MENDOTA HEIGHTS PARKS AND RECREATION COMMISSION RULES OF ORDER In accordance with the City of Mendota Heights Ordinance No. 109, "Establishing A Parks and Recreation Commission," the following rules of order are adopted by the parks and recreation commission to facilitate the performance of its duties and the exercising of its functions as a Commission created by the city council. SECTION 1. MEETING 1.1 — Time. Regular meetings of the commission are held on the second Tuesday of each month at 6:30 p.m., unless otherwise agreed to and so stated in the agenda. When the regular meeting day falls on a legal holiday, there is no meeting that month unless otherwise noted. 1.2 - Special Meetings. Special meetings may be called by the Chairperson or the Secretary. 1.3 — Place. Meetings are held in the City Hall Council Chambers, 1101 Victoria Curve. 1.4 — Public. All meetings and hearings, and all records and minutes are open to the public. 1.5 — Quorum. Four parks and recreation commission members, at the beginning of the meeting, constitute a quorum for the transaction of business. When a quorum is not present, the Chairperson may adjourn the meeting for the purpose of hearing interested parties on items on the agenda. No final or official action is taken at such a meeting. However, the facts and information gathered at such a meeting may be taken as a basis for action at a subsequent meeting at which a quorum is present. 1.6 — Vote. Voting is by voice. Commission members voice votes on each issue are recorded. In the event that any member shall have a financial interest in a matter before the commission, the member shall disclose the interest and refrain from voting upon the matter, and the secretary shall so record in the minutes that no vote was cast by such member. SECTION 2. ORGANIZATION 2.1 — Membership. The number of members of the Parks & Recreation Commission is established by the City Council. Three -year appointments are made by the Mayor and approved by the City Council. Rules of Order — Mendota Heights Parks and Recreation Commission, February 11, 2014 2.2 — Absenteeism. A Commission member with four unexcused absences from regular meetings is dropped from the commission and the Secretary then informs the City Council so that another appointment is made. An absence is excused if the member notifies the Secretary or Chairperson before 4:00 p.m. of the day of the meeting that the member will be unable to attend. Minutes of the meetings will record whether the absent member was excused or not excused. 2.3 — Election of Officers. At the February meeting each year, the commission elects from its membership a Chairperson and a Vice - Chairperson. If the Chairperson retires from the commission before the next organizational meeting, the Vice - Chairperson becomes Chairperson. If both Chairperson and Vice - Chairperson retire, new officers are elected at the next meeting. If both Chairperson and Vice - Chairperson are absent from a meeting, the commission elects a temporary Chairperson by voice vote. The Secretary to the parks and recreation commission is appointed by the city administrator from the city staff. 2.4 — Tenure of Officers. The Chairperson and Vice - Chairperson take office immediately following their election and hold office until their successors are elected and assume office. 2.5 — Duties of Officers. The Chairperson, or if absent, the Vice - Chairperson presides at meetings, appoints committees and performs other duties as may be ordered by the commission. The Chairperson conducts meetings so as to keep them moving as rapidly and efficiently as possible and reminds members, witnesses and petitioners to discuss only the subject at hand. The Chairperson is a voting member of the commission. The Secretary is responsible for recording the minutes, keeping records of commission actions, conveying commission recommendations to the city council and providing general administrative and clerical service to the commission. SECTION 3. PUBLIC COMMENT 3.1 — Public Input on Agenda Items. The following procedure is followed when citizens wish to provide input into a parks and recreation commission discussion. a. Commission members may ask questions throughout the discussion 3.2 — Public Comment. The parks and recreation commission does not hold public hearings, but may from time to time have public comment. SECTION 4. MISCELLANEOUS 4.1 Amendments. These Rules of Order may be amended with the approval by voice vote by a majority (four) of the members of the parks and recreation commission. 4.1 Adoption. These Rules of Order were duly adopted by the Parks and Recreation Commission of the City of Mendota Heights on the 13th day of April, 2010. Rules of Order — Mendota Heights Parks and Recreation Commission, February 11, 2014 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA PARKS AND RECREATION MEETING January 14, 2014 The January meeting of the Mendota Heights Parks and Recreation Commission was held on Tuesday, January 14, 2014 at Mendota Heights City Hall, 1101 Victoria Curve. Chair Hinderscheid called to order the parks and recreation commission meeting at 6:30 p.m. The following commissioners were present: Chair Hinderscheid, Mary McGrory - Ussett, Joel Paper, and Michael Toth. Staff present: Recreation Program Coordinator Sloan Wallgren. Approval of Agenda COMMISSIONER MCGRORY - USSETT MADE A MOTION TO APPROVE THE AGENDA; COMMISSIONER PAPER SECONDED THE MOTION. AYES 4: NAYS 0 Approval of Minutes of December 10, 2013 Chair Hinderscheid made a correction to the motion passed last month regarding the Ivy Hills Tennis Courts. Mr. Wallgren noted the correction and will make the changes. COMMISSIONER PAPER MADE A MOTION TO APPROVE THE MINUTES; COMMISSIONER MCGRORY - USSETT SECONDED