1974-03-12 Council minutesPage 346 March 12, 1974 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Special Meeting Held Tuesday, March 12, 1974 Pursuant to due call and notice thereof, the special meeting of the City Council, City of Mendota Heights, was held at 8:00 o'clock P.M. at the City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Mayor Huber called the meeting to order at 8:10 o'clock P.M. The following members were present: Mayor Huber, Councilmen Losleben, Wahl and Gutzmer. Councilman Lockwood had notified the Council that he woad be late. FEASIBILITY Administrator Johnson stated that a letter had been REPORT received from Mr. Albert Carlson, 2300 Pagel Road, requesting that his property be served with sanitary sewer and water facilities. He stated that Engineer Kishel was given a copy of the letter and was requested to prepare a study on the request. Engineer Kishel outlined the report to the Council, listing the many problems involved and several possible ways of running the sewer and water lines to the properties in this area. He stated that there are three families in need of sewer and water and suggested that they be contacted. MENDOTA WATER COMPANY RATE INCREASE DAKOTA COUNTY ROAD BONDING The Council directed the City Administrator and City Engineer to conduct an informal hearing with the residents who would be affected by such improvements, to get their reactions and feelings and bring back a report to the Council. Councilman Lockwood arrived at 8:25 o'clock P.M. The Council discussed a letter from Mr. E.G. Lavigne, President of the Mendota Water Company, requesting that the water company be allowed to increase the rates for residential water users to $9.00 per month, and the rate for commercial water users to $12.00 per month. After considerable discussion of the matter, the Council directed the Administrator to consult with Mr. Lawrence Shaughnessy, Jr., City Financial Advisor, requesting him to prepare a financial analysis and a recommendation on the requested rate increase. Representative Robert Pavlak and Representative Raymond Kempe were present to discuss proposed Dakota County Road Bonding legislation. The Council pointed out that although Dakota County Board members and representatives were invited to attend the meeting, no HUNTER LANE FEASIBILITY STUDY ADJOURN Ayes: 5 Nays: 0 Page 347 March 12, 1974 attempt was made by the County to have representatives present -- Mendota Heights has received no cooperation from the County on this matter. Representative Pavlak explained the Senate and House files relating to Dakota County road bonding and distributed copies of S.F. 2975 to the Council members. Mayor Huber listed the objections of the Mendota Heights officials to the proposed bonding authorization, stating that Mendota Heights officials are concerned about Minnesota Highway Department plans, that the County is proposing to build county roads with absolutely no attempt at trying to solve the freeway questions and is planning a support system for the highways without knowing what the final highway plans will look like. Mayor Huber stated that the highway department will not hold hearings on the proposed highway plans until at least September or October and suggested that any legislative action on road bonding be delayed until the 1975 session. Mayor Huber pointed out that in addition to Mendota Heights objection to planning a support system prior to knowing the MHD plans, the Council also feels that the following reasons for objection need serious consideration: percentage of county/city financial participation; a definitive plan should be presented to the municipalities and approved by them. The Council and Representatives Pavlak and Kempe discussed the problems at length. Representative Pavlak stated that he would contact the Dakota County Administrator regarding the Council's reasons for objection to the bonding, and that he will draft an amendment to the proposed House bill to restrict the issuance of bonds until 1975. Engineer Kishel outlined the Hunter Lane, Culligan Lane, Orchard Place feasibility study for the Council. He stated that many problems exist and should be resolved prior to a public hearing on the proposed improvements, and listed several of the problems involved. There being no further business to come before the Council, Councilman Gutzmer moved that the meeting be adjourned. Mayor Huber seconded the motion. TIME OF ADJOURNMENT: 11:00 o'clock P.M.
