PARKS AND RECREATION COMMISSION MINUTES
MAY 12, 1992
The regular meeting of the Mendota Heights Parks and Recreation
Commission was held on Tuesday, May 12, 1992, in the City Hall
Large Conference Room, 1101 Victoria Curve. The meeting was called
to order at 7:10 o'clock P.M. The following members were present:
Huber, Hunter, Kleinglass and Spicer. Commissioner Katz arrived
late. Commissioner Damberg was excused. Also present were Parks
Project Manager Guy Kullander and Administrative Assistant Kevin
Batchelder.
APPROVAL OF MINUTES
Commissioner Kleinglass moved approval of the April 14,
1992, Minutes.
Commissioner Spicer seconded the motion.

PARR RESERVATION POLICY
Administrative Assistant Batchelder presented a proposed
resolution for park reservations in the City of Mendota
Heights. The Parks and Recreation Commission spent
approximately one hour reviewing and revising the
proposed resolution. The Parks Commission felt the fees
established in the resolution should not charge residents
for reserving parks. The Parks Commission felt a user
fee was appropriate for non-residents and commercial or
business reservations for parks and facilities. The
proposed resolution includes the following items:
1. Park rental fees
2. Park reservation procedures
3. Damage deposits
4. Rules and regulations for reserving parks
5. Equipment rentals
6. Field reservations
7. Site reservations
8. Fee exemptions
Commissioner Spicer moved that the Parks and Recreation
Commission recommend that City Council adopt the
Resolution Establishing Rules and Rental Fees for Use of
the City Parks and Property as revised.
Commissioner Hunter seconded the motion.

JOINT CITY COUNCIL/
PARKS COMMISSION WORKSHOP
Administrative Assistant Batchelder reported that the
City Council, at their May 5, 1992, meeting, had decided
the time was right to meet with the Parks Commission in
a joint workshop. The Parks Commission was of a
consensus that they would offer their next regularly
scheduled meeting of June 9, 1992, as a possible option
to conduct the City Council/Parks Commission Joint
Workshop should the Council desire to attend that
evening.
BIDS FOR SIBLEY, MENDAKOTA
AND KENSINGTON PARKS
Parks Project Manager Kullander reported on the low bids
that he had received for signage, picnic tables and
bleachers for Sibley, Mendakota and Kensington Parks.
Kullander reported he had received separate bids for each
of the three items and was presenting the low bids as
follows: Bleachers with a bid of $12,540 from Seating
and Athletic Facility Enterprises; signage bid for $6,521
from Earl F. Anderson Company and tables bid for $6,059
from Flannagan Sales Company.. Kullander stated the total
of the three low bids combined was $25,210 and this was
underneath the original estimate of $30,900.
Parks Project Manager Kullander discussed the trail signs
that were included with the sign bid to identify the
trail system and parks.. Kullander stated these trail
signs comprised $1,335 of the sign bid. The Parks
Commission was of an unanimous consensus that these trail
system signs should be included.
Commissioner Spicer moved that the Parks and Recreation
Commission recommend that City Council approve the low
bids that had been received for bleachers, signage and
picnic tables.
Commissioner Hunter seconded the motion.

LIGHT POLES AT HOCKEY RINKS
This item appeared as a -follow up to a request for
installing new lights at the Friendly Hills hockey rink
May 12, 1992

made by Parks Leadperson Terry Blum at a previous Parks
and Recreation Commission meeting several months ago.
The Commission felt this was a maintenance item and that
referendum funds not be used to upgrade lighting at the
hockey rinks. The Parks and Recreation Commission felt
that no recommendation was necessary for this item as it
was a maintenance item that the Public Works Director
should consider in the 1993 Budget.
PLAY EQUIPMENT BIDS

The Parks and Recreation Commission discussed the bid for
Kensington Park play equipment. Parks Project Manager
Kullander stated he intended to have this bid awarded
before July 1st to avoid the 6.5 percent sales tax the
City would be obligated to pay after that date. The
Commission discussed the budget of $20,000 for play
equipment in Kensington Park that they had established at
the March meeting. The Commission discussed the extra
requirements due to the Americans with Disabilities Act
in providing "equal" equipment in all parks.
Commissioner Spicer stated the Parks Commission had
budgeted $18,000 for play equipment in each neighborhood
park in the 1989 Referendum and that if you added $3,000
for meeting the standards of the Americans with
Disabilities Act you would end up with a $21,000 budget
for the play equipment at Kensington Park.
Commissioner Spicer moved that the play equipment budget
for Kensington Park be established at $21,000.
Chair Huber seconded the motion.
Commissioner Katz arrived at 8:00 P.M.
PARK UPDATES
Administrative Assistant Batchelder informed the Parks
and Recreation Commission that City staff had received a
number of complaints regarding the removal of the Curley
Trail. Batchelder stated the City Council had taken
action on April 21st and had endorsed the Parks and
Recreation Commission recommendation that no advertising
panels be allowed in parks. Batchelder stated he has had
inquiries for two more park adoptions, Cub Pack 198
desired to adopt Ivy Park and ERA Dufresne Realty desired
to adopt Friendly Hills Park.

