Subject: New Member Orientation
DISCUSSION
The Parks and Recreation Commission has recently welcomed new
members Stan Linnell and Dave Libra as Commissioners and it is City
practice to provide orientation to all new advisory body members.
Both Stan and Dave have indicated a desire for an overview of the
Commission, the park system and the new recreation program efforts.
An overview presentation will be presented an hour before the
regular meeting begins on Tuesday evening and will cover such
topics as the role of the Parks Commission, the Comprehensive Plan,
goals of the park system, an overview of the park system and its
locations, acreage, amenities, etc., recent referendum
improvements, the 1985 Parks Survey, Adopt -A -Park, the trail
system, the new recreation programs and future directions.
ACTION REQUIRED
If you so desire, attend and participate in this synopsis of
the parks. This will be an informal presentation with time for
questions and answers. All interested Commissioners are encouraged
to attend.

FEBRUARY 9, 1993
The regular meeting of the Mendota Heights Parks and Recreation
Commission was held on Tuesday, February 9, 1993, in the City Hall
Large Conference Room, 1101 Victoria Curve. The meeting was called
to order at 7:05 o'clock P.M. The following members were present:
Libra, Katz, Linnell, Norton and Damberg. Commissioners Kleinglass
and Spicer had notified City staff that they would be arriving
late. Also present were Administrative Assistant Kevin Batchelder,
Recreation Programmer Michelle Morgan and Parks Project Manager Guy
Kullander.
INTRODUCTION .OF
NEW MEMBERS
Acting Chair Katz introduced the new Commissioners, Stan
Linnell and Dave Libra, who had recently been appointed by
City Council to fill two vacancies on the Parks and Recreation
Commission. Introductions were made around the room. Katz
welcomed the new members and stated the Parks Commission is
enthusiastic to have two committed and interested members join
their group. Commissioner Katz also stated Commissioner
Hunter had been appointed to the Planning Commission by the
City. Council and that they wish him well on the Planning
Commission and thanked him for a job well done these past few
years on the Parks Commission.
Administrative Assistant Batchelder stated an orientation
would be provided for the two new members in the coming weeks.
APPROVAL OF MINUTES
Commissioner Norton moved to approve the January 12, 1993
minutes.
Commissioner Damberg seconded the motion.

SOFTBALL LEAGUE RULES
Recreation Programmer Morgan briefly reviewed proposed
softball league rules and regulations with the Commission.
Morgan stated the rules include sections on eligibility,
rosters, equipment, game play rules, protests, sportsmanship,
Mendota Heights park regulations, weather, standings and
movement of teams amongst leagues.
Acting Chair Katz inquired about the rules on eligibility for
post season. Morgan stated that players who happen to be on
more than one team must declare which team they will be
playing on during the post season tournaments. Commissioner
Norton inquired about the statement of "pregnant women are
discouraged from playing". Parks Commission decided that a
general statement such as "persons with medical conditions are
advised to consult with a doctor prior to participation in
softball leagues" would be preferred. Commissioner Damberg
inquired about assumption of risk. Batchelder stated the City
is obtaining liability insurance through the United States
Slow Pitch Softball Association (USSSA) for all sanctioned
leagues. He stated that the individual teams also have an
option to purchase liability insurance through USSSA.
Batchelder stated that the City's General Liability Policy has
received a copy of the USSSA agreements to include as a
declaration within the City's policy.
Morgan stated the City is offering four leagues for summer
play and that the desired number of teams in each league would
be eight teams. She stated the leagues could go with a six
team minimum.
Commissioner Norton moved to direct staff to implement the
softball league rules for 1993.
Commissioner Libra seconded the motion.

