1972-10-17 Council minutesPage 111 October 17, 1972 VILLAGE OF 0ENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Regular Meeting Held Tuesday, October 17, 1972 Pursuant to due call and notice thereof, the regular meeting of the Village Council, Village of Mendota Heights, was held at 8:00 o'clock P.M. at the Village Hall, 750 South Plaza Drive, Saint Paul, Minnesota. Mayor Huber called the meeting to order at 8:00 o'clock P.M. The following members were present: Mayor Huber, Councilmen Blair, Gutzmer, Lockwood and Wahl. MISCEL- LANEOUS APPROVE MINUTES Ayes: 5 Nays: 0 Ayes: 5 Nays: 0 PLANNING COMMISSION APPOINTMENT SOMERSET VIEW STREETS Mayor Huber introduced Mr. Ray Wheeler, Chairman of the Board of the Mid—America State Bank, to the Council and audience, and expressed the Council's appreciation to the Bank officials for allowing the Village to hold meetings in the Bank lobby at no cost to the Village. Mr" Wheeler introduced 0r. Mike Murray, Bank President, and Mr. Eric Iverson, Cashier, to the Council. Councilman Wahl moved approval of the minutes of the regular meeting held Tuesday, October 3 with corrections. Councilman Gutzmer Seconded the motion. Councilman Lockwood moved approval of the minutes of the special meeting held Tuesday/ October 10 with correction. Councilman Blair seconded the motion. Mayor Huber requested that the appointment to the Planning Commission (for the position vacated by William Langford) be postponed until the November 7 meeting. Village Engineer Kishel stated that at the instruction of the Council at the October 10 special meeting, he has proceeded with a study on Somerset View Streets and stated that the study will be completed next week. MUNICIPAL LIQUOR ORDINANCE Ayes: 5 Nays: 0 PLANNING COMMISSION ORDINANCE Ayes: 5 Nays: 0 ZONING ORDINANCE AMENDMENT Ayes: 5 Nays: 0 MID—AMERICA BANK SIGN Ayes: 5 Nays: 0 DESIGNATION OF DEPOSITORY Ayes: 5 Nays: 0 Page 112 October 17, 1972 Mayor Huber directed that Somerset View Street discussion be placed on the November 7 agenda. Mayor Huber moved adoption of Ordinance Number 103, "AN ORDINANCE ESTABLISHING A MUNICIPAL LIQUOR STORE. It Councilman Gutzmer seconded the motion. Councilman Blair moved adoption of Ordinance Number I04, "AN ORDINANCE ESTABLISHING THE PLANNING COMMISSION." Councilman Wahl seconded the motion. Mayor Huber moved adoption of Ordinance Number I05, "AN ORDINANCE AMENDING THE VILLAGE ZONING ORDINANCE," adding Section 16.6/10\ to Section XVI of Ordinance No. 32. Councilman Gutzmer seconded the motion. Mayor Huber stated that the Mid—America Bank officials were present to request a conditional use permit to erect an advertising sign at the southwest corner of the Mendota Plaza property. The bank proposes to erect a sign consisting of 224 square feet and has offered to attach a four foot by fifteen foot sign to the Bank sign identifying the location of the Village Offices, at no cost to the Village. Mayor Huber moved that the offer of the Mid—America State Bank to prepare and erect a Village Offices identification/directional sign be accepted and that the Bank be granted a conditional use permit to erect an advertising sign in a 8-4 District. Councilman Blair seconded the motion. Councilman Lockwood moved that the Mid—America State Bank of Mendota Heights be designated as a depository for Village funds. Councilman Wahl seconded the motion. LIST OF CLAIMS Ayes: 5 Nays: 0 Page 113 October 17, 1973 Mayor Huber moved the Council to adopt the following motion: RESOLVED that the claims submitted to the Village Council for payment, a summary of which is set forth on the list attached hereto and identified as List of Claims submitted for payment, October 17, 1972, having been audited by the Village Council, be and are hereby allowed and the Mayor and Clerk—Treasurer of the Village of Mendota Heights are hereby authorized and directed to issue Village checks in payment of said claims. General Contractor License McQuillan Brothers Plumbing & Heating Plumbing License Jotblad Sewer Company Excavating License Ayes: 5 Nays: 0 ADJOURN Ayes: 5 Nays: 0 Councilman Lockwood seconded the motion.