Batchelder stated the Planning staff had met with Dean
Verdoes and Lois Rockney of Independent School District
No. 197 to discuss the scoreboards donated for Sibley
Park by Pepsi Cola. Batchelder stated staff reviewed
lighting, distance, placement and proportion of
advertising to scoreboard. Batchelder stated the staff
determination on the Sibley scoreboards had been that
they were park equipment and a permitted use within the
R-1 District. The Parks Commission discussed the need
for underground wiring to serve the scoreboards with
electricity and scoreboard control wires. Kullander
stated it was likely the School District would be
approaching the City about sharing the cost for this
additional underground wiring. Kullander stated the

Arndt Subdivision at their April meeting and had carried
the item over to their May meeting. Batchelder stated a
number of residents in that neighborhood had testified at
the Planning Commission meeting that they would like to
see the City acquire that parcel for park space..
Batchelder discussed the wildflowers along trails project
ani .•..ing discussions with vendors and volunteers.
Batchelder described the ac ion s. y ouncil had taken
regarding the Kensington. Park assessments for Centex
Homes. Parks Project Manager Kullander discussed the
collapse and the projected repair cost for the
Copperfield walking bridge. Kullander stated the trail
bridge would be replaced with a culvert and permanent
trail and that this work would be completed soon.
Parks Project Manager Kullander discussed the use of
Mendakota Park restrooms with the Parks Commission.
Kullander presented a list compiled by Diane Ward, the
staff person responsible for the City softball programs,
that indicates the level of interest received at the City
in using the Mendakota complex.

These are not confirmed bookings but genuine interest in
using Mendakota facility. Ms. Ward has indicated that if
the City were to accommodate the leagues with the most
interest (Men's Class "B" Industrial, Over "30", Women's
Class "C" and Co -Ed Softball and Kittenball) the facility
could be used six out of seven evenings, one league per
night.

Kullander reported the City has hada few calls regarding
reserving courts for volleyball and tennis but it has

Minutes of the Adjourned City Council Meeting and Joint
City Council/Parks and Recreation Commission Workshop
Held on Tuesday, June 9, 1992
Pursuant to due call and notice thereof, the adjourned City Council
meeting to consider the Curley trail and the joint City
Council/Parks and Recreation Commission, was held at 7 : 3 0 o'clock
P.M. on Tuesday, June 9, 1992, at City Hall, 1101 Victoria Curve,
Mendota Heights, Minnesota.
Mayor Mertensotto called the meeting to order at 7:30 o'clock P.M.
The following members of the City Council were present: Mayor
Mertensotto, Councilmembers Cummins, Blesener, Smith and Koch. The
following Parks and Recreation Commission members present were:
Huber, • Katz, Damberg, Kleinglass and Hunter. Commissioners Lundeen
and Spicer were excused. Also present were City Administrator Tom
Lawell, Finance Director Larry Shaughnessy, Parks Project Manager
Guy Kullander and Administrative Assistant Kevin Batchelder.
) CURLEY TRAIL REPLACEMENT
Mayor Mertensotto opened the meeting by accepting a staff
report from Public Works Director Jim Danielson on a bid
opening conducted for the Curley trail replacement. The
City Council acknowledged the bids.
Councilmember Blesener moved to authorize staff to accept
the Pine Bend bid for the amount of $2,965.00.
Councilmember Smith seconded the motion.

