Need help with your emergency plan? The Department of Homeland Security and Emergency Management (HSEM) has lots of great resources, including a helpful checklist at: dps. mn.gov/divisions/hsem/weather- awarenesspreparedness. You can also sign up to receive notification alerts. Keep in mind - the outdoor warning sirens are designed to be set off for emergency purposes based upon weather radar. If you hear a siren, go indoors and seek information. This past fall the playground equipment at Mendakota Park was upgraded. Rather than installing new equipment (which would have cost twice as much), the playground was refurbished. All of the equipment was taken apart, cleaned, painted and then put back together. There were several pieces of equipment that were replaced because they were outdated and unsafe. The refurbished equipment, along with the new pieces, make Mendakota Park Playground a fun and safe place for families to get out and play. We not only upgraded the playground equipment, but we removed the old pea gravel and installed new engineered wood fibers. The new surface is safer, much more comfortable and will prolong the life of the equipment. Make sure you take time this summer to stop by Mendakota Park to check out the wonderful new playground. 5K Walk I Run and Parks Celebration June 6th & 7th Do not miss the annual Mendota Heights Parks Celebration on June 6 and June 7, 2014. Kick off summer and celebrate at this annual event that brings our community together. On Friday June 6th, there will be a free Music in the Park event at Market Square Park at 6:30 p.m. Saturday, June 7th starts at Market Square Park with the 5K Walk/Run to benefit Special Olympics at 9:00 a.m. This event grows every year and is quickly becoming a great community tradition. Sign-ups are $25 at city hall prior to the race or $30 the day of the race. The Saturday fun continues at Mendakota Park from 11:00 a.m. to 2:00 p.m. There will be free games and many events including a petting zoo, fitness demonstrations, pony rides, and much more! There will be a j and live music playing family friendly favorites. Kevin Hall, the Magic Maniac will take the stage at 12:30 p.m. with his lively all ages show. Be sure to take in a game at the Mendakota ball fields during the Mendota Heights Athletic Association baseball tournament going on all weekend. A SMALL TOWN FEEL IN AN URBAN SETTING Mayor's Message The onset of spring brings many reasons to celebrate. We have a lot to be proud of here in Mendota Heights, and I would like to use this opportunity to highlight some students in our city. We are fortunate to have outstanding public and private school options in Mendota Heights, from preschool and kindergarten to high school. Over the past school year, students in Mendota Heights schools have excelled both in the classroom and in extracurricular activities, such as art, philanthropy, music, athletics, STEM, and theatre. In School District 197, the Henry Sibley High School Dance Team won their 7th consecutive Classic Suburban Conference Championship and participated in the State Jazz and High Kick competitions. The football team won the Class 5A Section 5 Championship and advanced to the State Tournament for the first time since 1980. In November, 60 Henry Sibley juniors and seniors participated in the Mendota Heights and Eagan Rotary Ethics Day. The Sibley Student Council was recognized for their commitment to philanthropy by the Association of Fundraising Professionals (AFP) Minnesota Chapter. The students were selected to receive the AFP's 2013 Outstanding Youth Award for their annual fundraising initiative, Give Once for All (GOFA). Convent of the Visitation won the Minnesota State High School League Class A Swim and Dive Championship. Mendota Heights residents who swam included Senior Heather Farley, Junior Caroline Gaertner, Freshman Lorelei Gaertner, and Junior Katrina Schneeman. Each of these girls also earned all -state and all-American honors. Visitation Junior Julie Kim was selected for the Les Farrington Best 100 Juried Art Exhibit in St. Paul. Julie also received a second place award in the spring for a painting she entered in the Minnesota Junior Duck Stamp Art Contest. Sophomore Anna Evans was named to the Tri -Metro Honor Band. Anna plays the alto sax in the VISTA Concert Band and Jazz Ensemble, two musical groups combining the talents of students from Visitation and Saint Thomas Academy. The Robettes, Visitation's all -girls robotics team, came in first place at the North Star Regional FIRST robotics competition, held March 22-24 at the University