THE MOTION. AYES 4: NAYS Recreation Programming Report Mr. Wallgren informed the commission that there were 32 youth participating in our Skating Lesson program at Friendly Hills Park on Saturday mornings. Mr. Wallgren also stated that the city has groomed a cross country ski trail out at the Par 3 with the help of St. Thomas Academy. The trail is 1.5 miles and is free for anyone to use. Commissioner McGrory -Ussett said that she has used the trail and it is a wonderful amenity for the city. Staff is now accepting reservations for athletic fields and picnic shelters, application can be found online or at city hall. The next issue of the Heights Highlights will be delivered to homes around February 17, 2014 and will contain more information about Spring /Summer activities. Ice Rink Report Mr. Wallgren informed the commission that during the 14 days in December when the warming houses were open that there were almost 1,300 users. Commission Paper asked how we obtain these numbers. Mr. Wallgren explained that the rink attendant takes a head count each hour and record these numbers. Mr. Wallgren also mentioned that the 2014 budget included funds to replace the hockey boards at Wentworth Park. MH Parks and Recreation Commission 1 -14 -2014 Page 1 Par 3 Report Mr. Wallgren informed the commission that on December 17, 2013 he arrived at the Par 3 to find that water line had broken and there was significant water damage to the clubhouse. Staff has taken the necessary steps to dry the clubhouse out, and is waiting on quote from contractor before we can move forward with repairs. Mr. Wallgren announced that the revenue in December was remaining balance form our Groupon of that we ran this summer. We sold 520 deals with Groupon, which generated $8,500 for the course. The course took in $143,973 during the 2013 season, down less than 2% compared to 2012 when sales were $146,751. Mr. Wallgren said that the Par 3 Annual Report will be available in February. Announcements Mr. Wallgren informed the commission that city staff is collecting holiday lights at city hall for recycling. Mr. Wallgren also said that the Mendota Heights Athletic Association is taking registrations for softball, lacrosse, T -ball, and in -house baseball. Registration forms are now available for the June 7, 2014 5K online or at city hall Mr. Wallgren also said that staff hopes to have more information about a Dog Park at the February meeting. Commission Comments Commissioners Toth thought thanked staff for all their work, and thanked commissioner McGrory -Ussett for serving on the commission. Commissioner Paper thanked staff for all of the work at the Par 3. He also thanked commissioner McGrory -Ussett for serving on the commission, and commented on the great rinks that we have in town and encouraged people to get out and use them. Chair Hinderscheid said it was good meeting. He wanted to thank commissioner McGrory -Ussett for serving on the commission and has enjoyed working her and valued her opinions and comments. Commissioner McGrory -Ussett stated that she will miss working with the commission, but believes that the commission on doing a lot of great things and moving in the right direction. The following is a list of criteria that staff has followed while looking into possible sites for the Dog Park: (1) avoid interference with other established uses or department - sponsored activities; (2) avoid locations directly abutting residences; (3) assure availability of close -by parking; (4) choose spots where there are minimal impacts on the visual character of a park; (5) site so as to avoid spillover into non -dog areas, and (6) avoid sensitive environmental habitats. 1. Sibley Memorial Highway Site 2. Pilot Knob South Site 3. Public Works Site 4. Friendly Marsh/ Archery Range Site 5. Kensington Park South Site I have attached a map of the locations of the sites, as well an aerial photo of each site. Staff has included a list of pros and cons for each site. BUDGET IMPACT A majority of the costs associated with this project will come from the cost of fencing and new parking spaces. A 20 stall parking lot would cost roughly $24,000. Fencing would cost $15 to $30 per foot depending on the style and height of the fence chosen. Additional costs would include signage, benches and trash cans. RECOMMENDATION The commission should select a site and make a recommendation for the city council to consider that site as an area for a future Dog Park in the city of Mendota Heights. A detailed list of programs will be in the next issue of the Heights Highlights, which should be mailed out to homes around February 14, 2014. Registrations can be taken in person at city hall or online at www.mendota - heights.com. Field Trips The city of Mendota Heights offers youth field trips on Thursdays during the summer. The following is a list of field trips that staff has booked for the summer of 2014: June 12- Cinema Cafe & Skyzone June 19 -Como Zoo & Paintball June 26- Crystal Caves July 10- Bunker Beach Water Park July 24 -Edina Water Park July 31 -TBD August 7- Family Trip to St. Paul Saints Game Skating Rinks & Warming Houses Parks maintenance crews will continue to flood and maintain the skating rinks as long as the weather permits. The warming houses will also remain open as long as ice conditions are favorable. New Programs Staff is also working on additional new programs to offer. GOLF COURSE GOALS FOR 2014 5 Mendota Heights Par 3 Annual Report 2013 1 I. Par 3 Golf Course Business Profile A. Business Concept The Mendota Heights Par 3 (Par 3) is a self- supporting enterprise. Revenues generated by the course as well as retained earnings pay for all expenses including depreciation, equipment replacement, and capital improvements. The Par 3 is a seasonal