1972-09-12 Council minutesPage 96 September 12, 1972 VILLAGE OF 0ENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Special Meeting Held Tuesday, September 12, 1973 Pursuant to due call and notice thereof, the special meeting of the Village Council, Village of Mendota Heights, was held at 8:00 o'clock P.0., at the Village Hall, 2010 South Lexington Avenue, Saint Paul, Minnesota. Mayor Huber called the meeting to order at 8:00 O'clock P.M. The following members were present: mayor Huber, Councilmen Blair, Lockwood, Gutzmer and Wahl. HEARING Mayor Huber stated that the first hearing scheduled for the evening was a hearing on the assessment roll for Improvement 72, Project 3, improvements to serve the property immediately north of the Friendly Hills Rearrangement. He stated that due to a technical error in the hearing notice, the Council at their regular meeting on September 5 reset the hearing for October 3 at 8:00 P.M. Attorney Steve Rubin, representing Mr. Cy Sheehy, was present for the hearing and was requested to return for the hearing on October 3. HEARING Mayor Huber opened the Hearing for the purpose of discussion of the assessment roll for sanitary sewer, water, street and storm sewer improvements to serve Sibley High School and the Freeway Road area and adjacent areas, Improvement 70, Project 5. Mayor Huber turned the hearing over to Village Administrator Orvil Johnoon, Mr. Johnson gave a brief history of the project and a presentation of the proposed assessments as follows: Sanitary Sewer Water Mains Water Connection Sewer Connection Storm Sewer Street & Curb & Gutter $ 14.00 front foot 11.00 front foot 200.00 200.00 .0391 square foot 34.78 front foot Mayor Huber asked that anyone with objections to their personal assessments submit formal written objections to the Council. Interested property owners asked questions about the Village's assessment policies and various other questions pertaining to the Improvement. There being no further discussion or objections, Mayor Huber moved that the meeting be closed. Councilman Gutzmer seconded the motion. Councilman Lockwood moved adoption of Resolution Number 514, "RESOLUTION ADOPTING AND CONFIRMING ASSESSMENTS FOR IMPROVEMENT 70, PROJECT 5." Councilman Blair seconded the motion. Mayor Huber called a recess so that the members of the audience with individual questions would have the opportunity of discussing their questions with the Mayor and members of the Council and staff. Meeting recessed at 9:00 P.M. Mayor R[ ADJOURN 0 Huber called the meeting to order at 9:24 P.M. — 1973 BUDGET ADJOURN Ayes: 5 Nays: 0 Orvil Johnson presented the Council with the proposed 1973 budget and the matter was discussed briefly. It was the conoensuo of the Council that there was no objection to the excess of the levy over the levy limitation imposed under Minnesota Statutes 197I, Section 275.51, Subdivision 4 or the accruing penalty. There being no further business to come before the Council, Councilman Blair moved the meeting be adjourned. Councilman Wahl seconded the motion.