of Minnesota. The girls and their robot will move on to the FIRST Championship in St. Louis, Missouri, where they will compete against teams from around the world. The robotics team is a vivid demonstration of the benefits of the newly constructed $10.5 million Science, Technology, Engineering and Mathematics (STEM) addition, which also hosted 96 Middle School girls from 30 schools throughout the area for their annual Middle School Girls STEM Day. The St. Thomas Academy Swimming and Diving Team won their third consecutive Class A state title this year. Likewise, the Rifle Team competed at the Army JROTC Service Championships and came away with their third consecutive national title. For the sixth year, students at St. Thomas Academy held their "Advocacy of the Hungry" food drive and collected 10,440 pounds of food and supplies for the Neighborhood House, bringing their six year collection total to over 35 tons. The food drive earned the recognition of Representative John Kline, who presented 2 : CITY OF MENDOTA HEIGHTS them with his "Star of the North" congressional award. Finally, for its performance of Gifts of the Magi, VISTA Productions received multiple honors in the SpotLight Musical Theatre Program, an educational initiative of the Hennepin Theatre Trust that honors and supports Minnesota high school musical theater programs and students. While these highlights pertain only to local high school students, we also have many residents who attend other schools outside of Mendota Heights, and we are proud to have such accomplished students at all academic levels in our city. We salute the students, parents, coaches and teachers for their hard work and dedication, and we congratulate the seniors who will be graduating this June. Spring and summer always bring a number of events to the city that I hope you will participate in. The annual Mendota Heights Clean -Up Day is scheduled for May 3rd at Mendakota Park. This event is consistently well utilized and gives all of us an opportunity to really put a dent in our spring cleaning chores. The summer really kicks off with the Mendota Heights 5K and Celebrate Mendota Heights Parks Celebration. This year's events are June 7th, and as always the 5K will begin at the Village at Mendota Heights. We once again thank our sponsors, especially Gateway Bank, and are proud that the proceeds from the event benefit Special Olympics. Citizen Input Needed for the Future Dog Park The Parks & Recreation Commission will be discussing the location of a new dog park at their meeting on May 13, 2014 at 6:30 p.m. at City Hall. We are looking for citizen input on the location of the future Mendota Heights Dog Park. Please come and share your thoughts. Information on possible locations being considered can be found on the city's website at www.mendota-heights.com. Airport Relations Commission There has been a lot of news lately about activities at MSP International Airport, and as we all know the city of Mendota Heights is impacted by flights departing and arriving at the airport. To help address the impacts of the airport on our city, the Airport Relations Commission (ARC) meets monthly to review flight trends and noise reports, receive updates on airport operations, and provide guidance to the city council on airport issues. Each year the Metropolitan Airports Commission (MAC) is required to publish a map showing the extent of aircraft related noise, also known as noise contours. Since 2007, these contours have been shrinking (due mostly to quieter airplanes and fewer flight operations). The 2013 noise contours are the smallest they have ever been since the reporting began in 2007. The contour report, as well as other MAC generated reports, can be found at www.macnoise.com. The MAC is now publishing many of their monthly reports in an easier to read graphical format. The Mendota Heights ARC has been doing this for many years, and you can view all of these reports on the city's website www. mendota-heights. com under "Agendas and Minutes." The commission meets the second Wednesday of each month at 7:00 p.m. at city hall. On June 11th the commission meeting will be televised, so tune into channel 18 to get a glimpse of how the Airport Relations Commission operates and learn about how the airport impacts Mendota Heights. Be Mindful of Materials when Sealcoating Your Driveway The Minnesota State Legislature passed a law in 2013 that prohibits the sale and use of coal tar based asphalt sealant products anywhere in the state of Minnesota. This law took effect on January 1, 2014. The city of Mendota