RECREATION STAFFING AND
PROGRAMMING
Mayor Mertensotto acknowledged Administrative Assistant
Batchelder who provided a presentation on .recreation
staffing and programming in the City of Mendota Heights.
The presentation focused on the past year's discussion at
the Parks and Recreation Commission level of providing
recreation services in the City of Mendota Heights.
The City Council and the Parks and Recreation Commission
discussed needs for recreation services in the City.
They also discussed residency requirements for
participation in City programs. The City Council and
Parks and Recreation Commission discussed options for
staffing levels at the City to provide recreation
services. A discussion focused on the creation of a
permanent part-time staff person to provide recreation
coordination and recreation programming at the City.
The City Council directed staff to prepare a job
description for a permanent part-time recreation
coordinator for consideration in 1992 and to bring this
job description to the Parks Commission for their review
and recommendation at their July meeting. The Commission
and the City Council provided staff with direction on
items to include in the job description.
PARK CONTRIBUTIONS
Mayor Mertensotto stated that he felt the park dedication
fee should be raised to $1,000 per lot. The group
discussed the appropriateness of a 10 percent cash
dedication fee for multi family and industrial areas.
The Council and Commission directed staff to have the
City Planner focus on appropriate park designations
during the superblock planning efforts.
LAND ACQUISITION
Administrative Assistant Batchelder provided a brief
report on the current status of the referendum monies and
the future commitments for building referendum
improvements. The City Council and the Parks Commission
discussed future improvements that were remaining to be
built with referendum money. The consensus was that the
referendum money that is uncommitted at this point should
be reserved for land acquisition in the future and that
the Parks and Recreation Commission should begin to
determine the goals and objectives for land acquisition.
The City Council and the Parks Commission reaffirmed the
City's decision not pursue tot lots.
PAR 3 GOLF COURSE
The City Council and the Parks Commission discussed the
possibility of purchasing the Par 3 Golf Course for City
operation with Finance Director Larry Shaughnessy. The•
City Council directed staff to contact the owners of the
Par 3 Golf Course and begin discussing the possible
purchase of it.
PARK CELEBRATION
Administrative Assistant Batchelder announced that the
August 8, 1992 Celebrate Mendota Heights Park festivities
were well underway and that volunteers are being actively

recruited to help organize and participate in the day's
event. Batchelder stated the parks celebration would
include a ribbon cutting ceremony to dedicate Mendakota
Park and that we are hoping to get some bands and other
activities organized.
There being no further business, the City Council and the
Parks and Recreation Commission adjourned their joint
workshop at 9:30 o'clock P.M.

One year ago the Parks and Recreation Commission, at the
request of City Council, reviewed and revised a document entitled
"The Role of the Parks and Recreation Commission." Please see
attached document.
This item has been placed on your agenda for your
consideration again this year. The Commission should consider any
additions, suggestions or changes that might be desired.
ACTION REQUIRED
Review the "Role of the Parks and Recreation Commission" and,
if the Commission so desires, pass a motion recommending that City
Council approve the "Role of the Parks and Recreation Commission."
THE ROLE OF THE PARKS AND RECREATION COMMISSION
r ) July 9, 1991
1. To provide leadership, study and recommendations to the City
Council.
The month to month role of the Commission and its purpose.
2. To develop the City's recreation programs.
The new park facilities will be creating new demands for
recreation programming and this will be a priority item for
the Commission in the coming years. The new facilities will
be requiring new policies, regulations and operational
procedures.
3. To advocate for facilities, development, planning and
expansion of the parks.
Originally the number one priority of the Commission, the
success and implementation of the 1989 Parks Bond Referendum
has lessened the intensity of this priority. However, it is
still an important role of the Commission.
4. To be responsive to citizen park and recreation needs.
An important role of the Commission is to be ambassadors for
the City on park and recreation issues and to be liaisons for
the Council and residents of Mendota Heights.
5. To recommend disbursement of park funds.
Originally the number seven priority, this item is now a
higher priority. With the implementation of the referendum
and the monitoring of the Special Park fund there are
increased demands in this area.
6. To set policy for park maintenance.
7. To monitor park facilities.
8. To implement park programs determined by Council.
9. To promote the use of park facilities.

Permanent Part Time Recreation Coordinator

Reaffirm City Tot Lot Policy
DISCUSSION
At the Joint City Council/Parks and Recreation Commission
Workshop held on June 9, 1992, staff was directed to bring a number
of items to the July Parks and Recreation Commission meeting for
consideration and recommendations. Among these items were the
discussion of a new Recreation Coordinator position, the banking of
uncommitted referendum monies for future land acquisition and the
city's tot lot policy.
Permanent Part Time Recreation Position
At the joint workshop, the City Council and the Commission
directed staff to design a job description for a permanent part
time recreation position that would be hired in 1992, instead of
waiting until 1993. Softball programming was intended to be a
major job responsibility of the new position and it was felt that
planning for the 1993 softball program should begin in 1992. The
job description was to be reviewed by the Parks Commission for a
recommendation to City Council.
A proposed job description will be presented Tuesday evening
for the Parks and Recreation Commission's review. A survey has
been done of metro area cities to review typical job descriptions
for this type of position. The job focus will be on planning,
development and coordination of leisure time, recreational, and
sports activities and programs for all ages within the community.
Specific job duties will focus on:
1.
Planning, developing, administering and evaluating recreation
programs which will provide year round activities for City
residents on a user fee basis.
2. Assisting in selecting, training, supervising and evaluation
seasonal recreation staff, as assigned. Serves as immediate
supervisor of assigned seasonal, contracted and volunteer
staff.