PARTNERSHIPS AND TRAIL CONNECTIONS
Administrative Assistant Batchelder stated the City of Mendota
Heights had recently been included in a planning group that
bills itself as the "Partnerships in Trail Connections". The
purpose of the group is to coordinate and act on trail
connection opportunities, mainly in the Mendota Bridge area.
Batchelder stated participants include the City's of
Minneapolis, Bloomington, Mendota Heights, Eagan, the DNR,
Fort Snelling State Park, Dakota County, St. Paul and other
interested parties.
Batchelder stated that this group was involved in efforts to
act on a joint giant propo6a1 under the auspices of the
Intermodal Surface Transportation Efficiency Act (ISTEA) which
provides federal grant monies for bike trail projects.
Batchelder stated the group is meeting to discuss trail
connections and the benefits of a coordinated approach to
trails on a regional basis. Batchelder stated that each
participant had been asked to submit a wish list for a
preliminary look at the possibilities of a joint application
for ISTEA funding. The Parks and Recreation Commission
reviewed the options for trail links to the City of Mendota
Heights' trail systems to the regional trail system and across
the Mendota Bridge.
Batchelder explained that the time line for ISTEA applications
is going to be very quick with a possible April 1st deadline
for all the Cities to come up with a joint grant application
for funding. Batchelder stated that he was reviewing the
possibility with the Parks Commission in the hope that the
details could be brought back at the March 9th Parks
Commission meeting but was not sure how fast the joint grant
application would be moving. Batchelder stated it may be
necessary to proceed to the City Council for approval on
participation in a joint application prior to the time it can
be brought back to the next Parks Commission meeting.
Parks Project Manager Kullander explained how the Soo Line
Regional Trail, proposed to be acquired by MnDOT, would be
part of Dakota County's regional trail system. Kullander
explained two under passes that are needed in order to make
Soo Line Regional Trail a possibility. Kullander stated these
underpasses are at the Highway 110 Frontage Road heading down
into Mendota and at the new Highway 13 crossing of the
railroad. Commissioner Linnell stated the City of Mendota
Heights should encourage the County to do the Soo Line
Regional Trail System. He stated this regional trail has
potential to link to hundreds of miles of other trails
throughout the region including Harriet Island/Lilydale
Regional Park, Fort Snelling State Park, the Minneapolis trail
system and the Eagan trail system which extends to the Zoo and
to Lebanon Hills Regional Park. He stated the DNR was
interested and supportive of this effort.
The Parks Commission discussed City priorities and felt that
the underpasses for the Soo. Line Railroad and the Soo Line
trail construction should be our priorities. The Commission
encouraged the City staff to follow through on a possible
joint ISTEA Grant application with the other organizations.
Commissioner Spicer arrived at 7:30 o'clock P.M.
Commissioner Kleinglass arrived at 7:45 o'clock P.M.
Parks Project Manager Kullander briefly discussed the Mendota
Interchange highway project with the Parks Commission.
ELECTION OF OFFICERS
Commissioner Damberg moved to. appoint Commissioner Katz as
Chair and Commissioner Spicer as Vice Chair and Administrative
Assistant Batchelder as Secretary for the 1993 Parks
Commission year.
Commissioner Kleinglass seconded the motion.

REQUEST FOR TENNIS
COURT RESERVATIONS
Chair Katz introduced a request for tennis court reservations
by the St. Thomas Academy tennis team for the spring season
boy's tennis season. St. Thomas Academy is requesting the use
of Roger's Lake Park and Friendly Hills Park tennis courts
Monday through Friday from 3:15 P.M. to .5:15 P.M. for the
period from April 1st until June 1st.
Batchelder quoted the Park Reservation Policy as "tennis
courts are available on a first come first served basis for
Mendota Heights residents and are not to be reserved. The
following community groups may reserve tennis courts with the
permission of the Parks and Recreation Commission and the City
Council: Mend -Eagan Athletic Association, all public and
private schools in Mendota Heights". Batchelder stated. that
St. Thomas requests for reservations of tennis courts had been
routinely granted until 1992 when the City Council only
granted half of their request and did not allow the Friendly
Hills tennis courts to be reserved, because of the heavy use
that it receives from the neighborhood and would tie up all
courts south of Highway 110.
Commissioner Spicer moved to recommend that City Council
approve the St. Thomas Academy tennis team request for
reservations with the City allowing St. Thomas to reserve
Roger's Lake Park and one park north of Highway 110
specifically Marie or Wentworth Park tennis courts for use by
the 1993 St. Thomas tennis teams.
Commissioner Norton seconded the motion.