facility, generally opening in Mid -April and closing in Mid - November. B. Scope of Products and Services The Par 3 offers a quality par three public golf course with a simple layout. Primary users are local youth, including Parks and Recreation programs from the neighboring communities, as well as senior citizens and league play. Open play draws customers of all ages from the City and surrounding communities. C. Competitive Advantage The Par 3's competitive advantage has three parts: community -based focus, low level of difficulty and central location. The course is easy to find from all directions. With shorter fairways than most par 3 or executive golf courses, the Par 3 provides a welcome environment for beginners and a quick round for experienced players. Having been in the community since 1961, the course has strong sentimental value for customers who learned to play on the course as kids. D. Geographic Markets Communities within five miles of Mendota Heights are the Par 3's primary geographic market. Secondary markets include other communities within the metro area, but primarily within a 20- mile radius. All public golf courses located within the 494/694 metropolitan loop are government owned facilities. E. User and Customer Groups Leagues and lessons are a significant portion of the Par 3 customer base, but open play has historically been the focus of this business. At almost any time in the week walk -up customers are able to get on the course with little delay. Concessions offerings are carefully considered and priced to maximize profits. F. Distribution Channels The Recreation Program Coordinator is the primary staff person responsible for developing leads to generate business, making customer contacts, developing relationships and marketing the facility. G. Key Competitors There are a handful of executive courses in the primary market area(Thompson Oaks and Invervood) and a number of regulation nine -hole courses(Lost Spur and Highland 9). While customers of Par 3 and executive courses typically stay within their own community, staff is aware of families travelling from points across the southern half of the metropolitan area to play our Par 3, citing family ties, price, friendliness of the staff and the simple course layout as reasons to make the drive. Mendota Heights Par 3 Annual Report 2013 2 H. Organizational Structure The Par 3 is a publicly owned facility covering all operating costs through course revenues. The course is expected to "pay its own way" including capital improvements. Operations are administered as an enterprise fund, overseen by the Recreation Program Coordinator, with administrative support from a .50 FTE. For 2014, a .50 FTE Recreation Program Coordinator will oversee clubhouse operations, maintenance operations and other activities that are contracted out. Part -time seasonal staff serves as clubhouse workers, grounds crew and instructors. Financial Report The Par 3 started the 2013 year with $15,000 in the Golf Course Fund. At the end of 2013 the balance of the Golf Course Fund is $25,089. Capital Expenses and Course Improvements The course is in good condition, in terms of turf conditions, facilities and equipment. Improvement projects in 2014 may be undertaken if the course is profitable. Potential projects include: • Top- dressing the fairway on Hole #6 to improve playing conditions. • Upgraded patio furniture • Tree trimming and plantings IV. Analysis of 2013 The 2013 season started very slow. When the course opened the doors on April 27, 2013 we were already $10,500.00 behind 2012 numbers in sales. Increased marketing of our golf programs resulted in a 10% increase in revenue in golf programs. The Par 3 also worked with Groupon and the Pioneer Press to run several daily deals which produced over $10,000.00 in revenue. Maintenance costs came in lower for 2013 than 2012, reflecting a reduction in work hours and no new projects on the golf course. Work in the past 2 -3 years has resulted in strong root structure in the turf, which foster good growth and disease resistance. After seven years of operations in the books, the course has experienced the ups and downs of the economy and weather, and has established a reliable baseline for revenue as well as for costs. V. Fee Analysis Greens fee rates remained the same for 2013: $11 weekdays, $13 weekends /holidays, seniors and juniors rates $10 weekdays, $12 weekends /holidays. These are the best rates in the area, with one exception where a local executive course offers a senior rate of $9 on weekdays and weekends. General feedback from customers is that the current fees reflect good value for golf. Staff does not recommend any changes to greens fees or rental rates for 2014, but does propose a number of promotional events, featuring discounted rates. VI. Golf Course Goals for 2014 The Mendota Heights Par 3 Golf Course has maintained the customer - focused environment that our customers have come to expect, while making a number of necessary improvements, enhancing course conditions and the golf experience. Enhanced programming and promotion in 2014 should be geared towards the following goals: Mendota Heights Par 3 2014 Goal 1: Maintain the customer - friendly atmosphere in the clubhouse and on the course. Mendota Heights Par 3 2014 Goal 2: Introduce new programming and special events to increase the number of customers visiting the course. Mendota Heights Par 3 2014 Goal 3: Total number of rounds played for 2014 should increase 5% over the previous three year average. Mendota Heights Par 3 2014 Goal 4: Golf leagues remain a solid and consistent source of revenue for the Par 3. Focus during the off season will be on increasing the number of leagues and the number of participants in each league.