3. Assisting in coordinating, scheduling and supervising City
recreational facilities and ensuring proper use of facilities
by recreation groups.
4. Responds to routine citizen inquiries and concerns regarding
recreational programs.
5. Coordinates the registration of participants for various
athletic, recreational and leisure programs and events.
6. Acts as programming advisor and staff representative for the
Parks and Recreation Commission in the preparation of reports
and recommendations relative to community service objectives
and goals.
7. Coordinates Parks and Recreation departments involvement in
community events.
8. Arranges for marketing, publicizing and promotion of programs,
as appropriate, including the preparation of announcements and
schedules.
The above list is not all inclusive, and is subject to
revision, prior to Tuesday evenings meeting, however, it does
provide an illustration of the types of duties that we can foresee
the new Recreation position encompassing. The proposed job
description will include other details such as the direct
supervisor for the position, qualifications required, knowledge,
skills and abilities, and education.
ACTION REQUIRED
Review the proposed job description and provide direction on
proceeding with the development of the new Recreation position.

Future Land Acquisition
DISCUSSION
At the Joint Workshop, the City Council and Commission
discussed the future land acquisition aspect of the 1989 Parks
Referendum. The consensus at the joint workshop was that the City
should reserve all referendum money after the completion of
Kensington Park for land acquisition.
The Parks and Recreation Commission was directed to consider
this for a recommendation to City Council for approval. The
Commission was also directed to begin consideration of goals or
objectives for future land acquisition.
Attached you will, find some detail sheets that list referendum
funding, funds expended and future commitments. Also attached is
a detail sheet for the Special Parks fund.
ACTION REQUIRED
If the Commission so desires, they should pass a motion to
recommend that City Council earmark uncommitted referendum monies
to future land acquisition.
The Commission should also begin to discuss goals and
objectives for future land acquisition and provide direction to
staff.

Subject: Reaffirm City Tot Lot Policy
DISCUSSION
At the Joint Workshop, the City Council and Commission
discussed the future land acquisition aspect of the 1989 Parks
Referendum. During this discussion, the City Council and the Parks
and Recreation Commission reaffirmed the City's policy not to
pursue tot lots. Given the fact that the Commission will be
setting goals and objectives regarding future land acquisition, I
feel it is important to formally incorporate the tot lot policy
into the Commission's minutes with a formal recommendation to
Council stating that tot lots are not a desirable park use or
amenity.
I propose the following language be affirmed:
Tot lots are not an encouraged park use in the City of Mendota
Heights. They are considered an urban park use where the lack
of space and higher densities make them a necessity. Mendota
Heights parks are designed for suburban land uses and for
economy of scale in maintenance. The neighborhood park
concept is the preferred park use in Mendota Heights and
begins with a 5 acre minimum size to provide adequate
amenities and efficient economy for maintenance.
ACTION REQUIRED
If the Commission so desires, they should pass a motion
recommending that City Council adopt the proposed policy on tot
lots.

Subject: Sibley Play Equipment - Reconsider 1992 Construction
DISCUSSION
In 1991 the Parks and Recreation Commission made a
recommendation to City Council to defer the construction of the
proposed Sibley Park play equipment until a later date. This item
was again considered at the February 1992 Commission meeting, at
which time the Commission reaffirmed the original recommendation to
defer construction. The Commission asked staff to place this item
on the July meeting's agenda for reconsideration at which time the
demand for the equipment might be better analyzed.
The money intended for the project ($24,000) was set aside and
reserved for play equipment in this park at some future date. The
options for the Sibley play equipment include:
1. Build the equipment in 1992 and expend the $24,000.
2. Defer the construction another year and reserve the $24,000 as
earmarked money for Sibley Park play equipment.
3. Defer the construction and don't reserve any money for the
construction of Sibley Park play equipment.
ACTION REQUIRED