NATIONAL SPORTS TRAINING CENTER
Batchelder stated that the City had received a request from
the Minneapolis Park and Recreation board to consider granting
conceptual approval in support of a feasibility study grant to
assess the need and financial projections for a proposed
national sports training center in the Fort Snelling area.
Batchelder stated that this national sports training center is
modeled after a similar center in Blaine. Commissioner Spicer
stated that the Blaine facility was a multi use facility
including soccer fields, a velodrome and other olympic sport
qualifying facilities.
Commissioner Kleinglass moved to recommend that City Council
approve conceptual support for a national sports training.
center at Fort Snelling and authorize to Mayor to send a
letter to the City of Minneapolis endorsing the concept of
this center.
Commissioner Spicer seconded the motion.

VERBAL UPDATES
Recreation Programmer Morgan stated she had been getting many
requests from various user groups for scheduling time at
Mendakota Park and other softball fields throughout the City.
Morgan stated it was going to be difficult for all user groups
to have access to Mendakota Park. She stated at this time the
City is giving primary consideration to adult softball leagues
and that the next priority would be high school softball
leagues. Morgan stated she has received requests from
Visitation Convent, Sibley girl's fast pitch team and Mend -
Eagan teams as well as attempting to schedule the new Mendota
Heights adult leagues. Morgan stated. that the City would
attempt to provide access to these fields for all use groups
but it was obvious that everybody would not get all of their
requests.
Morgan explained that West Publishing had submitted a letter
to the City requesting the use of three fields on Thursday
evening. The Parks and Recreation Commission discussed this
request and decided it conflicted too much with the adult
softball programming already scheduled for Thursday evening at
Mendakota Park.
Batchelder stated the newsletter was scheduled to be delivered
to Mendota Heights homes in the next week and that this
included articles on the new softball leagues, the sand
volleyball leagues and park reservation procedures.
Batchelder stated that the City Administrator had agreed to a
annual schedule for the newsletter that would accommodate the
registration periods for recreation programs.
Commissioner Norton stated that Inver Grove Heights is
currently using Dakota County's piston bully for grooming of
cross country ski trails on their new golf course. She stated
the City of Mendota Heights should pursue joint use with
Dakota County of this equipment for grooming trails in our
City.
Commissioner Spicer inquired if City staff had followed
through on a recommendation'from the Parks and Recreation.
Commission to pursue discussions with the owners of the Par 3
Golf Course for acquisition. Administrative Assistant
Batchelder stated City staff had made inquiries with the
owners last year, but not recently.
Morgan stated she is currently working with the Cities of West
St. Paul and South St. Paul to make available to Mendota
Heights children a safety camp this summer. Morgan stated the
safety camp would include bike safety, fire safety and
stranger danger programs. She stated Mendota Heights
residents would be able to participate and that this would all
be fee based programming. Morgan also stated that she was in
the beginning stages of planning a nature camp for Mendota
Heights children involving a naturalist who would provide a
day camp for children to learn about and discover nature.
The Parks Commission inquired about the Annual Celebrate
Mendota Heights Park festivities. Batchelder stated he would
place this item on the March agenda and at that time we could
begin forming another citizen's task force to help plan for
the upcoming celebration.
Batchelder stated the City had purchased a bobcat for the
street department and that this equipment was useful for
plowing narrow sections of our trail system.
Batchelder stated that following direction from the Parks
Commission, revisions have been made to the Park Video and it
had been finalized. He stated it is now airing on Channel 18
and that the City would be provided with two copies that would
be available for viewing. Batchelder stated that Judy Skiei-
Voss had edited the video including new footage, better audio
and enhanced lighting and he encouraged everyone to watch this
program.
Commissioner Linnell inquired about Ivy Falls Park and the
impact of the Ivy Falls Creek Project on the Park. The Parks
Commission requested that Klayton Eckles, Engineer, attend the
March meeting to discuss the design of the pond in Ivy Falls
Park.
ADJOURNMENT

