1973-06-26 Council minutes-Board of ReviewPage 234 June 26, 1973 VILLAGE OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Annual Board of Review Held Tuesday, June 26, 1973 Pursuant to due call and notice thereof, the Village Council, Village of Mendota Heights held its annual Board of Review meeting at the Village Hall, 750 South Plaza Drive, Saint Paul, Minnesota. The meeting was called to order by Acting Mayor Lockwood at 8:00 o'clock P.M. The following members were present: Acting Mayor Lockwood, Councilmen Wahl and Losleben. Mayor Huber and Councilman Gutzmer notified the Council that they would be unable to attend. The Dakota County Assessor's office was represented by John J. O'Toole, Gordon Daggett and Thomas Kirer. The County Assessor's records were oyiened for review. Acting Mayor Lockwood, as Chairman of the Board of Review, turned the meeting over to Assessor John J. O'Toole. Mr. O'Toole gave a presentation of the various increases that the County was to adjust for the year of 1973. The County Assessor had increased the real estate valuations for Mendota Heights by 10 %, but the 1972 State Legislature passed laws whereas there would be an increase of only 5% for 1973 and 5% for 1974. The County Assessor had to reassess all properties in Dakota County at the 5% levy and send out new notices to all residents. If the 5% increase applied in 1973 has not reached the Assessor's estimate of market value he can add another 5% or fraction thereof in 1974. Mr. O'Toole recommended that those residents who had any questions on their valuations present their applications at the County Court in Hastings, Minnesota. Councilman Losleben moved the Council to approve the following abatements as recommended by the County Assessor: Ulm Shaughnessy #28922 We found that court order had been filed and granted on this parcel for the 1970 and 197: assessments. This court order value (plus 10% across the board increase) should have carried forward for the 1973 assessment. Reduce assessed from $2,623 to $946 for 1973 taxes. Property Page 235 June 26,1973 Land value higher than similar values to area. Reduce from assessed of $7,680 to $6,000 for taxes payable in 1973. We found that the survey of this parcel by Mr. McLagan shows.7.3 acres not 13.41 acres as taxed. Reduce assessed value from X8,772 to $7,638 for taxes payable in 1970, 1971 and 1972. Property assessed for 13.41 acres, should have been 7.3 acres only. Reduce assessed value from $29,120 to $25,360 for taxes payable in 1973. The Village acquired 5.71 acres of this parcel in September of 1971, but value was not split. Reduce assessed value from $4,334 to $2,814 for taxes payable in 1972. Property had been assessed for 1/5 of an acre more than what it should have been. Reduce 1970 and 1971 assessments from $5,265 to $4,665. Reduce 1972 assessed on real portion from $5,400 to $3,600. Court case tried in Hennepin County found these coolers, which are leased, are not to be assessed as personal property. Reduce from assessed of $59 to nil for 1971 assessment. Motion seconded by Councilman Wahl. There being no further business to come before the Board of Review, Councilman Losleben moved the meeting be adjourned. Motion seconded by Acting Mayor Lockwood.
