1972-09-19 Council minutesAPPROVE MINUTES Ayes: 4 Nays: 0 Ayes: 4 Nays: 0 Ayes: 4 Nays: 0 COMMUNI- CATIONS Page 98 September 19, 1972 VILLAGE OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA minutes of the Regular Meeting Held Tuesday, September 19, 1972 Pursuant to due call and notice thereof, the regular meeting of the Village Council, Village of Mendota Heights, was held at 8 :00 o'clock P.M., at the Village Hall, 2010 South Lexington Avenue, Saint Paul, Minnesota. Acting Mayor Lockwood called the meeting to order at 8:00 o'clock P.M. The following members were present: Acting Mayor Lockwood, Councilmen Blair, Gutzmer and Wahl. Mayor Huber had notified the Council that he would be out of town. Councilman Gutzmer moved approval of the minutes of the special meeting held Tuesday, August 29, 1972'. Councilman Wahl seconded the motion. Councilman Wahl moved approval of the minutes of the regular meeting held Tuesday,September 5, 1972. Councilman Gutzmer seconded the motion. Councilman Blair moved approval of the minutes of the special meeting held Tuesday, September 12, 1972. Councilman Wahl seconded the motion. Acting Mayor Lockwood read a letter received from the Lower Minnesota River Watershed District to the audience and stated that the letter will be filed for action by the Village Administrator. ABATEMENTS Councilman Gutzmer moved the abatement of assessment on Parcels #26918C and #26918A, Donald Dostert property, reducing the taxes payable for 1970, 1971 and 1972 on Parcel #26918C from $160 to $120 and reducing the taxes Ayes: 4 Nays: 0 Ayes: 3 Abstained: INVEST- MENTS Ayes: 4 Nays: 0 EQUIPMENT PURCHASES Page 99 September 19, 1972 payable for 1970, 197I and I972 from $400 to $200 on Parcel #26918A. Councilman Wahl seconded the motion. Acting Mayor Lockwood moved that an abatement be granted to Mendota Water Company, Inc., reducing from $21,497 to nil taxes payable in 1971 and reducing from $21,454 to nil, taxes payable in 1972. Councilman Wahl seconded the motion. Blair Councilman Gutzmer moved that the Village Council authorize the Clerk—Treasurer to invest $104,500 in savings certificates. Councilman Blair seconded the motion. Acting Mayor Lockwood acknowledged a memo from the Village Administrator stating that informal bids had been received for purchases of a plow and undercarriage for park equipment and for four radios. Acting Mayor Lockwood moved that the bid of the LaHass Corporation for a plow and undercarriage be awarded in the amount of $872.00. Councilman Gutzmer seconded the motion. No action was taken on the motion. Councilman Wahl stated that neit,her the Park equipment nor the radio purchase were recommended to be awarded to the lowest bidder, and felt that the bids should be awarded to the lowest bidders. Councilman Wahl moved to amend the original motion to read that the matter of the plow and undercarriage purchase be tabled until the Attorney states an opinion on awarding the bid to anyone other than the lowest bidder. Councilman Blair seconded the motion. Ayes: 3 Nays: 1 Gutzmer Acting Mayor Lockwood moved that thematter of radio purchases be tabled until the October 3 meeting. Councilman Wahl seconded the motion. Ayes: 4 Nays: 0 1973 BUDGET Ayes: 4 Nays: 0 RESOLU- TION NO. 516 Ayes: 4 Nays: 0 LIST OF CLAIMS Page 100 September 19, 1972 Acting Mayor Lockwood gave a synopsis of the introduction to the proposed 1973 budget. Acting Mayor Lockwood moved adoption of Resolution NuMber 615, "RESOLUTION APPROVING 1972 TAX LEVY, COLLECTIBLE IN 1973,x in the following amounts: General Fund, $249,320; Debt Service, $23,500; Debt Service (Park Bonds), $38,000; Firemen's Relief Association, $8/300; Civil Defense Fund $500.10, for a total tax levy of $319,420. Councilman Wahl seconded the motion. Acting Mayor Lockwood read a letter from the Village Attorney concerning acquisition of easements over Lots 6 and 13 of the Haselberger Addition, owned by 0r. and Mrs. Ma'eehy. In his letter, the Attorney indicated that a settlement could possibly be reached as an alternative to condemnation proceedings. The terms of the settlement would be that the Village grant 0r. Mm'~esky the sum of $500 in consideration for the easements and a reduction in the street assessment for the Pagel Road Improvements (Imp. 72, Project Zion the � eg � ^ ' � ' basis of 54 feet of front footage rather than the I30.5 feet suggested by the Village Engineer. 0r. Winthrop's letter indicated that he would recommend that the proposal of 0r. Ma'eeky be approved. Acting Mayor Lockwood moved adoption of Resolution Number 516, "RESOLUTION PROVIDING FOR THE ACQUISITION OF EASEMENTS OVER MAJESKY PROPERTY" granting 0r. Mo'esky $500 in consideration for granting easements over Lots 6 and 13 of the Haselberger Addition and that the Village agrees to assess for street improvementa only the 54 feet which abut Hazel Street. Councilman Gutzmer seconded the motion. Councilman Wahl moved the Council to adopt the following motion: RESOLVED that the claims submitted to the Village Council for payment, a summary of which ,is set forth on the list attached hereto and identified as List of Claims submitted for payment, September 19, 1972, having been audited by the Village Council, be and are hereby allowed and the Acting Mayor and Clerk—Treasurer of the Village of Mendota Heights are hereby authorized and directed to issue Village checks in payment of said claims. Councilman Wahl moved approval of the licenses with the stipulation that the performance bond submitted by Prodger Housemovers be signed by the owner and that Schwanz, Inc. submit a certificate of insurance, granting licenses to: Bengston Construction Co. Von Comp Builders, Inc. Prodger Housemovers Schwantes, Inc. Bengston Construction Co. Peoples Plumbing & Heating Councilman Blair seconded the General Contractor License General Contractor License Housemover's License Heating License Masonry License nae Plumbing License motion.