Commission adjourned at 9:00 o'clock P.M.

Grauman

DISCUSSION
Mr. Daniel O'Keefe has approached the City to request,that we
name a park (or field) after Mr. Richard (Jake). Grauman, a veteran
missing in actionin service of his country in Korea in 1950..
Please see attached request and information about Mr. Grauman. .
Mr. O'Keefe's desire is to have the City name a park or field
after Richard Grauman, one of. two Dakota County.servicemen missing
in action from the Korean War. Mr. O'Keefe has noted that in July
the Korean War Veteran's Association is holding their 40th annual
convention in Bloomington affording.the local group an opportunity
to host a dedication ceremony.
In the past, the City policy has been to name parks after the
neighborhoods that they are located in, both to help people locate
the parks and to identify the park with a certain section of the
City. There are not any new parks coming on line that have not
been named with the possible exception of Kensington North Park.
There are numerous new fields in Mendota Heights that could
possibly be dedicated after an individual, if the Parks and
Recreation Commission and City Council so desire. The most
prestigious fields would be those at Sibley Park, Mendakota Park
and Civic Center Field. Staff has contacted the School District
about their cooperation in naming the baseball field at Sibley in
honor of this veteran. It is the varsity baseball field for a
school district that encompasses many communities and would be
quite visible to community children and parents.
ACTION REQUIRED
Meet with Mr. O'Keefe and discuss .the possibilities of
dedicating a facility after Sgt. Richard (Jake) Grauman.

To the Members of the Mendota Heights Parks and Recreation Commission,
It should be noted with this request for recognition that 1993 marks
the 40th Anniversary of the end of the Korean War, June 1950- July
1953. It has been called the Forgotten War. Yet 54,246 American boys
were killed in it, 103,000 more were wounded -in -action and 8177 remain
missing, 120 of those missing yet are from the State of Minnesota. Two
of those missing are from Dakota County. One of those missing lived at
1031 Ottawa Avenue. At Dodd Road and Ottawa.
1Commencing July 24, 1993 the Korean War Veterans Association will have
it's annual convention in Bloomington, Minnesota. Veterans will be
here from all over the United States as well as other United Nation
countries. It would be a great honor for them all to have a Park
named after one of their fallen comrades. I believe that coordinating
the naming of a park with this national event would bring great honor
to the City of Mendota Heights and it's leaders with national press
and television coverage. It would be a most wonderful and timely
gesture. It would also honor and preserve •the name of a forgotten
soldier fallen in a forgotten war. One who lived just down the street
from us.
February 22, 1993
Dear Ladies and Gentlemen of the Parks and Recreation Commission,
On September 20, 1950 Mr and Mrs Everett E. Grauman of 1031 Ottawa
Avenue hugged their son Richard (Jake) to say goodbye. Their boy had
been recalled into the Army and was entering the military pipeline for
shipment to Korea. He would never return to them . . . .. He was to be
lost in action, "somewhere forever", on December 3, 1950, 75 days
after leaving his parents home. The place, Huksu-ri, North Korea. He
would remain one of two Dakota County men to be missing -in -action at
the conclusion of that bitter three year war. A war fought under the
most severe terrain and weather conditions. Battle lines were drawn on
steep, snow covered mountain ridges the night "Jake" was lost. Two
hundred thousand Chinese troops had entered the war opposing perhaps
forty thousand American and South Korean troops near the Chosin
Reservoir. The temperature on the night of Jake's loss was in excess
of twenty degrees below zero. He suffered, along with thousands of his
comrades, terrible discomfort, terror and death that night, hi last
known night on earth. . 42 years ago.
Who was Richard E. (Jake) Grauman? The Grauman Family lived on Ottawa
and Dodd Road. Jake graduated from Humboldt High School, Class of
1947. He was over six feet tall, well built with a kind of crooked
grin when he was amused. He was an athlete, playing both hockey and
football. Attached is a picture of him from his high school year book.
Jake was well liked by all. He was mannerly, pleasant and friendly to
everyone. Nobody ever heard Jake Grauman say a bad thing about
)anybody, ever! He was the kind of boy that you would wish your son to
be
The 1947 Humboldt Year Book says of Jake, "declares that whip cream on
cake is his favorite food. . .(11e) wants to own a sporting goods
store. . .. Plans to go to college after he graduates" Jake's nation
did not allow him the opportunity to fulfill any of his dreams. Jake
disappeared from the face of this earth on December 3, 1950 on a cold,
wind and snow -swept mountain top not far from the Manchurian border.
His friends remember Jake, and want others to know about and remember
him too. We are all in our sixties now without a whole lot of our
life time left. After we are gone, who then will remember Jake and
what price Jake paid for all of us?
I ask of you, to preserve Jake's sacrifice for us, by naming an
athletic field or playground for him. He would like that! To be able
to listen to the crack of,bat on ball and"the laughter of children for
an eternity. This rather than be forgotten forever, as he is lost
forever, by the citizens of a nation he was asked to pay the
consummate price for. He. w ; American Hero, kids need a hero.
Please give them Jake.

