10%
increase in member City dues was approved by the board to begin
compensating for no increases in dues for the past decade. The next

Disturbing the Peace Friday 14:23 hours
Officer Bobby Lambert met with a complainant who reported three teenage boys were trespassing and
harassing her while she was inside her home. The three boys, whom she did not know, had knocked on her
door and asked her if they could swim in her pool. She told them no. A short time later, her husband
returned home to hear noises coming from their backyard. They looked and found the boys swimming in
their pool and, quite shocked, told them to leave the property. The husband left the home again and the
woman soon heard pounding on her rear glass door and found wet handprints...apparently they had
returned. They were then seen looking in her front window so she called 911. The boys were identified and
lived nearby. Officer Lambert advised them of the serious nature of their actions and notified their parents.
Missing Person Saturday 01:08 hours
Officer Todd Rosse responded to a home on a runaway report. The mother told him she believed no foul
play was involved, her daughter has a history of running away and most likely snuck out of the house because
she wasn't allowed to go to any graduation parties. The mother thinks she will return the following day as
she has in the past. They were advised to call if any other information becomes available.
Located Person Saturday 11:58 hours
Officer Bobby Lambert responded to same home in regard to the same runaway and confirmed that she had
returned. She admitted to sneaking out to go to a bonfire with a friend and when she returned home was
unable to get into the house, so hung out in the backyard until she was able to get in. There were no signs of
drug or alcohol use and she was warned about the consequences of her actions.
Harassing Communication Sunday 17:12 hours
Officer Todd Rosse was dispatched to contact a landlord regarding a harassment report. The landlord
recently evicted a former tenant due to lack of rent payments and suspicious activity and drug use. The
landlord started receiving harassing text messages saying he is going to come to the home to cause a scene
and bring a friend to take care of her. Rosse did try to make contact with the former tenant but no contact
was made. The landlord was explained of the order for protection process and advised to call if any other
contact was made from him.
DAS Monday 00:37 hours
While on routine patrol, Officer Tanner Spicer observed a motorcycle parked on the walking path beside
Hwy 13. In looking into this further, he observed no license plate on the motorcycle, a fluid spill leading to
the motorcycle, fresh damage to the right side of the bike and spots of blood on the gas tank and seat of the
bike. Spicer ran the VIN and was able to get a contact name and phone number. In speaking with the
registered owner, he stated he had crashed the motorcycle earlier in the day but was not injured. Spicer
notified him that the bike would be towed since he was unable to get it. In asking if he reported the crash,
he stated no. When asked where the license plate was, he said it had fallen off the day before the crash.
Sounding suspicious, Spicer ran a check of the owners drivers license and learned he had a suspended drivers
license. The owner was mailed a citation for DAS.
Found Property Thursday 14:00 hours
Officer Patrick received found property from a resident. A fitbit was found in Mendakota Park in the parking lot.