Heights, by ordinance, has the ability to enforce the State Statute. Coal tar sealants have been determined to be harmful to the environment because they contain Polycyclic Aromatic Hydrocarbons (PAH), which have been classified as a carcinogen. These PAHs run off the sealed pavement and migrate into ponds lakes and streams. Since PAHs are much heavier than water, they settle in the water body's sediment. When this sediment is removed it must be treated as a hazardous material, dramatically increasing disposal costs. When having your driveway or parking lot sealcoated, simply verify with your contractor that they are using a sealant free of coal tar. If you are sealing your driveway yourself, a simple check of the sealant's ingredients can verify that it is coal tar free. Spring Clean Up Day This event is limited to Mendota Heights residents with passenger vehicles and small trailers only. ID with Mendota Heights address required. This is your chance to clear out your home and property. We will have volunteers to help unload your vehicle. Through the clean- up, Mendota Heights residents recycle tons of materials; nearly everything brought to the clean-up is recycled or processed. Home Improvement Loans The Dakota County Community Development Agency's Home Improvement Loan Program assists low and moderate -income homeowners with making repairs and improvements to their homes. Funds are commonly used for roof replacement, furnace replacement, electrical and plumbing repairs, insulation and special needs improvements. Eligible applicants must own their home, have sufficient equity in the property, a satisfactory credit history and a gross annual income within the program income limits. The loan features include zero percent interest, no monthly payments, repayable when ownership changes or you move from the property. There is a loan minimum of $15,000 and a loan maximum of $25,000. For additional information, contact the Dakota County CDA at 651.675.4400 or at their website www.dakotacda.org. t ■ ■ ■ ii HEIGHTS HIGHLIGHTS :3 / 1 Mendota Heights and West St. Paul will be hosting "LIGHTS — SIRENS — ACTION", the 7th Annual Citizens Police Academy September 18 — November 20, 2014. Classes are 6:00 — 9:30 p.m. on Thursday nights. The Citizens Police Academy is a ten week course designed to give citizens a working knowledge of the operations and responsibilities of the police department. Students will be given hands-on instruction in aspects of criminal investigation, traffic stops/patrol, use of force techniques, field sobriety testing, and domestic violence. The academy is open to all residents or business owners in Mendota Heights, Mendota, Lilydale, West St. Paul and Sunfish Lake. Each year in Minnesota, distracted driving is a factor in one in four crashes, resulting in at least 70 deaths and 350 serious injuries. Yet motorists continue to put themselves and others at risk. The Department of Public Safety, in the 2012 MN Crash Facts, noted the average daily cost of MN accidents was $4,135,626. Here are a few related laws and safety tips. Know the Law » It is illegal for drivers in Minnesota to read, compose or send text messages and emails, or access the Internet while the vehicle is in motion or a part of traffic — including stopped in traffic or at a light. » It is illegal for drivers under age 18 to use a cell phone, handheld or hands-free, except to call 911. » Distracted drivers can be ticketed. Avoid Distracted Driving » While in the car, turn off cell phones. » Pre-program radio stations and navigation. » Avoid eating and drinking while driving. » Teach children good passenger behavior. IIFor more information visit dps.mn.gov/ divisions/ots/distracted-drivings or www. itcanwait. corn. Coyotes Spring is in the air and local wildlife is on the move. All year long, city hall receives complaints about coyotes, but these calls typically increase in the spring as the coyotes actively prepare for pups. Coyotes are prevalent throughout the metro area. They are in general afraid of humans and will make an effort to stay away from people. They will eat bird food, rodents and other small animals (including domestic animals), and garbage. The city of Mendota Heights has no confirmed attacks by coyotes on humans or domestic animals and the MN DNR has no reports Lof attacks on humans. Data Driven Crime Enforcement The Mendota Heights Police Department has worked with the Dakota County Traffic Safety Project committee (DCTSP) since its inception in the early 2000's. The committee has incorporated a wide variety of data into its programs. The