Dear Dan,
I have your letter of October 14 and you no doubt realize
it came as a surprise. Not because of what you propose, but be-
cause it has been a very long time since my brother's name has
been mentioned to me by anyone outside of my immediate family.
Recently I had occasion to sort out many of the momentoes
and records that belonged to my parents. I found many of the
letters and papers that my mother, and then later my father,
had saved regarding My brother. This all brought back the mem-
ories of those tragic days over forty years ago. I also have
remembered Jake vividly as I last saw him. What a great brother
he was.
I am Jake's close:survivor and I willingly give you per-
mission to use his name in connection with the Korean War Veterans
chapter as outlined in your letter of October 14.
By way of information, Jake was made a sargent May 1, 1953,
after being declared missing in action, as was the policy at that
time.
Among the things that were saved regarding Jake is a copy of
the May 30, 1951 Memorial Day St. Paul Dispatch "Salute to the
Heroes of Korea - 1950-51". This full page has pictures of most
of the St. Paul area casualties,killed, wounded and missing.
If you are interested in this for the organization, let me know
and I will send it to you.

DISCUSSION
At the February meeting, the Commission inquired about the
status of the Ivy Falls Creek Stormwater Improvement Project and
its impact on the pond in Ivy Park. The Commission inquired if
Klayton Eckles, Civil Engineer could provide a presentation on the
proposed improvements to the storm water detention pond in the
park.
Klayton will be present Tuesday evening to discuss the project
and the proposed design for the Ivy Park pond. He has prepared a
brief presentation with maps that will show existing conditions and
the proposed design for an enlarged detention pond.
ACTION REQUIRED
Meet with Klayton Eckles and discuss the proposed design for
the detention pond at Ivy Park.

Volunteer Planning Committee
DISCUSSION
• Last year a volunteer planning committee organized and
conducted the First Annual Celebrate Mendota Heights Parks!. This
was a very successful approach that involved various members of the
community and city officials. (Please see attached list of
committee members and report on the Celebration.)
I would like to suggest that we use that same approach again
this year and begin organizing a volunteer planning committee that
would steer the plans for this years celebration. I am offering
the Parks and Recreation Commission the first opportunity to
volunteer to serve on the Planning Committee. Later this month a
letter will be sent out seeking recruits for the committee and
announcing the first planning meeting.
ACTION REQUIRED
Inform.staff if you desire to be placed upon the Planning
Committee for the Second Annual Celebrate Mendota Heights Parks!.

