Minutes of the Special Meeting
Held Tuesday, October 10, 1972
Pursuant to due call and notice thereof, the
special meeting of the Village. Council, Village
of Mendota Heights, was held at the Village Hall,
2010 South Lexington Avenue, Saint Paul,
Minnesota.
Mayor Huber called the meeting to order at
8:10 o'clock P.M. The following members were
present: Mayor Huber, Councilmen Wahl, Blair,
Gutzmer and Lockwood.
Mayor Huber moved adoption of Resolution Number 518,
"RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT
FOR CONSTRUCTION OF SANITARY AND STORM SEWERS, WATER
MAINS, AND STREET, CURB AND GUTTER IMPROVEMENTS TO
SERVE ROGERS LAKESIDE EAST (Improvement No. 72,
Project No. 5)." The Bid was awarded to
Lametti and Sons, Inc. of St. Paul in the amount
of $169,702.00.
Councilman Wahl seconded the motion.
Requests for adjustments in assessments from
Karl Hohenstein and Samual Lechtman were held over
from the October 3 meeting for further study by the
Village Engineer., Mr. Kishel submitted to the Council
written recommendations on the two requests.
Councilman Gutzmer moved to defer making the water
assessment for Mr. Hohenstein on Lot 5 . but to deny
the request for adjustments on Lots 3 and 4.
Mayor Huber seconded the motion.
Mayor Huber moved to deny the request for assessment
adjustment from Samuel Lechtman.
Councilman Gutzmer seconded the motion.
Village Administrator Johnson presented a series of
slides showing street conditions in the Village and the
Somerset View area. Mr. Kishel outlined three
proposals for street construction.

After discussion of the alternatives, 0r. Kishel
asked if the Council would like to have him prepare
a proposed assessment roll for discussion purposes
and stated that perhaps an assessment policy should
be established prior to a public hearing.
Mayor Huber stated that for purposes of assessments,
Emerson Avenue should be considered an M.S.A.
street.
There being no further business to come before the
Council, Councilman Blair moved that the meeting
be adjourned.
Councilman Wahl seconded the motion.
