1976-11-16 Council minutesPage 751 November 16, 1976 CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota Heights was held at 8:00 o'clock P.M. at City Hall, 750 South Plaza Drive, Mendota Heights, Minnesota. Acting Mayor Lockwood called the meeting to order at 8:00 o'clock P.M. The following members were present: Acting Mayor Lockwood, Councilmen Losleben and Mertensotto. Mayor Huber and Councilman Wahl had notified the Council that they would be out of town. APPROVE MINUTES Ayes: 3 Nays: 0 Ayes: 3 Nays: 0 Ayes: 3 Nays: 0 CASE NO. 76-23, GLEWWE Ayes: 3 Nays: 0 CHANGE ORDER, CLEMENT/VANDALL AREA IMPROVEMENTS Ayes: 2 Nays: 1 Losleben Councilman Losleben moved approval of the minutes of the November 2 meeting with corrections. Councilman Mertensotto seconded the motion. Acting Mayor Lockwood moved approval of the minutes of the November 4 Canvassing Board meeting. Councilman Losleben seconded the motion. Councilman Losleben moved approval of the minutes of the November 9 adjourned meeting. Acting Mayor Lockwood seconded the motion. The Council acknowledged receipt of a letter from Mrs. Marie Glewwe (in regard to the subdivision of 595 Highway 110). Mrs. Glewwe requested that her application for subdivision be approved as originally proposed and stated that she is opposed to any change in the lot lines or sizes. After a brief discussion, Councilman Mertensotto moved that the application for subdivision of 595 Highway 110 be approved as originally proposed, contingent upon receipt of a satisfactory park contribution. Councilman Losleben seconded the motion. The Council discussed proposed Change Order No. 2 for additional drainage improvements to the Clement/Vandall improvement project. (Continued from October 19.) The Council discussed three possible schemes for the drainage improvements, to provide a surface water outlet on Clement Avenue, south of Third Avenue, and after a lengthy discussion, the concensus was that Scheme C, 360 feet of concrete pipe to the discharge point, of-positive gravity discharge is the best alternative. Councilman Losleben expressed concern that provisions should be made for a trail to the Ivy Falls Park from Clement Avenue prior to approval of the Change Order. The Council discussed pedway and assessment considerations at length. Acting Mayor Lockwood moved the approval of Change order No. 2, to the Clement/Vandall improvement project (Improvement No. 74, Project No. 8) in the amount of $5,750.00 based on Scheme C. Councilman Mertensotto seconded the motion. COMMUNICATIONS POLICE DEPARTMENT SALARY NEGOTIATIONS ENGINEERING STATUS REPORT ELECTION POLLING PLACE LIST OF CLAIMS Ayes: 3 Nays: 0 LICENSES Ayes: 3 Nays: 0 Page 752 November 16, 1976 The Council acknowledged reciept of an Association of Metropol- itan Municipalities Modest Cost Housing Committee Report. Administrator Johnson advised the Council of the concerns expressed by several local municipal officials in regard to this matter and urged attendance by Council representatives at a Metropolitan Council hearing to be held on Thursday, November 18. The Council acknowledged receipt of a notice of the Dakota County League of Municipalities general membership meeting to be held on November 18. The Council acknowledged receipt of the October, 1976 Police Department monthly report. The Council acknowledged receipt of a handout memo from the City Administrator regarding salary negotiations with the Local 320 and the Public Works Department. After a lengthy discussion, the matter was tabled to December 7. The Council acknowledged receipt of the October, 1976 Engineering Status Report. The Council acknowledged receipt of a memo from the City Clerk regarding the relocation of the Precinct 4 polling place. After a brief discussion, the Council directed the staff to find a more suitable location for the Precinct 4 polling place. Councilman Losleben moved the adOptiOnofthe following motion: RESOLVED, that the claims submitted to the City Council for payment, a summary of which is attached hereto and identified as List of Claims submitted for payment, November 16, 1976, having been audited by the City Council be and are hereby , allowed and the Mayor and Clerk-Treasurer are hereby authorized and directed to issue checks in payment of said claims. Acting Mayor Lockwood seconded the motion. Acting Mayor Lockwood moved approval of the list of licenses, granting licenses to: Todora's Plumbing Klamm Plumbing & Heating Klamm Plumbing & Heating Plumbing License Plumbing License Excavating License Councilman Losleben seconded the motion.