committee analyzes arrest, citation, crash, coroner, MN DOT and Dakota County Engineering data in order to create grant funded traffic safety programs that get results. The data analysis helps the committee design targeted work schedules. Additionally, members examine criminal statistics that extend beyond safety issues. For example, the committee accepted the challenge of developing hot spot (peak crime times) mapping from sources such as the Computer Aided Dispatching (CAD) call for service data, police report data, traffic crash data and citation location information. With the help of Dakota County crime analysts and records staff, hot spot maps for criminal activity were developed for each community. The Mendota Heights "hot spots" will receive coordinated extra patrols, with focused, active enforcement in April on Thursday afternoons. Keep your eyes open for extra patrols thru April, and variably throughout spring and summer. In general, landowners are responsible for wild animals on private property. This does not, however, give the landowner carte blanche to "remove" them from the property. The City of Mendota Heights does not deal with nuisance wild animals, although if an animal is sick or injured, the police department will attempt to safely remove the animal. The city does not allow the discharge of either firearms or bow and arrow in the city. Pest control contractors should be consulted and homeowners should check with the city before beginning pest removal attempts. Neither the city nor the MN DNR will trap or relocate a coyote. And finally, no matter what, it is illegal to poison animals. The Minnesota Department of Natural Resources (DNR) posts some very helpful information on their website: www.dnr. state. mn. us/livingwithwildlife/coyotes. Recommendations include: • Don't leave garbage or food outside unsecured • If you see a coyote, make them uncomfortable by making loud noises • If you feel they are getting too brazen, contact a pest control company • NEVER FEED A COYOTE! We are proud of our city for maintaining its natural beauty and forestry. With that beauty, comes a responsibility to cohabitate peaceably with the wildlife around us. Help Protect our Lakes, Streams, & Ponds Every summer, the water bodies around Mendota Heights become an issue. Algae and weed growth become nuisances to residents. Additionally, sediments and other debris can fill in ponds reducing their water treatment capability making them less of an aesthetic amenity for neighborhoods. Here are some small steps to help protect our water and help keep our water bodies clean and pollution free: Fertilize smart - Use a phosphorus -free fertilizer. Phosphorus feeds weeds and algae. Grass - Remove grass clippings and leaves from the street, sidewalks, and driveways so they do not end up in the storm sewer. Leave clippings on your lawn, compost them, or bag them up. Scoop the poop - Rainwater washes pet waste into lakes and streams. Pet waste contains bacteria that can cause illness and nutrients that can cause excessive algae and weed growth. Keep a healthy lawn - Aerate your lawn, seed bare patches and mow at a higher setting. A healthy, vigorous lawn needs less watering, less fertilizer, and less maintenance. Adopt a storm drain - Keep storm drains free of leaves, trash, seeds, and grass clippings. Storm drains are directly connected to the nearest pond or lake and are often unfiltered. Replace turf with native plants - Replace a high -maintenance lawn for low -maintenance plants and grasses. Native plants develop deeper root structures, reducing runoff and allowing for better water infiltration. Vegetative buffer - If you own shore land, a vegetative buffer adjacent to a water body helps to protect it. The city recommends the following activities in designated buffers: Trees cannot be planted in a wetland buffer. They shade out other plants and reduce soil stabilization. Existing trees (even dead ones) cannot be removed from a wetland unless permitted by the City. The only mowing allowed in a wetland buffer is that which is prescribed for native plant management. — Landscaping with plants, mulch, rock or other landscape material is not allowed in a wetland buffer. You can replace noxious and invasive, non-native plants with native plants (excluding trees) adapted to the habitat of the wetland. — Herbicides may only be used to remove noxious and invasive, non-native plants. Composting or disposing of leaves and grass is not allowed in a wetland buffer. For more information about stormwater runoff, contact the Engineering Department at 651.452.1850. Summer Road Construction It is said there are two seasons in Minnesota: winter and road construction. 