Subject: Mendota School Playground Installation
Consideration of City Funding
DISCUSSION
Ms. Carol Kiemele, of the Parents Teachers Association (PTA),
has approached the City to request funding to install play
equipment at Mendota Elementary School. The PTA has raised
approximately $15,000 over the last two years and desires to spend
this money on new play equipment at Mendota Elementary. The PTA
has obtained estimates on equipment costs and installation costs.
(Please see attached estimates.) The PTA is requesting that the
City fund the installation costs (approx. $10,000).
Parks Project Manager Guy Kullander has requested that Mike
Dorsey, of Earl Anderson, Inc., review the installation design to
discover a more efficient layout alterative and to address
Americans with Disabilities Act standards. Ms. Kiemele, Mr. Dorsey
and staff will meet Monday morning to discuss the alternatives and
the installation costs. The results of that meeting will be
available to the Parks and Recreation Commission on Tuesday
evening.
City participation should be reviewed by the Commission.
Mendota Elementary's playground often serves the entire surrounding
neighborhood in addition to the school use it receives. The City
has an obligation to realize cost efficiencies and any agreement
should be contingent on a guarantee that this equipment will be
available for city residents for some time into the future to
insure any cost incurred by the City.
ACTION REQUIRED
Review the request with Ms. Kiemele and consider making a
recommendation on City participation.

RE: Request for Bleachers in Neighborhood Parks
July 2, 1992
DISCUSSION:
Many times over the past several years I have been asked why there are no
bleachers in the neighborhood parks.
I am currently preparing bid specifications for the Kensington bleachers so I
asked Parks Lead Person Terry Blum what his feeling was towards bleachers. He said
he too had been approached with requests for bleachers and that he favored bleachers
but that certain parks did not have enough room adjacent to the field to accommodate a
bleacher. The 21' long by 3 row units seating 42 people cost approximately $700.00
each.
RECOMMENDATION:
Those parks deemed suitable are one each in Victoria Highland, Hagstrom-
King, and Ivy Hills Parks, plus one additional bleacher at the Civic Center field.
ACTION REOUIRED•
If the commission desires to install bleachers in those parks with adequate space
and usage to warrant them they should so direct staff to add four bleachers to the
Kensington bid proposal.

Subject: Request for Park Acquisition
Property Adjacent to Wentworth Park
DISCUSSION
Ms. Mary Jeanne Schneeman, of 792 Upper Colonial Drive, wrote
the Mayor in April requesting that the City consider purchasing the
land west of Wentworth Park for inclusion in the City's park
system. This letter was included in the packet for the Joint City
Council/Parks and Recreation Commission Workshop and the Council
directed the Parks Commission to review the request. Please see
attached copy of the letter.
Our assumption is that the property she is referring to is the
one currently owned by Mr. Paul Foss. There is no indication that
this property is for sale at this time and the City has not made
any attempt to contact Mr. Foss. Please see attached copy of
Wentworth Park and the subject property.
ACTION REQUIRED
Review the request and provide direction to staff for an
appropriate response to Ms. Schneeman.

Subject: Tree Inspection Services - City Forester
Request from Commissioner Katz
DISCUSSION
Parks and Recreation Commissioner Vicki Katz has requested
that this item be placed on the agenda for discussion.
Commissioner Katz has expressed a concern to staff regarding the
health of City's urban forest and the lack of City forestry
services.
We have received calls from Commissioner Katz and her
neighbor, Ms. Mary Shaughnessy, regarding the health of the oak
trees along the Mendota bluff and their concern about Oak Wilt, its
possible appearance in Mendota Heights, and the threat of its
spreading throughout this area.
ACTION REQUIRED
Discuss the situation and provide direction to staff.

SUBJECT: City Forestry Policy
DISCUSSION:
Concerns have once again arisen about the presence of
substantial areas of diseased trees - particularly oaks - in
various areas of Mendota Heights. In an attempt to
understand City policy on this issue, I called Kevin
Batchelder. He told me that some Ordinances exist relating
to trimming of trees, stockpiling wood, Council's authority
to assessing homeowners for costs, etc. What appears to be
lacking, however, is a mechanism for evaluation and
assessment of problems, except as undertaken by private
home/land owners. Tree infestation will have a sever impact
on the green-ness of our community, of both public and
private land.
RECOMMENDATION:
I believe the City of Mendota Heights should contract with a
consultant to map major problem areas, recommended treatment
measures and policies, and plan future forestry needs.
Further, I feel this type of service should be conducted and
available on an on-going basis. I will request the Park
Commission to recommend to Council the establishment of an
on-going forestry consultant contract position.