DISCUSSION
I have attached a report that was presented to the City
Council at their August 18, 1992 meeting that summarized the Park
Celebration that was held on August 8th. (See attached.)
As I pointed out in that memo, the City Council and the Parks
and Recreation Commission .should be thanked for creating an
environment in which a successful •referendum can create such a
wonderful park system for the community. This park system should
be celebrated and an annual summer event certainly seems
appropriate.. I would encourage the Parks and Recreation Commission
to again be involved in next year's Planning Committee. I expect
that the new Recreation Programmer will play a major role in
staffing this Planning Committee.
ACTION REQUIRED
Acknowledge the report on: the First Annual Celebrate Mendota
Heights Parks! and provide any feedback to staff.

DISCUSSION
• From all reports, the First Annual Celebrate Mendota Heights
Parks! was a success despite the brutal sun and humidity we
experienced on Saturday, August 8th. Next year we'll have to order
a cool, sunny day. The crowd that attended is estimated to be in
the neighborhood of 500 to 1,000 people throughout the day.
The facility proved to .be a good host for our community
celebration as the ballfield, concessions, pavilion/band shell,
parking, drop off area, play equipment, pedestrian/bicycle trails,
electrical outlets and water fountains all functioned well and
proved this park was well designed for its intended use. Guy
Kullander, Parks Project Manager, should be commended for all the
work he has put into making Mendakota Park a success.
This year's event was successful because of the extensive
amount of support the Planning Committee received from volunteers
and sponsors throughout the community. The original intention • of
the Planning Committee was to host an event that would be paid for
and operated by voluntary donations and efforts. For the most
part, this is exactly what occurred. (An accounting is attached.)
Letter's of Appreciation have been prepared for the Mayor's
signature to properly thank all the volunteers and sponsors; both
individuals and •organizations, that helped make this community
event a success. Letters thanking volunteers and sponsors will
also be distributed to the local newspapers. (A list of volunteers
and sponsors is attached.)
• I would also like to note the contributions made by the Park
• Maintenance crew, Terry Blum, Mike Maczko, and John Boland, for a
fine job in preparing the park and assisting the day of the event,
as well as Police Officer Neil Garlock whose presence was
appreciated. The intrepid Kim Blaeser provided a great deal of
background support, as did the Public Works and Police departments.
I would be remiss in not mentioning the help provided by the
Fire Relief Association and the Ladies Auxiliary. Besides hosting
the softball tournament, dunk tank, Fire Truck rides and the
concessions, the Fire department lent a helping hand throughout the
event. From the setup of the tents and equipment Friday evening
through the final cleanup on Saturday evening, members of the Fire
Department and their families were present to pitch in and help.
Their assistance was invaluable and greatly contributed to the
success of the event.
Mendakota Park is now dedicated and we have had a successful
first annual community celebration. There are many things we
learned Saturday that will enable us to plan a better event next
year, and begin to establish this event as an annual tradition. TL
planning committee,with the help of the new Recreation Programmer,
will be formed in the winter to tackle this tsk.
Finally, I would like to thank the Mayor and City Council, the
Parks and Recreation Commission and other members of the City staff
for creating an environment in which a successful referendum can
create such a wonderful park system for the community. It is a
park system that is worthy of an annual celebration. 'The
Council's advocacy for, and support of, the growing park system has
provided a valuable resource to the community of Mendota Heights.
ACTION REQUIRED
Acknowledge the work of the Planning Committee, the sponsors
and the volunteers and direct the Mayor .to sign Letters of
Appreciation.