2014 is scheduled to see a number of road construction projects throughout Mendota Heights. Residents should be aware of these projects and plan their travel accordingly. Projects scheduled for the 2014 construction season are: City Projects: Contact the City Engineering Department at 651.452.1850. Victoria Road Reconstruction/Rolling Green Neighborhood Rehabilitation — Construction is expected to begin in June/July with substantial completion by the end of September/early October. Victoria Road will be reconstructed to include the installation of storm sewer, curb & gutter, new water main, and a new pavement surface and road base, between Marie Avenue and Highway 13. The Rolling Green Neighborhood (Walsh Lane north of Stratford Road, Stratford Road, Rolling Green Curve, Coventry Court, Oxford Court, and Windwood Court) will have their pavements rehabilitated with existing curb and gutter replaced as needed. Access for area residents will be maintained throughout the project. Hunter Lane/Orchard Place Reconstruction — This project was substantially completed in 2013. The final lift of asphalt pavement will be installed this summer, along with the completion of any remaining items. Residents will be notified before the pavement is placed. Citywide Crack Sealing and Sealcoating — Each summer, the City completes preventative maintenance on streets. This work typically consists of crack sealing and sealcoating of pavements and is usually completed by subdivision. Affected property owners will be notified prior to the work beginning. County Projects: Contact Dakota County Transportation Department at 952.891.7500. Lexington Avenue Crosswalk at Victoria Road — Construction is expected to begin sometime this summer (anticipated in July) with an approximate two week construction period. The project will stripe a crosswalk across Lexington Avenue at Victoria and install a center island on Lexington at the intersection. The intersection will remain open during construction with minor detours. Delaware Avenue Resurfacing — Construction is expected to begin sometime in late June/early July. The county will be resurfacing Delaware Avenue between Highway 110 and I-494 in Mendota Heights. There is no widening or other modification proposed as part of this project. Summer Playground Program The Summer Playground Program will be held at Mendakota Park on Monday, Tuesday, Wednesday, and Friday of each week. In the event of rain, the program will be held at the Mendota Heights Fire Hall. Morning Sessions for ages 4 to 7 - 9:30 to 11:30 a.m. Afternoon Sessions for ages 7 to 10 - 12:30 to 3:30 p.m. Week One: Summer Fun and Nature Cost $39 Cost $59 June 9-13 Spend time outdoors and explore our parks and nature. Campers will be planting flowers, going on a nature hike, plus a fishing day at Roger's Lake. Week Two: Send in the Clowns: Circus Camp! June 16-20 Come one, come all to the circus in Mendota Heights! Kids will learn about life under the big top including juggling, magic tricks, crafts and games. A special guest will be coming to camp and there will be a Penny Carnival with games and treats. Week Three: Sports, Sports, and Sports! June 23-27 This week will be all about unleashing your inner athlete. We will play traditional games such as soccer, basketball and volleyball but also explore some less traditional games such as dodgeball and ultimate frisbee. Of course a sports camp wouldn't be complete without a kickball tournament at the end of the week. Week Four: Water Works I July 7-11 This week is packed full of water, so bring your swimsuit each day. We will have buckets of water fun, crafts and games. Week Five: It's a bird, it's a plane...it's Superhero Camp! July 14-18 This week campers will unleash their inner superhero just in time to save the world! This fun filled week will have games, crafts, making our superhero names, practicing those do-gooder skills and creating your own comic book. Golf Programs The Mendota Heights Par 3 is a great place to grow your game! The course offers short fairways, few hazards and a friendly staff. We have a number of programs to help you learn the game, refine your skills, and enjoy the game of golf with friends. No programs the week of June 30 through July 4. Youth Golf Camps: Four days of camp 9:00 to 11:30 a.m. Monday through Thursday. Three afternoon camps will be offered from noon to 2:30 p.m. Instructor will provide tips on golf stance, grip, putting, chipping and rules of the game.
